    FINANCE MANAGER, KUCCPS 3 (Ref. Code KUCCPS 008/16) - 1 POSITION

    Reporting to the Deputy Chief Executive Officer, the Finance Manager will be responsible for strategic financial planning and directing of the activities of the finance functions in the institution.

    Key Responsibilities:

    1. Ensure development, proper interpretation, implementation and review of financial regulations and procedures to enhance internal controls;

    2. Ensure provision of quality and timely accounting services; 3. Ensure preparation of supporting information for annual audits; 4. Maintain an inventory on all bank accounts of the organization and their approved

    signatories; and 5. Oversee authorization of payments, signing of cheques, identification of suitable cheques

    signatories and setting financial limits as appropriate; 6. Plan and budget for the division; and 7. Supervise and coordinate staff development and performance appraisal in the division.

    Minimum Requirement

    For appointment to this position, a candidate must:

    1. Have served in the grade of Chief Accountant for a minimum period of three (3) years or eight (8) years in comparable and relevant position in the public or private sector three (3) of which must be in a senior management level;

    2. Have a bachelors degree in Commerce (Accounts or Finance) or Business Management or Public Administration plus Certificate Public Account (CPA) K or Associate of Chartered Certified Accountant (ACCA) or Chartered Finance Analyst (CFA) from a recognized institution;

    3. Have a Masters degree in any of the following fields; Finance, Accounting, Business Administration, Strategic Management or its equivalent qualification from a recognized institution;

    4. Have a certificate in Corporate Governance or Senior Management course lasting not less than four (4) weeks from a recognized institution ;

    5. Have demonstrated a high degree of professional competence, integrity and a clear understanding of accounting system, processes, and procedures required in the management of finances.;

    6. Be a member of Association of Chartered Certified Accountant (ACCA) or Chartered Financial Analyst (CFA) or any other relevant professional body;

    7. Have met the requirements of Chapter Six (6) of the Constitution of Kenya on leadership and accountability. Applicants should have clearance certificates from the following bodies:

    a. Kenya Revenue Authority; b. Ethics and Anti-Corruption Commission; c. Higher Educations Loans Board; d. A Licensed Credit Reference Bureau; e. Director of Criminal Investigation

    MANAGER, INFORMATION COMMUNICATIONS TECHNOLOGY MIS, KUCCPS 4 (Ref. Code KUCCPS 009/16) - 1 POSITION

    Reporting to the Deputy Chief Executive Officer, the manager will be responsible for managing and coordinating resources and processes to deliver software releases of the Placement Projects, while helping to define the vision, definition and strategy for the development team by driving project initiatives that deliver on the Placement Service's vision.

    Key Responsibilities:

    1. Work with the Placement Service functional heads to plan and execute projects, ensure that teams have appropriate product and technical specifications, direction, and resources to deliver products effectively by establishing realistic estimates for timelines while ensuring that projects remain on target to meet deadlines;

    2. Responsible for all applications within the Placement Service; receives all requests for new applications, reviews and gives necessary approvals;

    3. Developing product development processes and frameworks including technical documentation standards, QA processes, and building and configuration management;

    4. Establish internal standards, benchmark with external standards and ensure standards are continuously maintained;

    5. Performing code reviews to identify and correct bugs; 6. Identify and assign teams to work on projects or with users to develop appropriate

    applications and provide technical support and guidance as may be required; 7. Create and execute project work plans outlining schedules and deliverables; 8. Effectively prioritise and manage multiple projects; 9. Effectively communicate relevant changes in projects to project teams; 10. Keeping teams and management informed on project progress/status; 11. Maintaining awareness and knowledge of relevant existing and emerging technologies and

    the impact these technologies have on projects; and

    3. Have a Masters Degree in any of the following disciplines: Computer Science or Information Systems or equivalent qualifications from a recognized Institution;

    4. Have a certificate in Corporate Governance or Senior Management Course lasting note less than four (4) weeks from a recognized Institution;

    5. Have demonstrated a high degree of integrity, professional competence and ability in the administration and management of the Information Communication Technology function as reflected in work performance and results; and

    6. Have met the requirements of Chapter Six (6) of the Constitution of Kenya on leadership and accountability. Applicants should have clearance certificates from the following bodies:

    Reporting to the Deputy Chief Executive Officer, s/he will be responsible for the management of the Placement Services ICT Infrastructure environment.

    Key Responsibilities:

    1. Develop and implement quality guidelines and procedures on hardware and software; 2. Analyse computing requirements, identify infrastructure requirements and initiate

    improvements projects; 3. Forecast and plan future programme requirements including modernisation and/or upgrade of

    existing facilities; 4. Manage infrastructure projects including project planning to ensure that all activities and

    tasks begin and end on time; 5. Identify project resource requirements and ensure that these are availed on time and utilised

    as per laid down plans including staffing, hardware and software requirements; 6. Install, configure and maintain multiplatform systems hardware, software and components.

    7. Ensure effective and efficient security systems that ensure network, systems and data security and recovery from internal and external security threats;

    8. Develop, deploy and maintain performance monitoring and reporting systems that provide management and technical reports for decision making and operational support;

    9. Coordinate, schedule and manage information systems to meet user requirements; 10. Facilitate automation of all offices including inter-office communication; 11. Establish a strong working relationship with external suppliers in order to enhance

    productivity and manage costs; and 12. Manage, lead and develop staff.
