EMPANELMENT OF ARCHITECTURAL CUM ENGINEERING AND PROJECT

MANAGEMENT CONSULTANT FOR KERALA STATE IT INFRASTRUCTURE

LIMITED. BACKGROUND/INTRODUCTION

Kerala State Information Technology Infrastructure Limited (KSITIL) is an apex

company formed under Electronics and Information Technology

Department, Government of Kerala for pioneering the development of IT/ITES Special

Economic Zones (SEZs), IT Townships and IT Parks in the state of Kerala. It is a public

limited company incorporated under the Companies Act, 1956, promoted by the

Government of Kerala, with its registered office at 07th Floor, Felicity Square, MG Road,

Statue, Trivandrum. Government of Kerala have assigned KSITIL as the nodal agency

for all infrastructure developments in IT sector. Kerala State IT Infrastructure Limited

will create basic infrastructure facilities required for Kerala IT parks and other

organizations under Electronics & Information Technology Department, Govt of Kerala.

In this context, KSITIL wishes to empanel a panel of Technical Consultantancy firms for

providing architectural, civil, MEP and allied services and project management services

for projects across Kerala.

EXPRESSION OF INTEREST

A. KSITIL invites Expression of Interest (EOI) for empanelment of Architects/

Architectural firms from reputed consultants for providing consultancy services

including architectural and structural design, detailed engineering, project

management and construction management under different categories as

specified in table –I for their various upcoming projects across the state of Kerala.

The scope includes consultancy services for various works like IT buildings,

commercial/ office buildings, guest houses, recreation centers, food courts,

infrastructural works like roads, drains, cable trenches, power receiving and

distribution facilities, sewage treatment plants, water treatment plant, compound

wall, retaining wall etc. including civil and structural works, interior fit out

works, plumbing and sanitary works, fire alarm and protection works, electrical

works, air conditioning works, integrated building management system, lifts ,

landscaping, security systems including CCTV etc.

B. The scope of work of the consultant may include but not limited to the below:

• Arranging site survey / soil investigation etc.

• Preparation of feasibility reports.

• Preparation of development proposals for various schemes.

• Preparation of concept/ master plan

• Preparation of detailed project report on basis of various proposed schemes.

• All architectural services. The consultant has to prepare sections and

elevation drawings of all items, 3D views/model/computer walk through etc.

• Preparation of budget estimates for review and administrative approvals.

• Preparation of detailed bill of quantities, detailed estimates and drawings

including structural design for review and approval.

• If required by the client estimate and rate analysis needs to be prepared in

PRICE software in consultation with KSITIL.

• Rate analysis of all items based on latest CPWD/MORTH specifications and

for items not covered by CPWD, on the basis of market rate with supporting

documents.

• Preparation of tender document including tender drawings, BOQ, technical

specifications, conditions of contract as per e-tender specification and

furnishing copies to KSITIL.

• Evaluation of tender and preparation of tabulation, taking up clarifications

and submitting recommendation to KSITIL for award of work.

• Issue of good for construction of drawings to the contractor after award of

work.

• Site management and supervision of work at site and quality control by

engaging qualified and experienced site personnel.

• Taking joint measurement of works completed and certification of bills for

payment by KSITIL.

• Progress monitoring, reporting and taking / advising action plan for

expediting the work.

• Advising on safety measures.

• Preparation of time lines and programme for project implementation.

• Liaising with Government and local bodies.

• Providing all assistance for statutory approvals.

• Providing technical support during the defect liability period of various

contracts.

• Any other works assigned from time to time.

CATEGORIES OF EMPANELMENT

1. The architectural cum engineering and project management consultant will be

empaneled in following categories, based on their experience and number and

type of projects of the relevant field handled by them:

a. Category A – shall be eligible for taking up projects with estimated cost above

Rs.30 Crores.

b. Category B – shall be eligible for taking up projects with estimated cost above

Rs.10 Crores up to Rs.30 Crores.

c. Category C – shall be eligible for taking up projects with estimated cost up to

Rs.10 Crores.

2. KSITIL reserves its right to allow the empaneled agencies in any category of bid

for the works in next lower/higher category in specific cases on need basis.

PRE-QUALIFICATION CRITERIA

1. The firm should be either registered, limited or partnership type and in the

consultancy business in the present name and style for a period of minimum 5

years ending the last date of the month previous to the one which applications

are invited.

2. Eligibility Criteria for each category:

buildings) of value more than Rs.20 Crores.

OR

Two completed projects/ works(any kind of

building) for an aggregate value of Rs.12 Crores.

Experience in providing Architectural cum

Engineering and Project Management

consultancy service for the construction of single

Pre Engineered (pre cast concreate or pre-

fabricated steel structure) structure of minimum

30,000 Sq.ft and above, which includes civil, MEP

and other allied services within India.

C At least one completed project /work (any kind of

building) of value more than Rs.5 Crores.

OR

Two completed projects/ works (any kind of

building) for an aggregate value of Rs.3 Crores.

3. For Category A, consultant should have in house Design and engineering

department for civil and structural, electromechanical and project and

construction management. No outsourcing sub consultant is acceptable.

4. Category A shall be an ISO certified company.

5. To meet the PQ criteria consultants are requested to furnish the following:

a. PQ Criteria No: 1- Copy of the registration certificate along with copy of the

article of association.

b. PQ Criteria No:2- Completion certificate from client showing the details of

work, value of work, completion date etc., copy of the work order for pre-

qualifying work, copy of the BOQ and tender documents for the pre-

qualifying work. Notary attested audited balance sheet along with profit and

loss account sheet for the last three financial years 2017-18, 2016-17, 2015-16 to

be submitted. The organizations shall be profit making during the above-

mentioned financial years.

c. PQ Criteria No: 3- Details of the engineering staff (key persons) available in

the organization with name of staff, qualification and experience etc.

6. No joint application will be accepted.

SELECTION PROCESS

a. Inviting application for empanelment.

b. Shortlisting of application on the basis of PQ Criteria documents submitted

by the consultants.

c. Empanelment of the consultants on respective category on the basis of PQ

criteria.

KSITIL reserves the right to reject any or all of the applications without assigning any

reasons whatsoever.

Special conditions

1. Forged/ falsified documentary proof furnished by the applicant in support of the

eligibility criteria shall make the applicant in eligible from participating in any

work of organizations under Electronics and Information Technology

Department Government of Kerala.

2. No joint application is acceptable.

3. For Category B & C, the consultant should furnish the details of sub consultants

if any for electromechanical works, specialized works etc.

Instructions & Guidelines for submission of application form for empanelment

1. Empanelment documents shall be downloaded from the KSITIL website

www.ksitil.org.

2. Application form for empanelment shall be submitted in sealed envelope super

scribing “Application for empanelment of Architectural cum Engineering and

Project Management Consultant for KSITIL (Category to be mentioned)” on or

before 15/05/2019 up to 17:00Hrs in the office of the Managing Director, Kerala

State IT Infrastructure Limited, 07th Floor, Felicity Square, MG Road, Statue,

Trivandrum – 695 001.

3. The application shall be submitted only as per the enclosed format (s) along with

Annexure-I to IX, notarized or original documentary proof (s) in respect of the

details furnished in the application form shall be submitted along with the

application. The intending candidates shall also submit the list of such projects

were abandoned / suspended by the architect(s). Suppression of any information

in this regard may lead to cancellation of empanelment of firm / Architect (s)

concerned, if such information comes to the notice of KSITIL after empanelment.

In complete application will be summarily rejected.

4. The application shall be signed by the authorized person (s) of the firm. All pages

of the documents shall be signed and sealed. Authorization /power of attorney of

the authorized signatory to be submitted.

5. In case an application found suitable for consideration for empanelment in

category lower than the one applied for, the empanelment may be done in the

eligible category in respect of such candidate (s).

6. The empanelment shall be valid for a period of 5 (five) years. The panel may be

extended further at the discretion of KSITIL.

7. Architect (s)/ firms having experience in designing green building as per LEED

norms or equivalent recognized international norms should give details of such

works designed /carried out by them in the last three years is desirable.

8. Application should be on the prescribed form. All annexures duly completed

should be submitted.

9. Applicants should give an undertaking certifying that the firm has not been

blacklisted by any Central or State Government departments, local bodies and

PSU’s.

10. Evaluation of application will be done by an expert committee of KSITIL. The

application that has been qualified as per the above evaluation would be

informed on further proceedings.

Conflict of Interest

1. KSITIL requires that consultants should provide professional, objective and

impartial advice and at all times hold the clients’ interest paramount, strictly

avoid conflicts with other assignments/ jobs or their own corporate interests and

act without any consideration of future of works. The consultant and any of their

affiliates shall be considered to have a conflict of interest and shall not be hired

under any of the circumstances below:

a. Conflicting activities or assignment ie. providing goods or works or

assignment other than consulting assignment.

b. Conflicting relationship ie. business / relationship with member of client

staffs involved in the job

c. The consultant shall be required to observe the highest standards of ethics

during period of rendering of professional services and thereafter.

2. Upon finalization of panel, as and when required, KSITIL will assign works for

each consultants in the panel based on the following:

a. Consultants core expertize with regard to the nature of work involved.

b. Convenience factor considering the geographical location of consultant’s

corporate office.

c. Sole discretion of KSITIL.

3. Selection of consultants

a. Consultants shall be selected from the category by collecting price bid directly

or by inviting Request for Proposal (RFP)
