At the commencement of 2018, KeLSA has initiated several projects which would go a long way in strengthening the liaison with common people, thus facilitating the

deserving persons to enjoy the benefits of legal services. After the hectic activities in the first quarter of 2018 in which 38 legal services camps were conducted as per the new model

introduced by NALSA, digitisation of legal literacy clubs in selected schools, digitisation of legal services clinics in selected jails, the activities were carried forward to the next quarter by giving special attention in the case of under trial prisoners, dependents of convicts, women prisoners

and their accompanying children in all the districts. In this quarter, DLSAs undertook the work of follow-up of action required in the complaints received in the new model legal services camps in selected villages, completion of of legal literacy clubs in selected schools as per NALSA

guidelines and digitisation of legal services clinics in selected jails. KeLSA and DLSAs will be involved in the legal services activities with renewed vigor in order to reach more legal aid

ACTIVITIES

SUPADAM – ANTI DRUG CAMPAIGN: Taluk Legal Services Committee, Attingal conducted an anti-

drug campaign at Veterinary Hall , Nagaroor for ADS and CDS members of Nagaroor Grama

Panchayat. Adv. Harish, Panel Lawyer TLSC Attingal conducted class on Drug Abuse Menace

GRAMA SPARSHAM: A project named GRAMA SPARSHAM was inaugurated at Kottupara, Perunad

Panchayat on 27.05.2018. The project was launched by the DLSA, Pathanamthitta in

coordination with of Sathya Sai Seva Samithi. A training programme was organized for the women Panchayat members on 29.05.2018.

LEGAL AID CAMP FOR PERSONS WITH DISABILITY: On 12th April, 2018 District Legal Services

Authority, Thrissur conducted a special Legal Aid camp for persons with disability at Thrissur

town hall and at Kunnamkulam town hall. The camp at Thrissur was organized in cooperation

with PARIVAR ( Non –Governmental ) organization . Through the camp, DLSA provided a platform for the enrollment to Niramaya Health Insurance to persons with Autism , Cerebral Palsy, Mental Retardation and Multiple Disabilities Under Niramaya. About 1000 persons

attended the camp. The camp at Kunnumkulam was organized in cooperation with Local Level Committee (National Trust Act) , Social Security Mission & Disabled person’s Parents

Association of Malayalees (DPPM).

VACATION BASED AWARENESS CLASS: Vacation based awareness classes were conducted in the

month of April and May by the DLSA, Kottayam among the students.

GOTHRAJYOTHI: This project is for empowerment of tribals. This project envisages visit to tribal

families every month by Para Legal Volunteers, organising Lok Adalat/meeting of stakeholders,

including government officials every three months , coaching classes for competitive

examinations, encouragement to involve them in arts and sports activities to prevent alcohol and

drug abuse and organizing visit of tribal students to Government offices, Courts, Collectorate ,

Scientific institutions etc. DLSA, Kozhikode launched Gothrajyothi project to extent the

activities under NALSA (Protection and Enforcement of Tribal Rights) Scheme, 2015. As part of

the project PLVs are visiting tribal colonies and taking steps for redressal of grievances of tribals.

The Secretary, DLSA is also visiting tribal colonies. On the basis of the grievance petitions

received by PLVs while visiting colonies, Lok Adalats are being conducted with the participation

of various government officials. Issues related to ration card, lack of Aadhar card, housing,

drinking water, drug abuse etc were considered and solved in the Lok Adalats.

AAYIRAMADHYAYANGAL: DLSA Ernakulam launches a unique programme ‘AayiramAdhyayangal’

1000 classes for School-College Students, Village-urban & metro residents, government servants,

unorganised workers, inmates in Jails, orphanages, old age homes, shelter homes run by NGOs.

This Legal Awareness Campaign is a mega event lasting throughout the year in all the seven

Taluks of Ernakulam District organized in association with Taluk Legal Services Committees,

Police, Excise, Panel Lawyers, PLVs etc. The focus is on Child & Drug Abuse, Anti-ragging & E-

Jagratha, Pre-Conception and Pre-Natal Diagnostic Techniques (PCPNDT) Act, Women

Trafficking, POCSO, Rights of trafficking Victims, Mentally Ill and Disabled persons, Tribes,

Senior Citizens etc. The programme was inaugurated by the Hon’ble Mr. Justice K. Surendra

Mohan, Executive Chairman, Kerala

HOMOEO DE-ADICTION MEDICAL CAMP & INDIVIDUAL COUNSCELING: DLSA, Wayanad had conducted

Homeopathy de-addiction Camp and Individual Counselling had been arranged in Tribal

Colonies of Seven Panchayats in the Vythiri Taluk. Along with the District Legal Services

Authority, Homeopathy Department, Excise Department, Panchayats were associated with the

Homeopathy de-addiction Camp and Individual Counselling. 1130 persons had participated in

the said Camp and 424 persons had participated in the said Counselling.

DRUG ABUSE AND ILLICIT TRAFFICKING: DLSA, Kottayam has conducted an awareness class on the

topic “Drug abuse and Illicit-trafficking” at Govt. Higher Secondary School, Changanassery.

KSHAYAROGA NIRMMARJHANA YAJHNAM: District Legal Services Authority Wayanad in association

with District TB Centre started a campaign, named “Kshayaroga Nirmmarjjana Yajhnam, for the

eradication of Tuberculosis in the Wayanad District”. Awareness programmes were conducted in

which lectures were delivered on Tuberculosis decease and how to combat the decease. Para

were held on 22.05.2018, 20.06.2018 to assess the current scenario.

AWARENESS PROGRAM ABOUT ‘SEXUAL ABUSES’: TLSC Chirayinkeezhu conducted this awareness

program at Taluk Head Quarters Hospital Chirayinkeezhu on 02/05/2018. Adv. Beena S Nair took class on ‘sexual abuses at workplace’.

AWARENESS PROGRAM ABOUT ‘POSCO & PWFDV ACTS’: TLSC Chirayinkeezhu conducted an awareness

program at Kizhuvilam Grama Pancyhayat on 02.05.2018. Adv. Hari conducted a class about POSCO and PWFDV Acts.

ADVOKATES AND ADVOKIDS- CHILD FRIENDLY LEGAL SERVICES: The campus at

Govt. Law College, Ernakulam; Bharatamatha School of Legal Studies,

Aluva; CUSAT school of legal studies, SNLC Poothotta and NUALS rock by

AdvoKates with campaign against ragging, e-jagratha, drug abuse and

cyber crimes. Advokids will be playing with kids throughout district with awareness programmes

about child abuse, trafficking etc.

LEGAL AWARENESS CAMP ON POSCO AND PROTECTION OF WOMEN FROM DOMESTIC VIOLENCE ACT: TLSC

Attingal has conducted a Legal awareness class on POCSO and Protection of Women from Domestic Violence Act at Attingal. Adv. Harish conducted class on the subject POCSO and Protection of Women from Domestic Violence Act.

ONE-DAY WORKSHOP ON “DOCTORS IN COURT”: District Legal Services Authority, Kannur in

conjunction with Indian Medical Association hosted one-day work shop on the topic “Doctors in Court” at Pariyaram Medical College, Kannur on April 22nd 2018. he interactive session at the end of the programme brought under its purview many topics from ‘Medical Certificates Dos and

Donts' to “Doctor as expert witness”

AWARENESS CLASS ON DRUG ABUSE MENACE: District Legal Services Authority, Thiruvananthapuram

in association with Pullukadu Residential association, Thumba, Thiruvananthapuram and

Nirbhaya Thiruvananthapuram organized an awareness programme on Drug abuse Menace at KPMS Hall Pullukadu on 06.05.2018. Short films were also played on the occasion.

ARUVIKALKKORU THANAL WAYANADAN JALASMRUDHI: District Legal Services Authority, Wayanad in

association with, Kerala forest department, Bharat Scout and Guides, Wild Life Conservation Society and Social Forestry started a project ( 5 Year Plan) named as “Aruvikalkkoru Thanal

Wayanadn Jalasamrudhi”. Using the assistants of Scout and Guide students in this district, it was decided to plant water conserving plants like Bamboo, Neermaruthe etc. The programme is mainly intending to conserve the water using the said planation near by the rivers and streams.

In this project one lakh plants will be planted. The saplings will be provided by Social Forestry Wayanad..

MEDIATION AWARENESS PROGRAM: A Mediation Awareness program was held at ADR Centre , Kaloor

by DLSA, Ernakulam. Mediators lead the classes.

REFORMATION AND REHABILITATION OF WOMEN PRISONERS: Women inmates are trained to make

‘nettipattom’. New unit was started at women’s jail in connection with the 10 day campaign in

the jail on 28.05.2018 by DLSA, Ernakulam.

SUMMER VACATION TEENAGE CLUB – VELICHAM: As part of the NALSA Scheme, 2015 Child Friendly

Legal Services to Children and their Protection, District Legal Services Authority, Pathanamthitta

has established summer vacation teenage club namely ‘VELICHAM’ in association with Social

Justice Department. The aim of the club was to deliver awareness class for the children between

the age group of 10 to 18 through the Anganwadies in this district. The most of the awareness

classes were led by panel lawyers and classes focussed for the child right, personality

development, social awareness, anti ragging, traffic rules, anti narcotic, mental and health

awareness etc. About 3000 classes were taken by competent officers from various departments

like Excise, Police, Social Justice, Health, Child Protection, Traffic and Legal Services Authority.

About 1380 Anganwadies were located for the club. More than 150000 children benefited.

CAMPAIGN ON E-WASTE MANAGEMENT: In connection with the observance of “World Environment

Day”, KeLSA in association with Suchitwa Mission has launched a state wide campaign on E-

Waste Management and disposal. This campaign was inaugurated by the Hon’ble Mr. Justice K.

Surendra Mohan, Executive Chairman, KeLSA through Video Conference with DLSAs and

TLSCs.

“BEAT PLASTIC POLLUTION”: “If you can't reuse it, refuse it” - Keeping these slogans in mind, DLSA

Kannur hosted a series of events to mark the World Environment Day. Clean and Green

Thalassery Courts, Clean Payyambalam Beach, Green 'Legalsa' Kannur, Bring Back Green,

Awareness programmes on ‘Protection of Environment’ are the some of the major programmes.

LITIGATION FREE VILLAGE – KOTTAPPARA IN PERUNADU: DLSA, Pathanamthitta has started the project,

to declare Kottappara tribal area in Perunadu Panchayat a Litigation free Village, in association

with Sri. Sathya Sai Seva Organization and various Govt. Departments. Two Para Legal

Volunteers were deputed to engage to share details of the project with the publict and help to

progress the project. As part of this programme, team DLSA has visited the tribal colony, issued

wheel chairs to the disabled persons and distributed household items to the needy persons.

AN INITIATIVE TOWARDS ‘TOTAL POCSO LITERATE DISTRICT’: Abstract Sexual offences against children

have risen to dramatic levels in the past two decades. These offences are now becoming brutal,

show no gender or age biases and are often life threatening. Such shameful crimes leave

incurable scars over the soul and body of the little innocent ones forever. They are threatened,

molested and traumatized. Many lose their lives. The ones that survive remain vulnerable and

stare at a bleak future. Awareness generation stressing on punishments depending on the

gravity of the crime may be one practical solution to reduce the number of such crimes. With

this objective, District Legal Services Authority Kannur arranged a series of awareness classes on

POCSO Act throughout the District.

NIRAMAYA HEALTH CARDS: Niramaya Health Cards meant for people with disabilities like cerebral

palsy, autism, mental retardation, etc were distributed to the beneficiaries at Muvattupuzha

Town Hall. The program was inaugurated by the Hon’ble Mr. Justice Sri Abdul Raheem, High

Court of Kerala.

WASTE MANAGEMENT: On 12-6-2018 Secretary, DLSA took a direct action to resolve the long

standing waste management issue in Ernakulam Public Market.

NOT ALONE…. An initiative of District Legal services Authority, Thiruvananthapuram to reunite

inmates of Shelter homes, cured patients of Mental health Centre, Old Age Home with their relatives. Love is truth…… but truth is often very hard…. Many inmates of shelter homes have

their own children or close relatives living a decent life in their own homes, when their aged parents or close relatives living the last phase of their life in Govt. supported shelter homes. The

Legal Aid Clinic functioning in the Mental Health Centre, Thiruvananthapuram and Old Age Home for Men at Poojappura made a real assessment of ground reality. Many inmates of Mental Health Centre, Peroorkkada even after recovery of sound mental health, pull on their live

behind the iron bars of the shelter homes longing that one day their relatives would come and take them home. But their longing was endless until DLSA, TVPM intervened in the matter. On

23rd June 2018, DLSA conducted a Special Adalat for ensuring the rehabilitation of the cured patients of the Mental Health centre. The effort found good result and 19 inmates could be send to their own homes with their close relatives. There were hectic efforts for realizing the objective.

The relatives were contacted regularly and free counseling were offered to them. Notices were served through SHOs concerned to ensure their presence on the Adalat day. On the day of Adalat 38 cases were taken up and 18 were settled by which 18 inmates could be sent to their

home.

OBSERVANCE OF WORLD ENVIRONMENTAL DAY : On 5th June , 2018 All District Legal Services

Authorities organized observance of world environmental day and propagation of green protocol at legal services institutions.

WORLD DAY AGAINST CHILD LABOUR: On 12th June all District Legal Services Authorities organized

essay writing competition in connection with world day against child labour for school and

college students.

GENERATION SAFE AND HEALTHY:

Child labour perpetuates illiteracy and poverty. It is the root cause of organised crimes such as human trafficking and terror. Children being the future are to be given opportunities and

facilities to develop in a healthy manner. Child labour is on the decline. But with migrant children running State’s illegal labour force, eradication of child labour still remains a far-fetched dream. It is a shame how childhood is stolen from such children moulding them as bread

earners for themselves and their family. As Indian Constitution, with its paediatric conscience, has special provisions for proper development of children, the one group of professionals who

could effectively weed out child labour could be lawyers. DLSA Kannur and labour Department conducted a one day workshop against child labour on 12.06.2018 at School of Legal Studies, Palayad for the future lawyers..

NO ACCESS TO FUNCTIONAL TOILETS-NEERCHAL COLONY REEKING WITH FILTH: Hundreds of families living in

the densely populated residential areas of Neerchal Colony had been defecating openly until

recently as they had no access to functional toilets. The area is so closely packed with houses that there isn't space for spitting, leave alone building individual toilets, said a native. A news

showcasing the plight of Colony people on Asianet news channel paved way to reconstruction of common toilet for women. Since it was opened a month ago, ladies have switched from relieving themselves on papers and open defecation after the fall of darkness. A team from DLSA Kannur

lead by Secretary, DLSA Kannur, visited the Colony to find the area quite filthy. The twelve recently constructed Women's toilets do not even have electric connection and even worse, the toilets have no taps. No water supply in toilets has resulted in irregular and inadequate cleaning.

The men's toilet still lay idle which prove good compartment space for dogs to rest. Accumulated rubbish, quite unsightly, attracting rats and rodents and motivating further fly-tipping could be

seen on the rear side and around these toilets. A poorly maintained water tank providing an excellent habitat for mosquito breeding was also seen near these toilets. “It is our fault, it could

be cleaner”, said the native. “It is our people who don't keep the surroundings clean.” A cleanliness drive will soon be organized by DLSA Kannur in the Colony and the Departments concerned will be contacted to speed up the reconstruction of the men's toilet.

OBSERVANCE OF INTERNATIONAL WIDOW DAY: The District Legal Services Authority Idukki-

Thodupuzha in association with Women and Child Development Department observed the International Widow Day on 23rd June 2018. Convened an awareness class on the subject ' The

problems faced by widows and Legal protection to widows'. The programme was a great success. In this connection awareness was provided on the project “Ensuring access to justice for widows

leaving in shelter homes” . The scheme was read out to the public regarding the benefits of the scheme and also how to implement the scheme. As the first phase of the programme a committee was constituted for preparing a hand book on the laws and schemes for the welfare of

widows in Kerala.

ANAGHA- THE IMMACULATE- AN ANTHOLOGY OF SEVEN SHORT FILMS PRODUCED BY KeLSA. : The Hon’ble the Chief Justice, High Court of Kerala and Patron-in-

Chief, KeLSA, Justice Antony Dominic released “ Anagha- The immaculate- an anthology of short films produced by KeLSA for spreading awareness on the need to protect the rights of women and children, by handing over a copy

of DVD to Ms. Parvathy, Cine artist. The short films are sub titled in English also.

OBSERVANCE OF INTERNATIONAL DAY AGAINST DRUD ABUSE AND ILLICIT DRUG TRAFFICKING: District Legal

Services Authority, Thrissur conducted awareness campaign on international day against Drug

Abuse and illicit Trafficking on 26th of June at G.H.S.S.Chavakkad.

OBSERVANCE OF INTERNATIONAL YOGA DAY: District Legal Services Authority, Malappuram and Taluk

Legal Services Committees observed international Yoga Day on 21/06/18. As part of the programme,Yoga class for the inmates of jails in Malappuram District has been started.

LEGAL AWARENESS CAMPAIGN ON E-WASTE MANAGEMENT: As part of State wide programme on E-

waste management in association with Suchitwa mission, the DLSAs conducted awareness programmes across the state.

VISIT TO MIGRANT LABOUR CAMPS: DLSA Secretary, Ernakulam along with a team comprising of

District Health Officer, Labour Officer, Police, PLVs and visited three migrant labour camps at Kakkanad on 21-4-2018

STUDENT POLICE CADETS : On 28-4-2018 DLSA Ernakulam in association with TLSC Kanayannur

conducted a legal awareness class for Student Police Cadets at DarulUloom VHSS, Pullepady.

LEGAL AID CLINIC INAUGURATED AT COLLECTORATE, KANNUR: With an aim to provide inexpensive legal

basics like legal advice , drafting of petitions, notices, replies, applications and documents of

legal importance and resolving disputes, a legal aid clinic was inaugurated on April 4th 2018 at

Collectorate, Kannur.

DISTRIBUTION OF AAWAZ CARDS: Around 879 Aawaz Cards were distributed by DLSA, Ernakulam on

the second edition of the Aawaz Card Distribution Day. The program was organized at Muvattupuzha Urban Bank Auditorium. The huge turn out on the second day shows the impact

it had created with its first edition. As many as 1000 migrant labourers benefitted from the program.

“WALK WITH A JUDGE”: DLSA, Alappuzha has conducted a Programme for teenagers. An

introduction of legal system and teenage laws were selected. 40 students from schools were

selected for this programme. As part of this programme, the students very actively interacted with the judges, panel advocates and visited some courts as well as Bar association.

“KAITHIRI”: DLSA, Alappuzha arranged a programme on Drug Abuse and Eradication of Drug

Menace Scheme. Panchayath level inauguration was conducted at Eramalloor Grama Panchayath of Cherthala.

SOCIAL AUDIT AT ATTAPPADY TRIBAL COLONY: Under the leadership of the Chairperson District Legal

Services Authority Palakkad, a team had visited more than 30 hamlets of Adivasies in Attappadi.

A report was also submitted regarding the various projects initiated by the government of which some were not properly done. Legal awareness classes and clinics are functioning in different locations and the common people are very much benefited by it. The Para Legal Volunteers

conducted door to door campaign for various schemes.

BUS ROUTE TO TRIBAL AREAS: A new KSRTC bus route from Moolagangal – Anakkatty tribal area has

inaugurated by the Chairperson (District Judge), District legal services Authority, Palakkad.

SUPPORT TO SMT. MUTHULAKSHMI AND HER CHILDREN: A news item appeared in a Malayalam daily

dated 12/06/18 regarding the suicide of one Murali, who was residing with family in a street at

Kozhichena in Malappuram District. It was reported in the daily that he had applied to include his name in the list of beneficiaries of the scheme ‘’LIFE Scheme’’ to get a house at Thennala Grama panchayath,but his name was not included in the list as he was not having a ration card.

The matter was enquired through the PLV deputed in the Panchayath concerned and he had submitted a report stating that the deceased Murali has left behind his mother Panchavarna, wife Muthulakshmi and 5 childern under the age of six. A report was also called for from the

District child protection officer, Malappuram regarding the situation of the children of the deceased Muarali. The District child protection officer submitted a report stating that

Smt.Muthulakshmi, the wife of deceased Muarali has agreed to send her 4 children namely

Meenakshi, Adhi, Gayathri and Rajani murugan to the children’s Home temporarily and further agreed to take care of her child who was 20 days old by herself. In view of the reports, an order

issued was from this office issued to the District child protection officer, Malappuram to take immediate steps to accommodate the 4 children namely Meenakshi,Adhi,Gayathri and Rajani

murugan to the children’s Home at Thavanoor and the District officer,Social justice Department,Malappuram to take steps to accommodate Smt.Muthulakshmi and her 20 days old baby in the Mahila mandiram,Thavanoor. The order has been complied with.

PREVENT CASUALITY CRACKING OF THE EARTH: A news item appeared in a Malayalam daily dated

08/06/18 regarding the plight of Smt.Kunhimu, residing at Perumanna klari Grama panchayath in Malappuram whose house was damaged due to cracking of the earth. She had to shift her

residence as per the order of the District collector, Malappuram as it was found that the residential house and adjoining area were not safe to live. The Secretary/Sub judge, District

Legal Services Authority, Manjeri had visited the site along with the officials of various departments on 12/06/18 and was found that the area was under the threat of further cracking and human casuality. The affected area was not adequately protected. Since, the local people

including small children had been using that area for ingress and agress to their houses. An order was issued to the secretary,Perumanna klari Grama panchayath to put up a strong fence

around the affected area to prevent casuality. The order has been complied with by the authorities.
