정시스템 (EMIS) 조차 준비되어 있지 않음
교원 수급, 학교 설립, 재정 확보 등 기초 교육 현황 통계 시스템조차 미비하며 이 붂야에
대핚 핚국의 지원과 컨설팅 등 확대가 필요

개발도상국에서는 기초교육을 받을 수 있는 기회 조차 박탈
