"Kern Recovers" A Small Business Forgivable Loan Program

The Kern Recovers Program provides $25 million in forgivable loans of up to $75,000 each to local small businesses like restaurants, gyms, and salons to directly mitigate the economic impacts of COVID-19.

While similar to the federal Payroll Protection Program, the county’s program provides increased flexibility and is available to local small businesses with less than 50 employees and under $5 million in annual revenue.

City of TehachapiGreg GarrettTehachapi City Manager The world hasn’t completely stopped although the moving in and out of economic recovery has been frustrating for many as the goal posts related to COVID-19 continue to change. With that said, investment continues in the City of Tehachapi, it is a testament to our community, our quality of life and the customers that support local business. As many may have seen, the remodel continues to Tacos El Superior, the Antelope Valley-based business that is opeing their first physical location in Tehachapi. Charmed by all the aforemen-tioned qualities they chose to put down roots in Tehachapi and continue towards an opening this summer as they remodel what was once the Dunkin’ Donuts building on Tucker Road.Construction also continues at a brisk pace at the Towneplace Suites by Marriott in Capital Hills. This project will be our first extended-stay hotel in Tehachapi and will be a wonderful addition to the area provided much-needed hotel rooms. It offers additional accommodations near both Highway 58 and Adventist Health Tehachapi Valley hospital, an important resource for family of patients and staff members alike.I’m happy to report that we are seeing movement on the projects slated for the out parcels near Walmart, which opened just shy of a year ago. There were several real estate transactions, lot creations and lot line adjustments necessary to move closer to construction but most of those hurdles have been cleared. You might be aware but Valley Strong Credit Union (formerly Kern Schools) has Plan-ning Commission approval to build a branch on one of the lots along Tehachapi Boulevard. They anticipate breaking ground very soon.Panda Express also received an approval from the Planning Com-mission to build a restaurant with a drive-thru earlier this year. They too appear very close to receiving their permits after work-ing through a variety of real estate transactions in order to create the space necessary to build at the northeast corner of the Walmart parking lot. COVID-19 may have slowed but it certainly hasn’t stopped their desire to develop in Tehachapi, something they have been targeting as a corporation for nearly five years. We are happy that vision is becoming a reality in 2020. We understand the uncertainty surrounding these times and we are honored that these companies, both large and small, continue to look at our community as a place they feel comfortable invest-ing and we are honored to share a future with them. Nothing could have prepared us for the impact of COVID-19, however, it is a tes-tament to this city and this community as a whole that even amidst uncertainty, Tehachapi is a viable place to invest and continue to do business. That’s a silver-lining if there ever was one.

HR CornerEDD Announces Up to 20-Week UI ExtensionJuly 7, 2020 - CalChamber HRWatchDog

he California Employment Development Department (EDD) has taken action to further assist people who are unemployed due to the economic impact of COVID-19.

On July 8, the EDD will complete its phased rollout of the Pandemic Emergency Unemployment Compensation (PEUC) extension, providing up to 13 weeks of additional unemployment insurance (UI) benefits to people who’ve run out of their traditional UI benefits. EDD will begin notifying claimants this week of their potential eligibility for the PUEC extension, which are funded by the federal government’s Coronavirus Aid, Relief, and Economic Security Act (CARES). The state is utilizing the Federal-State Extended Duration benefits program (FED-ED in California), which only becomes available during times of high or prolonged periods of unemployment. It generally pro-vides up to 13 additional weeks of benefits and is typically funded 50 percent from the state’s UI Trust Fund, which includes employer-paid taxes on their employees’ wages, and 50 percent from federal funds.

However, when Governor Gavin Newsom signed AB 103 last week, triggering another seven weeks of unemployment insur-ance benefits and bringing the total amount of additional UI benefits to up to 20 weeks, the funding model shifted: The addi-tional 20 weeks are fully federally funded, which saves the California UI system more than $7 billion.

“The state has been able to maximize benefits for families and business throughout California,” said EDD Director Sharon Hilliard in a press release. “We’re expanding the FED-ED extension to provide up to 20 additional weeks of benefits for work-ers struggling through this pandemic, increasing the benefits available on the separate federal PUA program, and alleviating further financial strain on many state employers by receiving 100 percent federal funding for these benefits.”

To be eligible for the additional weeks, claimants must have earned more than 40 times the weekly benefit amount or 1.5 times their highest quarter earnings during the base period. The base period covers 12 months and is divided into four consecutive quarters.

Those who qualify for FED-ED will still receive the extra $600 stimulus payment through July 25, 2020, based on the end date under the federal CARES Act.

Additionally, the EDD recently announced that it’s re-implementing the bi-weekly unemployment insurance require-ment that claimants answer basic questions regarding their unemployment status and that they’re still receiving benefits. This requirement was temporarily suspended early in the pandemic for regular UI and PUA claims.

Tehachapi Mountain Festival Rescheduled to

September 18th - 20th, 2020The Greater Tehachapi Chamber has rescheduled the 57th Annual Tehachapi Mountain Festival to September 18-20, 2020. The Cham-ber is hopeful that with the rescheduled date we can move forward with the Festival. Please note that the Thunder on the Mountain Car Show Committee made the decision a few weeks ago to cancel the Car Show for 2020 due to lack of entry forms. The 2020 Tehachapi Mountain Quilters Show has also been cancelled, however the quilters will have quilts on display at the festival in Central Park.

Please know that our top priority is making sure our vendors and the community are safe as we move forward and all guidelines estab-lished by the State of California and County of Kern will be followed.
