)e have listened attentively to the generous and fraternal words of the headsof %tate and Government of the *olivarian Alliance of the &eoples of 'urAmerica, and also the &resident of +ruguay, who is in (uba# Actually, os-$u.ica had been here in the /012s, when this fortress was turned into aschool# 3e was then a young dreamer, .ust like today but without rheumatism#Applauses and laughs!

Despite attempts at causing divisions that facilitate plundering, the integrationof our nations keeps strengthening through such mechanisms as Alba,(aricom, $ercosur, +nasur, and others# ;ikewise, the (ommunity of ;atinAmerican and (aribbean %tates, (elac, which (uba is honored to preside,moves onward with its consolidation#

I avail myself of this opportunity and, on behalf of all (ubans and particularlyof the victims of hurricane %andy in the provinces of GuantFnamo, 3olgun and%antiago de (uba, e4press our deepest gratitude to all the governments andpeoples that have generously supported, and are still supporting, ourreconstruction works# Applauses!

Eine months ago that hurricane hit land in this city, and for five hours fiercewinds of appro4imately /5= milesKhour lashed the provinces of %antiago de(uba, 3olgun and GuantFnamo causing the death of eleven people#

In the months following the event, the recovery work has not ceased,conseuently, 65 percent of the housing problems have been resolved# At thesame time, a construction program is underway in the province leading to theeventual relief of the tense situation in that area#

'n the other hand, the government has subsidi9ed =2 percent of the price of

the construction materials assigned to the repair of the damaged houses, andwith the same end it has offered bank credits at lower interest rates and with alonger period for repayment# ;ikewise, in the cases of full house collapse the%tate *udget has taken on the payment of the interests and subsidi9ed thelowest income families# &rogress has also been made in the recuperation ofhealthcare, education and culture facilities, and of transportation#

Additionally, the investment process undertaken in 5226 has continued withthe rehabilitation and e4pansion of the provincial capital aueduct, allowing asteady and daily supply of water to >2 of the >5 hydrometric segments of thecity, although this service is yet to be ensured to the areas of Altamira and;itoral which are presently receiving water every other day# It is theresponsibility of the provincial authorities and enterprises to secure thesustainability of the system#
