It is a booklet promoting the most recent and most popular titles of the EU institutions and other bodies, including:

■ the Official Journal of the European Union, the flagship publication, indicating the content and the various subscription options;

■ many titles covering European Union legislation; ■ books and booklets about the environment, economy and finance, education

and culture; and ■ publications offering statistics on a wide range of subjects.

Entries for each publication indicate the title, the subtitle, a short description of the content, language availability, bibliographical information (year of publication, number of pages, format, ISBN and catalogue number) and price.

Building Parliament: 50 years of European Parliament history 1958–2008There is hardly a political system in the modern world that does not have a parliamentary assembly in its institutional ’toolkit’. Even autocratic or totalitarian systems have found a way of creating the illusion of popular expression.

The parliamentary institution is not in itself a sufficient condition for granting a democratic licence. Yet the existence of a parliament is a necessary condition of what we have defined since the English, American and French Revolutions as ’democracy’.

Since the start of European integration, the history of the European Parliament has fallen between these two extremes. Europe was not initially created with democracy in mind. Yet Europe today is realistic only if it espouses the canons of democracy. In other words, political realism in our era means building a new utopia, that of a supranational or post-national democracy, while for two centuries the DNA of democracy has been its realisation within the nation-state.

Monitoring revenue trends and tax reforms in Member States 2008European Economy 4/2009

In the drugs field, professionals have recognised the potential of Internet-based programmes to deliver drug treatment programmes. There is a significant target audience for such interventions. Drug treatment demand has risen in the EU, particularly among young cannabis users and socially integrated drug users. These people may feel ill at ease with ‘traditional’ treatment centres which target injecting drug users. This review aims to provide insights into the state-of-the-art of Internet-based drug treatment interventions — termed ‘Internet-based DTIs’ in this report — with a particular focus on Internet-based interventions developed in the EU for treating cannabis-use disorders.

For the purposes of this review, an Internet-based DTI is considered as a service that is distinct from more general websites about drugs, and is strictly defined as ‘an Internet-based programme that comprises a specially developed/adapted, structured, and scheduled drug treatment intervention’. The programmes identified in this report are the outcome of a literature and Internet research for relevant Internet-based drug treatment interventions, together with a request to identify such programmes within the EMCDDA’s Reitox national focal points.

Expert forecast on emerging chemical risks related to occupational safety and healthThe Community strategy on health and safety at work 2002–06 called on the European Agency for Safety and Health at Work to ‘set up a risk observatory’ to ‘anticipate new and emerging risks’. EUR-Lex combines an elaborate tool for professional users and an information source easily accessible to all.

The EUR-Lex website provides entirely free access to the world’s largest documentary repository on European Union law. It is designed for those who are interested in EU law and exists in all the official languages of the European Union. It gives users access to EU documents in PDF, HTML, TIFF or DOC format.

The content of the site dates back to 1951 and amounts to some 2 300 000 documents. The database is updated daily and every year some 15 000 documents are added.

You can:

■ consult the Official Journal of the European Union online;

■ access EU legislation and other documents by: — searching for documents, — browsing through collections and directories.

Consult the Official Journal of the European Union

The L (Legislation) and C (Information and Notices) series of the Official Journal of the European Union are loaded on to the EUR-Lex site early each working day. This allows the EUR-Lex user to follow the latest developments in EU law. The Official Journal has been available online in PDF format since 1 January 1998. Texts published in the Official Journal before 1998 can be consulted in HTML format or downloaded in TIFF format from an optical archive.

New features

New features have recently been added to EUR-Lex. Browsing through COM documents was added to the ‘Preparatory acts’ collection. The options of searching for SEC documents and national execution measures were made available in ‘Search by natural number’. To facilitate access to selected documents, permanent links have been added to each bibliographic notice.
