History: Screening, Assessment & Treatment Services

KIDCONNECTIONS BACKGROUND

Since 2006, FIRST 5 Santa Clara County and the Behavioral Health Services Department have partnered to provide high quality, trans-disciplinary screening and assessment, home visitation and therapeutic services for children under 6 years of age through the KidConnections System of Care.

• Managed Care Rule- What is the Managed Care Rule?

– The Managed Care Rule is a comprehensive effort to update & modernize the rules that Medicaid (Medi-Cal) managed care programs need to follow.

– It is the first major update to the rules in more than a decade

– The effective date of the Managed Care Rule was July 5, 2016, with phased implementation over a three year period.

– Applies to the provision of Medicaid Managed Care (MMC) programs and managed care organizations (MCOs), Pre-paid Inpatient Health Plans (PIHPs), and Pre-paid Ambulatory Health Plans (PAHPs).

– As PIHPs, MHPs and DMC-ODS pilots are subject to federal managed care regulations related to beneficiary rights and protections, quality improvement and review, and adequacy and availability of services (among others).
