POL-34 – Historical background

• till 1993 – only NASK as academic provider• 1993 - MANs created

– NASK as backbone provider• using incumbent services

– NASK runs WARMAN (WARsaw MAN) – MANs own their networks !!!!

• 1997 - POL-34 created– backbone based on competitive bandwidth provider

• 1999/2000 – PIONIER programme

Structure - MANs

• MANs are telecommunication operators

• own their network (within city/region)– where possible

• use word „client”– universities, academies, research institutions

are clients– clients sign contracts

• MANs charge for their services

• Agreement of 22 MAN/Supercomputing centres– not a company

• Network management – designated MAN (by contract)– nodes owned and managed by MANs

Who pays for it ?

• State Committee for Scientific Research

• 22 subsidies / 22 budgets – on yearly basis– total cost of present network: 10 mln EURO (est.)

• MANs allowed to provide commercial services – to subsidise basic activity– without compromising „mission” services– MAN level / using infrastructure overcapacity– do not do it unless necessary/ officially approved

• community needs an advanced network– demands are increasing– EU cooperation

• providers cannot deliver– not at required technological level– not at reasonable prices
