Report of Inception Workshop on

Preparation of a Strategic Pilot Program for Climate Resilience (PPCR) Phase I

On the third of March 2011, the Inception Workshop on Preparation of a Strategic Pilot Program for Climate Resilience (PPCR) Phase I in Cambodia at the Cambodiana Hotel, Phnom Penh on 3 March 2011, presided over by H.E. Thuk Kroeun Vutha, Secretary of State, Ministry of Environment, and PPCR Program Coordinator, H.E. Ros Seilava, Deputy Secretary General, Minister of Economy and Finance and Dr. Ancha Srinivasan, Team Leader of ADB representative, with participants from NCCC members.

In his opening speech, Thuk Kroen Vutha highted the Ministry of Evironment, line-ministries and stakeholders are being implementated by recommendation of Samdech AKKA Moha Sena Padei Techo Hun Sen, Prime Minister of the Kingdom of Cambodia who who focused on the needs of National Strategic policy and national action plan on climate change for climate change into national climate change and sectoral plans especially agriculture, water resources, forestry, industry, energy and health aiming at sustainibility of agricultural development, rice production growth, food security, industry energy develiopment and water resources managment and land, development of cutural and nature tourism and people healht care, and infrastructure to resist the climate conditions. I. Results of Workshop

The workshop was led by HE. Thuk Kroeun Vutha, Secretary of State, MoE and PPCR coordinator, Mr. Tin Ponlok, deputy director general of Administration and Natural Conservation, Dr.Ancha Srinivasan, Team Leader ADB.

A. Presentation

Relevant documents were presented: Objective and expected outcome on the PPCR Phase 1 in Cambodia Component of Institutional building and draft anual plan of PPCR Phase 1, in Cambodia with

other project. CCCA linking with PPCR and Initiatives of SPCR Phase 2. Annex 3 presentation.

B. Comments of Stakeholders

In this workshop the participants provided comments on all 5 components: Component 1: National levelmainstreaming of climate resilience in key ministries

(strengthening institutional readiness to mainstream climate risks) Component 2: Sub-national mainstreaming of climate resilience Component 3 : Strengthening civil society and private sector engagement and gender

considerations in climate change adaptation Component 4 : Science-based adaptation planning

Component 5: Outreach and preparation of Phase 2 of the PPCR (SPCR) ។

Related to all components, the participants in the workshop suggested to participate in all line ministries such as Ministry of Economy and Finance, MAFF, MOWRAM, MPWT,MRD, and MOI.

C. Challenges in Project Implementation

Challenges in workshop included: ITA recruitment was delayed Budget transfere from WB i was just delivered to Project Account on March 2011. limited knowledge of project officers in TORs for firms were not facilitated and cooperated Dissemination and and awareness, lack of national specialist with qualification in Cambodia on

climate change Lessons learnt from two projects of world bank for Ministry of Environment were completed

before the agreement contract being expired. There is no incentives for counterpart officers in PPCR Phase 1 Roles and responsibility between CCD Ministry of Environment and world bank were unclear.

D. Resolution for PPCR project

The top priority of the meeting’s participants raised the incentives should be provided to all

counterpart project officers wiht operational cost in priority in cooperation development framework. Without this, the project would not reach a full results as planned.

Roles of project should be divided between the world bank clearly to make sure that the project implementor possess ownership.

Line ministries were suggested to provide key experts the soonest to participate in the PPCR project and CCCA and continue initiatives of SPCR project.

Workshop has a significant concersn on deadline for SPCR 2 of water resource, agriculture, and rural infrastructure to be completed on 23 May 2011 in order to present to SPCR committee to review and decide to provide USD 50 million and USD 60 million as loan.

Workshop has reached achieved for the each phase with close coorperation and strongest committment thorugh step by step approaches as follows:

1- Preparation of working group and inter-ministry technical experts the soonest. 2- Planning and activities divided for responsibilities for these implementations 3- Collect information and extract strategic plan that each ministry decided and reviewed and

extracted ideas from WB, ADB with cooperation with private sector, non-governmental organization and gender.

4- Prepared documents for technical workshops and presented to NCCC. 5- Consulted with WB and ADB 6- Reviewed and decided government’s document through the Ministry of Environment and

Finance to present to world bank and ADB. II. Suggestion and Conclusion

This consultation works has reached the most fruitful outcomes with comments from all relevant stakeholders, line institutions and NGO and Private Sectors.

The workshop participants suggested CCD to take responsibility for the project implementation and there should be reported to the topmanagement and foreworded the reports to line-ministrires to review and to be informed so that active cooperation and on timely manner and send SPCR reports to WB to be reviewed and decided.

Ladies and Gentlemen, Distinguished National and International Representatives!

Today I am honored and it gives me a great pleaures to have chaired the workshop on the Preparation of a Strategic Pilot Program for Climate Resilience Phase I in Cambodia” . In this auspicious occassion , on behalf of the Ministry of Environment and the National Committee for Climate Change , I would like to present my warm welcome and express my profound thanks to the participants for your valuable time present in this important workshop today. And my special thanks go to donors through the Climate Investment Funds (CIF) under coordination of WB and ADB for 1 year and a half implementation after signing between the Ministry of Finance and WB on the third of November 2010 which is under overal responsibility by Climate Change Department of the Ministry of Environment as the implementer. Moreover, I appreciate project officers, managment of CCD, WB and ADB for coorperation with the MEF to manage, coordinate, and actively fulfil their respecive obligation in effectiveness , transparency for today workshop organization. Objective of the today workshop was to present the participants on PPCR project phase 1 in Cambodia and preparation for A Strategic Program for Climate Resilience Phase II involved by all relevant stakeholders. Ladies and Gentlemen, Distinguished National and International Representatives Royal Government of Cambodia recognizes the needs for climate mainstreaming into national policy and socioeconomic planning at national and sub-national levels and related sectoral plans because the climate change is cross-cutting issue and directly linked to ministries, institutions, CSOs, those are in charge of national development. Therefore, RCG has an effort to integrate climate change issue in the National Strategic Development Plan Update 2009 -2013. In fact, as on the first Nationa Plateform on Climate Change in Oct 2009, Samdach Akka Moha Sena Padei Techo HUN SEN, Prime Minister of the Kingdom of Cambodia highted

the necessary for the preparation of National Strategic Policy and National Action Plan on Climate Change, climate change mainstreaming issues into national policy and sectoral plans mainly agriculture, water resources , forestry, industry, energy and medical health aiming at sustainible assurance of agriculture development, rice production growth, food security, industry develompent, and energy, water resources and land management, cultural and natural tourism development, people’s health care and infrastructure proofing with climate conditions.

Excellencies, Ladies and Gentlemen!

It is my a great pleasure to see that Cambodia started project implementation “ Preparation of A Strategic Program for Climate Resilience” aiming at climate mainstreaming issue into policy and national development plan that issues will be toltally followed the recocimmendations of Royal Government of Cambodia as foresaid earlier. A new process of poject implementation will get involved by relevant institution representatives and broad consultatation from the revant parties amongst line ministries – institutions of RGC and development partners as well as the civil Society Organizations. This proves testimony of possive impacts to reflect new partterns in climate change responsive meaures. This method is so important that ensures the process of implementation in the preparation of a new program successfully with the support of both technique and policy.

Today workshop was a critical step in phase 1 of project preparation to aim at: (1) – existing institutional evaluation to mainstream climate risks in line minstries at national level, policy/planning/ project to related sectors (2)- mainsteaming climate resilience into budget system and financial machanism of democratic development at local level (3)- capacity building for CSOs including youths, women, and people, NGOs, and private sectors (4) climate data aquisition and information, hydromet, vulnerability, and relevant sector for science climate change based adaptation and (5)- preparation for a strategic progarm for climate resilience phase II (SPCR).

In this sense, I would like to call all participants to actively participate in a full day consultatncy of this workshop to ensure the ownership of RGC and allowed this new program to fullly respond to socioeconomic priorititized development, environment issue, and sustainable development support of Cambodia in terms of climate change.

Meanwhile, in this slendid occation, on behafl of the MOE I would like to support and express my sincer appreciate from the bottom of my heart for management amnd experts of CCD for their respective tough obligation fulfilment and high and successful responsibility.

In conclusion, again, I want to thank you the effort of MEF, WB, ADB for playing important roles in initialtives and coordination of this “PPCR project Phase 1” .

I wish you all have happeness and have a successful and fruitful workshop today. I am very pleased to diclare opening the workshop from now on .

at the Inception Workshop on the Pilot Program for Climate Resilience Phase I

H.E. Thuk Kroeun Vutha, Secretary of State, Ministry of Environment Dr. Ancha Srivasan, MDBs Representatives Distinguished Representatives of Ministries, Development Partners and Civil Society Organizations Ladies and Gentlemen, It gives me great pleasure to participate at this opening ceremony of the workshop on the Pilot Program for Climate Resilience and deliver these brief remarks on behalf of the Ministry of Economy and Finance. Let me begin by congratulating and thanking the Climate Change Department of Ministry of Environment for organizing and hosting this important event. Climate change has become a critical development challenge with serious implications for the entire range of development concerns: poverty, livelihoods, food security, conflict and social cohesion, to name a few. This is especially true in Cambodia. Despite being a very low green house gas emission country, Cambodia has already faced the impacts of climate change in the form of increased frequency of droughts, floods and extreme climate event. The recent Typhoon Ketsana in September 2009 is one such example. Further, as a Least Developed Country, Cambodia is highly vulnerable to the impacts of climate change which could derail and de-accelerate the remarkable achievement in the socio-economic development seen over the last decade. Climate change is a real threat to the development of Cambodia and it is the poor and the most vulnerable groups that will be most affected with their livelihoods threatened. There are no doubts that climate change can significantly impact on the progress of Cambodia’s socio-economic development and on the achievement of Cambodia’s Millennium Development Goals and the Royal Government of Cambodia’s development objectives as outlined in the “Rectangular Strategy for Growth, Employment, Equity and Efficiency”. Climate change is therefore a critical challenge for our country. We are pleased that Cambodia was selected for participation in the Pilot Program for Climate Resilience as one of the nine pilot countries worldwide. I understand that the objective of the Program is to pilot and demonstrate ways to integrate climate risk and resilience into core development planning through awareness building around the potential consequences of climate change for socio-economic development, including poverty reduction, long-term sustainable growth, macroeconomic performance and economic returns to individual development projects. The Pilot Program is also designed to provide technical support to concerned government agencies in mainstreaming climate change concerns into their budgetary systems. Climate change is a cross cutting development issue and must be considered in the context of sustainable development. It also has far reaching impact on global issues such as food security, energy, trade, finance and health. We have seen the destruction and famine that climate change has caused all around the world and we must act now to redress the issue to ensure that our country and the Cambodian people do not suffer from such impacts. We need to act together and work collectively with our Development Partners to develop simple and practical strategies to meet these challenges. The actions of the focal point in the selected ministries will be very important in this regard. Therefore I encourage all of you to put your best efforts in this workshop and participate fully so that you can acquire knowledge and at the same time contribute to the way forward.

I am confident that the workshop, with the participation of the technically knowledgeable experts in this field, will successfully identify and bring to the fore the main challenges that climate change will bring to Cambodia. We look forward to all of you working together and collectively developing the most appropriate strategies and actions to mitigate the adverse impacts of climate change. Let me close by inviting you to join me in expressing our appreciation to Ministry of Environment for organizing this workshop and thank the development partners for providing assistance to the Royal Government of Cambodia in this important area of development challenge. The Royal Government of Cambodia is fully commitment to meeting the challenges head on in partnership with our development partners. I wish the workshop and you all the success and fruitful outcomes. • The Pilot Program for Climate Resilience (PPCR), as a targeted program under the Strategic Climate Fund (SCF), aims to provide incentives for scaled-up action and transformational change in integrating consideration of climate resilience in national development planning with poverty reduction and sustainable development goals;

• The governments and Multilateral Development Banks-MDBs are planning and carrying out joint missions, to assist the government for Strategic Program for Climate Resilience;

• The first joint mission took place in Nepal in Sept. 2009, for Cambodia and Tajikistan was completed in October 2009;

• The first meeting of pilot countries for the PPCR was held from October 26-27, 2009 in Washington D.C: – To “build a community of practice among the PPCR pilot countries to

exchange experiences, and

– To reach a shared understanding of the PPCR.

Cambodia ratified the UNFCCC on 13 December 1995 and acceded to the

Kyoto Protocol on 04 July 2002

The Ministry of Environment (MoE) is the National Focal Point for the

UNFCCC, the Kyoto Protocol and the IPCC. It also serves as the Cambodia’s DNA for CDM projects;

The National Climate Change Committee (NCCC) was established in April 2006 by a sub-decree and updated in 2010. There are 20 concerned Government ministries and agencies. The Prime Minister is Honorary Chair of the NCCC by a sub-decree dated 14 October 2009.

Integration of climate change concerns into development policies is at the early stage

1999 - first-ever climate change project to prepare Init ial National

Communication to the UNFCCC

The National Strategic Development Plan 2006-2010 calls for resource

mobilization to implement the NAPA

PPCR is from NAPA follow up

The Rectangular Strategy Phase 2 (NSDP Update 2009-2013) further calls for

resource mobilization to address climate change

The PPCR phase I covers 5 key components:

1) Mainstreaming cl imate resilience into the national development planning of the key ministries ;

2) Mainstreaming cl imate resilience into the sub-national development planning;

3) S trengthening c ivil society and private sec tor e ngagement and gende r considerations in C limate C hange Adaptation;

4) Science-based adaptation planning and;

5) O utrea ch and preparation of PPC R Phase II of the S trategic P rogram for Climate Resi lience (SPCR).

2. PPCR Phase I by com ponents

1. Introduction• The Royal Government of Cambodia (RGC) through the

Climate Change Department (CCD) of the Ministry of Environment (MoE) has undertaken a Preparation of a Strategic Pilot Program for Climate Resilience Project (PPCR) Phase I;

• 18 months from 3 November 2010 in collaboration with key line ministries under the overall guidance from MEF;

• The program is financed by the Climate Investment Funds (CIF) and jointly implemented by the World Bank Group and the Asian Development Bank.

• Cambodia is one of nine pilot countries such as Bangladesh, Bolivia, Mozambique, Nepal, Niger, Tajikistan, Yemen and Zambia.

CCCA overview

• The  CCCA is a multi‐donor initiative  with a comprehensive  and innovative Trust Fund approach; 

• The  CCCA Trust Fund administered by UNDP for an 

intermediate  period, with a gradual shift towards full Government ownership and management;

– CCCA Duration: 3  yrs, 2010 ‐2012; 

– CCCA  Budget: US$ 8.9  million, in trust fund. 

• Support from EU, Sida, DANIDA & UNDP;

CCCA Strategic Approach

• Focus  on  national priorities  and immediate needs  in 

line  with  NAPA, NSDP  and poverty  reduction  agenda . 

• Lead  with  policy  development and  promote on ‐the‐

ground  experience  feed ‐back. 

• Main  aim : suppo rt RGC  capacity  deve lopment  and  

institution al strengthening; 

• Address  sectoral and  cross‐sec toral CC  issues  and cross‐cu tting  issues ; 

• Build long  te rm  knowledge sharing and  learning  

mechanism s;  

The NCCC has responsibility for coordination planning and monitoring of

the CC agenda

• The  National Climate Change Committee: 21 Members. 

• The  Climate Change Department /CCD is Secretariat to the NCCC; CCD  handles day‐to‐day implemen‐tation of CCCA,  and of PPCR; 

• CCD  core team  mobilized, assigned members to CCA and PPCR;

• CCCA Result 1: NCCC capacity to coordinate national policy making, capacity development, and outreach/advocacy efforts, and to monitor the implementation of national climate change strategy is strengthened;

• PPCR Component 1:  National‐level mainstreaming of climate risk in ministries;

• PPCR Immediate Outcome 1:  Mainstreaming of disaster risk reduction and climate resilience into legislation and strategic planning documents of key ministries and agencies;
