    The Department Head Meeting was called to order at 8:35 AM in the Ambulance

    Building meeting room hosted by Department of Human Service Director, Tiffany Ramos who

    was unable to attend. The Pledge of Allegiance was recited. Those present were Collin Koop,

    Della Calhoon, Korena Laue, Paula Weeks, Terry Hubbell, Abbey Mullis, Cory Wall, Dave

    Hornung, Gary Koop, Stan Hitchcock, and Susan Corliss.

    DEPARTMENT HEADS MEETING

    Collin Koop – Grounds & Buildings – reported that all air conditioner and heating units

    have been installed in the Annex. A thermostat has been installed in a room not just the hall ways

    to hopefully maintain a better temperature. They have started putting units in the Jail. There are

    a few issues with the difference of tank heater and the new tankless; the hot water in the sink and

    showers isn’t fast enough. Jail social distancing is going okay as most of the work so far has

    been outside the pods. Low on inmates right now is helping with the installation. GOCO grant

    results will be coming in a week, hoping that the county receives a grant for the fairgrounds.

    Ruben is off for a week. Contact Collin when needed. A building sign is to be installed at the

    courthouse on November 19th.

    Della Calhoon – OEM – shared that she has not been very busy but attending meetings:

    Health Care Coalitions and the CDOT winter meeting. Cory Stark met with Lincoln, Yuma,

    Morgan, Cheyenne, and Kit Carson Counties in Burlington for training. He will be planning

    meetings with elected officials and department heads starting January for emergency

    preparedness. Dave Hornung shared that County Rd E between Road 20 to Hwy 59 (County Rd.

    15) is closed due to a wind tower blade that was put on wrong and the high winds. The road will

    remain closed until the blade is replaced.

    Korena Laue-Ambulance – stated that AEDs have been ordered for the courthouse and

    they are shipped. She will get with Collin about the installation in the courthouse and there will

    be training with department heads. With several tragic calls in the last few weeks, the staff will

    be going through a debriefing. Inspections will be starting for the ambulance certification.

    Paula Weeks – Administration – explained the EAP - Employee Assistance Program.

    It would not be located in a county building for privacy reasons. Ryon Medical is working

    through Schaal Physical Therapy & Gym, with an on staff therapist and they would bill the

    county insurance. This is already in place but will be in policy for 2021. Paula explained the

    new sick leave policy that will go in place in 2021 that will include part time employees, they are

    working on how this will work. The Family Leave Ballot Measure that passed, so starting in

    2023 the FMLA will be similar to withholdings for social security with an employer match.

    Local governments are exempt from this. Benefits won't start until 2024. Inventory - emails sent

    out starting to get feedback; please don't wait until the last minute (Dec 31). Inventory items are

    under $5,000. Phil will send out Capital Asset Inventory lists for review as well. COVID sick

    leave is up to 80 hours for state or local orders and doctor orders. There is a FMLA portion of

    this for if you are taking care of children or family member. This would not make the employees

    use sick leave. Reminder that employees that are out more than three days need to have a release

    to come back to work.

    Terry Hubbell – Weed District – reports that he is working on the equipment and the shed for

    next year. Noxious weeds some do really well in a drought and chemicals didn’t get enough rain to do

    their job this year. Enjoy hearing the information from the other Department Heads.

    Abbey Mullis – Assessor – shared that all is good in her office. The Treasurer is having the

    tax sale for 2019 today. Abbey and her office are finalizing the 2020 tax roll for next month that will

    be collected in 2021. There have been over 600 Property inspections in the past year. She is waiting

    on info from the state to prepare for the reappraisal for 2021.

    Gary Koop – Commissioner District 1 – reported that things are going well at the shop.

    Trying to get some things update during the cold months, which is a good time to work on it.

    Dave Hornung – Commissioner District 3 – shared the Road & Bridge District 3 are

    working on County Road 5 getting back into condition now that the interstate project is

    completed. There were sometimes 200-300 loads of gravel a day at times. The bridge on County

    Road 5 will be replaced with culverts in the spring. They are looking at replacing the bridge with

    culverts on County Road 4 as well if there is time. The EDP - Crossing Plains Wind Project is

    pretty much on schedule and should be completed by the end of this year.

    Susan Corliss – Clerk and Recorder – shared the end of the election process. The final

    ballot count will be done completed on Friday, November 13th, for the UOCAVA (Overseas and

    Military) ballots, Signature Discrepancy Cures, and any ballots that were turned in to another

    county by Election Day at 7:00 PM. The Risk Limiting Audit (RLA) will begin with the first round

    on Monday, November 16th, followed by the Canvas which will certify the 2020 General Election.

    The RLA is completed when all counties successfully pass; additional rounds could be necessary.

    There may be a delay in this process depending on how the counties are affected by the COVID

    restrictions. It’s time to start reviewing items that will be in the 2021 Reorg. Department Heads will

    be receiving emails with portions that apply to them soon.

    Cory Wall – Commissioner District 2 – indicated that Road & Bridge District 2 have

    been navigating the COVID issue by working independently and not going into the shop.

    Seismographic work in south part of District 2. Helium wells may begin drilling starting in as

    early as January, which will be permitted from the state. Board of Health has been on calls every

    couple of days concerning COVID. The Board of Health will not close schools that decision

    comes from each school board. Cory reminded everyone to think of the Veterans tomorrow.

    The Kit Carson County Department Head Meeting adjourned at 9:20 AM.

    Next meeting is Wednesday, December 9, 2020, with Extension, Scott Stinnett, as host.

    seconded by Gary Koop. The motion carried by unanimous vote by Cory Wall. Those present

    Paula Weeks, and Susan Corliss.

    BURIAL REQUEST

    Melissa Ross and Kristi Janousek presented a request for county burial.

    Dave Hornung moved to deny the county burial request based on Colorado State

    Burial Criteria and Kit Carson County guidelines, seconded by Gary Koop. The motion carried

    by unanimous vote by Cory Wall.

    Jeff Cure has concerns about the Burial Policy proposed by the Department of Human

    Service. It will be discussed further with the Board of Human Services.

    merchandise, payment, artist comps, etc.

    036 – Rodeo for the 2021 Kit Carson County Fair and Pro Rodeo Saturday night entertainment

    on July 31, 2021, seconded by Dave Hornung. The motion carried by unanimous vote by Cory

    Wall.

    MASTER ROAD USE AGREEMENT – THUMPER

    The Board of County Commissioners reviewed the Road Use Agreement with The

    MapSnapper Group, Inc. Commissioner Cory Wall went on a road tour and had the project

    explain in the field .
