WELCOME

Tena koutou, haere mai ki tenei wahi ataahua, ki a Otautahi On behalf of Bowls New Zealand it gives me great pleasure to welcome to the beautiful city of Christchurch the young men and women competing in the Kittyhawk National Under 21 Men’s and Women’s Singles. This tournament has been a launching pad for many young bowlers who have continued their success onto the international stage and even into the national team, the Blackjacks. I am sure that you all will put in the effort demanded of a tournament such as this, and I wish you all every success. I know that your host for this tournament, Papanui Club Outdoor Bowls, has been looking forward to having you play at this club. Thank you to the club and members for your hospitality and for opening your facilities and greens to our young people and their supporters. The hosting of a national tournament places significant demands on any club’s members, volunteers, facilities, and greens, and the way in which Papanui has responded to these demands is much appreciated. Thank you also to the umpires, markers and other officials whose contribution is essential to the success of this tournament To our players, enjoy the tournament and the experience, enjoy the friendships you will make, and do come back again next year. NATIONAL EVENTS REGULATION 10

The requirement of this regulation applies to all national events. This is available on the Bowls NZ website (www.bowlsnz.co.nz)

CONDITIONS OF PLAY

1. STATUS

1.1 These Conditions of Play are supplementary to Bowls New Zealand Regulation 10 - National Events.

1.2 These Conditions of Play are also made in accordance with Law 55.3 of the Laws of the Sport, which permits Bowls New Zealand as a Controlling Body to establish conditions of play to cover certain aspects of the sport. These Conditions of Play set out the conditions of play that apply to the Kittyhawk National Under 21 Men’s and Women’s Singles Event and apply to all players, Clubs and Centre’s participating in this Event.

1.3 These Conditions of Play do not apply to International Competition which must be played strictly in accordance with the Laws of the Sport.

1.4 These Conditions of Play have been developed and issued by the Bowls New Zealand Chief Executive in accordance with Regulation 10 – National Events.

1.5 The words and phrases used in these Conditions of Play shall have the same meaning as defined in Regulation 10 - National Events and the Constitution of Bowls New Zealand, unless otherwise specified in these Conditions of Play. For avoidance of doubt, the conventions used in the Laws of the Sport shall not apply to these Conditions of Play unless expressly stated.

2. NAME, DATES, VENUES and REGIONS

2.1 The name of the Event is:

KITTYHAWK NATIONAL UNDER 21 MEN’S AND WOMEN’S SINGLES CHAMPIONSHIP

2.2 All Clubs and Centres must refer to the Event by this name, or any other name notified by Bowls

NZ in the event of a change of name and/or sponsor for the Event.

2.3 DATES: Sunday 27th March – Monday 28th March 2016

2.4 VENUE: Papanui Club Outdoor Bowls and Burnside Bowling Club, Chrischurch

3.1 The Controlling Body is Bowls New Zealand.

3.2 Tournament Director: Bowls New Zealand Tournament Director

4. DEFINITIONS

4.1 The words and phrases used in these Conditions of Play shall have the same meaning as defined

in Regulation 10 – National Events and the Constitution of Bowls New Zealand, unless otherwise

specified in these Conditions of Play. For avoidance of doubt, the conventions used in the Laws

of the Sport shall not apply to these Conditions of Play unless expressly stated.

Bowls New Zealand Tournament Director means the person appointed by Bowls New Zealand for the National Finals on such terms and conditions as Bowls New Zealand determines.

Event means the Kittyhawk National Under 21 Men’s and Women’s Singles.

Laws of the Sport means the World Bowls Laws of the Sport of Bowls (Crystal Mark Third Edition) and includes the domestic regulations of Bowls New Zealand.

Kittyhawk means the Kittyhawk Bowling Club

Season is the period of competition for the game of bowls which for the purposes of these Conditions of Play shall commence on 1st July and end on 30th June the following year.

5. ELIGIBILITY

5.1 All entrants shall be playing members of any Club or Clubs affiliated to Bowls New Zealand or any other authority in membership with World Bowls. Bowls New Zealand may require such members to satisfy it as to such qualification.

5.2 All players will be aged under 21 years on 1st July of the season in which the Event is run.

6. ENTRY FEE

6.1 A fee of $60 (incl. G.S.T.) for all participants will be charged and payable to Bowls New Zealand. Your entry form and payment must be received no later than 28th February, 2016.

7. TRIAL ENDS

7.1 Prior to the start of the first game each day each player will be allowed two trial ends.

7.2 Should players be required to change greens during the day an extra set of trial ends will be

allowed.

8. PLAYING FORMAT

8.1 The draw will be completed after all entry fees are paid. Entries will be drawn into sections of six and a round robin will be played in each section. Four games will be played on Sunday 27th and the final qualifying round on Sunday 28th. Plus post section games.

The Men's qualifying rounds on Saturday 27th March will be played at Papanui Club Outdoor Bowls.

The Women's qualifying rounds on Saturday 27th March will be played at Burnside Bowling Club.

All post section play will be at Papanui Club Outdoor Bowls, with Men commencing at 8:30am

and Women at 10:45am

8.2 All games will be played under the traditional format as below:

Singles: 21 Shots up or Time Limit 2 Hours – whichever comes first 8.3 The time signals for each game shall be as follows:

The commencement of play and the expiry of time shall be signalled by the Umpire by a bell or some other means clearly audible to the players concerned.

Where the time limit is not common to all games on any green, the Umpire shall notify the opponents or skips in individual games when the time limit has expired.

If in a time limit game the jack has been delivered before the time signal the end continues and if it is subsequently made dead it should be replayed until it is completed.

8.4 Ends made dead shall be replayed in accordance with Law 20 of the Laws of the Sport.

8.5 Absentee Players: If, 15 minutes after the scheduled start time for a game, one or more players

are absent from a team, the defaulting team will forfeit the game to their opponents. 8.6 Defaults: If a player defaults their score will be recorded as a loss. The non-offending player

will be awarded a win and the average net total of shots scored by the winning teams in the

same round of the same section.

8.7 In all qualifying games three points will be awarded for each game won. One point will be

awarded for each game drawn. Where match points are equal, the winner will be the side with the highest net total of shots.

8.8 If the match points and the net total of shots are equal the side with the lowest “total shots

against” will be the winner.

8.9 If match points, net total of shots, “lowest shots against” are all equal the winner will be the

team who won the game when the two teams met.

8.10 All section winners will progress through to post section.

8.11 In post-section play Law 28 of the Laws of the Sport will apply. If the scores are equal when all

ends have been played or the time limit has been reached then an extra end should be played

to decide the winner of any game.

8.12 In post section play, losing players will be required to mark

9. RESTRICTING THE MOVEMENT OF PLAYERS

9.1 Restricting movement of players during play will be as follows:

Players will only be allowed to visit the head after delivery of their third and fourth bowls.

9.2 In exceptional and limited circumstances, a player can ask the Marker for permission to walk up to the head earlier than described in Appendix A4 of the Laws of the Sport

9.3 If a player does not meet the terms of this law, then the provisions of Law 13 of the Laws of the Sport will apply.

10. ALTERATION TO THE FORMAT AND LENGTH OF GAMES

10.1 The Controlling Body reserves the right to alter the format, times of play and greens to suit local

unforeseen circumstances, giving as much notice as practical.

10.2 Where a programme is interrupted or cannot be completed due to inclement weather or local

conditions, the Controlling Body may amend the format and length of games to achieve

a result.

11. SUBSTITUTES

11.1 Substitutes and changes to original team members will not be allowed in this event in terms of

Bowls New Zealand Domestic Regulation.

12. FOOTWEAR & CLOTHING

12.1 Shoes or sandals may be worn by players when playing on a bowling green. All footwear must

be flat soled and heel-less. Soles may be of a non-slip material with a slightly abrasive surface.

12.2 Any Player with a physical disability may use an appropriate support, wheelchair or bowling aid,

provided that the same is so made that its use causes no damage to the green.

12.3 For any Tournament other than a Club Tournament, players in Singles and members of Teams

or Sides must wear garments of the same colour/design as determined by the Tournament Controlling Body. This means all members of a Team or Side wearing the same trouser/shorts as well as shirts/tops. Any garment may have logos displayed, but the Controlling Body may impose conditions relating to sponsors logos to ensure there is no conflict with a Tournament Sponsor.

12.4 Failure to comply with clause 10.3 will result in the offending Team or Side being defaulted for

each round until they comply with clause 10.3.

13. SMOKING AND ALCOHOL

13.1 Subject to any further restrictions in specific Conditions of Play, the following smoking and

alcohol policies apply:

(a) There shall be no smoking anywhere in a Club house or on the greens at a National Event, smoking may only occur in designated smoking areas and this also applies to markers, coaches, parents and caregivers.

(b) The drinking of alcohol by players is not permitted for the duration of the event.

14. OFFICIALS

14.1 The Tournament Director shall appoint the Chief Umpire after consultation with the Chair of the

Bowls NZ Umpires Committee. All Umpires must be Level 2 or above.

14.2 The Chief Umpire/ Umpire will also be responsible for the appointment of Markers for Section Play

14.3 The Tournament Director will be responsible for appointing the markers for Post Section play.

15. JURY OF APPEAL

A Jury of Appeal shall be appointed for the purpose of deciding upon any points not provided in the

conditions of play and/or for dealing with any referrals or appeals from decisions made by Umpires and/or

the Controlling Body. In the event of a referral or appeal such referrals or appeals shall be referred to

Regulation 10.
