MINUTES OF 52ND MEETING OF OPERATION & COORDINATION COMMITTEE OF MP HELD AT SLDC, MPPTCL, JABALPUR ON 27TH JUNE 2016 AT 11.00 AM.

The 52nd meeting of Operation & Coordination Committee of MP was held on 27th June 2016 at

Conference Hall, SLDC, MPPTCL, Jabalpur under the Chairmanship of Shri P.A.R.Bende C.E.(SLDC) & Chairman OCC. The list of participants is enclosed at Annexure -1.0

Chairman OCC Shri P.A.R.Bende welcomed all the participants and requested for a formal introduction. Thereafter, Chairman OCC informed the committee that the frequency profile for the last two months was on higher side. As the average frequency for the month of April 2016 was 49.98Hz and for the month of May 2016 was 50.00 Hz. The percentage of time frequency within the permissible range of 49.9-50.05 Hz which used to be in the range of 60%-65% has considerably increased to 69.95% & 69.78% during the month of April 2016 & May 2016 respectively, which is a remarkable improvement in grid discipline. Also Implementation of RRAS at regional level has empowered RLDC’s to maintain the frequency between the designated frequency band and to relieve the congestion in the transmission network by directly regulating-up/regulating-down the reserves generation available in the system, which will indirectly improve the frequency profile under operating range. However, the matter of concern is that the percentage of time frequency above 50.05 Hz was 16.98% & 23.12% for the month of April 2016 & May 2016 respectively and is expected to increase further due to low load conditions in ensuing rainy season. Further the voltages were also in operational limits and there is not much deviation in voltage profile as compared to previous months.

Thereafter Chairman OCC informed the committee that as per Clause- 4.2 of the Detailed Procedure

for Relieving Congestion in Real Time Operation approved by the Central Electricity Regulatory Commission, MP SLDC has declared Import Capability/ATC/TTC of MP control area for the first time for the month of May 2016 as 6145MW. He further informed that M.P. has become the first State in Western Region and second state in the country to declare its Import Capability. He further stated that Import Capability of MP shall determine the power to be drawn from the PGCIL / Interstate network for the state and the Regional Import Schedule will be restricted to import capability of the State only.

Chairman OCC also informed the committee that CEA has sanctioned grant from PSDF funds to

T&C-MPPTCL amounting about Rs.81 Crores and about Rs.3.6 Crores to SLDC, MP. Thereafter Chairman OCC requested Member Secretary OCC to take-up the agenda points.

ITEM NO. 1 : CONFIRMATION OF MINUTES : Member Secretary OCC informed the committee that Minutes of 51st meeting of Operation & Coordination Committee of MP held on 26th April 2016 at Banquet Hall, Shakti Bhavan, Jabalpur were forwarded to the committee members vide No. 07-05/SG-9B-II/799 dated 02.06.2016. ITEM NO. 2 : REVIEW OF SYSTEM OPERATION DURING THE MONTHS APRIL 2016 TO MAY 2016. 2.1 Frequency Particulars: Member Secretary OCC informed the committee that during May 2016 the system frequency was below 49.9 Hz for 7.10% of time against 13.07% of time during April 2016. The system frequency was above 50.05 Hz for 23.12% of time during May 2016 against 16.98% of time during April 2016. The system frequency was within the IEGC range of 49.9-50.05 Hz for 69.78% of the time during May 2016 against 69.95% of time during April 2016. The average monthly frequency was 50.00 Hz during May 2016 whereas it was 49.98 Hz in the month of April 2016. The system frequency did not touch 49.20 Hz during the above period.

The detailed frequency particulars for the month of April 2016 and May 2016 are enclosed at Annexure-

Minutes Of 52nd OCC Meeting Of M.P 7

of solar & wind generation was not seen in real time but recently due to development of green corridor and due to installation of new renewable generating plants in the state its effect is clearly visible in real time. Solar generation for the month of April-16 & May-16 was maximum of about 550 MW at around 12Hrs. to 13Hrs. and the wind generation was maximum of about 1200MW in the month of June-16 and it is clearly visible from the graph that there is large variation in wind generation and its monitoring and availability of telemetry is important. Annex. 4.2 Power Supply Position. Annex. 4.3 Hourly Average of Availability and Demand. Annex. 4.4 Hourly average schedule Vs Drawal of DISCOMs. ITEM NO. 5.0 : SYSTEM DISTURBANCE IN MP DURING APRIL 2016 AND MAY 2016 : Member Secretary OCC informed the committee that there was no major grid disturbance in MP during April 2016 and May 2016. Moreover, the Grid Disturbances and Grid Incidents in MP during these months are given in Annexure 5.0. 5.1 Submission of detailed tripping report of incident occurred at ISP HPS on 18.05.16 by ISP :- Member Secretary OCC informed the committee that at 02:19Hrs. of dtd. 18th May 2016, R-phase CVT of 400 KV Bus 2 at 400 KV Indira Sagar burst resulting in bus fault on the 400 KV Bus 2. With this the Bus Bar protection operated for the bus fault however, all the connected elements from the substation has tripped during the event. This caused complete blackout of the substation along with generation loss of 215 MW. The detailed tripping reports of incidents submitted by ISP on 19.05.2016 and 27.05.2016 were contradicting each other and also tripping data given by ISP on telephone was also not matching with the details already given in tripping reports. It appears that ISP has manipulated certain facts in the later report submitted by them and hide some information which is required to be submitted to SLDC and WRLDC. Thus certain assumptions were made in preparing detailed tripping report by SLDC and WRLDC. Chairman OCC further stated that from the tripping occurrences at ISP it is observed that ISP is not providing details of incidences in real time to SLDC control room due to which restoration is delayed. Also, as per instructions of WRLDC static Bus Bar Protection scheme at ISP shall be replaced by numerical Bus Bar Scheme and the matter shall also be discussed in next PCM of WRPC. Thereafter representative from ISP assured the committee that the above lapses shall not be repeated in future and the correct information of the tripping shall be provided in real time for fast restoration. The detailed tripping report shall be submitted to SLDC along with the feeder arrangement within stipulated time period only.

5.2 Grid incidence / tripping at ISP at 12:19 Hrs. on 04.06.2016: Member Secretary OCC informed the committee that Shift Incharge of ISP had requested for outage on 400 KV Bus-A and 400 KV ISP-Indore Ckt-I from 06:00 Hrs to 17:00 Hrs on 04.06.2016 for carrying out some maintenance work. Accordingly, SLDC Control Room Jabalpur has issued code to ISP at 08:00 Hrs for carrying out the maintenance work. On completion of maintenance work/ repairs, ISP C/R has started normalization of bus/feeders without obtaining prior consent of SLDC C/R Jabalpur. Meanwhile during shifting 400 KV ISP – Nagda Circuit from 400 KV Bus-B to Bus-A, without informing SLDC C/R, bus fault occurred at 400 KV ISP substation resulting in tripping of all the 400 KV feeders as well as unit No.6 which was on bar. It has been observed that ISP & OSP HPS generally do not take prior permission of SLDC C/R while segregation of busses / changeover of feeder from one bus to another. It has come to notice of SLDC only when tripping of transmission elements/ machines takes place at ISP/OSP Hydel Power Station. The matter of performing switching operation in the switchyard without consent of SLDC was also discussed in the 49th OCC meeting of MP.

Minutes Of 52nd OCC Meeting Of M.P 8

Such attitude of ISP & OSP is not desirable for safe, secure & reliable operation of the integrated grid as SLDC was unaware of the reason of tripping and loss of generation in the important corridor of state transmission grid and could not take remedial measures to restore the grid at the earliest. Further, performing any switching operation of transmission element without obtaining code from SLDC C/R is also violation of IEGC and MPEGC.

Therefore, all the State Grid entities should take care of performing all switching operations of the grid after obtaining grid code and consent from SLDC for safe, secure & reliable operation of the integrated grid.

Representative from NHDC assured the committee that such type of incidences and violation of grid

code shall not be repeated in future and all the switching operations in the ISP & OSP switchyard shall be performed only after obtaining grid code from SLDC Control Room. ITEM NO. 6.0 : IMPORTANT OPERATIONAL ISSUES:- 6.1 STATUS OF COMPLETION OF ONGOING SCHEMES FOR COMMISSIONING OF REACTORS /

Sl. .No.

EHV Line Time From

Time To

Relay Indications

1. 132 KV Pichhore-Rajghat 14:11 Hrs 14:20 Hrs Pichhore: YB-Ph, Z3, 68.90 KM Rajghat: No tripping. No indication

2. 132 KV Bina-Rajthat 14:11 Hrs 14:30 Hrs Pichhore: YB-Ph., Z1, 17.9 KM Rajghat: No tripping, No indication.

From the above relay indications, it is obvious that the fault was on 132 KV Bina-Rajghat section

which was timely cleared from 220 KV S/s Bina but the protection system at Rajghat HPS failed to perform. Consequently the fault was cleared from 132 KV S/s Pichhore in Z-3. Moreover, in earlier occasions during occurrence of trippings, the protection systems at Rajghat HPS were also not operated and faults were cleared from 220 KV S/s Bina and 132 KV S/s Pichhore simultaneously. Thus non-operation of protection system at Rajthat HPS is threat to the grid security and reliable operation.

Therefore it is requested to check thoroughly the protection system at Rajghat HPS and it is the need of the hour to ensure the proper & timely operation of protection system.

Representative from MPPGCL informed the committee that there was control circuit problem in 132

KV Pichhore – Rajghat Ckt & mechanical problem in Main CB of 132 KV Bina – Rajghat Ckt which has been attended.

6.6 SCHEDULING ACTIVITY BY MPPMCL ON BEHALF OF DISCOM :- Member Secretary OCC informed the committee that SLDC has taken up the issue of round the clock functioning of MPPMCL Control Room so that revision to schedule requisitions are made on behalf of DISCOMs as only two shifts were running and only day ahead activities were performed by MPPMCL CR.

Month to 19 of next month. The data for the above proposed outages shall be positively sent by 3rd working day of current month to WRPC for outages of said period. The shutdown proposed by the entities after due date shall not be consider except emergency shut down In view of the above SLDC was also requested all the entities to send their proposal by 1st day of the month for onward transmission to WRPC within stipulated time. It is observed that the entities are submitting their outage plan during real time operation which are not in emergency nature i.e., pre-monsoon maintenance, oil filtration etc. Further the entities are also not confirming their readiness for availing shut down in D-3 days.

SLDC again requested that all the entities should submit their outage plan for OCC of WR by 1st of every month for onward transmission to WRPC and give their readiness on D-3 for availing the approved shut -down to SLDC. Shut down proposed (except emergency shut down) after due date shall not be forwarded to WRPC/WRPC and shall be return to the entities. The matter was discussed in the meeting. 6.8 Proposal of Shut Down of Intra-state Transmission Elements :- Member Secretary OCC informed the committee that it is observed that the most of the shut downs have been proposed by the entities in real time are not in emergency nature. The reasons for proposed shut down are generally painting work, oil filtration, routine maintenance etc. It is to mention that the due to large grid operation in safe & secure manner, compliance of various regulation of MPERC/CERC, and renewable energy management, it is not possible to entertain the shut downs in real time which are not in emergency nature. It is therefore requested that all entities should submit their outage plan which are not in emergency nature prior to 3 days of proposed shut down date. In real time operation only emergency shut down shall be considered by SLDC. 6.9 Declaration of import capability for the month of June, 2016 for MP Control Area. : Member Secretary OCC informed the committee that as per congestion procedure dated 26.4.13 cl. 4.1&4.2 which states that: Quote:

“State Load Despatch Centre (SLDC) shall assess the Total Transfer Capability(TTC),Transmission Reliability Margin (TRM) and Available Transfer Capability (ATC) on its inter-State transmission corridor considering the meshed intra State corridors for exchange (import/ export) of power with inter-State Transmission System (ISTS). These figures along with the data considered for assessment of TTC would be forwarded to the respective RLDC for assessment of TTC at the regional level.

Unquote

In 481st OCC meeting of WR, Member Secretary, WRPC requested that all SLDCs to carry out the monthly TTC / ATC calculation & upload the same at their respective websites and also communicated to concerned RLDC & NLDC subsequently. WRLDC has already been assessing TTC, TRM and ATC for the inter regional corridors at respective ends, intra regional corridors (group of control areas) and uploaded in their website.

Accordingly, MP SLDC has computed transfer / import capability of Madhya Pradesh Control Area for the month of June 2016 considering MP demand 10590 MW and MP generation 4798 MW. The transfer / import capability of Madhya Pradesh Control Area comes out to be 6145 MW and the same is posted on the website of MP SLDC. This is in compliance with Clause 4.1 of the Detailed Procedure for Relieving Congestion in Real Time Operation approved by the Central Electricity Regulatory Commission. MP is the first State in Western Region who declared their Import Capability of State Control Area.

ITEM NO. 7 : REGULATORY ISSUES: 7.1 CENTRAL ELECTRICITY REGULATOTY COMMISSION PETITION NO 84/MP/2015, I.A. 8/2016 :- Member Secretary OCC informed the committee that CERC in its record of proceeding in petition no 84/MP/2015, hearing on dtd 21.04.16 regarding endangering the secured grid operation of All India electricity grid through inadequate/non-performance of Free Governor Mode Operation (FGMO) with Manual Intervention by the generators and non-compliance of Regulation 5.2 (f), (g), (h), (i) of Indian Electricity Grid Code read with Regulations 24 and 111 of Central Electricity Regulatory Commission (Conduct of Business) Regulations, 1999.

The Commission observed that a committee has been set up to examine the issues with regard to implementation of FGMO/RGMO. The Committee has submitted its report which would be uploaded on the Commission`s website for comments of the utilities. The Commission will take a view in the matter after considering the report of the committee and the responses of the utilities thereon.

The IA of the petitioner shall be considered and disposed of in the light of the decision of the Commission on the committee report

Member Secretary OCC stated that MPPGCL/ NHDC/ JP Bina are requested to submit the status of RGMO/FGMO in their units.

Representative from NHDC informed the committee that RGMO at ISP HPS is in service for all the units and at OSP HPS RGMO has not been installed.

Chairman OCC requested MPPGCL to submit the details of RGMO to SLDC indicating the date of taking RGMO in service/date of commissioning of RGMO along with its present status i.e., whether RGMO is in service or out of service. ITEM NO. 8 : BLACK-START MOCK DRILL OF HYDEL POWER STATIONS : 8.1 Black Start mock drill of Hydel stations of MPPGCL :- Member Secretary OCC informed the committee that the black start mock drill of Tons HPS, Bargi. Pench and Gandhisagar HPS have been completed successfully on 08.10.15, 12.10.15, 06.11.15 and 06.01.2016 respectively. The second time black start mock drill of Gandhisagar HPS has been completed successfully on 04.04.2016 with extending supply to 132 KV S/s, Bherugarh (Ujjain) for Simhasta 2016. SLDC has proposed that the black start mock drill of Rajghat and Madikheda HPS shall be planned and finalize the date in the OCC. Thereafter the procedure shall be prepared & furnished to the MPPGCL & concerned officials by MP SLDC.

Member Secretary OCC stated that the black start mock drill of ISP and OSP were proposed to be

conducted on in the month of June 2016. 8.2 Black Start mock drill of Indira Sagar Power Station :- Member Secretary OCC informed the committee that the black start mock drill of ISP was proposed to be conducted on 21.06.2016. Indira Sagar intimated that the black start mock drill schedule for 21.06.2016 at ISPS is not possible as the programming

Minutes Of 52nd OCC Meeting Of M.P 14

tool SK06 (service kit), to be used for reconfiguring come of the blocks in the processor 70RP05, to facilitate black start procedure is not possible and requested to postpone the black start mock drill at ISPS till November 2016. It is to intimate that in case of any emergency all the black start capable hydro generators should be able to come on bar immediately without manual reconfiguring any function blocks in the processor or protection settings. It appears from the above letter that ISP machines are not capable of black start mock drill under normal conditions and made to black start capable by changing some settings with programming tool SK06. This is defeating the very purpose of black start of hydro generator as it could not be put on bar during total or partial black out of the grid. As per IEGC Clause-5.8 “Recovery Procedures”, mock trial run of the black start capable hydro/ gas generators shall be carried out atleast once every six months in order to achieve the fastest possible recovery of the grid during emergencies. ISP in above letter has requested to postpone the black start mock drill till November 2016 (about 6 months). It is violation of the IEGC regulation if the black start mock drill could not be conducted within the time stipulated in IEGC. The SLDC does not agree for 6 months time extension and request you to make all 8 units capable of black start within two months time.

In view of above, it is requested that all the machines of ISP should be made capable of black start without changing any programming / protection setting immediately and black start mock drill of Indira Sagar Hydel Power Station be arranged as early as possible. Please also intimate the earliest possible date of black start mock drill of ISP.

Representative from ISP informed the committee that for conducting the Mock drill at ISP HPS its

RGMO state has to be changed to FGMO and at ISP HPS complete system is pro control system hence a kit is required to change these settings and this kit will be available by August 2016. But during August 2016 due to rain/flood it will not be possible to conduct Black Start Mock Drill in August-2016.

Thereafter Chairman OCC stated that Black Start Mock Drill can be conducted in the month of Sept-

2016 the dates shall be finalized later as per the system condition and the will be intimated accordingly. 8.3 Black Start mock drill of Omkareshwar Hydel Power Station :- Member Secretary OCC informed the committee that the black start mock drill of Omkareshwar HPS was proposed to be conducted on 07.06.2016. Omkareshwar HPS intimated that Omkareshwar HPS has been supplied, erected & commissioned by M/s Voith Siemens Consortium. It is also intimated that most of the installed equipments like Excitation System, Governor System etc are imported equipments and needs special programme for the operation. Therefore, for first time OSP need modifications in software programme so that line charging as per black start mock drill procedure can be carried out. OSP intimated that OEM has asked for two months(2) time for evaluation and providing the solution. Chairman OCC stated that OSP is requested to made all the eight machines capable of black start during the visit of OEM at OSP at the earliest. Black Start Mock Drill can be conducted in the last week of Sept-2016 or first week of Oct-2016 and the dates shall be finalized later as per the system condition and the will be intimated accordingly.

Representative from NHDC requested that during Black Start Mock Drill the synchronization of the island shall be done at the Sub-station and not at the generating station. Regarding this Member OCC stated that during synchronization while conducting a Black Start Mock Drill the frequency and voltage is controlled at the generating end only hence synchronization is done at generating end. While during restoration from

Minutes Of 52nd OCC Meeting Of M.P 15

real black out there are other parameter through which frequency and voltage can be controlled and synchronization can be done at sub-station which is not possible during Black Start Mock Drill.

ITEM NO.11 : SCADA/EMS RELATED ISSUES 11.1 NON AVAILABILITY OF TELEMETRY OF IMPORTANT 132KV S/s HAVING INJECTION FROM RENEWABLES/CAPTIVE POWER PLANTS OR HAVING INTERDISCOM FEEDERS -

SLDC informed that the telemetry of new 220KV S/s, important 132KV S/s having injection from renewable generating Stations, and Captive Power Plant, is to be provided through Dongfeng RTUS installed and commissioned under MPPTCL SCADA project. Total 50 Nos. Sub Stations has already been identified for integration. However, so far telemetry of only 13 Nos. S/s is integrated with SLDC SCADA/EMS system. The pending commissioning of telemetry of 220 KV Sirmore, 132 KV Susner, 132KV Suasra, 132/33 KV Ratangarh, 132 KV Sailana, 132KV Sitamau was specially discussed and SLDC pointed out that the telemetry of these sub stations is pending to be commissioned for want of PLCC panels. CE(T&C) representative informed that the PLCC panels for commissioning of these RTUs shall be arranged on priority basis.

SLDC further informed that the the upgradation of RTUS for incorporating telemetry of renewable feeders is also pending at several locations. The list of such feeders is hended over to T&C representative during the meeting. It was agreed that the integration of telemetry of balance feeders shall be carried out within fifteen days. 11.2 PRESENT STATUS OF PROCUREENT OF RTUs BY MPPGCL:-

SLDC informed that the Telemetry of Rajghat HPS is out since more than TWO YEARS & telemetry of Bansagar-III is intermittent since last few months. Further, the matter of procurement of RTU for Rajghat HPS and Bansgar III HPS was discussed in detail in last fifteen OCCM meetings as well as on two number special telemetry meetings, without any conclusive result In response, MPPGCL informed that the re-tendering of RTU procurement case is done and techno-commercial bids has already been opened 14th March 2016 and price bid shall be opened shortly. SLDC requested to expedite the procurement.

11.3 DISCREPANCY IN TELEMETRERED VALUES RECEIVED FROM DIFFERENT EHV S/S & POWER STATIONS & UPGRADATION OF EXISTING RTUS SLDC informed that the migration to new SCADA,EMS system is completed by SLDC. However, utilization of EMS system is not possible due to incomplete telemetry specially availability of Status parameters as availability of CB status is a prerequisite for successful functioning of EMS It was agreed that the work regarding telemetry discrepancy shall be completed on priority basis. SLDC further pointed out that the telemetry from Indira Sagar HPS functions normally when unit /feeder is on load. However, it becomes non- current when unit/feeder is not on load. This is creating problem in monitoring of Indira Sagar HPS and hence problem is

Minutes Of 52nd OCC Meeting Of M.P 19

required to be resolved as the earliest. Indiar Sagar HPS representative informed that they will look into it and arrange to reolve on top most priority. SLDC further informed that, while analyzing grid data, it seems that for bus voltage measurement purpose multifunction meters(MFMs) of ICTs are used as signal source for the DFE RTUs scheme at EHV S/ss. As the ICTs are interchangeable as per the site/system requirements from the main bus I to bus II or vice versa and sometimes both the ICTs (whose MFM are used for voltage signal) are may be on the same bus which will display voltages of bus I & bus II in the telemetry system but in actual, telemetered voltages of both the bus will be from same Bus PT source and this is creating confusion in telemetry/during bus bar tripping and analysis thereof. MPPTCL officers informed that they will look into it and revert back. The telemetry discrepancy of 220KV Narsingpur is discussed and it was decided that the telemetry of 220KV Narsingpur shall be shifted to Dongfeng RTU. 11.4 COMMISSIONING OF COMMUNICATION CHANNELS FOR DUAL REPORTIG OF RTUS AS PER BACKUP SLDC REQUIREMENT:-

It was informed by SLDC that the commissioning of SCADA/EMS system at SLDC Jabalpur and backup SLDC Bhopal is completed and the additional communication channel is required to be extended to respective control centers for testing with new SCADA/EMS system. The RTU wise progress is required to be provided by MPPTCL & MPPGCL. MPPTCL and MPPGCL agreed to expedite the work and arrange the commissioning of alternate channels on top most priority 11.5 LONG OUTAGE OF RTUS, PROBLEM IN DATA AND VOICE CHANNELS

The long outage of telemetry of 132KV Morwa, 132KV Beohari, 132KV Seoni, Rajghat HPS etc was discussed in detail. SLDC requested to look into these outages and expedite the restoration procedure for which concern officers agreed. 11.6 TELEMETRY OF RAILWAY TSS SUB STATIONS:-

The matter regarding arrangement of telemetry of railway TSS sub stations was not discussed as representative from railway was not available during the meeting. ITEM No 12 : DATE AND VENUE OF NEXT OCC MEETING :

It has been decided in the meeting to hold 53rd OCC meeting of Operation and Coordination Committee of MP on 27.08.2016 under the host (T&C, MPPTCL) & venue will be at SCADA control centre, MPPTCL, Nayagaon, Jabalpur.
