FOTO: JANINE VAN DER RIET Donations needed to help fire victims Good progress is being made with the Over- strand Municipality’s action plan to bring relief to the 36 victims of the fire that devas- tated the Overhills informal settlement on the night of Friday 21 September. After extinguishing the fire at around 03:00 on Saturday morning, officials from the munic- ipality’s disaster, fire management and hous- ing departments immediately started relief operations. The blaze destroyed 17 informal dwellings. The victims, of whom six are children, were offered shelter in the Overhills community hall, but a number of them chose to stay with friends or relatives. Later in the day, members of the housing de- partment, with the help of the Red Cross Society, provided ingredients for a communal pot, and disaster management personnel handed out warm clothes, shoes, blankets, pil- lows and mattresses. Ward Councillor Lisel Krige visited the vic- tims on two occasions and arranged for dona- tions of clothing from members of the commu- nity. The victims were also given support and encouragement by Councillor Michelle Sapepa. Relief operations carried on throughout the long weekend, and are set to continue. Among others, the operations involve clear- ing the site where the fire burned, preparing a new layout for the area, marking out the sites for the building of new structures, and order- ing the materials required. If all goes according to plan the materials will be issued on Friday so that the rebuilding of structures can take place over the weekend. This will be monitored by municipal officials. Housing manager Frankie Frans, along with Marlu Rust, division commander for disaster and fire management, express their thanks to everybody who has assisted so far; they make special mention of the Red Cross Society and volunteers from the community, as well as their colleagues; all came forward selflessly in this community’s hour of need. On behalf of those affected by the devastating fire, a call is being made for the donation of building materials, such as doors and win- dows, to help reconstruct the 17 shacks de- stroyed in the fire. In terms of the municipality’s policy on as- sistance to people who have lost their homes to fire and other such disasters, only roof sheets and poles are provided. Rebuilding the struc- tures is also deemed to be the responsibility of those affected. People who can assist by providing doors and windows are urged to contact Joseph Smith, the Overstrand Municipality’s housing official in Kleinmond, on 028 271 8424 during office hours. . Housebreaking on therise in KleinmondJANINE VAN DER RIET

Housebreaking has shown the biggestincrease in local crime, according to thecrime statistics released across thecountry last week.

In the period from April 2011 to March2012, house burglaries in theKleinmondpo-licingprecinct increased from208 incidentsreported in the corresponding period lastyear to 274 this year.TheKleinmondpolicing precinct extends

fromKleinmond, throughBetty’sBay,Prin-gle Bay and Rooiels.Business burglaries (non-residential)

increased from 23 incidents last year to 29this year.Theft of cars and motorcycles increased

from 11 to 12, and theft out of vehicles de-creased sharply from 77 to 49.Other instances of theft, excluding those

mentioned, increased from 213 to 326 re-ported incidents.Three murders were recorded in the

Kleinmondpolicing precinct betweenApril2010 andMarch2011,with thenumberdownto two murders in the current statistics.In other areas, increases in the crime sta-

tistics mostly showed up in home and non-residential burglaries, although slight de-creases were also seen in places.In Hermanus, non-residential burglaries

increased from 77 to 95, while residentialburglaries increased from 404 to 505. Mur-ders decreased from 16 to 15.ColonelVincentCetyana, theclustercom-

mander whose jurisdiction includes theOverstrand, says there is room for improve-ment. “Wewant the community to feel safe.Some stats are up, while others have de-creased, but wewant tomake our area safe.The community still has a big role to play.”He says the police have planned commu-

nity meetings to involve residents in figh-ting crime.“We are also planning to recruit more

neighbourhood watches, and our plans forthe upcoming festive season and new yearare already in place,” Cetyana said.

Heritage is about more than having a braaiThe insanity ofwar never ceases to amaze,meespecially the threat of nuclear war.The last time we had madness on such a gi-

gantic scale was the dropping of atom bombson Hiroshima and Nagasaki. We came closeduring the Cuban missile crisis, and haveedgednearerduringconflict inIndiaandPaki-stan and Korea. Now there is trouble oncemore between Israel and Iran.Governments spendmore onmilitary infra-

structure than on the combined state depart-mentbudgets.War is bigbusiness, and thema-jor beneficiaries are usually the arms manu-facturers and military establishments.It is indicativeof theuncaringnatureofpoli-

tics when an entire population is captive tothe dynamics of expediency.When there is nothreat to a country’s sovereignty, why spendbillions on defence? It defies logic when acountry suffers unemployment, as well ashealth, housing and security trauma.Heritage Day has come and gone, and it is

celebrated with a national Braai Day. Insteadof a deep reflection on our identity, past andtraditions, we get tipsy admiring the sight ofscorched meat on the grills. Sadly, we lose anopportunity to inform our children of how farwe have come and where we should be going.Not tobeakilljoy,butour informationdissem-

ination should form part of our socialising. Inthe US, Thanksgiving Day is celebrated witha bit of historical input. It explains the arrivalof the pilgrims onNorthAmerican shores andis performed on stage, usually by school chil-dren.Expectedly, the Native Americans received

a raw deal when it came to land distributionand how they were perceived by the early set-tlers, but nevertheless the day is acknow-ledged. Other countries recognise their na-tional days with similar contemplation.Doing so creates a cultural understanding

that connects citizens. In South Africa weshare a commonality that is distinctive. Over-seasvisitors findour situationuniqueanddif-ficult to comprehend, but ask a local about themusic, food or politics and youwill get simpleanswers and definite solutions.We’re a relatively young country in terms of

ourdemocraticdispensation,butwe’reancientwhen it comes to our heritage. I feel talks ofa rainbow nation will remain just that – talks–iftheydon’ttranslateintosomethingtangible.We can’t wait for rare events like a World Cupto create a feeling of togetherness. It needs tobe sustained and a permanent part of our psy-che; it should reflect who we are.Strangely, national days were celebrated

withgusto in thepast, andnowtheonlyeventsthat can regularly fill our stadia are churchrevivals. Politicians are unfortunately pasttheirsell-bydate,andunless there isadiscern-ibleattemptat improvingthelotof themargin-alised, our numbers at pertinent nationalevents will not increase.It is good to process memory and identity

in nation-building, but we should be carefulnot to move towards pure nationalism, whichcan give rise to xenophobia and descend intoan us-and-them scenario. The attacks on refu-gees on our soils is an example.HertitageDayisatimeofconnection,ofshar-

ingwhat has formed us and continues to do so.

Municipality chews on decisions for dog issuesKERRY VAN RENSBURG

Some progress has been made on the issuesraised by the Dogs Matter Forum since thegroup’s initial meeting with the Over-strand mayor and her officials on 22August.

At this meeting, the forum representativespresented a manifesto to the mayor, as well asa proposed code of conduct for dog owners.

The forum had felt that certain points of themunicipality’s dog bylaw needed to be chal-lenged,andso,afterameetingattendedbyhun-dreds of dog lovers, the code of conduct was re-fined and ameetingwith themayorwas sched-uled. The issues raised by the forum were then

discussedbytheOverstrandMunicipality’sex-ecutive management team. It was decided thatthematterbehandedoverto themunicipality’sarea managers so that they, in turn, could seekinput from the ward committees.

Themain issuerequiring their inputwas theneed for leash-free areas in each ward. Otherissues, such as the registration of dogs and thecollection of dog taxes, were also put on thetable. Some feedback has been received fromthe ward committees, but according to FanieKrige, spokesperson for the Overstrand Mu-nicipality, a “multi-disciplinary approach”will have tobe followedwhen theproposals arereviewed. Input will need to be given by themunicipality’s legal and environmental ex-perts, town planning, law enforcement, local

economicdevelopment,andotherpossibleroleplayers. Direction on this will soon be givenby the executive management team, he says.

Krige says Councillor Moira Opperman,mayoral committee member for protectionservices, is the person responsible forfollowing through on the points addressed bythe Dogs Matter Forum, and has been incontact with David Leppan, spokesperson forthe forum.

Leppan says Opperman has informed himthatward councillors fromDieDamme toRooiEls have been consulted. “On the basis of thenecessity of involvingall theward councillors,we realised that it would not be an overnightoutcome. Having said that, there is confusionas to the present status quo,” Leppan says.

“Besidesputtingourgrievances forward,wealso requested that certain provisions of thebylaw be rescinded immediately in view of thefact that their surprise implementation wasunconstitutional and no debate had been pro-vided for – and that it was especially onerousthatadogownercouldactuallyreceiveacrimi-nal record for not having their dog on a leash.”

In response, Krige says Leppan’s assump-tions are not correct, andwill be taken upwithhim directly. “It must be emphasised that noone will be summoned without prior warningand proper procedures being followed.

“The procedure is: 1. a verbal warning; 2. awritten warning; 3. summons to appear incourt, with the option of paying anadmission-of-guilt fine.”

The eccentric CateMarais of Drie BoschOn all the old title deeds of Kleinmond, thealias of “Drie Bosch” (“Three Forest”) wasgiven.

ThefarmDrieBoschhadasmall farmsteadwith three enormousbluegumtrees in front,but no one seems to know whether the threetrees were the origin of the name “DrieBosch”.

Miss CateMarais arrived inKleinmond inthe late 1920s andmoved into the dilapidatedoldDrieBoschfarmstead.Thelargepropertyhad been purchased by a well-to-do relative.

Miss Marais, who was middle-aged, was amystery to Kleinmond residents. No onecould discover anything of her descent, herpast or her family. She was proud and self-assured. Her bearing was aristocratic, andshe wore her golden brown hair plaitedround her head. Wearing a large hat, shealways looked a picture.

She hired someworkers and built her own“castle” of clay and stone, using the existingfoundation. She painted large oil paintingson the kitchen and dining room walls. Theywere mainly enormous and realistic paint-ings of women, one of whom was barelyclothed. Parents forbade their children tovisit her unless that painting was coveredby a curtain. This made the young ones everso curious.

The children were also captivated by thestories Miss Cate told and the fortunes sheforetold for the children as they huddledround the fireplace.

The children were also asked to let herknow whenever a sailing ship was headedfor the harbour as she was always expectingher fiancé, a ship’s officer, to arrive.

Some evenings, she left a lighted candle inthewindowasasignal,butalas,no loverevervisited her “castle”. Neither had she manyfriends, but her constant companions weretwo fantail doves who nested in a nook inthe fireplace.

Many years later she had to move to anold-age home. The children missed her asthey now had no one to tell their fortune.

Her “castle” has gone, but a few residentsstill remember her eccentric ways. The Jew-ish Foundation bought the property to useas a children’s camp, and lately it has beenleased to the Joy Community, which helpsunemployed people with training and find-ing new opportunities in life.

Dead shark’s last mealScientists involved in the dissection of adead great white shark that was retrievedfrom Dyer Island by the Dyer Island Con-servationTrust (DICT) in Junehave piecedtogether the last meal the shark enjoyed.

Using three boats and a specially designedanimal cradle, theDICTmanaged to secure thebody of the shark, which was then taken toCapeTownby theDepartment of Environmen-

tal Affairs for dissection.According to the scientists, therewerenoob-

vious signs suggesting cause of death, but itwas obvious that the shark had a protrudingstomach cavity.“As much as you never want to see a dead

white shark, it is at the same time incredibleto be able to examine such ananimal up close,”said DICT marine biologist Alison Towner.What was in the shark’s stomach were six

Cape fur seals, along with threeskulls. Three of the six seals weretwo- to five-year-old juveniles,while theother threewereyoungof-the-year pups. The six seals were atthe samestageofdigestion, suggest-ing they had been eaten within thesame period, which raises morequestions on the feeding behaviourof great white sharks.“When the seals were removed

and pieced back together you couldsee exactly how that shark hadkilled them,” says Michelle Wcisel,a DICT zoologist. “The three olderseals were all split right in the mid-dle – it looked like amissile had cutthem in two – and the three smallseals had been swallowed whole.”Different parts of the shark will

be sent to researchers across thecountryworkingonvariousaspectsof shark biology.

sky, and the rain that threatened to fall atanymoment, the childrenwere delighted bythe idea of adding a new layer of colourfulpaint to their dull walls.“I was inspired by Mandela Day, when I

collected sponsors for paint and brushes, af-ter which the walls of Rotary Way Crèchewere decoratedwithDisney cartoon charac-ters after four long hours of painting,” saysorganiser Maxzell Lerm.“Thesameprincipleapplied toJubileeHa-

ven, where I and my colleague Mary-AnneFourie painted an array of multicolouredflowers,with thehelpof thechildrenofJubi-lee Haven. When one enthusiastic toddlerapproached us and asked if she could help,half a dozen more approached also wantingto take part in the fun.“Soon after, with their fingers soaked in

paint, an idea sprouted in my head – and itresulted in a special artwork where all thechildren involved that day left their hand-prints on some of thewalls. Characters suchas Batman also made an appearance, withone special boy claiming that the characterwas his hero.”Maxzell says she hopes that, in future, the

businesses of Hermanus and surroundingtowns will not hesitate to provide spon-sorship for “something so simple that canmake the world of difference to the childrenin these buildings”.

On Blake’s Beach in the Strand, a group diehard caught smallish kob, galjoen, the odd bel-man and one medium size geelbek.The Harmony Park “manne” fishing in that

area also caught the odd kob, a few galjoen anda number of good size dassie between the Har-mony pool and Harbour Island.It is pleasing to hear about so many dassie

been caught in our area lately which provesthese fish are coming back here as they werenot so plentiful two years ago.Jannie Niemand caught his quota of big gal-

joen (two) from the rocks at Koel Bay (insidethe camping area) last weekend.He said there were also a few other anglers

who caught some nice galjoen from this area,butwarned that therewere anumber of under-size fish also being hooked here.

The Betty’s Bay stretch of beach from Aas-bankies right up to Jock se baai also yieldednice size galjoen, the odd white steenbras aswellasa7 kgkobwhichwaslandedatDawidsk-raal by a woman angler.There were also reports of good size mussel-

was held last Saturday in very good weatherconditions. Gordon’s Bay Boat Angling Club’s(GBBAC) boats did very well as the snoek theycaught on the Gordon’s Bay side of False Bay

yellowtailbetween theBellowsandSouthWestReef, but the fish sounded quickly as the boat’sapproached and were reluctant to bite. Mostanglers fishingherehadgood catches of snoek,yellowtail, katonkel and hottentot.Althoughfishingbraidisnotnewonthemar-

ket many readers have indicated that theywould like to know more about them.Modern technology has made braid a more

efficient alternative to mono-filament fishingline.It is perfect for detecting bites and the slight-

est bite is quickly felt on the rod. Braid has anarrow diameter and is excellent for holdingfishindeepwaterandinstrongtideswithlight-er sinkers. It is also limp and does not “spook”the fish.One of the disadvantages of using braid is

that it is difficult tomake knots in it, thereforethe instructions that come with the line mustbe closely followed and a double length of linemust be used for all knots.Adding adrop of super glue to knots onbraid

will give your knots added strength.Braidmust be tightly packed to prevent slip-

page and to avoid line bedding into the spool,do not load braid from a free spool without ap-plying pressure.Casting braid is easy with a fixed spool reel,

but not as easy with a multiplier.When using a multiplier do not use braid

with a narrow diameter and use maximumbreaking forceonyourcentrifugalormag-dragand thicker oil in your bearings to preventoverwinds.It is also useful to use a longer shock leader

withabout 110 – 112 turnsaround thespool andrememberbraidwears out quicker thanmono-filament line over rough terrain, so check itregularly.There are many brands of braid on the mar-

ket and they are expensive to experimentwith,so get advice from a fundi before buying.Most shore anglers fishing in competitions
