Sehr geehrte Damen und Herren,

Die Gemeinde Kleszczów, die in ih-rem Wappen Symbole der Industrie, der Land-wirtschaft und der Natur trägt, ist heute eines der sich am schnellsten entwickelnden Zentren in Polen. Die Gemeinde entwickelt sich aus-geglichen, die Gemeinderessourcen werden überlegt eingesetzt. Diese Grundlage für einen harmonischen Fortschritt hat die „Strategie der sozialwirtschaftlichen Entwicklung” der Gemein-de durchgesetzt, die im Jahre 1998 beschlossen wurde.

Zwanzig Jahre nach der Selbstver-waltungsreform und 12 Jahren nach der Durch-setzung der Entwicklungsstrategie befindet sich Kleszczów in der 1. Liga der polnischen Selbst-verwaltungen. Unsere Gemeinde zeichnet sich nicht nur durch hohe Lebensqualität aus, die wir mit Investitionsanstrengungen und Organi-sationsverhandlungen erreicht haben, sondern bietet auch ein günstiges Netz an lokalen Stra-ßenverbindungen, ein gut entwickeltes Gesund-

heitssystem, eine sehr gute Ausstattung von Lehrkräften und ausgezeichnete Erholungs- uns Sportbedingungen. Dies sind nur einige Vorteile der Gemeinde. Sie tragen dazu bei, dass die Ein-wohnerzahl der Gemeinde Kleszczów systema-tisch steigt.

The Kleszczów municipality, which has the symbols of industry, agriculture and nature in its crest, today is one of the best de-veloping centres in Poland. It develops in a sus-tainable way which means that the municipal-ity’s resources are used in a rational way. This principle key to the harmonious progress has been determined in the “Strategy of social and economic development of the municipality” adopted in 1998.

Twenty years after the local gov-ernment reform and twelve years after the implementation of the development strategy, Kleszczów has found its place in the first league of Polish local governments. Our municipality is distinguished by a high quality of life achieved thanks to huge investment efforts and organisa-tional activities. A good network of local roads, extended health care, well-equipped educa-tional facilities and excellent conditions for rec-reation and sports are just a few of the things the municipality has to offer. Thanks to them, the population of the Kleszczów municipality is gradually increasing.

Another distinguishing feature of Kleczów is its exceptionally favourable condi-tions for investments. Extensive investment ar-eas, assistance offered to investors by the local administration and institutions experienced in cooperation with businesses have established the feeling that Kleszczów is an area friendly to investors.

Gmina Kleszczów, w której herbie znajdują się symbole przemysłu, rolnictwa oraz przyrody, jest dziś jednym z najszybciej rozwijających się ośrodków w Polsce. POŁOŻENIE

Gmina Kleszczów położona jest w centralnej Polsce, na południu regionu łódzkiego. Od Łodzi dzieli ją odległość 75 km, od Krakowa i Warszawy – ok. 180 km. Dogodne połączenia komunikacyjne z Polską północną i południową zapewnia gminie przebiegająca w odległości 15 km droga kra-jowa nr 1. Do Polski zachodniej prowadzi natomiast oddalona o ok. 25 km droga S8. Powierzchnia gminy Kleszczów wynosi 124,8 km2. W dziesięciu sołectwach mieszka prawie 4900 osób. Trzecią część gminy zajmują tereny zurbanizowane i przemysłowe. Powierzchnia użytków rolnych wynosi 54 km2., natomiast po-wierzchnia lasów - 34 km2.

HISTORIA

Najstarsze, potwierdzone dzięki badaniom archeologicznym ślady osadnictwa w okolicach Kleszczowa po-chodzą z okresu neolitu (2,5 - 3 tys. lat przed narodzeniem Chrystusa).

Pierwsze zapisane informacje o Kleszczowie zawiera księga Jana Łaskiego z XVI wieku „Liber Beneficiorum”. Został w niej wymieniony Kleszczów, a także trzy inne wsie z terenu gminy (Łuszczanowice, Żłobnica i Kuców), jako beneficja archidiecezji gnieźnieńskiej.

W XIX wieku dzisiejsze tereny gminy zamieszkiwali przedstawiciele czterech narodowości. Obok Po-laków żyli tu Niemcy, Żydzi oraz Czesi – potomkowie Braci Czeskich, którzy przyjęli wyznanie ewange-lickie. Parafia ewangelicko-reformowana istnieje w Kleszczowie do dziś. Została tu przeniesiona ze wsi Kuców. Kuców podzielił los kilku innych osad, które zniknęły z powierzchni ziemi. Ich teren zajęła odkrywka kopalni węgla brunatnego.

Odkrycie na terenie gminy w 1960 r. bogatych złóż węgla brunatnego miało największy wpływ na współczesne dzieje Kleszczowa. W 1975 r. na te-renie gminy rozpoczęła się największa inwestycja w polskim górnictwie i energetyce - budowa odkrywkowej kopalni węgla oraz elektrowni konwencjonalnej.

Wprowadzona w 1990 r. reforma samorządo-wa stworzyła gminie możliwości rozwoju i umoż-liwiła lokalnej społeczności wpływanie na przyszłość „małej Ojczyzny”.

GESCHICHTE

Die ältesten, auf Grund von archäolo-gischen Forschungen nachweisbaren Spuren einer Ansiedlung in der Gegend von Kleszczów stammen aus der Jungsteinzeit (2,5 - 3 Tausend Jahre vor Christus).

Die ersten schriftlichen Angaben über Kleszczów befinden sich in dem Buch von Jan Łaski aus dem 16. Jahrhundert „Liber Beneficiorum”. In diesem Buch wurden Kleszczów und drei andere Dörfer aus dem Gemeindegebiet (Łuszczanowice, Żłobnica und Kuców) als Pfründe der Erzdiözese Gnesen genannt.

Im 19. Jahrhundert haben auf den heutigen Gemeindegebieten die Vertreter von vier Nationalitäten gewohnt. Neben Polen lebten hier Deutsche, Juden und Tschechen - Nachkommen der Böhmischen Brüdern, die die evangelische Konfession angenommen hatten. Die evangelisch-reformierte Kirchengemeinde gibt es in Kleszczów noch heute. Sie wurde hierher aus dem Gebiet des Dorfes Kuców verlegt. Kuców teilte das Schicksal einiger anderer Siedlungen, die vom Erdboden ver-schwunden sind. Diese Gebiete wurden durch den Braunkohlentagebau besetzt.

Die Entdeckung von großen Braunkoh-le-Lagerstätten auf dem Gemeindegebiet im Jahre 1960 nahm den größten Einfluss auf die Zeitge-schichte von Kleszczów. Im Jahre 1975 begann auf dem Gemeindegebiet die größte Investition des polnischen Bergbaus und des Kohlentagebaus so-wie der Stromkraftwerke.

Die 1990 durchgeführte Selbst-verwaltungsreform gab der Gemeinde Entwicklungsmöglichkeiten und ermöglichte der lokalen Ge-meinschaft die Zukunft der „Heimat“ zu be-einflussen.

HISTORY

The oldest traces of settlements nearby Kleszczów are confirmed by archaeo-logical research dating back to the Neolithic Age (2.5 - 3 thousand years before Christ).

The first written information about Kleszczów can be found in the book by Jan Łaski from the 16th century entitled Liber Beneficiorum. In the book, Kleszczów and three other villages from the municipal-ity (Łuszczanowice, Żłobnica and Kuców) are mentioned as benefices of the Gniezno arch-diocese.

In the 19th century, the present areas of the municipality were inhabited by representatives of four nations. Apart from the Poles, there were Germans, Jews and Czechs (descendants of the Unity of the Brethren who were converted into Evangeli-calism) living there. The reformed Evangelical parish stil l exists in Kleszczów. I t was moved here from the village of Kuców which, l ike a few other settlements, was wiped out and substituted with a brown coal mine outcrop.

The dis-covery of rich deposits of b r o w n c o a l

in 1960 had the greatest influence on the history of contemporary Kleszczów. In 1975, the largest investment in the Polish mining and energy industry consisting in the con-struction of an open-cast coal mine and con-ventional power plant was begun.

The reform of local government in 1990 created developmental opportunities for the municipality and enabled the local community to influence the future of the “Little Homeland”.

GOSPODARKA

Gmina Kleszczów to najbardziej uprzemysłowiony fragment regionu łódzkiego. Na jej terenie znajdują się PGE Kopalnia Węgla Brunatnego Bełchatów i PGE Elektrownia Bełchatów, należące do grona największych firm w Polsce. Elektrownia ma moc 4440 megawatów. W 2011 roku po uruchomieniu nowego bloku energetycznego (858 MW) jeszcze bardziej ugruntuje pozycję lidera wśród polskich elektrowni.

Aby dodatkowo wzmocnić gospodarczy rozwój gminy Kleszczów samorząd lokalny pod koniec lat 90. zde-cydował o przygotowaniu nowych terenów inwestycyjnych. Kleszczowskie Strefy Przemysłowe spotkały się z za-interesowaniem wielu inwestorów, zarówno krajowych, jak i zagranicznych. Swoje zakłady na terenie gminy ulokowali m. in. przedsiębiorcy z Niemiec, Finlandii, Austrii, Francji, Holandii, Włoch, Portugalii, Szwajcarii i Hiszpanii.

Kleszczowskie Strefy Przemysłowe to grunty przeznaczone w obowiązującym planie zagospodarowania przestrzennego gminy dla zabudowy produkcyjnej. Mają bardzo atrakcyjną cenę, uregulowany status prawny oraz kompletne uzbrojenie w niezbędne media. Dogodne rozwiązania komunikacyjne (w tym gminna obwodnica, która połączyła tereny stref i wyprowadzi z nich ruch w kie-runku ważnych dróg krajowych) ułatwiają przedsiębiorcom trans-port surowców do produkcji oraz gotowych produktów.

Gmina oferuje obecnie inwestorom ponad 350 hektarów tak przygotowanych terenów.

WIRTSCHAFT

Die Gemeinde Kleszczów ist das größte Industriegebiet in der Lodzer Region. Auf ihrem Gebiet befinden sich der PGE Braunkoh-lentagebau Bełchatów und das PGE Kraftwerk Bełchatów, die zu den größten Unternehmen in Polen gehören. Die Gesamtleistung des Kraft-werkes beträgt 4440 Megawatt. Nach Inbetrieb-setzung des neuen Kraftwerksblocks 858 MW im Jahre 2011 wird das Kraftwerk seine Spitzenpo-sition unter den polnischen Kraftwerken einneh-men.

Ende der 90er hat die lokale Selbst-verwaltung beschlossen, neue Investitionsge-biete vorzubereiten, um die wirtschaftliche Ent-wicklung der Gemeinde Kleszczów zusätzlich zu stärken. Die Industriezonen in Kleszczów stießen auf Interesse vieler inländischer als auch auslän-discher Investoren. Auf dem Gemeindegebiet haben diese Betriebe Unternehmer aus Deutsch-land, Finnland, Österreich, Frankreich, Nieder-landen, Italien, Portugal, Spanien und aus der Schweiz angezogen.

Die Industriezonen in Kleszczów sind Grundstücke, die in dem geltenden Raumbewirt-schaftungsplan der Gemeinde für industrielle Bebauung vorbestimmt wurden. Sie haben einen günstigen Preis, einen geregelten Rechtsstatus und die umfassende Erschließung von benötig-ten Medien. Günstige Verkehrslösungen (darun-ter die Umgehungsstraße der Gemeinde, die die Zonen verbindet und den Verkehr in Richtung der wichtigen Landesstraßen leiten wird) erleich-tern den Unternehmern den Transport von Rohstoffen für die Produktion und den Transport der fertigen Produkte.

Zur Zeit stellt die Gemeinde den Investoren über 350 ha vorberei-tete Gebiete zur Verfügung.

ECONOMY

The Kleszczów municipality is the most industrialised part of the Łódź region. In the municipality there is the brown coal mine PGE Kopalnia Węgla Brunatnego Bełchatów and the power plant PGE Elektrownia Bełchatów which belong to the largest companies in Po-land. The power plant has the power of 4440 megawatts. In 2011, after the start-up of a new power unit (858 MW) it will strengthen the company’s position as the leader among Polish power plants.

In order to develop further the economy of the Kleszczów municipality, the local government decided in the late 1990s to prepare new investment areas. The Kleszczów Industrial Zones were of interest to many do-mestic and foreign investors. Businesses from Germany, Finland, Austria, France, Holland, Italy, Portugal, Switzerland and Spain located their plants in the municipality.

The Kleszczów Industrial Zones involve lands intended in the local zoning plan for production build-ings. They have very attrac-tive prices, a regulated legal status and com-plete infrastruc-ture with all n e c e s -s a r y

utilities. Convenient transport links (including the municipality’s ring road which connects the zones and directs traffic away from these zones towards important national roads) fa-cilitate the transportation of raw materials for manufacture and ready products.

Currently, the municipality offers more than 350 hectares of areas prepared in this way for investors.

PRZEDSZKOLA I SZKOŁY

Na terenie gminy funkcjonują trzy samorządowe przedszkola (Kleszczów, Łękińsko, Łuszczano-wice) oraz pięć samorządowych szkół: szkoły podstawowe w Kleszczowie i Łękińsku, gimnazjum w Kleszczowie oraz Liceum Ogólnokształcące i Technikum Nowoczesnych Technologii w Kleszczowie.

Dwie ostatnie z wymienionych szkół tworzą Zespół Szkół Ponadgimna-zjalnych i zostały uruchomione w 2009 r. wraz z otwarciem wielofunkcyjnego Kompleksu Dydaktyczno-Sportowego SOLPARK Kleszczów. Ich ucznio-wie odbywają zajęcia w nowocześnie wyposażonych pracowniach, korzystają z bogatej oferty zajęć pozalekcyjnych, mają też do dyspozycji dużą halę sportową, krytą pływalnię, lodowi-sko i siłownię.

Na potrzeby szkół ponadgimna-zjalnych uruchomiony został internat, w którym dostępne są też miejsca hotelowe.

KINDERGARTEN UND SCHULEN

Auf dem Gemeindegebiet befinden sich drei Kindergärten (Kleszczów, Łękińsko, Łuszczanowice) und fünf Schulen: Grundschu-len in Kleszczów und Łękińsko, ein Gymnasium in Kleszczów und das Allgemeinbildende Lize-um und Technikum der Modernen Technologi-en in Kleszczów.

Die zwei letzten Schulen bilden den Verband der postgymnasialen Schulen und wurden im Jahre 2009 zusammen mit dem multifunktionalen Lehr- und Sportzent-rum SOLPARK Kleszczów eröffnet. Die Schüler haben Unterrichtstunden an modern ausge-statteten Arbeitsplätzen, können das reiche Angebot von außerschulischen Aktivitäten in Anspruch nehmen und zusätzlich steht ihnen eine große Sporthalle, eine Schwimmhalle, ein Kunsteisfeld und ein Fitnessraum zur Verfü-gung.

Für die Bedürfnisse der postgymna-sialen Schulen wurde das Internat gegründet, das auch Hotelzimmer anbietet.

KINDERGARTENS AND SCHOOLS

There are two municipal kindegartens (Kleszczów, Łękińsko, Łuszczanowice) and five municipal schools: primary schools in Kleszczów and Łękińsko, a lower secondary school in Kle- szczów and a comprehensive secondary school and technical secondary school of modern tech-nologies in Kleszczów.

The two last schools form the Com-plex of Secondary Schools and they were opened in 2009 together with the multi-function Edu-cational and Sports Complex SOLPARK Kleszczów. Students of these schools participate in classes conducted in labs with modern equip-ment, take advantage of an extensive offer of extracurricular classes and can use

a large sports hall, an indoor swimming pool, a skating rink and a gym.

Secondary schools offer accommodation in a dormitory which also functions as a ho-tel.

PLACÓWKI KULTURY

Gminny Ośrodek Kultury w Kleszczowie jest organizatorem imprez rozrywkowych i lokalnych świąt (np. Dni Kleszczowa, Gminne Święto Plonów).

Dysponuje placówkami w każdym z dziesięciu sołectw. Tak bogata baza pozwala organizować zajęcia nie tylko dla dzieci i młodzieży szkolnej w wolnym od nauki czasie. GOK organizuje też zajęcia dla osób starszych. Młodzież i dzieci z terenu gminy mogą rozwijać swoje pasje w prowadzonych przez GOK kołach zaintereso-wań, m.in. w Młodzieżowej Orkiestrze Dętej, kółku tanecznym, fotograficznym, recytatorsko-teatralnym i informatycznym. Domy kultury i świetlice umożliwiają organizację zajęć warsztatowych z rękodzie-ła artystycznego, są też miejscem spotkań lokalnych Klubów Seniora.

Do grona placówek kultury należy też Gminna Biblioteka Publiczna w Kleszczowie, wraz z filiami w Łękińsku i Żłobnicy. Dysponuje boga-tym, stale urozmaicanym księgozbiorem i dużym zbiorem płyt DVD, organizuje zajęcia edukacyjne i konkursy, głównie dla dzieci i młodzieży.

Kompleks SOLPARK, dysponujący salą audytoryjną na ponad 230 miejsc oraz prze-stronnymi holami, od początku swojej działalności jest miejscem organi-zacji imprez koncertowych, okolicznościowych, a także wystaw i pokazów.

KULTURSTÄTTEN

Das Kulturzentrum der Gemeinde Kles-zczów (GOK) organisiert Freizeitveranstaltungen und regionale Feierlichkeiten (z.B. die ‘Tage der Ge-meinde Kleszczów’ und das Gemeindeerntedank-fest).

Das Zentrum verfügt über Vertreter in jedem der 10 Schulzenämtern. Diese umfangreiche Basis organisiert nicht nur Freizeitveranstaltungen für Kinder und Jugendliche. Die GOK organisiert auch Veranstaltungen für ältere Personen. Die Ju-gendlichen und Kinder aus der Gemeinde können in den vom GOK geführten AGs ihren Hobbys nach-gehen u. a. im Jugendblasorchester, im Tanz- und Fotozirkel, der Theater-AG und dem Computer-workshop.

Die Kulturzentren und -räume ermögli-chen die Veranstaltung von Kunsthandwerk- Work-shops und dienen auch als Treffpunkt von lokalen Seniorklubs.

Zur Gruppe der Kulturstätten gehört auch die öffentliche Gemeindebibliothek in Kles-zczów mit ihren Filialen in Łękińsko und Żłobnica. Sie verfügt über eine reiche und ständig erweiter-te Büchersammlung und über eine große DVD-Sammlung, sie organisiert Lehrveranstaltungen und Wettbewerbe, vor allem für Kinder und Ju-gendliche.

Das Zentrum SOLPARK verfügt über einen Hörsaal für über 230 Plätze und über grosszügige Vorräume und ist seit der Eröffnung Veranstaltungsplatz für Konzerte, Ausstellungen und verschiedene Veranstal-tungen.

CULTURAL INSTITUTIONS

The Municipal Centre of Culture in Kleszczów organises entertainment events and local celebrations (e.g. the Days of Kleszczów, the Municipal Harvesting Holiday).

The Centre has its facilities in all ten villages. Such an extensive base allows for organising free-time activities not only for kids and youths. The Municipal Centre of Culture also organises classes for the elderly. Local teenagers and children can develop their pas-sions in interest circles, e.g. at the Youth Brass Band, dancing circle, photography circle, dra-ma circle and IT circle.

Community centres and care cen-tres organise workshops of artistic handicraft and local meetings of the Senior Club.

Other cultural institutions in-clude the Municipal Public Library in Kleszczów with its branches in Łękińsko and Żłobnica. The library possesses a rich, constantly varied col-lection of books and DVDs.

It is also the organiser of educational classes and competitions, mainly for kids and teenag-ers.

The SOLPARK complex, which houses an auditorium hall with more than 230 seats and spacious halls, has been the venue of concerts, occassional events, exhibitions and shows from the very beginning of its opera-tion.

SPORT I REKREACJA

Ludowy Klub Sportowy „Omega” oprócz gminnych zawodów sportowych jest organizatorem imprez o randze powiatowej i wojewódzkiej. W sekcjach prowadzonych przez klub oraz w ogni-wach funkcjonujących w większych miejscowościach mieszkańcy gminy mają możliwość roz-wijania sportowych zdolności. Obecnie klub prowadzi sekcje: lekkoatletyczną, piłki siatko-wej, piłki koszykowej, tenisa stołowego, piłki nożnej, pływania i karate.

Obok szkolnych boisk sportowych i sal gimnastycznych w skład bazy sportowej gminy wchodzi obecnie sześć trawiastych boisk piłkar-skich (w tym stadion gminny w Kleszczowie), jedno pełnowymia-rowe boisko z podgrzewaną, sztuczną murawą w kompleksie SOLPARK, a także zespoły boisk do gier zespołowych i kor-ty tenisowe w Łękińsku i Łuszczanowicach.

Te zasoby umożliwiają przeprowa-dzanie wielu imprez rekreacyjnych i za-wodów.

SPORT UND ERHOLUNG

Der Sportklub LKS “Omega” orga-nisiert neben den Gemeindewettkämpfen auch die Kreis- und Woiwodschaftsveran-staltungen. In den Sportgruppen des Klubs und in den Einheiten der größeren Ortschaf-ten können die Einwohner sich sportlich be-tätigen. Zur Zeit führt der Klub drei Grup-pen: Leichtathletik-, Volleyball-, Basketball-, Tischtennis-, Fußball-, Schwimm- und Kara-tegruppen.

Neben den Schulsportplätzen und -sporthallen bilden die sechs Grasfußball-plätze die Sportbasis der Gemeinde (dar-unter das Gemeindestadion in Kleszczów), ein Sportplatz mit beheiztem Kunstrasen im Zentrum SOLPARK, und Sportplätze für Mannschaftsspiele und Tennisplätze in Łękińsko und Łuszczanowice.

Dieses reiche Angebot an Einrich-tungen ermöglicht die Realisierung von vie-len Freizeitveranstaltungen und Wettkämp-fen.

Apart from municipal sports competi-tions, the Folk Sports Club “Omega” also organ-ises events with the poviat and province rank. In the club’s sections and facilities functioning in most villages, residents of the municipality have an opportunity to develop their sports skills. Cur-rently, the club runs the following sections: ath-letics, volleyball, basketball, table tennis, football, swimming and karate.

The municipality’s sports infra-structure involves not only school fields and gyms but also six lawn football pitches (including the municipal stadium in Kleszczów), one full-size football pitch with heated artifi-cial grass at the S O L P A R K c o m -

plex and complexes of grounds used in team games as well as tennis courts in Łękińsko and Łuszczanowice.

These resources allow for conducting many recreation-al events and competi-tions.

Kompleks SOLPARK w Kleszczowie.• Dzięki swej wielofunkcyjności oraz wyposażeniu może realizować usługi o zróżnicowanych charakterze i dla różnych grup docelowych (usługi sportowe, rekreacyjne, SPA, organi-zacja konferencji i imprez, noclegowe, gastronomiczne). Długość dziury w ziemi, wybranej w ciągu ponad 35 lat działalności kopalni wynosi ok. 8 km, a szerokość – ok. 3 km. Głębokość odkrywki sięga ponad 280 metrów.Kościół p.w. św. Jana Chrzciciela w Łękińsku.• Murowana świątynia w stylu neobarokowym, zbudowana w latach 1817-1822. W ostatnich la-tach przeprowadzone tu zostały gruntowne prace renowacyjne.Rezerwat przyrody „Łuszczanowice”• utworzony w 1979 r. Ma powierzchnię 41 hektarów. W rezerwacie została przygotowana dydaktyczna ścieżka przyrodniczo-leśna o długości 1700 metrów. Znajduje się tu także duża altana biwakowa.

The brick church in the Neo-baroque style, built in the period 1817-1822. In recent years, it has been thoroughly renovated.“Łuszczanowice” nature reserve• estab-lished in 1979.
