In PlanºC November marks the beginning of a new phase.

On the one hand, in October the fifth course of the IAC occurred in the city of Mindelo, marking completion of the first cycle of these actions, and in this same month the PACA projects begin to be implemented in a pilot phase, continuing the communitarian consultation and the participatory budgeting. Also another meeting of the EBAC teams took place.

During that, the side event of the project, to be held at the 21st Conference of the Parties (COP21) in Paris on December 7th at 13h15 in the European Union area in the room Brussels, was prepared.

The side event of the EBAC project, which also includes the IAC and the PACA, will take place in COP21 in Paris on December the 7th by 13h15 within the European Union in the room Brussels.

This will be attended by representatives of Cape Verde, Mozambique, Portugal and Sao Tome and Principe with the main objective to present the results of the projects and its next steps

COP21 is of paramount importance because it is in this forum that will be decided and agreed the future climate regime, which will run between 2020 and 2030

To this end, these countries have submitted proposals for the Intentional Nationally Determined Contributions (INDCs). These can be found at

Before that, and to prepare such an event and coordinate the various projects, a meeting of the national teams and coordination took place in Lisbon on the 20th and 21st of November, which was also focused on a status of the project tasks.

In the scope of IAC two courses where completed. The first occurred from the 14th until the 24th of September in the town of Songo, Tete province in Mozambique, and the last from the 5th until the 16th of October in the city of Mindelo on the island of Sao Vicente in Cape Verde.

The IAC project aims to respond to the impacts of climate change, helping to integrate the response to vulnerability with capacity building for integrating adaptation into policies, plans and projects in Mozambique, Cape Verde and Sao Tome and Principe.

For completing the IAC courses the last will be held in February or March 2016 in the Maputo region in Mozambique.

In PACA October and November are very important months since they mark the continuation of project tasks following up the participative budget and communitarian consultation with the implementation of concrete measures in the communities in what is the pilot phase.

Therefore, until February, the action will focus on four pilot communities: Matsequenha, Mahelane, Pinda and Ponte de Lurio.

In order to better design and plan the local interventions in November these pilot communities were visited to carry out a more detailed technical diagnosis. These aim to collect basic technical information.

There were already visits to Matsequenha and Mahelane where it was visible the impact of drought, and the subsequent lack of water for human consumption, for watering animals and to practice agriculture.
