DOWNTOWN MILAN RE-OPENING PLAN

Planning for emergencies, changes in the economy and other obstacles and challengesare an important part of community development. There was no way, however, to befully-prepared for this health crisis or the disruption it has caused. It has changed thingsin our personal and our working lives. And, it has impacted the way we are currentlydoing business and the way we need to do business moving forward. As businesses prepare to re-open in phases or entirely, it is imperative that we examinethe functionality, safety, and accessiblity or our downtown district to support ourbusinesses, our community members, and our visitors. We want to ensure businesslivelihood, the health and safety of individuals who frequent our downtown, andcontinue to create a vibrant community. Connection has always been central to our mission and ultimately that connection isresponsible for the success we have experienced in our downtown over the last severalyears. We believe that now, more than ever, connection remains central in all that we do.But we also know that the way we connect is changing and evolving.  With all of this in mind, considering feedback and input from the public and businessowners, gaining information from other communities. and from the knowledge gleanedfrom community development experts across the country, Milan Main Street hascompiled a tiered re-opening plan. The proposal includes both permanent andtemporary changes and enhancements to the downtown district. Some changes are"radical" and require audacious thought and consideration. Other are simple. Some willcost money or require resources. Others require little to no financial support. All of it isimportant to ensuring that our downtown continues to thrive and that people feel safeand remain connected to our community Working together to ensure the future of our downtown has always been key to oursuccess. Let's continue all of the hard work we have done together so we can moveforward and re-emerge from this crisis stronger and better.

A PHASED

APPROACH TO RE-OPENING 

NO PARKING ON MAIN STREETImmediately eliminate parking on Main Street, with the exception of existing handicapparking spots to accomodate curbside shopping. In the Business Reopening Surveyconducted by Milan Main Street and the Milan Area Chamber, 95% of the nearly 700people who took the survey indicated that they wanted to see curbside service continuefor restaurants. In the last two weeks, non-restaurant retailers have started to havesuccess with curbside service as well. The sruvey also indicated that only 37% ofconsurmer are comfortable starting to dine out or shop as soon as restrictions are lifted.We need to take bold action to create an environment that allows rresidents and visitorsto feel comfortable patronize our downtown and that allows our businesses to survive andthrive.

PHASE ONE

OPTIONS/CONSIDERATIONS: 

Effective: June 1, 2020 By making a few bold changes in our downtown we make it easier and safer forpeople to patronize businesses. These same changes will increase spending in ourdowntown and jumpstart our local economy. These are expected to be temporarychanges. We would reexamine each element on a monthly basis.  Please note that the ideas listed below regarding parking and the use of other publicspaces are not all necessary. Rather, they are dependent on each other. For instance,if the use of Tolan Street is approved, then we may not need to also implement StreetMarket Satrudays.

We also want to ensure that we maintain a friendly relationshipwith our visitors and community members. "WALK THE WALK" cards that deliver a briefmessage about parking parameters in the downtown district with a friendly reminder to"park" differently in the future would be produced and shared with downtown businessowners to place on vehicles or share with customers.

PUBLIC MESSAGINGProduce signs to place thorughout the downtown that reinforces smart social distancing.For example:-Signs on all crosswalks: Be Safe. Stay Healthy. Use your elbows to activate crosswalk -Reminders to maintain a safe social distance in areas where crowds may bottle neck(street corners, store fronts)

EMPLOYEE AND BUSINESS OWNER PARKINGCreate and community a downtown business owner and employee parking policy thatrequires them to park in public parking lots reserving preferred sports in those lots forcustomers and visitors This policy will include a map to all public lots with suggestedemployee parking areas within those lots.

STREET MARKET SATURDAYSClose Main Street to traffic every Saturday from 8 AM - 8 PM (hours not yet firm) tocreate an open air market, allowing businesses to take their goods and servies to thestreet. The small business re-opening survey indicated that 78% of people arecomfortable with outdoor events, 77% are not yet comfortable with dining-in, and 80%want restrictions on how manhy poeple can be inside a business at any given time.

CURBSIDE PICK UP SIGNAGE

In tandem with the No Parking on Main Street program, we need to create clearmessaging and systems for curbside only parking. Creating signs and/or paintingnumbers on in the parking space so patrons can easily communicate to busiensseswhich curbside pick up spot they are located will be necessary.

EXPANDED OUTDOOR DINING WITH OPTIONAL DELIVERY SERVICEClose Tolan Street from Tolan Square to First Street (at least to one way traffic only)anbd position picnic tables in the street to accommodate outdoor dining service Patronswould dial orders into participating bars and restaurants for delivery service to their table.Enclose as needed to permit alcoholic beverage service from Fender's and / or The Owl.For special events, such as Christian's Catering Cook-outs, dining servicde may belimited to specific providers. Service schedules to be arranged with Milan Main Street.

PARKLETSImmediately approve the installation of up to two Parklets on Main Street (one on thesouth side of the W. Main Block, the other on the north side of the E. Main block), withadditional installations upon request. These installations would be for the duration of the2020 calendar year only . A formal Parklet Program would be presented to council for2021 and beyond.

SOCIAL DISTRICTSThere is currently momentum in the State to approve "Social Districts" that would allowbusinesses with existing liquor licenses to deliver or permit "carry-out" of alcholicbeverages to defined "social districts" within a municipality. If this is approved, MilanMain Street would recommend creating "social district" in our downtown (likely TolanSquare area).

WIPE IT CLEAN DISPENSERSProvide access to cleaning wipes in Tolan Square and the LIttle Park, so individualsusing the tables and chairs can clean tables before and after use.

STREET SWEEPINGIncrease street sweeping from an as needed basis to weekly

TRASH RECPTACLES & OTHER "TOUCH" ITEMSDPW and Tim Heath's downtown team would assist with sanitizing and cleaningall trashreceptacles, tables, benches, bike racks, and crosswalk buttons twice a week.

PHASE TWO: Beginning June 2020 to be fully implemented by July 31, 2020.

CLEANER & STRONGER

Now more than ever, central business districts must be hubs of high-speed connectivity.Digital is a requirement for future prosperity. Our current City WiFi system will feel the impactand strain as more people utilize the system to connect from their vehicles while accessingcurb-size service and as businesses and patrons connect during open air markets andenjoying outdoor dining locations.

IMPROVED CITY WIFI

CLEAN & SAFE CREWMany cities implemented Clean & Safe teams years before COVID-19, In fact, Milan rolledout a Clean Ambassadors program last year. It is time to dust that off, involve partners, androll-out a refreshed and improved Clean and Safe Crew. The team can be made up ofvolunteers, city employees, Main Street members, downtown businesses, and communityorganziations such as the Beautifcaton Commission. Their crew would have a daily presence,workin day in and day out to keep our downtown at its best with enhanced maintenance,cleaning, safety services, and beautification efforts. Some of the items detailed below couldbe managed by the Clean and Safe Crew.
