The information you provide on your admission application form will be used by the Directorate ofChildren’s Services and governing bodies of primary schools. They will apply the information to theirpublished admission policies in order to allocate school places for children.
Where there is a need to co-ordinate admission arrangements with neighbouring local authorities, pupildata may also be shared to ensure the efficient allocation of school places.
Information about your child may also be shared with Members of Parliament or Borough Councillors, if youhave asked them to act on your behalf.

Dear Parents and Carers
Deciding what school you would prefer your child to attend is a very importantdecision to make. It is important that you are aware of what you need to dowhen applying for a school place. I would urge you to read this bookletthoroughly and carefully as it sets out information to help you through theadmission process.
The booklet contains a list of all primary schools maintained by KnowsleyCouncil. Parents/carers are welcome to visit primary schools and areencouraged to make an appointment. In addition, each school publishes aprospectus where further detailed information is given about the school, its facilities and activities. Prospectuses are available free of charge from each school.
Knowsley offers parents the opportunity to apply for a reception class placeon-line. This means you can apply from your home internet-linked computeror in Knowsley libraries where there are staff to assist you. Do have a look at theKnowsley website which offers information on this and other Council services.

What Do Choice Advisers Do?Choice Advice is about helping and supporting families including mothers, fathers, adults with caring responsibilityand children to make the best and most realistic choice of primary or secondary school. Choice Advisers adviseparents but will not decide for them. They act independently from the Local Authority.

How to apply for a Knowsley primary school reception place forSeptember 2008If you want to give your child the best chance of obtaining a place at the primary school you prefer, please readthis booklet very carefully. Please take time to read the whole booklet.
General adviceIf your child’s fifth birthday falls on or between 1 September 2008 and 31 August 2009, they are eligible to startreception class of school in September 2008.
Parents/carers have a right to say which primary schools they would prefer their child to attend, but there is noguarantee that a place can be allocated at one of these preferences.
Remember! There is no automatic transfer from nursery to reception class and attending the nursery class of aschool does not guarantee that your child will get a place in the reception class of that school. If you want a placefor your child in the reception class of any Knowsley school, you must complete an application form.
Even if you put your child’s name on a school’s interested list some time ago - perhaps when they were as youngas one or two years old - you still need to make a formal application the year before your child starts school.
Parents/carers can apply on-line at www.knowsley.gov.uk/schooladmissionsor by completing the application form at the back of this booklet.
Any parent/carer who wishes to apply for a reception class place in a Knowsley primary school must useKnowsley Authority’s form, even if they live outside of Knowsley
Parents/carers should not name schools in other authorities on the Knowsley form - other authorities havetheir own application forms. Any preferences for schools in other authorities entered on the Knowsley formwill not be considered
You can name up to three Knowsley primary schools on the form, and should do so in ranked order namingthe school you want most as preference one. Please read the section on page 8 which explains howKnowsley’s coordinated scheme is applied.
The on-line application formKnowsley council offers an on-line service to parents who are applying for a school place for September 2008. Instead of completing a handwritten form and taking it to the primary school, parents may wish to complete theprimary admission form on-line. This means you would need access to a computer linked to the internet and acurrent email address. Internet access is available through any Knowsley Library, where library staff can help you set up an email address.

Some of the benefits of applying on-line are:It’s quick and easy to use.
This service is normally available from home 24 hours a day, seven days a week.
There is no risk that the application will be lost in the post.
The system guides you through the application and alerts you if any errors have been made.
You will receive an email confirmation that your application has been received.
You can change your application up to the closing date - Friday 30 November 2007.
The same day the allocation letters are posted (no later than Monday 25 February 2008), you should receivean email with the results of your application (providing that your email address has not changed).
Completing the on-line application formAccess the internet on your computer in the normal way or via a Knowsley Library (free of charge).
Type in the Knowsley Council website address www.knowsley.gov.uk/schooladmissions - this will take youto the website which enables you to complete an admissions form.
The form will be available to complete on-line from early September 2007 to Friday 30 November 2007.
There are instructions on the page to tell you what to do. You will need to click on ‘create an account’ and type in your login details.
You will be asked for the same information as on the paper form.
Once you have completed the form by following the instructions on the screen, you send the form by clickingon the ‘submit application’ button.
You will receive confirmation of your form being received by an email being sent to you - if you do notreceive confirmation, please contact (0151) 443 3212.
Please note that if you are submitting additional information, this has to be sent in by post and receivedwithin five school days. If you are submitting additional information, please make sure your child’s name anddate of birth are clearly stated at the top of each page. The information should be returned to: The Admissions & Exclusions Team, Directorate of Children’s Services, Huyton Hey Road, Huyton, Knowsley, L36 5YH.
Offers will be subject to the correct documentation being made available where required, for example birthcertificate, proof of address, baptism certificate.

Making changes to your on-line application afteryou have submitted itIf you decide that you would like to make a change to your on-lineapplication after submitting it, you will need your email address andpassword details.
Type in the website address www.knowsley.gov.uk/schooladmissionsand click on ‘login’. You will be asked for both your email address andpassword. Enter these details and then click ‘submit’. You are now able tomake any changes. To add an additional preference you will need toclick on ‘view details’ in the second box, then click on ‘add preference’,you can now add another school.
When you are happy with your alterations please submit yourapplication. This will take you to a screen showing your applicationdetails. You can print this screen if you wish to keep a copy for yourrecords. You MUST scroll to the bottom of the page and click ‘submitapplication’. The next screen will tell you that your application has beensubmitted successfully.
Forgotten your password
If you have not written your password in the space provided and you can’t remember it, click on ‘list password’, typein your email address and click ‘next’. You will receive a message to your email address with your password details -please allow a few minutes to receive the email as there may be a slight delay. Alternatively, contact Julie or Jennie on(0151) 443 3212.
Completing the paper application formDetailed guidance notes on completing the application form can be found at the back of this booklet on page 67, before the application form itself.
If you complete the paper application form at the back of this booklet, you should return it to the Knowsleyprimary school that you have named as your first preference. You should also take your child’s birthcertificate, proof of home address and any other documentation the school request.
You will be given a receipt - keep it safe.
The closing date for applications is Friday 30 November 2007. We strongly advise that you return your formon time. Please do not be late as this could result in you missing the place that you want.
Supplementary information and additional formsIt is the responsibility of the parent/carer to ensure that all relevant information is provided with theirapplication. If parents/carers are unsure what is required, they should check with the Admissions Team orthe individual school.
There is a section on the application form where you can, if you wish, give reasons for your preferences.

If you wish to submit further information, please ensure additional papers are secured to the mainapplication form and your child’s name is clearly marked at the top of each page. For on-line applications see page 6 for how to submit additional information.
Some of Knowsley’s voluntary aided schools may require extra information which is not requested on themain application form - this is because the admission policies for these schools include criteria on religiouscommitment. Parents/carers may have to complete a supplementary form, supply a letter from a minister ofreligion or provide a baptism certificate.
All of Knowsley’s Church of England schools (with the exception of Kirkby CofE) require parents to complete asupplementary form. These forms should be obtained from and returned directly to the individual school.Please note: these forms should be completed in addition to the Knowsley application form.
The Knowsley coordinated equal preference admission schemeKnowsley Council has agreed a coordinated ‘equal preference’ admission scheme for reception admission to the 53 primary and infant schools in the borough.
What is an equal preference scheme?The equal preference scheme is a framework for all admissions procedures. All Authorities now use similar equalpreference schemes, (Knowsley used to have a first preference scheme, but this has changed). The advantage of thenew scheme is that all your school preferences are considered at the same time.
How does an equal preference system work?When parents/carers apply for a place, they can list up to three schools on the application form. The school that isnamed as the highest preference would normally be the one that parents/carers really want.
For example:
1. Brownfield School - this is the school you want most
2. Greenfield School
3. Bluefield School
The admission policy for each school is applied to the child’s application along with all the other applications for thesame school. At this point, it doesn’t matter whether the school has been listed as preference 1, 2 or 3 - that is notconsidered. All applicants for a particular school are put into order according to the school’s oversubscriptioncriteria/admission policy. The school fills its places, taking those at the top of the list first. Knowsley authority willreceive the results for each school - the answer for each child will either be yes, a place is available or no, the child’sname is placed on the waiting list.
If more than one school can offer a place, then and only then will the order of the preferences be considered. Only one school offer will be given - the highest of those able to offer a place. If all three schools can offer a place,you will be offered your top preference. Sometimes not all schools can offer a place:

For example:
1. Brownfield School No
2. Greenfield School Yes
3. Bluefield School Yes
In this case, the child’s name will be placed on the waiting list for Brownfield School. An offer will be made ofGreenfield School - the highest available. The place at Bluefield will be offered to someone else.
If your child cannot be offered a place in any of the schools you have named as a preference, the Local Authority willnormally offer Knowsley resident children an alternative place in the nearest community or voluntary controlledschool to the home address with available places. There is also the option of looking at other Knowsley schools thathave places available. In addition, you do have the right to appeal against the decision to refuse a place at any school (for further information on appeals see page 56). Sometimes there is movement from parents/carers refusing a place at a school; places can then be re-allocated from the waiting lists, so it may not always be necessaryto go to appeal.
Naming preferencesPlease do not name the same school more than once - this will not increase your chances of a place.
Most Knowsley primary schools will be able to offer places to everyone who applies. However, if you areapplying to the small number of schools which normally receive more applications than they have placesavailable, it is wise to name more than one preference so that your child can be considered for a place inother schools. Naming more than one preference will not disadvantage you during the allocation process in any way.
If you decide to apply for a school that is often oversubscribed, look carefully at the admission policy and seewhat criteria your child would come under. Talk to the school or the Admissions Team about how placeswere allocated in previous years.
No-one can guarantee in advance which schools will be oversubscribed.
Waiting listsIf a place is refused because the school is oversubscribed and other children have a higher priority for aplace, your child’s name will be placed on the waiting list. Waiting lists are ordered according to the relevantoversubscription criteria (admission policy). If a place becomes available, it will be refilled from the waitinglist strictly in priority order. Parents/carers should be aware that their child’s place on the waiting list canchange, both up and down, according to the movement of other applicants.
The formal waiting list will remain open for three weeks into the autumn term. After the closure of theformal waiting list, parents/carers need to contact the Admissions Team or the school if they still wish to beconsidered for a place.

Letters offering school placesThe authority will send the offer letters on behalf of all Knowsley schools.
All initial offer letters will be posted no later than Monday 25 February 2008.
Applicants who have applied online will receive an email with the result of their application no later thanMonday 25 February 2008 (a letter will also be sent by post).
Where applicants have been refused a place at a Knowsley school of a higher preference than the one offered,they will be told of their right of appeal. Appeals against the decision of the admission authority by parentscan be made to an independent appeal panel and will be heard during the summer term.
It is expected that there will be some movement after the initial allocation date.
Please note: No information regarding the allocation of places will be given out to applicants prior to letters beingsent out. All letters are sent out second class. Applicants should also note that the result of the application will notbe given over the telephone unless it is clear that the applicant has not received their letter after allowing time forthe letter to arrive.
Change of preferenceFollowing the closing date of Friday 30 November 2007, the Authority will normally only accept a change ofpreference during the allocation period (i.e. until the date initial offer letters are posted in February) if thereare substantial reasons, such as a house move. Satisfactory evidence of change of circumstances must beprovided, for example, proof of exchange of contracts. If the request is received very close to the allocationdate, it may not be possible to make any changes.
After the initial allocation letters have been sent, parents who wish to change their preference can do so by making a new application. Where a place is available it will be offered. If no place is available, the child’s name will be added to the waiting list with priority according to the oversubscription criteria(admission policy).
Please note: As the new application will replace the original school preferences, any applicant who wishes toremain on the waiting list for a school they have been refused must name that school on the new application form.
Late applicationsApplications after the closing date of Friday 30 November 2007 should be taken to the school named as firstpreference or directly to the Admissions Team.
Parents/carers will not be able to make a late application online as the facility is not available after the closingdate. A paper form must be completed.
Late applications received following the closing date but in time for the initial allocation will be includedwhere practicable. However, as the exact date of allocation cannot be predicted, parents/carers have noguarantee that any application received after the closing date will be included. Only where the admissionauthority accepts there are exceptional circumstances (for example a family moving into the area) will anexception be made. In such circumstances, documentary evidence will be required for example proof ofexchange of contracts.
Where applications are received after initial offer letters have been sent, they will be considered as and whenthey are submitted. Where a Knowsley school is already full, names will be added to the waiting list withpriority given according to the oversubscription criteria.

Definition of home addressThe address given must be where the pupil normally lives duringthe school week. If a child moves between two addresses, thehousehold in receipt of child benefit would normally be theaddress taken. It may be necessary for the Admissions Team tocarry out checks to confirm that addresses given are genuine.You may, therefore, be asked to produce further documentaryevidence of your child’s address. Please do not give achildminder’s address.
You must notify the admissions team immediately of any change of address. Supporting documentary evidence may be requested.
Withdrawal of an offer of a school placeKnowsley Local Authority will normally withdraw a school place where false information has been used to secure an offer.The authority reserves the right to make investigations and mayrequire evidence to confirm any information.
Frequently asked questionsDoes my child have to start in September?
Usually, your child would start school in the September. If it is agreed that your child will start later, the place isreserved for your child. By law, children do not need to start school until the term following their fifth birthday butplaces will not be reserved later than the school year for which the application was made. You need to discuss suchmatters with the school as arrangements are made at school level.
Are there limits to infant class sizes?
By law, no infant class should have more than 30 pupils. There are some very limited exceptions. This applies to allKnowsley primary schools.
What is an admission policy?
An admission policy is used to decide which children will have priority for places – but only if the school receivesmore applications than the number of places available. There is one admission policy for all community andvoluntary controlled schools (see page 17). Voluntary Aided schools each have their own individual policy (see pages 24 to 55).
What is an admission number?
This is the number of places available in the reception class. In many schools, the admission number is 30 or amultiple of 30. This is because it is against the law to have a teaching group of more than 30 children where there isonly one qualified teacher. Once the admission number has been reached, the school cannot admit more pupils.

I am planning to move house, what should I do?
If you have already completed an application form, you should contact the Admissions Team with details of your newaddress and date of move to ensure that any letters do not go astray. If allocations have not been completed, yourapplication will usually be considered from the new address – but proof of the new address will be needed, forexample, signed tenancy agreement/exchange of contracts.

Applications to Knowsley Junior SchoolsThere are two junior schools in the borough - St Margaret Mary’s Catholic Junior School and St Dominic’s CatholicJunior School. The procedures for admission to these schools are as follows:
St Margaret Mary’s Catholic Junior SchoolParents/carers of children in year 2 of the infant school must officially apply for a place in the junior school duringthe primary application period (28 September 2007 to 30 November 2007) and should do so using the primaryapplication form that can be found at the back of this booklet or online at www.knowsley.gov.uk/schooladmissions
A high priority for admission is given to children in the linked infant school (see page 44 for details of the oversubscription policy).
Parents/carers of children who do not currently attend the infant school may also apply using the same procedures.
Allocation letters will be sent to parents as soon as possible following the closing date.
St Dominic’s Catholic Junior SchoolThis school operates in federation with St Dominic’s Infant School. This means that St Dominic’s infant pupils willtransfer to the junior school of right and do not need to complete a formal application form.
Parents/carers of children who do not currently attend the infant school may also apply for a place using the primaryapplication form between 28 September 2007 and 30 November 2007. If necessary, the oversubscription policy willbe applied to decide which children will be offered places (see page 39).

Information, contact details and admission policies
All 55 Knowsley primary schools are mixed - taking both boys and girls - and admit pupils from 4-11 years, except forthe infant (4-7 years) and junior schools (7-11 years).
Schools are given in two lists, as different admission policies apply:
Community and Voluntary Controlled Schools (includes Kirkby CofE) - the local authority set and apply theadmission policy (oversubscription criteria)
Voluntary Aided Schools (Catholic and Church of England schools) - the governors of each school set andapply the admission policy (oversubscription criteria)
Each school has an admission number - this is the number of places available for reception class. The admissionnumber for each Knowsley primary school can be found with the individual school details.
Remember: The policy is only used if there are more applicants than places - otherwise everyone gets a place.

Indicated admission limitsWhen setting the admission numbers for community and controlled schools, the Local Authority has taken intoaccount the indicated admission limit for each school - a suggested admission number based on the teaching spacein the school. In a number of cases, the admission number has been set at a lower lever than the indicatedadmissions limit. This is generally to comply with infant class size requirements that there should be no more than30 pupils in one teaching group. For example, where the indicated admission limit is 32, an admission number of 30has been agreed. Similarly, the governors of voluntary aided schools have set their admission numbers to ensurethey comply with class size rules.
Pupils with statements of special educational needA statement of Special Educational Need (SEN) is a document which states the needs and provision to be made forpupils who have more needs than the average pupil. Where a pupil has a statement of SEN and the authority havenamed a particular school as provision, the child must normally be admitted. Where such pupils are known about atthe time of the annual allocation procedures for community and voluntary controlled schools, they will be placedwithin the admission number, with priority over all others.

Admission policy (oversubscription criteria) for Knowsleycommunity and voluntary controlled primary schoolsIf there are more applicants than the number of places available in a particular school, then the school is deemed tobe oversubscribed.
The following criteria will be applied in strict priority order to decide how places will be allocated in Knowsleycommunity and voluntary controlled primary schools:
1. Children in Care
2. Children for whom the Council accepts there are exceptionally strong medical or welfare reasons foradmission (see note 1)
3. Children with a brother or sister already attending the preferred school (see note 2)
4. Remaining places are allocated by measuring the distance from the child’s home to school in a straight line(‘as the crow flies’). Those nearest the school have priority (see note 3)
Notes:
1. Strong supporting written evidence from an appropriate professional, e.g. a medical consultant, is normallyrequired for consideration as an exceptional case. The evidence must be directly relevant to admission tothe school concerned, clarify why admission to this school is essential and state the difficulties in attendinganother school. Evidence must be submitted with the application form (for those who apply online thisevidence should follow by post). Parents should note the exceptional nature of cases accepted.
2. The brother or sister must still be on the school roll at the time of transfer (September 2008). ‘Brother orsister’ includes half/step brothers and sisters as well as fostered and adopted children, who will normally beliving at the same address. This does not include cousins or other family relationships.
3. i. Please note that proof of address will be requested at the time of application. (Those applying online will be required to submit it at a later stage). This is the address where the child normally lives - a childminder’s, other relative’s address etc will not be accepted.
ii. The authority uses a computerised geographical information system that carries out measurements using coordinate points.
Tie-break:If there are more applicants than places within any of criteria 1 to 3, the distance from home to school clause will beused as a ‘tie-break’.
There may be rare cases where, due to twins or triplets etc in the same house, the distance tie-break does not assist.In an infant class, where to admit another pupil would have implications for the class size limit of 30, the parent/carerwill be given the option of places in another school or nominating a child(ren) to take up the available place(s).
Note:
Applicants who have a disability will be considered no less favourably than other candidates in the allocation ofplaces. Schools will make reasonable adjustments to ensure that pupils with disabilities are not at a substantialdisadvantage. However, when deciding on a preference, parents/carers should note that the school is not requiredto provide auxiliary aids and services or to make physical adaptations to buildings.

Schools will admit pupils until they have reached their admission number. Those families who cannot be offered aplace will be told of their right of appeal. The child’s name also remains on a waiting list which is used to refill anyplaces which become available.
At the appeal hearing, the panel members are independent and have had no involvement with the process ofallocating places. The panel can either turn down your appeal or they can agree to make an extra place available foryour child. To help them come to their decision, they will check how the admission authority has applied its policy.They will listen to the reasons why there is no more room in the school and your reasons for wanting your child to attend.
There are two types of appeal for primary school - Prejudice appeals and Class Size appeals
Prejudice appeals: The panel consider whether the age group is full. If so, they will then look at the problems causedto the family if the pupil is not admitted and also at the problems caused to the school if theyadmit a further pupil.
Class size appeals: The law requires infant pupils to be taught in groups of no more than 30 pupils with one qualifiedteacher. If a 31st child were admitted, the school would normally have to arrange to employ asecond teacher and/or create another group during the infant years. This is known as ‘takingqualifying measures’.
Community and voluntary controlled schoolsIf you wish to appeal against a decision not to admit your child to a particular community or voluntary controlledprimary school, you should contact the Admissions Team who will provide you with an appeal form. Your appealshould then be submitted to Knowsley Borough Democratic Services who are responsible for organising theindependent panel hearing. You can submit an appeal for each school where you have been refused a place.

At least 14 days prior to the hearing, the Clerk will notify you of the date, place and time the appeal is to beheard. It is expected that appeals for primary school places will be held during May.
Approximately seven days before the appeal, you will receive an agenda and supporting paperwork for the hearing.
The appeal will be heard before an Independent Appeals Panel who will have a copy of the appeal submittedby you. You are encouraged to attend and may, if you wish, be represented at the hearing. If you do not wishto or cannot attend, the appeals panel will make a decision based on your written submission.
You will be notified in writing of the appeal panel’s decision and the grounds upon which it was made.
The decision of the appeal panel is binding on all parties.
Note: If your child has a statement of Special Educational Need (SEN), you use SEN procedures rather than theappeal process to decide whether a place can be offered. Parents/carers should speak to their SEN officer if theyrequire further information.
Admissions: further applications to all Knowsley schoolsIn some cases, parents/carers who have appealed against refusal without success may seek to apply again for a placeat the same school in the same academic year. The policy of the Local Authority is not to consider repeatapplications unless the Executive Director of Children’s Services, on behalf of the Local Authority, is of the opinionthat there have been significant and material changes in the circumstances of the parent/carer or school, whichwould justify considering a further application.
An appeal can be made for subsequent academic years.

In both cases, they will be asked tocomplete a mid-year application form. Where a place is available within the admission number, it will normally beoffered within two weeks. An offer letter will be issued by the school.
Where the school is unable to offer a place, the Local Authority will inform the parent in writing and the right ofappeal will be given.
Catholic and Church of England (Voluntary Aided) Primary SchoolsParents/carers can contact either the admissions team or the school directly. They will be asked to complete a mid-year application form. Admissions decisions are taken by the Governing Body of the school. Normally adecision will be given within two weeks. Where a place cannot be offered the right of appeal will be given in writing.

A change in circumstances could, however, lead to a request for atransfer to an alternative primary school.
Where pupils are already on roll at a school, but parents/carers are considering moving their child to another localKnowsley school, the following procedures apply:
In the first instance, you are recommended to discuss the matter with the Headteacher of your child’s currentschool in order to try to resolve the issue. Changing schools is not always the best way forward.
If, however, you still are interested in a place at another primary school, the schools involved will normallyarrange a meeting to look at the pros and cons of moving.
Mid-year applications andtransfers

If you decide to go ahead with the move, a mid-year application form should be completed and will beconsidered in the normal way.
If a place can be offered, it will normally be made available from the beginning of the term following receiptof the application. This allows for an organised transfer. Only in exceptional circumstances, and where bothschools agree, will an earlier move be agreed.
Where no place can be offered, the normal right of appeal applies.
You should also be aware that the Local Authority will not normally pay additional costs of transport or uniform.
Fair Access ProtocolThis protocol applies to a small number of pupils who seek school places. These are young people, usually, but notalways, of secondary school age, who have exceptional needs. They may have been permanently excluded from schoolor, for a variety of reasons, they need an exceptional amount of support and guidance to integrate to school. Any school which admits these young people will give a lot of help to the young person to ensure a good start.
Because of the amount of support needed, one school cannot be expected to take several of these pupils at one time - it wouldn’t be fair to the pupils or the school.
The protocol allows the authority to ensure all schools are involved in offering support. The protocol allows theauthority to offer up to two additional places at schools that are full and to refuse places at schools with space.However, there are very limited circumstances in which this can occur and the aim will always be to share out theresponsibility for support to this small group of pupils with exceptional needs and circumstances.
A Fair Access Protocol is a national requirement.

Admission to secondary schoolMoving on to Secondary EducationYour child is currently planning to join a Knowsley primary school, so it may be several years before the move tosecondary takes place. However, we want you to know that there will be excellent provision available in Knowsley foryour child.
This is an exciting time for secondary education. Knowsley Council is one of the first wave of authorities to be givenfunding to replace the current secondary school buildings with brand new state-of-the-art learning centres.
The Council has looked at schools in Britain and abroad and is combining all the best elements in our new learningcentres. A school is far more than just a building, and the new buildings will be shaped by the Knowsley vision for afirst class education for all our young people. The buildings will also be open to the community for a variety of uses,so all age groups will benefit.
New Community and faith learning centres will be built over a period of two years. The Catholic Archdiocese and theChurch of England Diocese are working hand in hand with Knowsley Authority to ensure a variety of provision. Due to the lower birth rate in recent years, we no longer need 10 secondary schools. Empty buildings cost money thatcould be better spent on the education of the pupils.
By the time your child reaches secondary education, the learning centres will have been up and running for sometime and have developed the opportunities the new buildings offer to improve the delivery of education.
The Authority is keeping parents in touch with developments. In such an exceptionally large venture there may bechanges to the details, but the Knowsley vision will be consistent. Current arrangements for secondary schoolThere are currently seven Community Secondary Schools and three Catholic (Voluntary Aided) Secondary Schoolswithin Knowsley. The local authority currently operates an admission policy which links community and Church of England primaryschools with particular community secondary schools. This is part of the oversubscription policy used when thereare more applicants than places. Parents/carers should note, however, that attending one of the primary schools doesnot guarantee a place at the linked secondary school.
In the same way, there is a link between certain Catholic parishes and Catholic High Schools. In many cases this linkis between pupils resident in the named parish, rather than attending a particular primary school.

Support ServicesKnowsley school attendance service The School Attendance Service in Knowsley aims to work in partnership with schools to support parents whosechildren may be experiencing attendance difficulties.
Knowsley Department of Children’s Services believe that young people's attendance at school must be at least 90% ifthey are to benefit from the educational experience available to them.
The prime function of the School Attendance Service is to improve attendance where this has fallen below 85%. This involves a close partnership between home and school working with families and pastoral staff.

Knowsley School Admission ForumThe Knowsley School Admission Forum is a body which meets two or three times a year to discuss and monitorissues related to schools admissions. It is chaired by Cllr Graham Wright, Cabinet Member with lead responsibility forChildren’s Services. SECTION 1 Child’s details
The surname should be that which is on the child’s birth certificate.
Check the date of birth you give is correct.
When you hand in the form, take a birth certificate to confirm these details.
The address given must be where the pupil normally lives during the school week - do not give achildminder’s or relative’s address. Please include the post code. If the child moves between two addresses,please use the address where he/she lives during the school week/main residence (this will normally be thehousehold in receipt of child benefit).
Take a document to confirm your address when you hand in the form, for example a utility bill.
If your child has a statement of Special Educational Needs, you will have been involved in assessment andreviews and have a link officer in the Special Needs Team.
Children in Care may live with a foster family, in a children’s home or in their own home – Social Services willbe involved. Check with your Social Worker if you are not sure.
SECTION 2 School preferences
You can name up to three Knowsley primary schools. Other authorities have their own forms.
Please do not name the same school more than once - this will not increase your chances of securing a placein the school.
If the school/s you are naming are normally oversubscribed, please read the admission policy(oversubscription criteria) as this will give you some indication of what priority your child has for a place.
SECTION 3 Siblings
If you have a child currently in the school/s you have named, please give their details. Brothers and sisterswho attend currently but who will no longer do so in September 2008 will not give priority.

SECTION 4 Faith
A baptism certificate will normally be required to confirm your child is a baptised Catholic. A place may bewithdrawn if you cannot provide confirmation.
If you are applying for a Catholic school and want to be considered under the relevant criterion as a non-Catholic Christian family, please state your Christian denomination.
If you belong to another faith, please state to which faith you belong. Further details can be given in section 5.
Church of England schools will require you to complete a supplementary form which should be obtained fromthe individual school and returned directly to them. You should contact the school for further information.
SECTION 5 Reasons for preference
You may state any reasons you wish in this section. You do not have to state a reason if you do not wish to.
If you are attaching additional documents, please ensure your child’s name and date of birth is clearly statedon each sheet.
If you are applying for a church school, check the policy to see if you are required to make any statementabout religious commitment.
Strong supporting evidence from an appropriate professional, for example a medical consultant, is normallyrequired for consideration as an exceptional case. The evidence must be directly relevant to admission tothe school concerned and submitted at the same time as the application form. Online applicants should senddocuments by post to the admissions team immediately after submission of the application.Parents should note the exceptional nature of cases accepted.

The application form is perforated so it can be removed easily from the booklet. Please take your completed application form to the school you have named as your first preference no later than Friday 30 November 2007.
