Nineteen caribou from the Dease Lake region were released in the southern Purcell Mountains outside of Kimberley this past weekend. Habitat frag-mentation has required a committed effort to maintain the endan-gered mountain cari-

bou of British Colum-bia’s interior temperate rainforest. The translo-cation was an impor-tant step in augmenting the Purcell population whose numbers have crashed over the past decade to less than 20 animals.

Caribou from a herd

of approximately 1500 animals in the territory of the Tahltan Nation travelled by truck to Kimberley where they were welcomed by rep-resentatives of the Ktu-naxa Nation. Ktunaxa elder Herman Alpine’s prayer at the receiving station was emotional for all those involved. The prayer in the Ktu-naxa language asked forgiveness for treat-

ment of the land that has displaced caribou in Ktunaxa territory and gave thanks to the northern caribou for their help in strength-ening the Purcell herd.

The animals travelled from Kimberley to two sites in the southern Purcells in the back seat of a helicopter, either in pairs or individually, always accompanied by a veterinarian. Four experienced wildlife veterinarians were in-volved in the transplant that prioritized the health and safety of all of the animals. Unfortu-nately, one animal died during the trip south. Her passing was recog-nized in a brief Tahltan blessing at the release site. Translocation of wildlife is stressful, but a necessity if mountain caribou are to continue to roam in their historic range.

The objective is to have the Purcell herd gradually rebuild to a sustainable population of approximately 100 animals. Presently three of the resident animals are monitored daily by radio collar. The trans-planted animals will be monitored weekly by GPS collars that down-load their locations to researchers who are also monitoring wolves and cougars in the Pur-cells. This project is expected to provide important information on wildlife movements and best practices for future wildlife manage-ment.

Success of mountain caribou recovery de-pends upon many fac-tors. Importantly, the provincial government has eliminated log-ging and forestry road building from desig-nated mountain cari-bou habitat. However, much forest habitat has already been seriously fragmented, increasing predator pressure. Mo-torized access, includ-ing snowmobiles and helicopter skiing have also been curtailed, but

restrictions are largely dependent upon volun-tary measures agreed upon by snowmobile clubs and recreation operators. Mining and predator management remain unresolved is-sues.

Representatives from the Ktunaxa and Tahl-tan nations, the provin-cial government, the Columbia Basin Fish and Wildlife Program, the University of Victo-ria, Montana Fish and Wildlife Program, Big-

horn Helicopters and Wildsight participated in the release.

“It is an honour for Wildsight and its part-ners to play a role with the provincial govern-ment in this important activity to recover an endangered species and a healthy wild ecosys-tem in the Kootenay region,” said John Ber-genske, Wildsight’s ex-ecutive director.

The Regional Dis-trict of East Kootenay has adopted its Finan-cial Plan for the years 2012-2016.

The 2012 budget is $29.7 million, which represents an overall decrease of 5.8% from last year. This includes a number of items that are speci c to certain service areas. When those items are set aside, the 2012 operat-ing budget for services shared by most munici-palities and electoral areas in the region, rep-resents a 5.4% increase from 2011. “We are committed to maintain or improve our service levels and programs while keeping any tax increases to a mini-mum. The Board and staff have worked hard to achieve that bal-ance this year and I’m pleased with the budget we’ve adopted,” says RDEK Board Chair Rob Gay.

It is important to un-derstand that there is a difference between the numbers in the budget and the effect those numbers will have on individual tax rates. Residents of the RDEK will be affected differ-ently, depending on the municipality or elec-toral area in which they live. On average, rural residential properties in the RDEK will see ap-proximately a 1% over-all increase in their tax levy.

“Unlike a municipal-ity that has one bound-ary and one set of tax-payers, different areas of the RDEK require different services and these are paid for only by the taxpayers of each speci c service area,” explains Gay. “In addi-tion, even though there may be increases in the requisition amount, new development in parts of the region will offset some of that im-pact on taxpayers.”

Tax calculations are expected to be com-plete by early-April when 2012 revised as-sessed values are avail-able.

Highlights in the 2012 budget include new cell excavations at the Cen-tral Subregion Land ll, addressing con ned space issues at Wycliffe

Regional Park, replace-ment of the bleachers at the Wycliffe Exhibition Grounds, Boiler Room upgrades at the Eddie

Mountain Memorial Arena, and a $130,000 grant to the Cranbrook Homeless Shelter.

The 5-Year Plan for

2012-2016 was for-mally adopted by the RDEK Board today.

trict of East Kootenay’s website at www.rdek.bc.ca.

Notice to Motorists Regarding Pothole Damage Claims Please be advised of and consider the following: What Causes Potholes?Potholes are weather related and can occur at any time of the year. They are normally formed following extreme weather, with the freezing and thawing of sub-surface water from rain or snow runoff that has infiltrated into the ground through surface cracks. The weakening of the pavement structure combined with heavy traffic loads eventually leads to the formation of potholes. The Law In British ColumbiaThe law in British Columbia does not make a municipality legally responsible to ensure that its roads are always free of defects or hazards such as potholes and The Local Government Act, Section 288, provides that a municipality does not have the legal liability for damages that arise from a breakdown in a road. The municipality must be found to have been negligent in the particular circumstances. Motorists are advised that written notice of intent to claim must be provided to a municipality within two (2) months of the events that give rise to the claim – per The Local Government Act, Section 286.How Does The City of Cranbrook Respond to Potholes? The City deals with a large network of streets and Public Works has a fixed number of work crews, equipment and other resources with which it can respond to and repair road defects. When a pothole is reported to the City, the repair work is scheduled and carried out accordingly. In normal circumstances the City can respond to pothole repairs in a timely manner. During extreme and unfavourable weather conditions when pothole problems are numerous and proper repair work cannot be carried out, only temporary repairs will be made until conditions improve.

To report potholes, please contact the City of Cranbrook Public Works Department at

East Kootenay Foun-dation for Health and the Kootenay ICE or-ganization have had a long standing relation-ship working together to raise funds for the East Kootenay Regional Hospital.

Over the years many

different players have also taken a personal in-volvement with EKFH and this spring, just in time for the ICE’s next playoff run, ve former ICE Alumni are once again giving back for the bene t of health care.

Through the power

of social media, in this case Facebook, EKFH has been able to raise the awareness of its major capital campaign (A Clear View – digital mammography).

It is also by Facebook that brought Brayden McNabb, Matt Fraser,

Cody Eakin, James Martin and Kevin King to EFKH Executive Di-rector Donna Grainger with an idea of donat-ing their current NHL or AHL jersey to bene t the breast cancer fund-

Gardeners have many reasons to be out tilling the ground and nurturing their plants each season. For some it is healthy, home-grown and nutritious fruits and vegetables that they are after, others are looking for the relaxation and stress relief gained from working in the outdoors. Gardening can also have signifi cant health benefi ts. Regular gardening can help decrease your risk for high blood pressure and diabetes and develop healthier bones, muscles and joints.

When you think about getting ready for the next gardening season, consider your fi tness level as well. To avoid overly sore muscles and sore backs and go through the summer injury-free, you need to be prepared and a little spring training before you get going can help. After all – you would not run a marathon without having laced up your runners before.

As with any other exercise program, you should listen to your body and be active according to your abilities. If any particular exercise causes you discomfort, do not continue and consult with your doctor if you are at all unsure.

Start any training with a proper warm-up; take a brisk fi ve-minute walk around the block or your garden. Next, get your muscles ready with a few stretches. Stretching before exercising helps prevent injury – after a session of gardening, it can guard against soreness. Stretching should always be done in slow, controlled movements. Move until you feel a slight resistance, then hold that position for about 30 seconds – do not bounce.

Shoulders and back are one area that benefi ts from stretching. Stand with your feet no more than shoulder width apart, facing a fence post or sturdy tree trunk. Grasp the post or tree with both hands. Round-out your upper back and shoulders, leaning away from the post, until you feel a stretch.

Next, use the same tree or post for calf and quad stretches. First, step back with one leg into a lunge position and – holding on fi rmly – lean into the tree. Keep the heel of your back foot fl at on the ground. Repeat with the other side, then let go with one hand and stand on one leg. With the free hand, grab the ankle of your one leg. Press your leg gently into your hand to feel a stretch on the front part of your thigh. Try to keep your knees together.

You do not have to get fancy equipment to exercise effectively. Not done much lifting lately? Get your arms up to speed with pot raises. Stand with your feet no wider than shoulder width apart, knees bent, toes forward. With your elbows slightly bent, lift an empty clay pot (you can increase weight with a bit of soil) straight out in front of you. Raise your arms to shoulder height and then lower. Start with two sets of eight to ten repetitions and work your way up.

If your garden activities include lifting heavy bags of soil or lots of kneeling to tend fl ower beds, you need strong leg muscles and squats can help. Stand with your feet no further than shoulder width apart, toes forward. Place hands on hips for stability. Keeping your chest tall, bend your knees and sit back, as if sitting in a chair, without bending your knees past 90 degrees. Placing your weight through your heels helps prevent knee strain. Return to starting position and start with two sets of eight to ten repetitions.

Wall push-ups, curls and one-arm rows are other examples of exercises you may fi nd work well for you. Remember that it is normal to feel fatigue after exercising, but with time you will work up strength and stamina and be left with all the energy you need for the coming gardening season.

Till next time... happy exercising,Submitted by Kerstin

1. Today in BC, 2,100 additional

special needs teaching assistants are working in BC Classrooms, not 700 fewer as you may have heard. BC teacher’s salary plus benefi ts is 4th-best among the provinces, not ninth-best in Canada. 130 net-zero contracts have been signed in BC including 25,000 CUPE employees who accepted government’s net-zero wage mandate.

2. Teachers received a 16 % wage

increase and $3,700 signing bonus for their last contract, a fair deal in 2006 when the economy was thriving. The proposed 15 % wage increase at a cost of $2 billion given the current economic reality would unfairly raise taxes on all BC families and would be unfair to all those who agreed to no increase in the 130 net-zero contracts already negotiated.

3. The Education Improvement

Act gives $165 million to school districts to hire additional teachers and education assistants, provide additional teaching time and support professional development and training. The Act restores class size and related matters to the scope of collective bargaining, as the union wanted, and implements a class size maximum. Seniority remains a key factor but qualifi cations will now also be considered. Math teachers teaching math; science teachers teaching science.

This coming Sun-day, most communities in BC will switch to Daylight Saving Time, which could prompt some drowsy driving. The BCAA Road Safety Foundation recommends drivers do the following:

• Adjust your sleep patterns before the time change.

• Avoid caffeine or oth-er substances to “wake you up”. This is short term and you may feel even more fatigued once it wears off.

• For better visibility drive with your head-lights on during the dark-er morning commute.

• Be aware of the in-creased number of peo-ple out walking in the evenings taking advan-tage of the extra daylight, especially in residential areas.

Many chefs say that the secret is in the sauce. That is cer-tainly true when look-ing for the ideal wine to accompany a pasta dish: let the sauce be the guiding factor in making your choice.

Pasta sauce with a tomato or meat base goes beautifully with a full-bodied and fruity red, such as a

Cabernet Sauvignon from California’s Napa Valley or a Cabernet Franc from Ontario’s Niagara Valley. A rosé sauce will also go well with any of those, as it will with a lighter red: try a Pinot Noir from Oregon or a Merlot from the Sonoma region of California. If a savoury mushroom sauce is on the menu,

try a more woody red, such as a Zinfandel from California or a Syrah from the Okanagan Valley in British Columbia.

For a white pasta sauce, such as alfredo or carbonara, or for a pesto- or spinach-based sauce, a light white wine is the obvi-ous choice. Look for a Niagara Chardonnay; these wines are not aged in oak barrels, so they keep a certain crisp and refreshing acidity. If you enjoy pasta accompanied by a cream-based mush-room sauce, a good choice would be a woodier white with more character, such as a Viognier, also from the Niagara region. If you are serving a sauce made with blue cheese, an Oka nagan Valley Riesling or a Cali-

fornian Chardonnay would be a wonderful complement to that

cheese’s pronounced avour.

Finding the perfect wine pairing for your pasta

PHOTO SUBMITTED

Choosing the right wine with your pasta can make a meal truly memorable.

When an event invi-tation in support of the A Clear View – digital mammography cam-paign says “dinner will include a luscious chick-en breast… sorry ladies no squash! Dessert will be served in cups of var-ious sizes” you know if it’s going to be fun. And that is exactly what Judy Dickson, Event Organiz-er and her committee are hoping for on April 14 at Yahk’s Breast Fest for A Clear View event.

Judy is no stranger to making a difference in raising funds for this vi-tal campaign. In 2011, she and Marsha Plante stepped forward as sup-porters to get behind their friend and breast cancer survivor Julies Giles. The three are of- cially East Kootenay

Foundation for Health’s Faces of the Campaign for the Creston area.

Penny Ap Ander-son, Yahk’s Commu-nity Event Coordinator shares, “When Judy ap-proached us to put to-gether a fundraiser for the digital mammogra-phy unit and the region-al hospital we instantly said yes. After all we

believe we are the little town who could.”

The committee is busy preparing for the spring

event which will be held at the Yahk Commu-nity Hall and features a scrumptious chicken

breast dinner, silent and live auctions, boobie prizes, money tree and dancing with the Cres-

ton Community Band who is donating their services for the event.

If you have any ques-

tions, need tickets or would like to donate for the auction or money tree, please contact:

Judy Dickson at 250-424-5580 or email: [email protected].

Best described as a number crossword, the task in Kakuro is to ll all of the empty squares, using numbers 1 to 9, so the sum of each horizontal block equals the number to its left, and the sum of each vertical block equals the number on its top. No number may be used in the same block more than once.

1930 - 2012It is with deep sorrow that the family of Arthur Norman Olson announces his passing on Monday, March 5, 2012 at 81 years of age in Cranbrook, British Columbia.Art was born on July 13, 1930 in Dunblane, Saskatchewan. In 1937 Art's family moved to Kamloops. In 1946 he started working at CPR delivering telegrams on his bicycle. Throughout his career Art worked as an assistant station agent and station agent. He remained with CPR until his retirement, with 40 years of service with the company. Art was an active member of the Elks Club. He was also the past president of the CPP Pensioners where he kept the books like none other! Dad's passion was music. His rhythm guitar play-ing was extraordinary.
