President's Message

Korea Institute for Curriculum and Evaluation (KICE), established on January 1, 1998, is a government-funded educational research institute whose purpose is to contribute to a higher quality of school education and the growth of the nation's public education with research and development of curricula for elementary and secondary schools and the implementation of various educational evaluations and tests.

KICE has contributed to the qualitative improvement of school education by carrying out research and development of the National Curriculum and the development and dissemination of teaching and learning methodologies. In addition, KICE has monitored the quality of school education by conducting national and international achievement tests and has strived to improve school curricula and educational policy planning. Especially, KICE has devoted to the normalization of public education by developing a valid and reliable College Scholastic Ability Test, all the while providing fair and objective information for student's college admission. KICE also authorizes textbooks for elementary and secondary schools and manages various national tests fairly and systematically. In recent years, KICE has developed and implemented the National English Ability Test with Internet Based Test (IBT) system to propose a new paradigm of English education and normalize public English education.

Today, Korea faces a few challenges in spite of the fact that the country is one of the top performers with IBT system in international comparative studies for student achievement. To improve the quality of education in this circumstance, KICE has been designing the National Curriculum focused on the educational essentiality, improving evaluation methods for National Assessment of Educational Achievement, and developing tailored teaching, learning, and assessment methods that can nurture students' individual creativity and talents. As a specific plan, KICE phases the achievement evaluating system in middle and high schools. Furthermore, KICE has participated in a number of international comparative studies such as PISA and TIMSS, and Korean students has continually shown outstanding achievement in the subject of reading, mathematics and science. KICE will continue to advance the evaluation methods in order to enable students to collect and utilize the vast amount of information, and introduce ability-referenced and growth-referenced assessment tailored to each student’s individual abilities.

Enhancing student academic achievement and personality through research and implementation of customized teaching and learning methods

KICE conducts basic and policy research related to teaching and learning, and develops and disseminates methods and materials for the quality improvement of elementary and secondary education. KICE also conducts the studies on enhancing basic academic abilities and operates schools in need of academic improvement.

Improving the quality of education via aca-demic achievement assessments

National or international academic achievement assessments monitor the quality of education, and the results become fundamental information for the improvement of curricula and teaching/learning, and for the development of education policy.
