Krishnapatnam Port Company Limited Reasons for Amendment of the EC Accorded
Background:
Krishapatnam Port in Sri Potti Sriramulu Nellore District, Andhra Pradesh is being developed
by M/s Krishapatnam Port Company Limited (KPCL) as a PPP project on BOST basis in
terms of the Concession Agreement entered into with the Government of Andhra Pradesh
(GoAP).
Ministry of Environment & Forest (MoEF&CC), Government of India(GoI) during 2006 &
2009 accorded CRZ and Environmental clearance (EC) for Phase –I and Phase-II
developments of the Krishanapatnam Port respectively catering to 17 berths to handle 72.3
MTPA of various cargoes and 3.3 MTEUsPA of Container Cargo in a designated area of
1240 ha (3064 acres).
Entire land for the Development of Port is being made available by the GoAP on lease basis
as per the Concession Agreement. GoAP approved Masterplan for the development of
Krishnapatnam Port in 6800 acres of area. So far only 2506 acres of the 3064 acres of the EC
designated area of Phase-I & II development of the port could be leased by GoAP and
balance is getting delayed due to local issues. Meanwhile GoAP have handed over some
other areas, 1316 acres out of the overall Master Plan. Details of lands are shown in
(Appendix-I). Under the circumstances, to facilitate gainful deployment of the existing
common port infrastructure developed at a huge cost, it has become essential to re-designate
the project area within the overall lands so far made available by GoAP for this PPP project
(without any change in project profile viz., extent of designated area, number of berths, cargo
handling capacity etc.) by incorporating matching modifications in the layout and developing
additional ancillary cargo handling facilities like road and railway lines with bridges, road
flyovers, pipelines and helipads as required for movement, evacuation and disaster
management. The APCZMA has accorded No Objection Certificate (NOC) to these proposals
followed by recommendations of GoAP to MoEF vide their letters dated 17.05.2013
(Appendix-II) & 05.09.2014 (Appendix-III) for consideration to accord necessary approval.
Modifications and additional ancillary works for integrated development of Port to suit
the overall land handed over by GoAP:
1. Lateral shifting of approved berthing front west word by 500 m: To facilitate
use of alternative lands within the Master Plan, the berthing front needed to be shifted
west by 500m. with added advantages of
Protection of the scarce land, by the revised layout of berth, for development
of roads, railway lines, pipelines, storage areas etc.,
Environmental up gradation due to shorter haulage of cargo, to storage areas,
Improved tranquillity to ships at berth.
The proposed shifting of the berthing front towards west gets smoothly
integrated into the Master Plan for development of the Second Turning Circle
for safe navigation and higher productivity. (Appendix-IV).
2. Construction of additional Railway lines with, Bridges 4 Nos and Fly Overs 3
Nos.
For effective cargo movement to/from the port and improving turnaround of the
railway rolling stock some additional railway lines with associated bridges / culverts
and road flyovers are needed to be constructed on the creeks/canals/railway lines
within the port boundary. (Appendix-IV).
3. Construction of additional Helipads 2 Nos.
For effective evacuation and movement of personnel two Helipads, one on the North
and the other on the South of the port are planned. (Appendix-IV).
4. Edible Oil Pipeline 2 Nos.
Handling of edible oil imports at Krishnapatnam Port forms part of the approved
general cargo. For effective transportation as well as from environmental
compatibility, transport through pipeline from the berth upto refineries located outside
the port area is considered as the best way and same is also being implemented at
many of the ports.One 400 mm dia.pipeline with 500 tonnes/hour capacity is laid
alongside the road. It is proposed to lay a second 400 mm dia. pipeline as shown in
the layout plan crossing the creek over the existing road bridge within the port
boundary (Appendix-IV).
5. Re-designation of Project area:
In order to cite the bulk cargo stockpile areas and road/rail lines in the available
adjacent land, as GoAP have so far not been able to handover some of the originally
planned areas as mentioned above, it is required to re-designate the project area of
Phase-I &II development of the port within the Master Plan port boundary and
without any increase in the extent approved i.e., 1240ha (3064 acres). List of survey
numbers is enclosed (Appendix-V).
The above modifications and additional ancillary facilities are marked in the Revised Layout
Plan enclosed (Appendix-VI).
CRZ Survey:
The proposed modifications are covered within the HTL/LTL and CRZ survey carried out by
NIO, submitted for grant of EC for Phase –II.
Request:
Summarizing the above, we request for kind approval of the MoEF&CC for suitable
amendment to the EC for
i. Lateral shifting of berthing front west word by about 500 m without increase in
the number of approved berths and
ii. Re-designation of the project area without increase in the extent of land already
approved
while submitting that the extension of internal road and rail links with associated bridges,
road flyovers on rail lines, the edible oil pipelines and helipads are ancillary works required
for the integrated development of the main project.
