Part One: The General Information about the Program

Introduction 1. The Program of Modern System of Governance: is a very unique

program that has been created by Priest Knight Scopas Juma Kamonde in order to mobilize all nations world-wide so as to adopt the modern system of governance for a better and stable life.

2. Background: the idea of this program was there in the mind of Priest Knight Scopas Juma Kamonde for long time ago but it was organized on 20th. June, 2017.

3. Starting date: this program has been officially launched, through internet, on 8th. August, 2017 on the birth day of Priest Knight Scopas Juma Kamonde. But it will launch its services on ground after its registration that supposed to take place during the beginning of the year 2018.

4. The Program of Modern System of Governance will be implemented by the New World Order Organization.

5. The New World Order Organization is an International Non-Governmental Political Organization which is still under establishment.

6. The Founder of the New World Order Organization is Priest Knight Scopas Juma Kamonde (from South Sudan).

7. My main sources of information are; God’s inspirations to me through dreams since long time ago and up to now (because of my comprehensive and intensive prayers and fasting) and the teachings of the Holy Bible plus my general knowledge based on my (21) years deep and wide experiences in different fields of public life including; Christian ministry or service, education, trading, health, politics, etc.

Motives The idea of this program came because of the following reasons:

a. In all the world kingdoms or in the countries that are being managed as kingdoms like the United Kingdom and Saudi Arabia Kingdom, there is; general political stability, good security and good services delivery to the citizens compared with the countries that are not kingdoms or the countries that are being managed as republics. Therefore, the royal system of governance is the best solution in order to help in the provision of; general political stability, good security and good services delivery to the citizens, word-wide.

b. Most of the presidents of the countries that are not kingdoms or the countries that are being managed as republics, they are not willingly to leave their positions because of their hidden or secret desires and ambitious to rule for life and to inherit their positions to their children or some family members. Moreover, because of such hidden or secret desires and ambitious, there is no and there will be no any; general political stability, good security and good services delivery to the citizens. Therefore, the royal system of governance is the best solution in order to help such types of presidents by correcting their mistakes and re-organizing the general structure of their countries so that they can rule as kings officially not secretly or indirectly.

c. Because of the recent movement of (Changing the presidents who have hidden or secret desires and ambitious to rule for life), the world in general is experiencing waves of; millions of displaced people, millions of refugees, hunger or famine, wide spread of endemic and epidemic diseases, terrorist activities, etc. Therefore, the royal system of governance is the best solution in order to stop the current negative movement so as to start new positive and blessed movement of (Let us go back to the old system of kingship but in well-organized ways).

Goals a. Conducting of effective mobilization to all nations world-wide

concerning this program of modern system of governance through all means of communications, very seriously and in well-organized ways.

b. Reorganization of the existing kingdoms in order to become perfect.c. Creation of new kingdoms with new methods by changing the

republics or the countries that are being managed as republics into kingdoms.

d. Reorganization of the republics or the countries that are being managed as republics and which are not ready or unwillingly to be changed into kingdoms, so as to become perfect republics.

The General Services a. Setting of perfect; methods, policies, procedures, etc. Concerning the

mobilization of all nations about the program.b. Setting of perfect; methods, policies, procedures, etc. Concerning the

reorganization of the existing kingdoms.c. Setting of perfect; methods, policies, procedures, etc. Concerning the

creation of new kingdoms.d. Provision of special services such as; coordination, conflict resolution,

capacity building, etc. Among the existing and new kingdoms as well.

e. Creation of the New World Order Organization in order to implement the program of the modern system of governance.

Types of the Required Kingdoms a. State Kingdoms: they are the kingdoms that are in the level of

countries, which means that the current countries that are not kingdoms they are proposed to become State kingdoms plus the existing kingdoms that will join us must be called state kingdoms.

b. Ethnic Kingdoms: they are the kingdoms that include the members of the ethnic groups wherever they are which means that they can be within one country or they can extend to two or more countries based on the existing of the members of the ethnic groups.

c. Tribal Kingdoms: they are the kingdoms that include the members of tribes wherever they are which means that they can be within one country or they can extend to two or more countries based on the existing of the members of tribes.

Criteria of Choosing Kings to the Proposed State Kingdoms a. Time factor of staying in power.b. The level of maintaining or controlling the internal security of the

state.c. Their great achievements for the sake of their nations.d. Having fore fathers or mothers or ancestors who were in power as

presidents or kings or queens or leaders of movements for some time.e. The great achievements of their fore fathers or mothers or ancestors

for the sake of their nations.f. Any other important and acceptable factors.

The Proposed Structure for the Proposed State Kingdoms a. The head of state must be a king or queen.

b. The head of government will be a prime minister (male or female) who will be elected democratically and periodically.

c. There must be elected parliament for legislature affairs.d. The proposed kingdoms must be divided into; states or provinces or

districts or in any other names and each one of these parts must include; governor who is to be elected democratically and periodically, ministers who will be appointed by the governor and parliament that should be elected democratically and periodically.

e. Other institutions can be added like commissions and others.

The Proposed Structure for the New Proposed Republics that will not Accept the Royal System

a. The head of state must be a president (male or female) who will be elected democratically and periodically.

b. The head of government will be a prime minister (male or female) who will be elected democratically and periodically.

c. There must be elected parliament for legislature affairs.d. The proposed new republics must be divided into; states or provinces

or districts or in any other names and each one of these parts must include; governor who is to be elected democratically and periodically, ministers who will be appointed by the governor and parliament that should be elected democratically and periodically.

e. Other institutions can be added like commissions and others.

The Proposed Duties for the Proposed State Kingdoms or New Republics:

a. The provision of good security to all citizens.b. The provision of justice and equality.c. The good delivery of the public services.d. The creation and maintaining of good relationships among the state

kingdoms.

e. The provision of protection and defense for all citizens from any external problems through legal means.

Conditions of Accepting Countries in order to become State Kingdoms or New Republics as Part of this Program:

a. Concerning the religious affairs, the country must accept the religious co-existing among the different religions in addition to the freedom of worship to all citizens equally; any one has the right to worship whom or what he or she wants, freedom of building places of worship, freedom of organizing religious services, etc.

b. Concerning the social affairs, the country must accept not to encourage any racial discrimination among its citizens, directly or indirectly, on the basis of; tribe, ethnic group, religion, etc.

c. Concerning economic affairs, the country must accept to; encourage the free economy, privatize the public services by handling the public services to the private sector instead of being managed by governmental institutions on top of them the services of; water supply, electricity, health, education, transportation, communication, etc.

d. Concerning the political affairs, the country must accept; the freedom of political work or activities for all the political parties and organizations as well as to all the political activists. Moreover, the country must accept to form the proposed institutions through the help of the New World Order Organization.

e. Concerning the public order, the country must accept to set and implement the law seriously in order to control the bad behaviors or the criminal activities of its citizens and institutions as well.

How to Choose the State Kings for the Proposed State Kingdoms? The New World Order Organization must do its level best in order to nominate the state kings and to participate in their elections through legal means as follows:

1. The State Kings will be chosen from the following group of people:a. Some current presidents who are deserved to become Kings.b. Some ex-presidents who are deserved to become Kings.c. Some of the family members of some ex-presidents who are

deserved to become Kings.d. Any one apart from the previous mentioned groups who is

deserved to become as a king for any acceptable reasons or factors.

2. The following are the steps of; choosing, electing and inauguration of the new kings for the new kingdoms:

a. Nomination of the state kings by the New World Order Organization.

b. Comprehensive and intensive mobilization for the nominators by the New World Order Organization.

c. Gaining of legal support for the nominators through the national parliaments or popular referendums and this will be through fair and transparent voting that will be organized by the New World Order Organization by the participation of all the stakeholders.

d. Declaration of the countries of the elected kings as State Kingdoms legally and officially, in official occasions, by the New World Order Organization (certificates will be given to the new State Kingdoms).

e. Declaration of the elected kings as State Kings legally and officially, in official occasions, by the New World Order Organization (certificates will be given to the new State Kings).

3. The procedures of; nominating, electing and inaugurating of new presidents and prime ministers for the new republics will be normally

like what take place world-wide through the participation of all the stakeholders including the New World Order Organization.

4. The following are the steps of accepting the existing kingdoms and the current kings as part of the Program of Modern System of Governance:

a. Declaration of the existing kingdoms as State Kingdoms legally and officially, in official occasions, by the New World Order Organization (certificates will be given to the current State Kingdoms).

b. Declaration of the current kings as State Kings legally and officially, in official occasions, by the New World Order Organization (certificates will be given to the current State Kings).

The Creation and Structure of the Ethnic and Tribal Kingdoms It will be according to the customs and traditions of the ethnic groups and tribes but the New World Order Organization will help them with advices and instructions concerning this issue.

The Proposed Duties for the Proposed Ethnic and Tribal Kingdoms

a. To keep their cultural inheritance for the generations to come.b. To create and maintain good relationships among their members.c. To provide justice to their members in coordination with the state

kingdoms. d. To help in good services delivery to their members in coordination

with their governments and the private sector as well.e. The creation and maintaining of good relationships among the ethnic

and tribal kingdoms.

The Mechanism of the Implementation of this Program a. This program will be implemented through the New World Order

Organization.b. The New World Order Organization jointly with its partners will work

comprehensively and intensively in order to implement this program effectively as possible as we can.

c. The New World Order Organization jointly with its partners will work comprehensively and intensively in order to establish its different institutions including the; general secretariat, general assembly, commissions, regional and national offices.

d. The implementation of this program will start from the levels of tribes (Tribal Kingdoms) and ethnic groups (Ethnic Kingdoms) in all countries world-wide. After that it will be extended to the level of states (State Kingdoms).

e. In case there is rejection to the idea of the (State Kingdoms), in any country for any reasons, we will replace it with the Modern Republican System, including new methods for true democracy, in the countries that do not have the Modern Republican System.

Conclusion 1. The; higher, regional and national establishment committees of the

New World Order Organization will set the constitutions and by-laws of their institutions and services within the proposed period of one to three years as possible as we can.

Part Two: The Implementation of this Program

Introduction

The implementation of this program will start on line or through internet. Thereafter, it will be shifted on ground for the practical and final implementation – we will use different social network for more interactions with our targeted people as much as possible as we can.

Moreover, the implementation of this program will start through the; higher, regional and national establishment committees.

The Higher Establishment Committee Consists of:

1. The General Secretariat.2. The General Assembly.3. The Higher Commissions (there will be so many specialized commissions in

different fields, at least one commission will be in each country).

After the completion of the formation of the previous mentioned institutions, partially or fully, the higher establishment committee will be changed into the Headquarters of the New World Order Organization.

The Regional Establishment Committees Consist of:

1. The Regional Secretariat.2. The Regional General Assembly.3. The Regional Commissions.4. The following are the details of the (12) regional establishment committees:

a. The Regional Establishment Committee of North Africa.b. The Regional Establishment Committee of Middle Africa.c. The Regional Establishment Committee of South Africa.d. The Regional Establishment Committee of South America.e. The Regional Establishment Committee of North America.

f. The Regional Establishment Committee of West Europe.g. The Regional Establishment Committee of Middle Europe. h. The Regional Establishment Committee of East Europe.i. After the completion of the formation of the previous mentioned institutions, partially or fully, the regional establishment committees will be changed into the Regional Offices of the New World Order Organization.

The National Establishment Committees Consist of:

1. The Country Mobilization Teams to help in the formation of the transitional national institutions.

2. The Local Mobilization Teams to help in the formation of the transitional local institutions.

3. The Transitional Royal Palace or Transitional Presidential Office.4. The Transitional National Council of Ministers.5. The Transitional National Parliament.6. The Transitional National Commissions. 7. The Transitional Local Government Institutions which will include

transitional; governor’s office, council of ministers, parliament and commissions.

After the completion of the formation of the transitional national institutions, partially or fully, the Country Mobilization Teams will be changed into the Country Offices of the New World Order Organization. Moreover, the State Kingdoms or the new Republics will be formed and

declared officially (By changing the national and local transitional institutions into permanent institutions).

In case of the existing Kingdoms or Republics, the existing institutions will replace the transitional institutions but some changes will take place.

Management

The New World Order Organization will be managed officially through the following administrative units:

1. The Office of the Chairperson.2. The General Secretariat.3. The General Assembly.4. The; international, regional, national and local Commissions.5. Twelve Regional Offices around the world.6. Country Offices (only in the countries that will accept this program).7. Local Offices (only in the countries that will accept this program).

Conditions of Membership

1. Membership is open for all individuals from all nations world-wide regardless their; sex or gender, tribe, ethnic group, religion, etc.

2. The candidate must be good in English especially in writing and reading (during the time of the establishment committees in particular and after that the other languages will be accepted).

3. The candidate must have a bachelor degree in any field as a minimum required educational level.

4. The candidate must have an experience of at least seven years in any field.5. The candidate must not be judged before in any criminal case.6. The candidate must be good in computer in general and internet in

particular.

7. The candidate must have; mobile phone number, social network account and email account (during the time of the establishment committees in particular).

8. The candidate must join our official social network groups or communities according to their choices (during the time of the establishment committees in particular).

9. The candidates will not be accepted to join our official social network Groups unless they get a copy of this book for wide and deep information about this program (during the time of the establishment committees in particular).

10. The candidate must fill the membership forms.
