It is proposed to fill up the post of Chairman (JS Level) in V.O. Chidambaranar Port Trust(YQCPT), Tuticorin,TQm/l j'JoAq under the Ministry of Shipping on deputation basis with pay at level14 (Rs.1,44,200-2,18,200/-) of the Pay Matrix [Rs.75,000-90,000/- (Industrial Pattern) for Port Officersin conformity with the Ministry of Shipping Guidelines bearing NO.A-12022/3/2004-PE.! dated18.01.2008].

2. ,Names of willing and eligible officers, as under, may be recommended to this office alongwith cadre clearance, vigilance clearance, detailed bio-data, viz. name, date of birth, service, batch,contact telephone number, email address, educational qualifications, complete experience/postingdetails, details of debarment & cooling off in respect of past central deputation etc. (including CRdossiers/certified ACRs for the last five years) :

(i) empanelled to hold Joint Secretary or equivalent posts at the Centre under the CentralStaffing Scheme; and

(ii) Port Officers working in Major Port Trusts.

In case the officers are currently on Central deputation, the nomination may further be forwarded withthe approval of the Minister-in-charge concerned.

Subject: Guidelines on appointment of Chairman and DeputyChairman of Major Port Trusts.

I am directed to refer to this Ministry's letter No. A-12022/1./2000-PE.I dated 11.8.2000 on the above subject and to saythat the said guidelines on appointment of Chairmen and DeputyChairmen of the Major Port Trusts have been reviewed and, accordingly,in supersession of the guidelines contained in the said letter dated11,S,2000, following guidelines are made to regulate appointments tothese posts, which are made by the Central Government in exercise ofthe powers under section 3(1) (a) and (b) of the Major Port Trusts Act,1963,

1. AISjCentral Services Officers Or Port Officers: - When avacancy in the post of Chairman or Deputy Chairman occurs, approvalof the Minister- in charge shall be obtained for deciding if appointmentis to be made of an officer from the Central Services/ All India Servicesor a port officer. It has been the policy of Govemment to considersuitable port officer as and when vacancies of Chairman and Dy.Chairman arise. After a careful review in the light of development inport operations and management and in the interest of the careerdevelopment of the officers belonging to the port services, it has beendecided that in the six major ports in Category I, as far as possible, twoposts of Chairman/ Deputy Chairman (together) would be filled fromamong the port officers, Similarly as far as possible three posts ofChairman & Deputy Chairman (together) in category Il Ports will befilled from Port Officers, The Department will invite applications fromeligible officers CAIS/Group 'A' Central Service or Port Officers) forconsideration of the Search- cum-Selection Committee. The tenure ofofficers eppointed as Chairman/Dy.Chairman from AIS/Centra{ Servicesshall be at par with the tenure of officers of respective service on nonCentral staffing scheme posts. When port officers are appointed asChairman/Dy.Chairman, the tenure shall be prescribed as 3 yearsextendable by 1 year, after which they will be transferred to anotherport.

Regarding diSCiplinar; authority, the same would be as defined underCCS(C01) Rules, when Cent"'l service office'S are in POSition. When AllIndia_,§ervlce Office'S are In POsition, the diSCipHnary authority would beas prOvided In the respective Service 'VIes like All India Services(DiSCipline and Appeal) RUles, 1963. When the port officers areapPOinted as Chalrman/Dy. Chairman the diSCiplinary authOrity shall bethe same as in the case of Central service officers.

(q) Ability to Cooedinate with vaelous agenCies Such as StateGovts, the law and Order authorities, different agenCies ofCentral Government Such as Customs, Railway, Ministry ofLabour, etc.;

(c) Experience and ability In pe<"Sonnel management andunderstanding of establishment matters.

3. CategOrisation of Ports:- The ports of KOlkata, MUmbai,Chennal, Jawaharlal Nehf1J, Visakhapatnam and Kandla are categOrisedas category I ports and the ports of Pacadip, Cochin, Mormugao,Tuticorin and New Mangalore ace categOrized as category II P<lrt:s.

4. Provided further any panel recommendedby the Search-cum­SelectionCommittee in respectof posts, where approval of the ACCisnot required, will have to be implementedin toto. Any deviation in thematter will require the prior approvalof the ACe.

5. Validity of the paneJ:- The panel recommendedby the Search­cum-SelectionCommittee will normally be valid for one year and, asandwhen, vacanciesarise, officersfrom the panelwouldbe considered.If no selection is made from the panelwithin a period of one year, thena fresh Committee will be constitutedto prepare a fresh panel. SuchaCommittee may also considerthe names of persons recommendedinthe earlier panel.

6. Inter-port transfer: The officer, though initially appointed to aparticular port, will be liable to be transferred to any other port in thesame category of ports in public interest with the approval of theauthOrity,.which is competentto approvethe initial appaintmentto thatpost as on date. Similarly, officersappointedas Chairman/Dy.Chairmanon deputation can be repatnatedprematurely, in public interest, withthe approval of the authOrity,whichapprovedthe initial appointment.

7. Power to Relax: - Where the Central Govemment is of theopinionthat it is necessaryor expedientso to do, it may, for reasonstobe recordedin writing relax any orovtstoos of these ruleswith respecttoany classor category of personsor posts.

8. The guidelines Circulatedunder letter No. A-12022/1/200Q-PE.Idated 11.8.2000 stand superseded. These revised guidelineswill beeffective from the date of issueand may be brought to the noticeof allconcerned. In the event of any inconsistencybetween theseguidelinesand the guidelines issued by DOP&T regarding appointments inautonomousinstitutions (O.M.No.28/13/2006-EO(5M.II) datedr' July,2006as amended from time to time), the latter shallprevail.
