Constitution
A constitution is a set of fundamental principles or established
precedents according to which a state or other organization is
governed. These rules together make up, i.e. constitute, what the
entity is. When these principles are written down into a single
document or set of legal documents, those documents may be
said to embody a written constitution; if they are written down in
a single comprehensive document, it is said to embody a codied
constitution.
Constitution of Kosovo
The onstitution is the highest legal act of the !epublic of "osovo.
#aws and other legal acts must be in accordance with this
onstitution. The onstitution is a system of government, often
coded in the form of a document, which sets the basic rules and
principles of an autonomous republic. The onstitution stipulates
the basic political principles, structure, procedures, and
responsibilities of government power. #ocal government in the
!epublic of "osovo stems from the onstitution. $ethods of workand decision making procedures of the %overnment are regulated
by law and regulations.

After Kosovo representatives unilaterally declared independence on 17February 2008, Kosovo’s new Constitution entered into force on 15 une

The &ritish constitutional system illustrates the most 'e(ible)constitution* in the world. There is no &ritish court that could+uestion the constitutionality of laws passed by the "
-arliament, which is logically fashioned by the &ritishconstitutional model. As such, the &ritish e(ample is in oppositionto )constitutional rigidity.* With the &ritish system in mind, theconstitutional systems of other countries can be compared inorder to understand their constitutional amendment processes.
n principle, there are three models of constitutional amendment/01 constitutional amendment solely through a simple ma2ority inparliament, 31 constitutional amendment through interactionbetween parliament and the people through a referendum, and 41
constitutional amendment by combining double ma2orities.

models of constitutional amending and surely, the &ritish e(amplets within this model. The second model re'ects a model ofconstitutional rigidity since the constitutional amendment couldbe undertaken only if a ma2ority in parliament has provided theendorsement, and the people through a referendum have agreed.
There are a number of models under the third method, however,which combine mainly institutional and threshold elements in theconstitutional amendment process.
n the main body of the "osovo onstitution the following about
sovereignty and its sources, is proclaimed )the sovereignty of the!epublic of "osovo stems from the people, belongs to the peopleand is e(ercised in compliance with the onstitution throughelected representatives, referendum and other forms incompliance with the provisions of this onstitution.
The "osovo onstitution authorizes three actors to initiate theconstitutional amendment process, namely, the %overnment, the-resident of !epublic, and one fourth of $embers of -arliament.
