The Minister for State-Owned Businesses (BUMN),Mustafa Abubakar, has called onPT Garuda Indonesia to conduct athorough investigation into amassive computer system failurethat caused nation-wide airt ranspor ta t ion havoc andwidespread flight cancellationsover three days.

    Mustafa confirmedthat his officeh a s h e l dmeetings withG a r u d a ' ss e n i o rmanagementrequesting ad e t a i l e dexplanationwhile at thesa me t imei n s i s t i n gpassengersinconvenienced by delayed and canceled

Struggl ing to affectdamage control, the CEO ofGaruda, Emirsyah Satar ,incredulously told Kompas thatthe flight chaos had not causedthe airline a loss, maintaining thatonly potential income was lossand that parked aircraft incur nooperational expenses. Amazinglyn o t i n c l u d e d i n S a ta r ' scalculations were the double-money-back paid to passengerswhose flights were cancelled, thehotel and transportation costscompensated to strandedpassengers, the fixed operatingcosts of an airline essentiallyoperating without income duringthe shutdown period and the ongoing depreciation of aircraft andother equipment.

Perhaps the greatest costremains to be tabulated. WithGaruda seeking to launch aninitial public offering (IPO) onFebruary 11, 2011, the timing ofthe failure in the airline'sinformation technology andgeneral management couldhardly have been worse. Thefiasco now potentially threatensto drag down prices for theairline's shares price originallytargeted to yield US$330 millionin much needed cash for thenational carrier.

BALI THE RIGHT WAYKuta Weekly News Corner

    4

Gday again punters and welcome to another week of BalisPremier Weekly Newspaper. Its been a good week and I was eveninvited out to dinner to say goodbye to a very good Balinese friend whowas leaving the island for the next year to work in the carribean as achef, and thinking this was a great idea in so far as needing a reason todestroy a few little green bottles, accepted without hesitation. I find itfunny that we all come here and want to stay, and so many locals wantto leave and work off-shore, anyway.

First I needed the obligatory shower and clean up ready for theoccasion, then I chose a nice crisp shirt and my best shorts and shoes to complete a standard dinner outfitfor Bali. Now, for the most of the afternoon the skys had been threatening rain and a few quick showers hadfallen but nothing really heavy, so with a nice sunny sky above, I got on my bike and headed into town. Forthe first part of the 20 minute ride I bopped along the bypass in slightly heavy traffic making my way towardsthe airport when a few rain drops started to fall. I thought Naaaa this will blow over, and kept cruisingtowards Kuta, and within one minute the skys opened up and the rain came down so hard that the trafficalmost stopped. With this almost every bike on the road pulled over to the roadside to chuck the rain ponchoon, myself included.

I have jumped off the bike and opened up the seat, and in my hast dropped the poncho on the roadinto the torren of water below, great. By this time I questioned why I even bothered stopping to put the thinplastic cape on as I was pretty well soaked, but, thought its gotta help. So as quickly as I could, pulled it overmy head. The situation got worst straight up as when I pulled it on somehow the left shoulder ripped apartleaving a large opening down my left side. Back on the bike and head on.

With the rain you will notice that most people in cars seem to slow down to a crawl, as they cannotsee because of the rain, or it could be that the car will dissolve if it drives through a puddle, who knows.Thiscauses the bikes to be slowed down etc etc turning a 20 minute trip into a 40 minute t rip. I have travelledanother 300 metres and the rain is getting heavyer with the road now 300mm deep in lovely brownish greywater splashing up over the bike filling my shoes. Ive made it to the lights and looked at he big digital signwhich tells me I must sit here in the pissing rain for the next 96 seconds till the lights go green and I cancontinue on, So you don't need to be a rocket scientist to work out that, by the time I got to the pub for dinner,I was completely soaked taking about 12 beers to dry out. Needless to say, a great night was had by all andlife goes on as usual.

My point is this, every year the wet season comes with a bang, and sometimes rather suddenllycatching most of out, so my advice to you all is to get your wet weather riding gear out of the cupboard andinto the bike, or chuck your umbrella in the car so you don't get caught on your way to dinner. Ok punters, Ithink its time to wrap things up again for another week and let you all get back to what ever it is that you all doup here, but, please remember, It always rains when you ride your bike, and rainstorms will travelthousands of miles, against prevailing winds for the opportunity to rain on a bike rider. Enjoy your week,

Bali's Governor Wants toDouble Foreign TouristArrivals in Four Years.

Bali's visionary governor IMade Mangku Pastika remainsconfident that foreign touristarrivals will continue to grow, reaching 5 million visitors by2015. If achieved, this would be amore than 100% increase fromthe 2.3-2.4 million foreign visitorsprojected for all of 2010.

Pastika told Radar Balithat he did not feel his target wasunrealistic, saying: "This target(for tourist arrivals) is not overlyambitious. Traffic jams andcongestion are only occurring inKuta, Nusa Dua and Ubud." Thegovernor is adamant that thereare many other areas of Bali thatposses their own unique andattractive qualities capable ofaccommodating and attractingtourist visitors."

Pastika believes stepsmust be taken to more equallydistribute tourism activities to allparts of the island, reducing thecurrent over-concentration ofvisitors in the south.

The governor also wishesto expand Bali's business base byconstructing an internationalstandard hospital opening the doorfor Bali to become a medicaltourism destination.

A BRITISH pensioner senior citizen whowon 1 million ($1.6 million) on theEuroMillions lottery faces an agonisingwait after he posting his winning ticketinstead of registering his win.

Bernard McHugh, 77, only realised he

was one of 10 millionaires from a November 12draw when he checked the unclaimed numberslisted in the newspaper two weeks later.

Instead of phoning to register his claim,McHugh wrote his name and address on the backof his ticket, put i t in an envelope to the organiser,Camelot Group, and asked his sister to post it forhim.

Later, Mr McHugh, of Blackburn, northernEngland, told his family what he had done.

The retiree said: "I thought that is what youwere supposed to do. I saw the address on the

back of the ticket and it said winners shouldcontact them so that's what I did.

"My family couldn't believe it when I toldthem I'd won. When they asked where the ticketwas and I told them I'd posted it they wereshocked.

"It will get there. I'm not worried yet."

A relative said: "Bernard is very old-fashioned and doesn't have a mobile phone orinternet ... We have our fingers crossed that theticket gets there. He's never had much money andthis would be life-changing."

A spokesman for Camelot Group said staffat the company's headquarters in Watford, southern England, was on the alert to findMcHugh's posted ticket.

Indonesia to Adopt Strict Rules andCharge Duty on 'Excessive' PersonalBelongings Carried by Inbound

Passengers.Metrotvnews.com reports theIndonesian Minister of Finance has issued aregulation stipulating that import duty will beapplied on goods brought by passengers, aircrew, border crossers and mailed parcelseffective January 1, 2011.

The Ministerial regulation (PeraturanMenteri Keuangan Nomor 188/PMK.04/2010),as explained by the spokesman of the Ministry ofFinance, Yudi Pramadi, will impose import dutieson personal belongings and/or commercialgoods exceeding a certain value carried byinternational air and sea passengers, flightcrews, border crossers and shipped items.

The amount of duty to be charged will bein accordance with the duty levels set by thegovernment. According to the report, when morethan three kinds of goods are brought by a singletraveler the Customs and Excise Office will usethe highest duty rate from among the itemsinspected, apply that rate to all the items.

Yudi said that individual travelers will beallowed to carry duty-free US$250 in personalbelongings while families will enjoy a US$1,000limit. Aircrews will be granted a smaller limit ofonly US$50 per person. Shipped parcels will be

    granted a duty-free limit ofUS$50.

Whenever these limits areexceeded, however, import duties willapply.

It remains unclear howcustom's officer will handle touristvisitors traveling with personal effectsin excess of these limits with theintention of re-exporting the items outof Indonesia at the end of their stay. This is especially worrisome as manytravelers carry personal jewelry, cameras, personal computers andhand phones that easily exceed therelatively small stipulated values.

A 71-year-old retiredelectrician is at the centre of alegal battle after coming forward

with more than 200 hithertounknown paintings by PabloPicasso.

Pierre Le Guennec wroteto Claude Picasso, the artist's sonand the administrator of hisestate, in a bid to get thecanvases authenticated, and thetwo finally met in September.

Mr Le Guennec said hehad worked installing alarm

    TUNA BOY

NEW JERSEY - A rare mutati onhappened to Fred Alan on the way to hisThanksgiv ing feast. His head turnedinto a Tuna!

Fred Allan, an angler who went missingthree miles off the coast of New Jersey wasspotted in Jersey City on his way to aThanksgiving feast.

Fred sat through his Thanksgiving meal

with his family, and they hardly noticed that hishead was had turned into a tunafish.

It wasn't until he was walking homewhen a little boy, Chucky Thompson, so Fredon the street and screamed, Your head is atuna fish! Fred quickly put his hands to hishead and realized that Chucky was right. Notonly that, Fred realized that his hands weremissing as well. See:

Fred went to see Dr. Chris Rigaux, amarine biologist who specializes in mutationsand sea water fish. Dr. Rigaux said that thishas happened several times before in thehistory of tuna. In 1876 a woman, JaniceRoss, went fishing with her son off the coast ofVirginia. They caught some bluefin tuna on

their own, but on the way back, her son, Robert, realized that his mother's head had turned intoa tunafish.

Thinking that his mother was beingattacked by an angry tuna, Robert tried toknock the tuna off his mother's head with abroken oar. He killed the tuna, but alsobashed in his mother's brains at the same t ime.It was a sad day in Virginia Beach.

Fred Alan was told that if he waited afew days and made sure he did not watchDeadliest Catch that his head might return to

normal, but now itlooks like he will be half-tuna,half-man for the foreseeablefuture.

Fred was seen walkingaround Journal Square today inJersey City. He was greetingpassengers on the Path traintelling them about the possibilityof bluefin tuna's going extinct. He was not warmly received andseveral passengers grabbedfishing poles and tried to snaghim.

Now, authorities fear thatan angry Fred, may go out and

try to attack the tuna eaters in Jersey City. Nobody hasseen him in the last five days. Is he planning an attack? Ishe in hiding? Is there enough mayo in town to handleFred?

She walked up to the stunned Irishman and said

Trembling, the castaway replied, "Ten years."

Hearing that, the blonde reached over to her

removed a flask and handed it to him.

He opened the flask and took a long drink. " 'Tis

    MYTH OF BALIManuscript Rajapurana

Explains the origin of BesakihTemple. The name of Besakih temple ofBali has probably penetrating beyondtourism bibliography and the worldHindu society. But when and howBesakih temple was first constructed,no one known exactly. Many sourceclaim to know and describe the templeexistence in the vague of the formalrecord from the kingdom. It is apity that kings as far as back to9th century did not leave asystematic record on the temple. To mention one of the manuscriptthat claim to know and explainabout Besakih temple of Bali isRajapurana.

The short account is asfollows : A priest named SangMarkandeya did a hermitage atDieng hill in central java. Due tothe trouble given by invisiblebeing then he left Dieng and

chose to make his hermitage atMt. Raung, east Java. In hisconcentration he saw light andmountain chain from west to east, with the highest peak, that wasmount Agung. According to thevoice from the sky he can own thearea which north and southernsides of the mountain range weredense tropical forest with fertileland. Near the place of hishermitage at Mount Raung therewas already civilized villagewhich population is called the "Aga".After the priest explained about the newand promising land the people askedhim to head to the new land anddeparted with 8.000 members. Arriving

at certain place in Bali the priest askedhis people to clear out the land bycutting big trees, shrubs, and otherplants. Unfortunately many of themembers meet dangerous situationeven causing death such as scratchedby tiger, killed by big snakes and thefever. The priest feel that their comingto Bali would not be success, and heasked his people to stop working. Thepriest returned to Mount Raung andmade a hermitage again. In hiscontemplation he revealed that theisland of Bali is very strongly kept by

magic force. Knowing this thepriest back again to Bali, now with4.000 new followers. Arriving at theprevious place where the membersnow meet the priest group, the priestheaded on to east Bali and climb up tothe foot of Mount Agung. Here thepriest made a hermitage and got theinspiration to implant the 5 metals orcalled "Panca Datu". Then this place is

known as Besakih. Further themanuscript describes that a clan ofBali called Manik Angkeran as thefamily that hold the right as the cleanerand staff for the temple of Besakih in

Bali. The clan of Manik Angkeranwhich is not clear now in Bali whether itcan be grouped as Brahmana, orKesatrya or others. It is said that thename of Besakih come from Basukih,a serpent live in a cave on the foot ofMt. Agung.

A priest from Java, EmpuSidhimantra was in good relation withthe serpent, the priest visited her everyfull moon. One upon a time the priestwas sick, and he asked her son tocome to Bali meeting the serpentwhich was said "Naga Basukih". The

a hard gambler, and sooften neglecting his duty. After abrief advise of religious ethic thepriest let his son departing to Baliand Manik Angkeran arrive in Bali ata place called Tolangkir to offer theserpent the meal as always done bythe priest. Yet Manik Angkeranmeeting the serpent asking thecharm for winning the gambling the

serpent blessed his request, and let him back to Majapahitin Java. Manik Angkeranasked the serpent back firstto its cave, and after half ofserpent entering the cave hesaw the tail with diamond, hethen arose his greediness totake the diamond, and cut thetail of the serpent and runaway. With the magic powerof the serpent ManikAngkeran catched up andburnt. Empu Sidimantra got

omen on his long time un-returned son, and headed toBali meeting the serpent. Hegot the explanation of whatwas happened. The priestrecovered the tail of theserpent without trace ofinjury, and bring his son toalive again. At last the priestgive the serpent his son asthe person to look after thetemple and have the right toconduct the ceremony at

    Besakih.The priest then return to

Java, and in order his son can notleave Bali to Java he stroke hiscane to form the barrier. This buries

is a narrow sea called "Segararupet" of Bali strait. This is the storymentioned on the manuscript, which not conform with the fact ofhistory and some events mentionedare beyond our reason tounderstand. There are manymanuscript which have the samecharacter with Rajapurana, and forBalinese it is never questioned. Forhistorians indeed this story is farfrom constructive information onthe cultural history of Bali.

    Thompson says the Roarhave to win the A-League tobe mentioned alongside thec h a m p i o n s h i p - w i n n i n gVictory sides.

Brisbane Roar's A-Leaguedominance has not convincedMelbourne Victory striker ArchieThompson they deserve comparison

    with his club's past championshipteams.

Or that the runaway leagueleaders can match this season'sVictory outfit if they hit top form, something Thompson is hoping toprove at AAMI Park on Friday night.

"They haven't actually wonanything yet," Thompson said of theRoar, who sit six points clear at thetop of the table after smashingfourth-placed Central Coast 5-1.

    " W e ' v e w o n t w ochampionships and two minorpremierships, so until they actuallywin something they can't say they'reat a Melbourne Victory level.

"But the football they'replaying, they're definitely the best

But Thompson, who becamethe first player to reach 50 A-Leaguegoals when he scored his first of theseason against Wellington onSaturday night, said Victory's formwas building.

With himself and fellowstriker Robbie Kruse having only

started two games together this year, after overcoming injury, Thompsonwas heartened that both scoredagainst the Phoenix.

Adding to his confidencesixth-placed Victory will end theseason much better than theystarted, defender Matthew Kempshould play his first game of theseason on Friday night, after a kneeinjury.

Thompson said Melbourne'sbest had been interspersed withlapses so far, but if they clicked for 90minutes, the Roar should be worried.

"Clubs in the A-League,once they see Melbourne startplaying well and start scoringgoals, obviously are going to bevery nervous," he said.

Punter says technology 'not good enough

Ricky Ponting has lobbiedunsuccesfully in the past tohave Test captains agree toan honour system for playersclaiming catches in the field.

An annoyed Ricky Pontingsaid having his appeal for a lowcatch turned down by the thirdumpire showed the technologywas clearly not up to the requiredstandard for an Ashes series.

Ponting said the incident onMonday's fifth day's play in the firstTest at the Gabba was a blight onthe game.

England opener AlastairCook, who scored a record-breaking 235 not out, was on 209when he scooped a catch to mid-wicket which Ponting accepted atankle height.

Field umpires Aleem Dar ofPakistan and West Indian BillyDoctrove referred the decision tothird umpire Tony Hill of NewZealand, who ruled it was not outbecause the video was unclear.

The score was 1 for 457and England powered to 1 for 517(declared), setting Australia atarget of 297 to win.

The game meandered to adraw with Australia 1 for 107 whenstumps were pulled early andPonting was still fuming at hispost-match press conference.

"I said to the umpiresstraight away that I was pretty surethat I caught the ball," Ponting

    said." T h a t ' s

about all I coulddo. As soon asthey are referred(the decision) youpretty much knowwhat the end resultis going to be.

" S i x o rseven years agowhen I took overthe captaincy Ipleaded with everyopposition captain

around the world to take it outof ... the third umpires' hands.

    "D id n ' t g e t mu chsupport from other captainswith that.

"I do get a little bitannoyed with it because I thinkit's a blight on the game, trusting in technology that'snot good enough to show

    them. "I could have thrown theball up straight away andn o b o d y w o u l d h a v equestioned it."

Asked if he would tryagain to secure a captains'agreement, Ponting said itwas too late for the Ashesseries with England's AndrewStrauss.

"It's up to the umpiresnow, they've set that standardand they have to make itconsis ten t a l l the waythrough," he said.

"It just highlights thetechnology is not what you'reneeded to be for Ashes Testmatches."

Ponting engaged inspirited debate with theumpires after the verdict wasgiven.

"I asked the questionhow it got to the not outdecision," he said.

"Quite a few of the boys

ran to me and said youcaught it. They (umpires) said it wasnot 100 per cent clear, they found ithard to give out."

Tensions also flared in theninth over of Australia's secondinnings when fiery England quickJames Anderson had a runningbattle with opener Shane Watson.

The pair traded barbs afterthe fifth delivery and Andersonwalked across Watson's path tocollect his hat from Doctrove at theend of the over, prompting theumpire to caution Anderson as bothcaptains joined in the discussion.

Harris is eyeing off anintroduction to the Ashesin the second Test.

Paceman Ryan Harris hasalready produced one starperformance in an internationalcomeback game in Adelaide and ishoping to repeat the effort thisweek.

The Queenslander wasnamed in a 13-man Australia squadfor the second Test at AdelaideOval, starting on Friday, afterexcelling for the Bulls in theirSheffield Shield draw with Victoriaat the MCG.

Queensland fe l l fourwickets short of victory, as theBushrangers finished 6 for 142,chasing 339 in a severely rain-shortened match.

Any frustration for theformer South Australian wascountered by the selection newsminutes later.

    "The boys here were

saying 'You're a massive chancefor Adelaide,' ... I thought maybethe fourth or fifth Tests with theboys (in the Test side) getting a bit

    tired. It's a bitof a surprise, but ag o o d su rp r i se , "Harris said.

The 31-year-old has played justtwo Shield gamessince knee surgery inJuly, taking ninewickets in a recent

win over Tasmania, but having to restfrom the Bulls' nextgame, against SouthAustralia, because ofknee swelling.

There wereno such problems atthe MCG, Harristaking 4 for 41 from 21 overs to routthe Bushrangers in the first innings, then backing up a day later, with 2for 27 from 13 overs in the second.

"I could still go and bowlnow if I had to, which is good, I thinkI've proved my fitness," he said.

In a worrying sign for an

out-of-sorts Mitchell Johnson,Harris has received a glowingappraisal from Australian captainRicky Ponting ahead of the secondTest.

Johnson went wicketlessfor the first time in his 39-Testcareer in Brisbane.

He also suffered an 19-ballduck in Australia's first innings anddropped England skipper AndrewStrauss on 69. Strauss went on tomake 110 in a record 188 openingstand with Cook on Sunday.

Johnson is consideredAustralia's X-factor but he will befighting to keep his place in

Adelaide - especially after Pontingheaped praise on Harris

"He's had some nigglingknee problems in the last couple ofgames but the fitness staff I'vespoken to believe that he will be finefor a Test match," Ponting said.

"He's a great competitor. He runs in all day for you. He'sgoing to bowl the right kind of lengthin Adelaide conditions," he said.

    "If it happens to reverse

    s w i n gdown there he'svery good at that,too."

    Comebackrepeat

    Harris hasp l a y e d t w oprevious Tests,both against NewZealand in March,for nine wickets at23.00.

    H e h a salso played 17o n e - d a yinternationals, for4 1 w icke t s a t

16.12.The first two came a year

apart, separated by a previousknee injury.

His international returnfrom that was in Adelaide, onAustralia Day this year, when hetook 5 for 43 against Pakistan.

He was delighted by theprospect of again representingAustralia at his former homeground, a lthough with f ivepacemen seemingly competing forthree spots, that is far fromguaranteed."I t 's funny, thecomeback one-dayer I playeddown in Adelaide and took five-forand maybe a comeback Test,"Harris said.

"I've got some family that Iknow are going and they've beentexting me all week wanting to knowif I've heard anything, so it's goingto be great to play in front of family ifI do play.

"But we'll wait and see whathappens.

"I like bowling in Adelaide, there's a little bit there early for thebowlers and I enjoy bowling withthe old ball at the end and reversingit."

The two first innings pointsthe Bulls gained from the Shieldgame took them to 14, the equal-most, with NSW and Tasmania, while Victoria is in fifth spot, oneight.
