How the Waste Tire Program Began

• In 1998, the General Assembly passed HB 32 which created the waste tire control program and established the Waste Tire Trust Fund, which was to be used to eliminate existing waste tire piles and prevent the creation of future waste tire piles. The funding is generated by a $1.00 fee per new tire sold at retail throughout the state. This program has been reauthorized five times, the last was placed in the two year Revenue Bill. Additionally, the Waste Tire Program creates a market for waste tires.

Waste Tire Collection Introduction • Over 20 million tires have been collected since the programs

inception in 1998

• RAS continues to receive positive feedback from the community and local officials regarding the success of the program and the opportunity afforded to citizens

• RAS will conduct a WTCE informational meeting with each ADD involved that spring or fall typically 1-2 months before the events are scheduled to begin. At these meetings the County Judges, SWCs, DOH staff, DEP Regional Offices and the Contractor will be provided all necessary information including a “tentative” schedule for the upcoming events

• The Waste Tire Collection Events are three day events conducted on Thursday, Friday and Saturday

• Times vary according to county but should typically be held between the hours of: Thursday & Friday : 8am-4pm / 9am-5pm

Saturday: 8am-12pm / 9am-1pm

Waste Tire Collection Event

SOP Guidelines

Identify Project Coordinator

Attend Training Meetings

Sign and Return Agreements

Utilize Multi-Media Advertising and Strictly Adhere to the Times Advertised

Note in Efforts, jointly sponsored with the Division of Waste Management

Minimum of Four (4) persons on site to assist during event

Monitor Eligibility of Participants (No Retailers, Scrap Dealers, Salvage Yards)

Determine Location of Event (State DOH Garage, County Garage, Etc.)

Assist in Management of Tires During Event

Ensure Traffic Safety

Identify Large Accumulations Prior to Event (2,000+ tires with tractor trailer

accessibility)

Any Eligible Kentucky Resident May Participate

- For citizens with large truck loads, DWM suggests that you require them to bring

assistance to unload. If you have multiple calls you may want to schedule their drop off

time.

- Assist in segregating tires according to type as they are unloaded. This enables the

Contractor to load in a safe and efficient manner. (Tractor, Truck, Passenger, Rims)

- Utilize inmate labor if possible to assist during the collection event.

- County may utilize their own equipment if so desired to help manage tires during the

event.

- This is a County sponsored event. Sell it as such, with the assistance of the Division of

Waste Management. DWM provides coordination with the contractor and is the final

voice on any conflicts that may arise.

- Following the event, total numbers will be published and made available to you,

including the percentage of change in your county.

- Can Accept: Tires on and off rim, including farm implement, bicycle, motorcycle,

go-cart, ATV, Tractor, Truck and Passenger

Cannot Accept: Large OTR, tracks, sheet rubber, solid, calcium or otherwise filled, or any

tire with a bead greater than 1 3/4 inches

Statewide Off-Sites

• Currently there are three outstanding off-sites that have not yet been completed:

– Meade, Spencer and Estill Co.

• Estill County is currently in the process of being cleaned

• The state works in conjunction with the county in order to clean these sites

• The site must consist of a minimum of 1500 tires before it can be considered an off-site tire pile and use grant money to clean the property

Waste Tire Programs Future

• The 2016 Legislative session will determine the future funding of the waste tire program

• The new contract for the WTCEs will be out for bid in 2017

• So if you have waste tires in your county that you think meet the off-site qualifications, please notify the Regional Office for your respective county and they will get in contact with us after they investigate the site
