[Updated at 7:20 p.m. with news of another lawsuit filed against Baylor Monday evening; updated at 8:44 p.m. with news that

the Tiger-Cats wouldn't be hiring Art Briles after all.]

"Nothing bad ever happens at Baylor — and, if it does, we're gonna ignore it." That's the deeply ingrained culture that new

President Linda Livingstone must jack-hammer out of Pat Neff Hall.

Apparently that was also the initial attitude of the Canadian Football League's Hamilton Tiger-Cats who announced

earlier today that they have hired former Baylor coach Art Briles as the team's assistant head coach for offense. Then tonight came

this news:

As our SportsDay team points out, nowhere in the initial Tiger-Cats announcement was there any mention of Briles being fired by

Baylor in May 2016 amid its sexual assault tragedy. While getting Briles out of coaching in the United States worked for me, I

wrote earlier today that I suspected that Canadian fans would not be cool with this hire.

Sure enough, he didn't even last a day.  Less than 12 hours after he was hired, the offer was rescinded.

It's been a busy day elsewhere on the Baylor beat as well: Tonight also brought word that former Baylor Title IX staffer Gabrielle

Lyons, who has previously filed a complaint against the school with the Office of Civil Rights, is suing the university. Her lawyer,

Rogge Dunn of Dallas, told me the following just after he filed the case in federal court in Waco:

"This lawsuit is different from the other lawsuits pending against Baylor because it involves the wrongful discharge claims of an

investigator working inside Baylor's Title IX office. When the Title IX investigator complained to Baylor that it was violating its Title IX

obligations, Baylor retaliated and the investigator was forced to resign."

Dunn continued:

"This lawsuit is particularly significant because it was filed by someone inside the Baylor administration and provides facts supporting

the women who have filed suit against Baylor for sexual assault and rape."

Another reminder of Baylor's attitude — "Women being raped? That can't be." — is  last week's announcement that senior vice

president and chief operating officer Reagan Ramsower will be leaving his powerful position in May 2018 to return to teaching. It's

probably coincidental, but no doubt interesting, that his job change comes just before the Lyons' lawsuit with its accusations of

discrimination.

Despite Ramsower's controversial leadership role during a time when the school mishandled an unknown number of sexual

assault reports, bouquets of thanks were thrown his way last week, including from Livingstone, and he's assured a very soft

landing.

I don't think Ramsower is an evil or nefarious individual. Ditto for Briles. Ramsower just refused to think outside the delusional

green-and-gold bubble that has encased Baylor for decades. The times change, the students change, but the administration

remains in denial.

Too many of Baylor's true believers have long seen the school as an actual family member —  many go so far as to use the

pronoun "she" in their references to the school. Too often, protecting "Baylor herself" became more important than protecting the

actual students, specifically the women who were reporting sexual assaults.

It' s no wonder that an insular, legacy-driven environment like Baylor would have strong ideas of what students should look like,

act like and be like. Somewhere along the way, that pressure developed into a culture of silence in which looking away from

problems was more comfortable than confronting them — especially when you are talking about the unholy trinity of alcohol,

drugs and sex.

As a friend and fellow Baylor alum described it: It's like your neighbor's dog escapes into your yard and when you return the pet,

you voice concerns that it clearly has fleas, needs to be spayed and has some kind of tumor on its hind quarters. Your neighbor's

response: What dog?

There's a direct line that connects that kind of thinking with the celebrations around the departing Ramsower and other

controversial yet beloved members of the administration who are also leaving Pat Neff Hall. (For the part of Tommye Lou Davis'

All the gushing words about so many departing folks indicate that the emphasis continues to be on protecting them and the

Baylor brand, not on the students who have suffered. (Yes, at least these administrators are moving on — we should be thankful

for that.)

The most recent Baylor administration shakeups involve Ramsower and vice president Brian Nicholson, who reports up to the

senior VP and whose duties include oversight of campus safety and security.

The news about Briles' hiring and campus administration changes come as we approach the one-year anniversary of former Baylor

Title IX coordinator Patty Crawford's complaint to the Department of Education Civil Rights Office that Baylor, and Ramsower in

particular, denied her the resources and independence to do her job correctly.

Ramsower has steadfastly denied this and all other complaints Crawford has made against him.

As noted in the news about the Monday night Title Ix filing, Lyons, another former member of the school's Title IX office, filed a

similar complaint with the education department's Office of Civil Rights.

Crawford filed her complaint in late September 2016 and resigned shortly thereafter. That investigation is ongoing and a report on

the findings likely is still a year or more away, especially given that what began as Crawford's initial retaliation complaint has

expanded into a full Title IX compliance investigation.

I checked in last week with Crawford, who has moved with her family to Augusta, Ga., where she is director of operations for a

marketing and website development company.

The Baylor chapter of her life is far from over, given requests for information from the Office of Civil Rights and depositions in

various Title IX lawsuits against Baylor.

And she says she continues to pray for Baylor.

While she's glad to be somewhere "where people don't know who I am — that can take a toll on a person," the 35-year-old also is

quick to say that it's been difficult to let go of an eight-year career.

She laughs — but it's clearly not funny to her — as she says "none of what happened at Baylor was part of my professional plan."

While she's still certain that she did the right thing — that as the Title IX coordinator she felt an obligation to file the complaint

— she remains most sad by the idea that anyone would have thought her action stemmed from being "disgruntled."

Her aim, she says, was simply to make sure that Baylor put a strong judicial process and prevention programs in place. As work

progressed last summer out of the investigative Pepper-Hamilton recommendations, she lost confidence that compliance was

going well. And she too came up against that "Nothing bad ever happens here — and if it does we're gonna ignore it" thinking.

"I deeply cared about Baylor," Crawford told me. "I loved the students and the staff. I genuinely cared about the people I worked

with and I miss them. So, for instance, Baylor saying I made demands related to movie rights — Movie rights? That's almost

comical. If money or movie rights was what I was after, I wouldn't have filed any complaint."

Crawford's experience at Baylor also exposes one of the conundrums created by the very complex "Dear Colleague Letter" from the

Department of Education back in 2011. This communication to universities nationwide giving the federal government authority to

dictate the specific procedures that colleges must use to adjudicate sexual assault allegations.

The very existence of a Title IX coordinator creates a dilemma of sorts, pitting compliance versus college pressure.

Will latest court ruling finally force the truth-telling that Baylor hasshunned for so long?

The Office of Civil Rights says that the Title IX coordinator needs to have autonomy and be able to do the job without conflicts.

The law says the Department of Education has the coordinator's back. But the individual university is the one that hires and pays

the coordinator. And what college wants its Title IX coordinator reporting that it is out of compliance?

It's a crazy tension that can wind up with the school putting pressure on its Title IX coordinator to send the message that all is

well. That's what Crawford says Ramsower was doing - an accusation that he and the board of regents say is simply untrue. (If only

the regents had been willing to provide those documents that would have bolstered Ramsower's denials.)

Crawford notes that after she left Baylor and looked for another Title IX job, she'd get this response: "Would you file a complaint

against us? We're not perfect either. So I don't think we could hire you if there's any chance you would do that."

That's when Crawford recognized that she had to give up her passion for Title IX work, at least for a while.

Crawford was 32 when she took the Title IX job at Baylor; she previously served as the chief of staff to the chancellor of Indiana

University East and deputy Title IX coordinator, chief diversity officer, and affirmative action officer for Indiana University.

Certified through the highest Title IX training at the time, Crawford didn't seek Baylor out — they found her.

While Crawford firmly believes in the importance of the Dear Colleague letter, she hopes the Education Department will take steps

to address this awkward compliance/internal pressure box that exists for Title IX coordinators.

To this day she believes she was fired for only one reason: "I was doing job too well."

One thing's for sure, her work helped burst that bubble that nothing bad ever happens at Baylor University.
