CDO Responsibilities (Source: Joe Bugajski, Gartner, Inc.)

The CDO is responsible for enterprise data governance, information architecture, data technology strategy, data policy, master data, and data standards. The CDO organizes and manages these responsibilities in ways that assure the enterprise that all its major data assets are accurate, reliable, high quality, interoperable, and consistent. Specifically, the CDO has these responsibilities:

Define, manage, and control master data and metadata management policies and standards for the enterprise. Controls include identification of master data, widely used reference data, and documents to assure proper function of the enterprise and to lower risks associated with data inaccuracies, compromise, or misuse.

Define and manage procedures for identifying and tagging sensitive data to protect each individual’s privacy, control the enterprise’s most sensitive and confidential information, and reduce liability risks associated improper access and use of such data. Definitions of sensitive data must be consistent from conceptual (business) models down to the physical models (e.g., data fields, messages, and metadata).

Define and manage programs for data stewardship and custodianship in concert with legal, information security, corporate risk, and compliance offices.

Organize and lead a data governance council who advises the CDO about data matters and who approve data policies and standards.

Define processes for introducing and using new and revised data fields, data messages, and data models for the enterprise.

Define and lead data and information architecture. Develop, publish, and promote business and technology conceptual data models. Keep these with business and technology requirements, and assure the enterprise that its uses of such models are consistent. Define metadata controls to assure compliance with data standards and policies across the organization from data inception through its obsolescence.

Deploy and manage data quality monitoring systems. Measure master data and reference data for compliance to policy, standards, and conceptual models.

Define business metrics to assure that business reports derived from controlled data remain consistent and representative of the true state of the business.

Define and publish measurement standards for master data analyses, statistics, and aggregations. Assure appropriate audit controls exist for data that serves as the source material for regulatory reports. Assure data used for financial reporting and to support legal requirements is valid, reliable, traceable, timely, available, secure, and consistent.

Represent the organization to industry standards organizations. The CDO may report to a CIO, CFO, CTO, COO, or another direct report of the CEO. The CDO should

routinely report on the reliability of master data to the Risk and Audit Committee of the Board of Directors. The CDO may also report to a business focused, IT governance council, where the CDO reports on policy and offers evidence of compliance with governance and regulatory controls.
