WP22 – Safety risk assessments

Proposing a revision to the provisions of performance of safety risk assessments to change the current text from a recommendation to become mandatory.

Operators will be required to conduct a safety risk assessment associated with the carriage or cargo, mail and baggage, including dangerous goods, by the new Chapter 15 – Cargo Compartment Safety that is being adopted into Annex 6 – Operation of the Aircraft.

WP23 – Proposed packing instruction for large lithium batteries

Proposed addition to the Supplement of the TI of a new packing instruction for lithium batteries with a net mass exceeding 35 kg that are subject to approval under Special Provision A99.

WP24 – Allowance in packing instruction 910 for the use of large packagings

Proposes making allowance in packing instruction 910 for large packagings for large prototype and low production run lithium batteries that have not passed the tests of the UN Manual of Tests and Criteria, Part III, subsection 38.3

WP25 – Revision of exceptions from application of the “Q” Value

Proposes a slight revision to the current exceptions from the requirement for provision of the “Q” Value for different dangerous goods packed in the same outer packaging.

For UN1950 Aerosols, not all aerosol entries have the same maximum net quantity. The standard entry for UN1950 on a cargo aircraft only is 150 kg. For Aerosols, non-flammable (tear gas devices), the maximum net quantity is 50 kg.

Proposal to allow on passenger aircraft, in the absence of a cargo aircraft only flight, one shipment containing a maximum of two packages of lithium batteries for medical devices, with the approval of the operator.

Proposed by Australia – Situations where pest management activities may not be in connection with agriculture, horticulture or forestry activities.In North East Australia, birds are building grass nests on powerlines, where ground access is limited.

One way to manage the birds is to spray the nests with peppermint or citronella oil, which makes the nest undesirable for habitation by the birds – The outcome is not to kill the birds.

Dangerous goods my be dispensed by rotor aircraft.
