Renewable Energy Development Programme (REDP) at a glance

• Since 2010, VRA intensively develops renewable energy projects country-wide based on a formulated policy with the objective of promoting sustainable power generation through renewable energy resources.

• Referring to this policy, the company has chosen to develop – a wind farm project with a capacity of up to 150 MW and – a solar power project with a capacity of up to 10 MW

• Large utility companies are used to follow established processes

• Such procedures origin from implementation of complex large scale power plants

• Usually, extensive testing and design review is included

• But is this applicable in PV projects? • Example:

– Do we always need a Factory Acceptance Test?

– Quality can be assured by sending modules to an external lab or testing on-site!

Basic Design: Concept

Characteristics: • Failure resistance by using proven components, set-ups and modularity • Well adapted to site conditions • Planned for remote operation but allowing local control • Employment of local staff for low-level activities during operation • Challenges

– Remote SCADA integration – Interconnection to single-feeder MV grid Load flow analysis and assessment of short circuit conducted The MV network can absorb the generation units and voltage stays within allowed limits.

Expected cost share and commercial set-up

• Expected installation price similar typical to typical PV greenfield installations but the contract will include interconnection works, SCADA integration, O&M facilities and training amongst others.

• O&M – To be conducted by VRA – Contractor to provide remote support

• Contract model – FIDIC Yellow Book – VRA Engineering Services as Engineer

• Time Line – Award of Contract by end of Q2/2014 – Time for Completion: 11 months

Technical Criteria • Special key technical references:

– 1 EPC project of size larger than 1 MWp completed or under contract by a public authority, utility, concessionaire or governmental institution

– 3 projects executed outside the country of origin – 1 project executed in Africa – 1 project executed in tropical climate conditions between geographical latitude of 23 Degree

North and 23 Degree South. • Other technical criteria:

– The proficiency in English of the key staff shall be proven by a corresponding certificate to be submitted together with the Tender Documents.

– HSE procedures, quality and environmental management certifications are a must
