6th annuaL ZephyrhiLLs sCrambLeFriday’s early afternoon rains didn’t seem to damper the turnout or the enthusiasm of some 70 golfers that came out for the 6th annual Zephyrhills Scramble on Friday, May 6th. The tournament, organized by the Greater Zephyrhills Chamber of Commerce and the Rotary Club of Zephyrhills-Noon to benefit community-wide programs and services of both organizations, was delayed about 15 minutes as organizers waited for “chamber of commerce weather” to break through. And it did. All afternoon, the sun shined and cool breezes rolled over the course at Silverado Golf & Country Club, making for delightful golfers’ weather. “I’m not a golfer myself,” said Vonnie Mikkelsen, chamber executive director, “but I have to say it is a joy to put this tournament on, to see local businesses, community leaders and golf enthusiasts come together for a great time and best of all, for a great cause.”

The scramble’s legendary feature attraction, affectionately known as “The Oasis” and always a popular “watering hole”, was sponsored again this year by local restaurateur Mike Mira of Maine-ly New England who gave away free hot dogs, hamburgers, snacks and refreshments of the bloody mary and margarita flavor. At the end of the day, golfer’s returned to the clubhouse for a buffet dinner complements of Sonny’s Bar-B-Q, a winner’s circle awards program and $3,500 worth of door prize give-aways.

Greetings to all homeowners and residents of our beautiful community, and welcome to the first issue of

our new Lake Bernadette Newsletter, a collaborative effort of your CDD and HOA Boards. Our publishing goals are simple: keep the homeowners and residents in Lake Bernadette informed of events, guidelines and issues facing our community.

We hope to provide interesting articles, including pertinent guidelines from our governing documents and deed restrictions, calendars of events and activities at our clubhouse, as well as important county and state regulations and laws that effect all of us in our community. Periodically we will publish informative articles pertaining to landscape maintenance, updates on housing issues, and the impact foreclosures are having on our community.

During initial discussions on newsletter development, we ascertained a potential need for a Lake Bernadette logo. Since we

have many talented and artistic people in the community, we will sponsor a contest for an LB logo. We also plan to hold bimonthly photo contests to select the cover photo for our newsletters. Stay tuned for contest rules and prizes.

We expect some growing pains and therefore solicit community input and feedback on the newsletter. Comments can be sent via email to: [email protected].

“Reserving” is a relatively simple concept by which funds are saved for future replacement of major items in

accordance with a determined schedule. For example, if you have a dishwasher and you are concerned about saving so that when it wears out you will have enough to replace it, you should estimate its replacement cost and its lifespan.

For example, we estimate a replacement dishwasher will cost $600 and we estimate we will need that replacement in five years or 60 months. So if we divide $600 by 60 months, we can estimate that we will need to save $10 a month for a replacement in 60 months. Theoretically, if we put aside $10 each month for five years, we should have enough to purchase a new dishwasher when the old one wears out. I say theoretically because there are some “what ifs” that need to be considered. What if the price of a new dishwasher increases during the five years or a mechanical/electrical problem precipitates earlier replacement? What if the machine is abused and the dishwasher fails before our estimated time of replacement? These “what if” variables are illustrative of common problems in reserving or scheduling savings.

Reserving is a very important part of commercial and individual property management. Without reserving or saving for major items, we would have periodic, very unexpected, inequitable and upsetting special assessments for such things as roofing, painting and replacement of major items. Can you imagine the problems created if all of a sudden you as a homeowner were presented

with a bill for $8,000 for the replacement of your roof and you hadn’t saved or reserved for it? Reserving or saving eliminates or minimizes the need for special assessments. An added benefit of reserving is that it takes advantage of interest to help achieve the replacement cost. A special assessment is the result of inaccurate budgeting – not reserving enough. Sometimes a special assessment cannot be avoided – but most times the principal expense can be anticipated.

This brings us to the real point of this article. Recent jumps or spikes in the cost of crude oil have had profound effects on other than the cost of fuel that we use to power our vehicles. There is a direct relationship between the price of gasoline and the price of asphalt roofing. Obviously, asphalt roofing is made from petroleum products. It is not much more than sticky tar that has been oxidized and soaked into a fiberglass mat (shingle) with a few stone granules added. What drives up the price of roofing is the price of crude oil and, for purposes of our conversation – let’s call it the price of gas.

Roofing is a long-term reserving exercise with an expected life of 10-15 years. So you can imagine the vexing problems presented with roofing when the price of its primary component jumps from $1.50/gal to $4.50/gal within its expected life. It is a budget buster! All of a sudden the goal posts have moved and the replacement cost doubled or even tripled! Not unlike our washing machine example, with roofing other things can happen that will skew a reserving schedule. Not keeping your roof clean or allowing branches to brush

against and/or accelerate wear on the surface will shorten its expected life.

When variables enter the reserving schedule there is only one thing that can be done to avoid the special assessment that would result from inadequate reserving and that is to adjust or restate the reserving schedule. Invariably the adjustment results in an increase in maintenance assessment. There is “no free lunch”. When the price of roofing jumps then the replacement cost, to remain realistic, must be adjusted to stay close to meeting the new replacement cost.

There are a number of service areas in Lake Bernadette whose members must reserve for roofing: The Manors, Lakeview, Autumn Shire, Augusta Links, Wimbledon Greens, and Fairway Villas. The HOA, of necessity, will have all of the roofs within its purview inspected and re-evaluated with respect to expected remaining life and replacement cost before the composition of the 2012 HOA Operating Budget so that the 2012 HOA Operating Budget can incorporate the re-evaluations. It is a foregone conclusion that reserve contributions for roofing should increase for Budget 2012.

If you live in a single family home and are breathing a sigh of relief thinking that this doesn’t apply to you – better think again – if you have an asphalt shingle roof – this applies to you big time as you must do your own reserving and if you do not save/reserve enough for replacement, you will be sending yourself a notice of special assessment for the shortfall.

Tidbits to help with your landscaping:Simplify – When choosing plants and bushes, go for native species that are drought and pest resistant. Place them carefully according to sun, shade, space and pruning needs.

Quality Plants – A cheap plant is not necessarily an inexpensive one. Inspect plants before you buy. Treating sickly plants takes time and money.

Mulches – Mulch around plants reduce weeds and conserve moisture. Gravel and bark mulches require little care beyond pulling or spraying the weeds that grow through.

Fertilizing – Plants kept at minimum fertilization levels need less pruning, less mowing and less water.

Tree Beds – Tree beds protect the trees and speed up mowing.

Tree Pruning- Selected pruning allows wind to pass through without causing damage. Prune lower limbs and thin branches to let more light reach the grass.

Though some might consider a visit to the doctor unnecessary unless they’ve developed symptoms, regular checkups are an important part of staying healthy. In the long run, one visit a year can prevent ten visits later, not to mention an unwanted trip to urgent care or the emergency room. After all, you don’t wait for your car to break down before you change the oil! You are worth more than your car!

But how many times a year should you get a checkup? The common sense answer is at least once a year, but there are several factors that can determine your “magic number.” These factors will also change what is included in a checkup. Here are some of the most important:

Age—Everyone needs to be seen once a year. As you get older, recommendations for routine monitoring of blood work for such things as sugar and cholesterol become more frequent (every 5 years in your twenties to every year in your fifties). Men need to get prostate checks every year after the age of 50; women need yearly mammograms and pap smears. A colonoscopy should be scheduled at age 50 for both men and women.

Medical History—Your medical history may require you to schedule more frequent or special checkups to prevent a recurrence of previous illnesses. It’s also a good idea to get regularly checked out if members of your immediate family have health conditions that

may have been genetically passed on to you. For example if your parent or sibling has a history of colon cancer or suspicious polyps, a colonoscopy is recommended before the age of 50.

Gender/Ethnicity—Some illnesses are more specific to women than men, and vice versa. Women, for example, should visit their physician once a year for a gynecological exam, while it is recommended that men over 50 have a prostate exam every year. This is true for different ethnicities as well—some illnesses (such as sickle cell anemia or celiac disease) are more prevalent among certain ethnic groups and prevention or treatment may require more frequent attention.

Current Activities—Almost every activity we engage in can affect our health. A yearly checkup allows your primary care physician to make recommendations that can keep you active longer and safely, such as safety equipment, use of sun screen, hydration requirements that change with season, age and medical conditions.

May is one of the best times of the year to talk about lawn care. Winter’s

dormancy is past, warm dry days are making the grass grow, and its time to fertilize. Since Floridians tend to spend more time outdoors working on our lawns than any other gardening task, let’s talk about what should be done to a beautiful lawn.

Mowing is one of the first things we do in the spring. Over winter, if the mower blades didn’t get sharpened, it’s time to hop right on this important task. A sharp mower blade is a lot like a sharp scalpel, cleaner cuts are healthier cuts. If you keep an extra set of mower blades handy then they can easily be swapped out.

For both St. Augustine and Bahia grasses, mower decks should be set at 4”-5” high (or the mowers highest setting). This allows grass to shade the ground reducing the opportunities for weeds to grow and keeps the soil cooler during the hot, dry days of spring.

Fertilizing in the spring is helpful; just don’t encourage very vigorous and shallow-rooted grasses. Choose a fertilizer that has about half of the nitrogen (that first number on the label) in a slow-release form. Look for words such as coated, polymer or water insoluble which will be an indication that only part of the fertilizer will be available at any one time. Fertilizer released at a slower rate allows gardeners

to fertilize less often, and allows plants to receive a steady diet of nutrients, and the chance that rain will wash away expensive fertilizers is lessened.

Finally spring can be characterized by warm but dry days, at the very time when plants need some water to support their fast growth rate. Pasco County restrictions allow one irrigation cycle per week, which may be needed if no rainfall occurs. Be sure to check that automatic irrigation systems have a functioning rain shut-off device (required by law) so the system doesn’t come on during or just after a downpour. Also check irrigation head and piping for leaks and misaligned or broken

irrigation heads. Neglected systems waste water and money, while plants suffer. If pressure in your community allows, run the system early in the morning to shorten the time turf is wet as warm wet periods are the perfect conditions for fungus development.

Men’s League

The Men’s League tee off time is 5:00-5:30pm every Wednesday playing 9 holes. This is a 2-man league playing best ball and is handicapped. There are 2 Flights: Flight A plays from the blue tees; Flight B plays from the white tees. Your team plays different teams each week and you will either get strokes or give strokes according to your handicap. Your team handicap will change weekly Regardless if your team plays good or bad. There is also a skins game which is played within your flight. A low net prize will be awarded each week. A banquet offering a full dinner will be held at the end of the league and the overall winners will receive their prizes. This is our 14th year for the Summer League. We usually have 50-60 players. It is a good competitive league and it is very fair for all players. The league cost is $25 a night which includes the golf, food and prizes. Ladies’ League

The Ladies’ League started May 2nd. Tee off time is 4-6 pm every Monday playing 9 holes. This league is a lot of fun. Beginners are very welcome. It is not a serious league. You will meet new golfing friends. There are many different tournaments played throughout the summer from individual to team events - all for fun. Many prizes and gift certificates are handed out all summer. After a few of the events the ladies sit down for dinner and drinks while socializing and meeting new friends. There is a one-time fee of $30 which pays for the dinners. The golf is $8 for 9 holes. GSWCF summer camps are open to all girls entering grades 1 – 12, whether or

not they’re Girl Scouts. Girl Scouts of West Central Florida (GSWCF) invites all girls entering grades 1 – 12 to have fun at camp this summer! Day and overnight camps are offered throughout June and July at all five of the council’s camp properties – there’s something for every girl! GSWCF summer camps are open to all girls entering grades 1 – 12, whether or not they’re Girl Scouts. Non-Girl Scouts who register for summer camp will pay a one-time fee of $12 to join the organization. GSWCF camp properties are: Camp Dorothy Thomas

(Riverview), Camp Indian Echo (Hudson), Camp Scoutcrest (Odessa), Camp Wai Lani (Palm Harbor) and Camp Wildwood (Wildwood). Of these, Camps Dorothy Thomas, Scoutcrest and Wildwood are American Camp Association accredited. Games, dance, the arts, horseback riding, water skiing, STEM (science, technology, engineering and math) and swimming are among the many activities offered. Can’t decide on just one? Not quite sure about sleeping away for a week? Girls can customize their camp experiences. All sessions include sports, nature exploration, and arts and crafts for a well-rounded camp experience. “Girl Scout summer camp programs encompass a rich history of nearly

100 years of providing outdoor experiences for girls,” said Kim Jowell, CEO, GSWCF. “Camp is a place where girls learn to live and work together, make new friends, practice leadership skills and, of course, have fun!”
