LAKE BORGNE BASIN LEVEE DISTRICT MONTHLY STATUS REPORT December 2009 Levees Maintenance Crews: o Cutting and hauling debris and trees at ditch tie-in to the Jarda Canal along LPV 148.01 levee reach. o Grading and shaping ditch to Jarda Canal. o Cut non-federal levee from Paris Road to Violet. LBBLD personnel began the 4 th Quarter levee inspection due end of December 2009. OCPR is scheduled to illustrate the electronic inspection tool utilized by the USACE. The Corps of Engineers performed the Annual Mississippi River Levee Inspection (MRLI) on October 21, 2009. We have not received the inspection results as of the present. MRL High Water Reports were completed and submitted to the USACE and OCPR during the month due to high river levels. We have ceased our reporting and inspection since the river levels have receded. LPV 144- Bayou Dupre Control Structure- 100% P&S are completed. The USACE advertised for bid on December 4, 2009. ROE for Construction has been issued. LPV 145- Levee from Bayou Bienvenue to Bayou Dupre- 95% P&S completed & out for review. ECI contractor chosen. ROE for Construction issued. Additional egress/ingress from Bayou Bienvenue to the beginning of work along the protected side toe of the levee has been requested by the contractor. LAKE BORGNE BASIN LEVEE DISTRICT MONTHLY STATUS REPORT

Levees

• Maintenance Crews: o Cutting and hauling debris and trees at ditch tie-in to the Jarda Canal along

LPV 148.01 levee reach. o Grading and shaping ditch to Jarda Canal. o Cut non-federal levee from Paris Road to Violet.

• LBBLD personnel began the 4th Quarter levee inspection due end of December 2009. OCPR is scheduled to illustrate the electronic inspection tool utilized by the USACE.

• The Corps of Engineers performed the Annual Mississippi River Levee Inspection

(MRLI) on October 21, 2009. We have not received the inspection results as of the present.

• MRL High Water Reports were completed and submitted to the USACE and

OCPR during the month due to high river levels. We have ceased our reporting and inspection since the river levels have receded.

• LPV 144- Bayou Dupre Control Structure- 100% P&S are completed. The

USACE advertised for bid on December 4, 2009. ROE for Construction has been issued.

• LPV 145- Levee from Bayou Bienvenue to Bayou Dupre- 95% P&S completed &

out for review. ECI contractor chosen. ROE for Construction issued. Additional egress/ingress from Bayou Bienvenue to the beginning of work along the protected side toe of the levee has been requested by the contractor.

• LPV 146- Levee from Bayou Dupre Control Structure to LA 46- ECI contractor

chosen. ROE for Construction issued. 95% P&S are projected out for review/comments on December 18, 2009.

• LPV 147- Gate Structure at LA 46 and Bayou Road- 100% P&S completed & out

for review. Scope of work for Access Road will be added to the LPV 146 project. An acceleration lane will be designed and constructed to eliminate any delays in fire fighting and to provide crossover access in the north bound direction. ROE for Construction: Awaiting DOTD 100% Design review.

• LPV 148.02- Levee from Bayou Road to Caernarvon- 50% P&S out for review

and comments. ECI Contract is under advisement due to another contractor contesting the selection process. The USACE is reviewing/responding to the contractor. Surveys completed. Continuing design. ROE for Construction issued.

• LPV 149- Caernarvon Flood Wall- 100% P&S are projected out for review and

comments on December 16, 2009. ROE for Construction: Awaiting DOTD 100% Design review. ROE for Pile Load Test issued for St. Bernard and Plaquemines Parishes. CEA is being formulated between St. Bernard/Lake Borgne Basin Levee District and Plaquemines Parish to agree on the operations and maintenance of the levee reach.

Pump Stations

• Maintenance Crews: o Cut grass inside station fencing east of Paris Road.

• State Project No. 579-44-0001 Transition Improvements & Scour Protection at

Pump Stations #3 (Bayou Villere), #4 (Meraux), #7 (Bayou Ducros) and West of Paris Rd. Transition (Phase 6): The bid opening was held on November 4, 2009. Fleming Construction was awarded the contract and is in the submittal phase of the project. The project is scheduled to begin January 2010.

• Rebuild Project for Pump Stations 2, 3 and 5: Contractor- M.R. Pittman. Punch

list items are still open on Pump Station #2 and #3. Final walk-through was completed on October 26, 2009. Contractor is in the final stages of completing punch list items.

• State Project No. 579-44-0001, Trash Screen Repairs at Pump Stations 2, 3 and 5

(Phase 5): The contractor has begun screen fabrication and has started installation as of October 30, 2009. Trash screens have been installed at Station #5/#2 and contractor is mobilizing equipment to Station #3.

• State Project No. 579-44-0001, Tainter Gate Repairs at P.S. Nos. 1 & 4 (Phase 3):

Contractor completed gate installation. The contractor has installed filtration system and oil misters in the air lines. Punch list items are scheduled to be complete by December 20, 2009.

• LBBLD has responded to the Corps of Engineers regarding the seepage at Pump

Stations #2 and #3. Colonel Sinkler, John Ashley, Bob Turner, Tim Jarquin and Pete Bauer visited the site to observe the concerns on November 2, 2009. The USACE and LBBLD will meet to discuss this issue sometime next week.

• LBBLD has received proposals from A/E firms for the remote control project to control the pumps at Station #2 from Station #6. The proposals are under review and a final decision should be made by December 31, 2009.

Canals

• Maintenance Crews:

o Cut and cleaned the remaining 20 Arpent Canal from Paris Road to Violet. o Cut along canal ROW’s in various areas.

• The Violet Canal Siphon has been operating since October 21, 2009. • Through competitive bidding, LBBLD will procure a Siphon Pump/Trailer to

accommodate the Violet Canal Siphon. DNR will reimburse the District upon the purchase.

• LBBLD is contracting a fencing contractor to remove and replace fencing at the

Violet Siphon weir at St. Bernard Highway. DNR will reimburse the District upon completion of the project.

• DNR is formulating P&S to dredge the Violet Canal from St. Bernard Hwy. to

Judge Perez. LBBLD surveyed the canal and sent DNR soundings for the dredging plan. DNR and LBBLD have to identify a spoil area for the dredged material prior to completing the plans and specifications.

• Bluebird/Artillery Canal Project- Description: This work includes the removal of

silt and debris from the Bluebird Ditch.

o Status: (2nd Letting) – A pre-construction meeting was held on September 29, 2009 with NRCS, DOTD, Regency Construction and LBBLD. The contractor will begin construction January 2010 due to survey data discrepancies.

Miscellaneous

• LBBLD held a meeting with FEMA to review outstanding PW’s. Process is

ongoing. • Please find the attached After Action Report for Tropical Storm IDA.

TROPICAL STORM “IDA” (AFTER ACTION REPORT)

Agency: Lake Borgne Basin Levee District On November 9, 2009 tropical storm “Ida” passed east of St. Bernard Parish. Winds were sustained at 37-40 mph at 1:30 pm. See the below after action report inspection of the Mississippi River Levee, LPV Federal Levee System, Gate Closures, Pump Stations and Canals. Mississippi River Levee Elevation: River elevation- 15.33’ (during storm) and receded to 13.5’ (day after) Summary: Water remained up to the toe of the levee on the non-protected side and remains as of the present due to the high river elevation.

1. Debris is present and cannot be removed until water recedes in the batture. 2. Floodwalls and gates remain intact with no issues observed. 3. Scour protection and slope paving remains intact with no observed washouts or

issues observed. 4. Earthen embankments remain intact with no seepage, sloughing or erosion. 5. Crown of levee remains intact with access and no sloughing or erosion issues.

LPV Federal Levee System LPV 145 (Bayou Bienvenue to Bayou Dupre):

1. Contractor mobilized back to the laydown area and is back to work. (Pile load testing and access roads)

2. No debris present. 3. Earthen embankments remain intact with no seepage. 4. Minor erosion at the IHNC/MRGO closure bank.

LPV 144 (Bayou Dupre Gate):

1. The gate closed November 7, 2009 and remained closed until the storm surge receded on November 11, 2009.

2. At the peak of the storm the water elevation differential was 4.5 feet from the bayou side to the MRGO channel.

3. The gate has been exercised twice since the storm passed and all mechanical components are intact in proper working order.

4. The gate structure had no visible damage and no debris in the fender system. LPV 146 (Bayou Dupre to Verret)

1. No debris present. 2. Earthen embankments remain intact with no seepage.

LPV 147 (Bayou Road Floodgate)

1. The floodgate remained open during the storm with no water intrusion in the area. LPV 148 (Verret to Caernarvon)

1. No debris present. 2. Earthen embankments remain intact with no seepage.

Caernarvon Floodgates

1. Both the railroad gate and road gate remained open with no closure during the storm.

2. The canal elevation rose 8” through the storm and receded as the storm passed. 3. All floodgates are operational and in working order.

Pump Stations

1. All pump stations were inspected and remain in operation with no impact from the storm.

2. No visible debris on the discharge side was observed. Canals

1. We patrolled and inspected all the canals for blockages prior to and after the storm. None were observed.

2. No sloughing or erosion issues were observed at the canals. 3. Minor rainfall occurred during the storm which did not impact our pumping

capacity.

LPV 148.01 – Verret to Caernarvon Levee Enlargement (Authorized Design Height)

Description: This work includes raising about 8 miles of earthen levee back up to pre- Katrina authorized elevation. Existing elevations are 2 to 3 feet below authorized heights.

Status: Odebrecht Construction Company constructed this reach. Construction is complete and a final inspection is scheduled for December 2009. 1. Construction:

Lake Borgne Basin Levee District

LPV 144 - Bayou Dupre Flood Control Structure Replacement (100-yr Design Height)

Description: This structure will be reconstructed as a new structure to meet the 100-year design criteria.

Status: Project entails replacement of the Bayou Dupre flood gate. Plans and Specifications (P&S) are complete. Constructability issues have caused the location of the new structure to shift from the existing location to a flood-side shift. The project was advertised on December 4, 2009. The contract is scheduled to be awarded in January 2010. P&S costs total $4,679,625. 1. Construction: Has not yet begun.

This work includes raising this approx. 6 mile reach of levee to meet the 100-year elevation requirements. It will probably require additional ROW. Status: The recommended proposed action for this reach is a T-wall. An Early Contractor Involvement (ECI) contract has been awarded in the amount of $735,000. The contract includes two additional options for a validation phase and a construction phase totaling $357,245,988. The contractor will construct a temporary access bridge across Bayou Bienvenue. The 100% designs are scheduled to be submitted December 19, 2009. The contractor has mobilized to the site and started driving piles for the pile load tests. T-wall construction is scheduled to start January 2010. P&S costs total $9,634,555,000. 1. Construction:

Description: Verret to Caernarvon Reach. This work includes raising this approx. 8 mile reach of levee to meet the 100 year elevation requirements. It will probably require additional ROW. Status: The recommended proposed action for this reach is a T-wall. An Early Contractor Involvement (ECI) contract was recently awarded. However, there was a protest submitted questioning the award of the contract. As such, the award has been cancelled. The Corps will reengage the contractors that submitted a proposal to reanalyze and re-award the contract. The new award is scheduled for December 2009. The 50% designs were received on 30 November 2009. The project delivery team is working to develop a strategy for advancing the schedule for this reach. P&S costs total $9,634,555,000. 1. Lake Borgne Basin Levee District

LPV 149 - Caernarvon Flood Wall Raise (100-yr Design Height)

Description: Caernarvon Floodwall. This work includes raising the floodwall and floodgates to the 100-year elevation requirement. Additional ROW and possible realignment may be required. Status: The recommended alternative for this reach consists of re-aligning the protection system to the west of the existing alignment. This will require the construction of a sector gate across the Caernarvon Canal. The 100% design is scheduled to be submitted in December 2009. The Individual Environmental Report (#9) for this reach is currently out for public review. The construction contract is scheduled to be awarded in March 2010.
