Welcome to the 2017 Spring Conference, hosted by the Kentucky Chapter of the American Planning Association! We have a great technical program put together, really focusing in this year on getting you the training you need based on feedback we have gotten from previous conference surveys. So fill yours out this year – we listen!

The conference focuses on two tracks – Tools and Emerging Trends. Depending on where your interests are we have presentations on core needs such as ethics, law, GIS applications, public involvement, and small town / rural planning. We also realize the ever-changing nature of the world around us and want to keep you at the forefront of planning – so we are covering topics such as autonomous vehicles, smart cities, urban forestry, health plans, and more!

We have several networking opportunities planned – so please join us for some relaxation, catching up with friends, and making some new ones! Wednesday evening, we kick off the conference with a meeting on the patio for hors d’oeuvres and drinks. Thursday at 6:30 PM we will set sail for a cruise of Lake Cumberland with dinner on board the boat.

Don’t forget to stop by and see our sponsor booths – we appreciate the assistance that all of these companies give to APA-KY. They will be located in the lobby near the registration table throughout the conference.

Session 4: Land Use & Zoning Law Beyond KRS 100CM I 1.5 I LAWActivity Center Meeting Room. As planners and planning officials in the state of Kentucky we may feel that KRS Chapter 100 provides the beginning and the end of the law that we should be familiar with. The session will explore other statutes, laws/regulations that impact land use and the practice of planning in Kentucky. Special emphasis will be placed on open records/meetings law with mention of floodplain regulations, water management regulations and others.

Rapidly advancing technology precipitated by Moore’s Law coupled with Google’s mission to improve people’s lives by transforming mobility have us tracking toward a similarly empowering experience we have with Smart Phones only with wheels. Auto manufacturers have test vehicles on the road and the federal transportation budget includes investment dollars for infrastructure to support emerging development. What will this mean for Kentucky?

Session 8: Creating and Using Story Maps in Planning ProjectsCM I 1.25Lodge Private Dining Room. Learn what Story Maps are and how to develop them for your Planning Projects! See how to combine interactive maps with supporting images, reports, statistics, documents, infographics, and even video in order to craft your project’s message and relay information to the public and key stakeholders.

Session 9: From Master Plan to Moving In: The Newtown Pike Road Project, Southend Park Neighborhood, and the role of the Community Land TrustCM I 1.25Activity Center Meeting Room. Learn about an affordable housing tool used in neighborhood redevelopment, such as the Southend Park Urban Village Plan. This plan implemented a Community Land Trust to create a diverse, and permanent affordable solution for the neighborhood allowing residents impacted by the project to move back into the redevelopment neighborhood.

2:45-3:30 PMPatio. Join us for ice cream and the annual APA-KY awards ceremony to honor outstanding planning efforts in Kentucky. A

brief annual meeting will follow the awards ceremony.

Join us at the Lake Cumberland State Dock to board a large houseboat for a tour of Lake Cumberland. There will be a shuttle van running from the Lodge to the Dock for those that need it. Otherwise it is a short 10 min walk to the Dock. Boarding begins at 6:00 PM. The boat will leave promptly at 6:30 PM for an hour tour of the lake. Dinner will be served on the boat. We will return back to the Dock at 7:30 PM. Following our return, everyone is welcome to remain on board for additional socializing and relaxation.

Meeting Room B. The APA-KY Executive Board will hold one of its bimonthly board meetings. The meeting is open to everyone and your officers would love to have members attend!

PLANNING TRENDS Session 6: A Shift in Transportation Planning in KentuckyCM I 1.5Lodge Private Dining Room. With the current state of the KYTC’s Highway Plan it is difficult, if not impossible, to predict funding for particular infrastructure projects. This makes long or even short term planning impossible. In 2016 KYTC embarked on an effort to add more dependability and predictability into the Highway Plan. This session will discuss the context and how KYTC is trying to enable planning in KY.

PLANNING TOOLS Session 7: Ethics and Challenges of Consultant SelectionCM I 1.5 I ETHICSActivity Center Meeting Room. Consultant selection processes range greatly from agency to agency and questions regarding ethics have caused some agencies to adopt stringent policies that may at times actually hinder the project development. This presentation will discuss the various selection methods, perspectives of selection from both public agency and consultant representatives, and ethics of common practices in the selection and pre-selection processes.

Session 12: Building Community Health PlansCM I 1.0Lodge Private Dining Room. This session will explore the development and implementation of a community health plan. We will provide case studies on the BRIGHT Coalition, which is part of a ten county initiative in Western Kentucky. We will share the challenges and successes from formation to development, while providing tangible takeaways for participants.

Session 13: Data in Comprehensive PlanningCM I 1.0Activity Center Meeting Room. Building upon Louisville Metro’s Cornerstone 2020 which will have a horizon of 2040, this session describes how the plan will be informed by current technology and tools, as well as by demographic and economic projections and public input.

PLANNING TOOLSSession 11: Downtown Planning for Smaller & Midsize Communities CM I 1.0Activity Center Meeting Room. Based on his 2009 APA Planner’s Press book with the same title, planning consultant Phil Walker will touch on key issues and strategies for downtown planning intended to result in physical and economic revitalization.

PLANNING TRENDSSession 10: Intersection of Planning & Urban Forestry CM I 1.0Lodge Private Dining Room. Traditionally the domain of parks or public works departments, urban forestry has quickly moved into the realm of service-providing infrastructure. Trees alone cannot solve issues such as the urban heat island, better public health or climate change, but do impact cities. Learn more about the impact of trees in urban forestry across the US to battle some of these issues.

Learn how Planning Staff in neighboring cities, but in different states, have conducted public outreach in order to maximize citizen involvement in various long-range and regulatory planning initiatives. Public engagement tools to be discussed range from the tried and true to the innovative. Professional and citizen planners are invited to share successes and lessons learned.

Session 15: Pros and Cons of In-House Comprehensive Plans in Small/Rural CommunitiesCM I 1.0Activity Center Meeting Room. Join planners from Scott, Bourbon, Clark, and Barren counties for a discussion forum on Comprehensive Planning in small and mid-sized Kentucky communities. This session focuses on 1) what has worked, 2) what has not worked, and 3) lingering questions. We will examine what we wish we’d known before starting and discuss when and why it may be appropriate to hire an outside consultant.
