detached single family homes. Also, please remember to shovel snow from your sidewalk areas and refrain from piling it on top of the sidewalks so others can walk by safely. Common Area Maintenance. The contract with Blade Runner’s Inc. for maintenance of LDCA-owned common areas has been extended to December 31, 2021 at the same price we are now paying for 2017. The Board has received numerous positive comments about their performance cutting, trimming and maintaining our common area grass and shrubs. National Night Out and Ice Cream Social Event Re-cap. Our first “National Night Out and Ice Cream Social Event” on August 1st was a big success, with a large turnout including the presence of the Fairfax County Fire team and engine. In addition, Delegate Paul Krisak attended and stayed for most of the evening. Many thanks to Regina Greenblatt and her committee for all their efforts to make this a very successful event for the community. This event was part of a national community-building campaign that promotes police and fire department community partnerships, safety and security awareness and neighborhood camaraderie to make our neighborhoods safer, more caring places to live. Oktoberfest Re-cap. Our first LDCA “Oktoberfest” on October 28 was also a big success. We had exceptionally pleasant weather in the 70’s and loads of our neighbors attended and brought tasty side dishes to enjoy with the German bratwurst provided by the Social and Recreational Committee. A special attraction was the German music played live by the Mt. Vernon German Band including our very own Andrew Vincent. Everyone seemed to enjoy the moment. Many thanks to Regina Greenblatt, her committee and the Mt. Vernon German Band for a most enjoyable day. LDCA Website Security. We are still looking for someone in our LDCA community who is willing and able to keep our website secure and well maintained. If you are interested in helping us with this important task, please contact Kevin Phillips, Andrew Vincent or anyone on the Board. General Membership Meeting. The next General Membership Meeting is scheduled for Wednesday, November 29th at 7:30 PM at the Franconia Government Center. This is one of the most important meetings of the year since we will be electing Board Members and approving the annual budget. You'll find the agenda later in this newsletter, as well as the draft minutes from the last General Membership Meeting. If you'd like a copy of the budget, contact Diane Stewart at [email protected]. Please plan to join us. For planning purposes, we have booked the Helen Wilson Room of the Franconia Government Center, 6121 Franconia Road, Alexandria, for our 2018 General Membership Meetings. The General Membership Meetings for 2018 are scheduled for Tuesdays – February 20, May 15, and August 21 plus Thursday, November 29, 2018. All LDCA General Membership Meetings begin at 7:30 PM. Treasurer’s Report by Diane Stewart Great news, as I prepare this report in late October almost 99% of our homeowners (277 of 281) have paid their 2017 assessments in full or are on a payment plan. Please remember, the Association does not send reminder statements to homeowners with an approved payment plan. The final payment for anyone on a payment plan was due November 1st. Interest will not accrue provided your payments were received timely by the Association. Following the steps outlined for Collections under the LDCA Policy on Maintenance Assessments, in 2017 the Association so far has forwarded 4 accounts with outstanding assessments to our lawyers for collection. One account has subsequently paid in full back dues and legal fees. We have received favorable court judgments on the remaining accounts; and one account has partially paid back dues through garnishment of wages. As we approach the November General Membership meeting, the Board is finalizing the 2018 budget. It continues to be the goal of the Board to plan our budgets to avoid the need for a special assessment to the extent feasible. The recent engineering study we completed on our private roads showed that major replacement is needed. We have received bids and are planning to begin the road work in spring 2018. This will result in an increase in the dues to ensure adequate funds remain available in our reserves. In planning ahead for 2018, please keep in mind that statements for the 2018 annual assessments will be mailed on or about February 1, 2018. Payment in full will be due within 60 days. Please refer to the LDCA Policy on Maintenance Assessments posted at our website www.lakedevereux.com for more details.

Roads, Sidewalks & Curbs Committee by Jon Kaskin Private Road Renovation Update Approximately a year ago, the Board received the draft Reserve Study which recommended, given their age and condition, that the LDCA private roads be repaved to base course layer in 2018. Since this was to be the largest project ever conducted by the Board, it established a Pavement, Curbs and Sidewalk Committee chaired by Jon Kaskin to make recommendations on how to proceed. One option explored was to turn the private roads over to the State for maintenance. To evaluate the feasibility of that option, the Board hired Community Association Engineers (CAE) as a consultant. CAE is a full service professional engineering firm that has extensive experience with HOA roads. CAE determined that the cost to meet State standards far exceeded our budgeted resources and that all but one of the Courts could never meet State requirements. The Board then contracted with CAE to support the development of a Request for Proposals (RFP) and to provide oversight over the execution of the paving contract. CAE’s initial assessment was that some of the roads might not need to be taken down to the base course layer if test excavations showed that the binder pavement layer was in good condition. Unfortunately, the ten test excavations showed that the binder asphalt pavement layer had aged to the point that it had totally lost its flexibility. Consequently, CAE recommended that it be totally replaced because the binder layer could fail at any time, resulting in the surface pavement also failing, generating costly repairs. CAE developed and issued the RFP that included two options. The recommended one that replaced all asphalt pavement layers and another option that allowed for some milling to reduce costs if LDCA’s budget couldn’t support the recommended option. Both options provided for the repair or replacement of unsafe or seriously deteriorated sidewalks and repair or replacement of failed or seriously deteriorated curbs. Both also include replacement of the speed bumps with humps and will provide the option for home-owners to replace their asphalt driveways at the LDCA negotiated price. The RFP also provides for LDCA funding, with homeowner’s permission, of a 3-foot section of those town-house asphalt driveways that do not have concrete curbs in to provide proper drainage from driveway to newly paved roads. Four bids were received, and the Board intends to award a contract to the lowest bidder, Pro-Pave, after legal review of the contract. Since there are sufficient reserve funds allocated to this project, the Board has decided to follow the professional advice of our consultant engineer to completely replace all of the asphalt pavement. We expect the project to begin the Spring of 2018. Over the next few months, we will be sending letters requesting

permission of those affected homeowners whose driveways we would have 3-foot sections replaced at LDCA expense, procedures for negotiating replacing driveways with the contractor at the LDCA negotiated price, and more details on timelines. Since we will be repaving all of the private roads, including all parking spaces, we will need the affected homeowners to move their vehicles off the streets and parking areas while active work on the roads, sidewalks and curbs is being performed. We will do our best to provide as much notice as possible and to minimize inconvenience. For those that do not comply, we will be forced to tow at owner’s expense. Proposed Speed Hump/Table on Lake Cove Court Based on feedback from some residents on Lake Cove Court, we are researching the possibility of installing a speed hump or speed table on Lake Cove Court adjacent to the grassy area between 5301 Lake Cove Court and the intersection of Captains Cove Court during the road resurfacing in 2018. This will be discussed at the next General Membership Meeting on November 29. If you have an opinion either way, we encourage you to attend the meeting to discuss. The diagram below indicates the proposed location:

Social & Recreational Committee by Regina Greenblatt Two community-wide events brought neighbors together from all corners of the neighborhood. We held Lake d’Evereux’s 1st annual National Night Out and Ice Cream Social event on August 1st. It was a huge success! I don’t think we’ve seen so many kids at one of our events in years— what a wonderful sight to see. Our local Fairfax County Fire & Rescue Department from Kingstowne Station 37 parked their fire engine in front of the tennis courts for everyone to climb aboard. They gave tours of the fire engine and talked to residents about fire safety and prevention. Our Delegate to the Virginia General Assembly, Paul Krizek, came

out for a meet and greet. He encouraged everyone to get out there and vote in the upcoming elections. The Communications Director, John Connors, from Supervisor Jeff McKay’s office also stopped by. He spoke to residents and urged them to bring any neighborhood issues or concerns to their attention. We hope you all can join us again next August! The community potluck and Oktoberfest on October 28th was so much fun! The Mount Vernon German Band provided the perfect setting for our event. Thank you to our own resident and band member Andrew Vincent for getting us on the calendar. There were so many people in attendance and we even spotted a pair of traditional lederhosen. It was fun watching those brave souls who got out there to dance the Chicken Dance! We enjoyed bratwurst, schnitzel and pretzels and so many delicious potluck sides such as macaroni, pasta, a variety of potato salads and desserts. Our face painter from Let’s Make a Face did a wonderful job matching the face paint to kids’ costumes. We heard lots of great feedback about the event. General Membership Meeting Notes Lake D’Evereux Community Association

August 15, 2017

AGENDA

Mr. Geary called the meeting to order at 7:29 pm. He presented the agenda for review, and when no changes were suggested, the agenda was approved as submitted.

IN MEMORIAM – Terry Huber

Mr. Geary informed the attendees of the passing of Terry Huber, past president of the LDCA, who was instrumental in many improvements in the community, including the pavers on the lake path and the fountains in the lake. He informed the gathering that the Board has agreed to honor Terry Huber by installing a Memorial Bench along the lake path.

APPROVAL OF THE PREVIOUS NOTES

Mr. Geary presented the notes from the May 16, 2017 General Membership Meeting for review and approval. When no changes were suggested, the minutes were approved.

TREASURER’S REPORT

To date 256 out of 281 homeowners are paid in full on 2017 dues - a 91% response rate. As of today, we also have 14 homeowners on approved payment plans and current with their installment payments, bringing the response rate to 96%. There are 11 homeowners that remain in arrears: • 4 were turned over to the lawyers for 2016

collection; • 2 are late on their installment payments; • 1 check bounced; and • 4 have made no payments to date and have no

installment plan in place.

Any accounts remaining outstanding on August 31, 2017 will be sent a final billing by both certified mail and regular mail, dated September 1, 2017, with finance charges posted through August 31st. Accounts not made current within 10 days of

the billing will be turned over to the lawyers for collection.

The Board will begin development of its 2018 budget in early September. If there are any special projects or committee works you are interested in, please let a Board member know as soon as possible. Mr. Geary called attention to the P&L Overview and the line item for taxes, where LDCA has expended 157% of the budgeted amount. He explained that the association was in arrears on taxes prior to 2017 and is rectifying those issues.

UNFINISHED BUSINESS

1. New Street Light – The new street light is now operational at the intersection of Captains Cove Ct. and Lake Cove Ct. It has two “blackout panels” on the back side, at the request of an LDCA homeowner.

2. Communications Committee – Mr. Geary introduced Andrew Vincent, who he has appointed as the new Communications Committee Chairman.

3. Neighborhood Watch Committee – Mr. Geary introduced Regina Greenblatt who he has appointed as the new Neighborhood Watch Chair.

4. Newsletter Editor – Mr. Geary introduced Mark Greenblatt who he has appointed as the new editor of the LDCA quarterly newsletter.

5. National Night Out Recap - Ms. Greenblatt reported the event was a success, with a large turnout including the presence of the Fairfax County Fire team and engine. In addition, Delegate Paul Krisak attended and stayed for most of the evening. There was ice cream for all and people came out and socialized for a couple of hours. Everyone applauded Regina’s efforts and concurred it was a very successful event for the community.

COMMITTEE REPORTS Architectural Control Committee – Mr. Wegner

reported only one new application for exterior renovation has been filed in the past month. He reminded everyone that if you plan exterior changes to your property you are required to file an Exterior Alteration Application.

Common Area Maintenance – Ms. Brooke George reported The Fall Community Clean-Up Day will be September 30, 2017, beginning at 8:30 a.m. at the Tennis Courts.

She also asked for volunteers to assist with the Common Area Maintenance Committee.

Communications – Mr. Vincent reported the LDCA has three portals for communication with residents and others: a website, a Google Group and a FaceBook group page. Mr. Schoennauer asked why three, when the FaceBook page seemed to be the most interactive and provided more regular information. It was suggested that the website is a static representation of the community and allows for online storage of forms and documents needed by attorneys, realtors and insurance agents. The FaceBook page is more a community “bulletin board.” Mr. Vincent reported he is developing plans to significantly update the website, especially to make it more navigable for all. He was asked to update the Frequently Asked Questions (FAQs) section.

Lake Committee – Mr. Geary presented a written report submitted by Ms. Camcigil: 1. The Fairfax County lake inspection resulted in a citation for a tree growing on the dam at the spillway. The Board approved a proposal from Blade Runners to remedy the situation. When work is completed she will submit a report to Fairfax County. 2. She has developed a list of tasks associated with the Lake Committee and asked for help securing volunteers to serve on the committee. 3. She reported a tree was removed from along the lake path because it was rotted and dangerous. Tim O’Brien is preparing to replace the wood chip path retaining wall. Ms. Camcigil also asked Mr. O’Brien to repair several of the benches around the lake path (she has previously presented proposal to replace the benches).

Neighborhood Watch – Ms. Greenblatt had no report at this time.

Nominations – Ms. Brooks reported the LDCA will be seeking nominations for three Board positions for the November elections: Vice President and 2 at-large Board posts. Two of the three incumbents would like to step off the Board after several years of service. Nominations may be shared with Ms. Brooks or other Nominations Committee members, Lon Pribble or Ned Hogan.

Social and Recreational Committee – Ms. Greenblatt provided an update on the upcoming “Oktoberfest” event. She has contacted the Mt. Vernon German Band and has a tentative date of October 28. Her plan is for the committee to acquire Bratwurst and cook them, and that folks bring “sides” and the party

will be BYO drinks. She will use social media and other means of advertising the event.

Roads, Sidewalks and Curbs Ad Hoc Committee – Mr. Kaskin gave a brief history of the plans. In 2016, the state-required 5-year Reserve Study recommended complete replacement of the roads and repair/replace a percentage of the sidewalks and curbs owned by the LDCA (townhouse area) in 2018 or 2019. The LDCA Board contracted with Community Association Engineers (CAE), a professional engineering group, to review the Reserve Study and assess the needs of the community roads. CAE recommended, and the Board approved test excavations of LDCA roads at ten selected locations. The testing showed significant deterioration of the pavement sub-layer. CAE presented a draft Request for Proposals (RFP) to the Board with two options. One option was to fully repair/replace the road sections in the worst shape and mill and pave the remaining sections of LDCA roads. The second option was to fully replace all LDCA-owned roads. The Board approved the draft RFP and it was sent to eight prospective contractors. Bids are due by Friday, August 18, 2017. The Board will proceed from there. Former LDCA President Dick Reed, recalled the LDCA-owned roads were milled and paved in 1993 for $81,000. He questioned the need to make the significant repairs recommended by the engineers. He stated the county roads have not been repaved since 1978 when they were first installed, and when he and Mr. Kaskin recently inspected the roads together there were no major visible signs of significant damage. He agreed the roads need repair, but he questioned the level of repair recommended by the engineers. He concluded by saying he would abide by the Board’s decision. Mr. Wegner asked whether the Board should seek a 2nd opinion from a different engineering contractor. Mr. Geary stated the Board will take this under advisement.

Tennis Court Renovation Ad Hoc Committee – Mr. Geary reported Ryan Orme, the committee chair, is preparing a draft Request for Information (RFI) to be circulated to several prospective vendors for renovations at the Tennis Courts. Mr. Orme travels extensively for work, but will try to make a future General Meeting to present the committee’s recommendation and to review replies to an RFI.

NEW BUSINESS

1. Oktoberfest – Mr. Geary announced the next planned LDCA social activity will be the Oktoberfest, chaired by Regina Greenblatt, on Saturday, October 28 at the tennis courts. The time is TBD.

2. Community Clean-Up Day – Mr. Geary announced the annual Fall Community Clean-Up Day is scheduled for Saturday, September 30 at 8:30 am at the Tennis Courts. Brooke George and Jean Felix will be there to organize the effort and offer coffee and doughnuts for participants.

3. Community Yard Sale – Mr. Geary also announced the next Community Yard Sale will be chaired by Jean Felix on Saturday, October 7 (Rain Date is October 8).

4. November General Membership Meeting – Mr. Geary called attention to the November General Membership Meeting, where the annual LDCA elections will be held and the LDCA 2018 Budget will be approved by the members in good standing. This year’s November meeting is scheduled for Wednesday, November 29 at the Franconia Government Center beginning at 7:30 pm.

The meeting was adjourned at 8:44 pm. These notes were prepared by Ned Hogan, Secretary. Neighborhood Watch Committee The Neighborhood Watch Committee members will soon meet with the Fairfax County Police Crime Prevention Unit to conduct a training session with an officer. We’re looking for volunteers to join the Neighborhood Watch Committee so contact Regina Greenblatt if you’re interested. It’s a great way to get involved with the neighborhood especially if you already walk or walk your pets around Lake d’Evereux. LDCA General Election by Teresa Brooks Lake d'Evereux Community Association General Election There are three Board positions to be decided by ballot at the November General Meeting -- the Vice-President, which is a two-year term; and two At-Large Board Member positions for three-year terms. The following are the list of candidates running for each position and a brief background on each. The ballot for the Board elections in on the next page. One Vice-President for a Two-Year Term Steve Stephens. Steve is a Vietnam Vet, spending 29 years active duty in the Marine Corps. After 7 years as a government contractor and 15 years as a civil servant, Steve retired to enjoying coffee in the morning on his deck overlooking Lake Devereux. Steve and his wife Hope have been married for 50 years with 2 children and 4 grandchildren. They have lived here since 1992. Two At-Large Delegate for a Three-Year Term Dave Wegner. Dave and his wife, Elisa, have lived in the Lake Devereux community for going on 16 years. Dave is a retired

navy officer who now works as a contractor providing the Navy with financial and acquisition support. He has served as the Chairman of the Lake Devereux Architectural Control Committee for the last five years and on the LDCA Board of Directors for the last two. Dave and Elisa love living here and he wants to help ensure that both the great quality of life we all enjoy here and the relative stability of our community's property values are maintained or improved. Tania Malferrari. Tania and her husband, Mike, moved to Lake Devereux 14 years ago from New York City. Soon after moving into the community, she volunteered to help with the LDCA Newsletter--she has been Editor since 2004. Tania has also been assisting the LDCA Treasurer this past year and would like to continue in that spirit of service by using her experience in construction and development accounting to help the community. Many thanks to these folks for agreeing to be nominated and volunteering their time to serve as Board members. The Board continues to stress the importance of community involvement of more homeowners. It is very important to have more folks involved in the community so we can have fresh ideas, avoid burn-out of those serving, and ensure we have a pool of future candidates so we do not need to resort to an expensive Management Company which could cost $50,000 or more each year. Wouldn't it be nice if someone from each residence took a turn serving on a committee or on the Board? If you don't have time for that there's always the clean-up days or other ways you can get involved. In the interest of cultivating a larger pool of volunteers, we have included a check-box on the ballot where we ask each homeowner to indicate their interest in volunteering in some capacity in the community. If you are interested in becoming involved, please indicate so on the ballot.
