The Supervisors introduced themselves. The Chair noted that all Supervisors were present except Supervisor Zwiefelhofer. Agency staff at times throughout the meeting were F. Pascarella (Co. He expressed support for a request to open gates in the County Forest for motorized use, and expressed concern regarding the current procedure used to consider those type of requests under the Chippewa Co. Forest Comprehensive Land Use Plan. D. Shipman and B. Zimmerman addressed the Committee. They expressed concern regarding a request to open gates in the County Forest for motorized use. J. Sazama addressed the Committee. He expressed support for the current procedure used to consider requests to open gates in the County Forest. J. Christenson addressed the Committee. He expressed concerns regarding signage to be posted at the Hansen Access to the County Forest, with regard to the implications at this access point, and potentially to other public access points to the County Forest. The Chair revised the order of the agenda to address the Communication agenda item first.

1. Overview of Department Actions to Address Public Access & Signage Concerns in Chippewa Co. Forest - M. Dahlby M. Dahlby presented an oral report. The report was supported by a staff report titled: November 10, 2017: LCFM Dept. Staff Report on Actions to Address Public Access & Signage Concerns (County Forest Administrator, M. Dahlby - distributed 11/10/17 - copy on file & attached). The staff report addressed signage issues at three (3) locations in the County Forest and included photos of signs that have been posted or will be posted in the near future. There was general discussion. Discussion focused on: 1. The specifics of the report as they apply to public access to the County Forest. 2. The status of the Hansen Property access plan that is being prepared to provide access to Mud Brook Creek and the County Forest, while seeking to limit impacts on adjacent property owners. 3. The broader policy and operational concerns that have surfaced as part of that effort, as they may apply to the Hansen Access and to other locations throughout the County Forest.

2. Overview of Revised Penalty Schedule for Dumping Violations in Chippewa Co. Forest - D. Masterpole D. Masterpole presented an oral report. The report was supported by a draft ordinance amendment to Chapter 62 - Solid Waste and to the associated schedule of penalties referenced in Chapter 1. There was general discussion. Discussion focused on: 1. The structure, content, and limited scope of the ordinance amendments, as proposed to revise County Ordinance, Chapter 1, Sec. 1-12(f) fee schedule and Chapter 62, Article III - Solid Waste.

2. The need to address ambiguity and to clarify the intent of Sec. 62-63 (8) as it applies to retrieval of litter. 3. Conceptual changes, as requested by Committee members, to establish a graduated penalty schedule that would account for the significance of the offense. 4. The current authority for LCFM staff and law enforcement officers to issue citations, and how this authority is actually applied when citations are issued in the field. 5. The staff's objective to work through the Office of Corporation Counsel to redraft the ordinance in coming months to reflect the Committee's feedback.

3. Overview of Department Actions to Prepare for and Respond to Emerald Ash Bore - M. Dahlby M. Dahlby presented an oral report. The report was supported by the following material: 1. Table titled: Property Forest Type Acreage (WDNR, 11/9/17 - distributed 11/10/17 - copy on file & attached). The table provides the forest type description, number of stands, acres, percent of forested acres, and percent of recon acres in Chippewa County Forest. 2. Publication titled: Emerald Ash Borer and Forest Management (WDNR 5/14 - distributed 11/10/17 - copy on file & attached). The publication provides management guidelines and maps of EAB distribution in Wisconsin. There was general discussion. Discussion focused on: 1. The timber management system used for County Forest management in Wisconsin (WSFRS), and how it is applied in Chippewa County to manage the County Forest and proactively plan for timber harvests over time. 2. The management actions that have been taken by the LCFM staff to prepare for Emerald Ash Bore (EAB), including actions to increase the number of northern hardwood sales in order to manage forest health and to optimize the economic return on ash stands prior to EAB related mortality. 3. The management options available to further optimize the response by planning additional swamp hardwood (black ash) sales. 4. The potential management issues that can be anticipated under a strategy that accelerates the harvest of the swamp hardwoods timber type, including: A. The staffing resources required to accelerate and administer an increased number of timber sales. B. The public perceptions and response to clear cuts on swamp hardwood stands. C. The need for individual contract extensions in circumstances where swamp

The table outlines the wood types marketed through the Fall 2017 timber sale process, the weighted average by wood product type, and the % change from the accepted November, 2016 timber sale bid process. 2. Summary table titled: Listing of Highest Bids Submitted at November 13, 2017, Bid Opening (LCFM - copy on file & attached). The table outlines the volume of timber for sale for each managed tract, the minimum and maximum bids, the name of the highest bidder, and the value of the accepted bid from the Fall, 2017 timber sale. 3. Summary tables from the November 13, 2017, Timber Sale Bids for Tracts 1-17, 9-17, 10-17, 11-17, 12-17, 13-17, 14-17, 15-17, and 16-17 (LCFM 11/13/17 - copy on file & attached). The tables outline the specific timber sale information for each tract, as submitted by each bidder. At approximately 6:30 p.m., Supervisor Sikorski left the meeting. The Chair ended the meeting for lack of a quorum.

The email verifies a telephone conversation whereby New Fashion Pork has requested that the three animal waste permits applications be tabled indefinitely until further business considerations are evaluated.

STATEMENT OF EXPLANATION REVIEW SUMMARY OF FALL 2017 TIMBER SALE BIDS AND AWARD

CONTRACTS

The LCFM, acting through the Forest and Trails Division (FT), manages the Chippewa County Forest for multiple public objectives in accordance with the Chippewa County Forest Comprehensive Land Use Plan and WI. Stats. Chapter 28. These objectives include management of the Co. Forest system for sustainable timber production, public recreation and environmental conservation. Chippewa Co. manages the Co. Forest to optimize forest health by applying standard silvicultural treatments, that are applied to designated forest compartments and timber stands situated with those compartments. As a primary silvicultural treatment, scheduled timber harvests are routinely conducted at the timber stand level as needed to meet overall forest management objectives. Under the process, timber stands that are scheduled for harvest are evaluated by WI DNR and FT foresters. These foresters identify the trees to be harvested and estimate the volume of the different timber types that are available for harvest within each timber stand sale tract. Bid packages are then prepared for each timber stand sale tract and competitive bids are sought from private sector logging contractors for the value of the wood products within each sale tract. In preparing for and conducting the harvest, prescribed "best management practices" are used by the County and by logging contractors to meet established standards for Sustainable Forest Certification (SFC). The County routinely plans and administers two (2) scheduled forest harvests and bid openings on a seasonal basis, one in the Spring and one in the Fall. Following this process, the FT Division has now solicited and received competitive bids for the current seasonal sale, involving (9) County Forest Timber Sales totaling approximately 278 acres. To complete the competitive bid process the FT Division has compiled bids, evaluated them to assure that they are complete, and has identified the highest bidder for each timber sale tract. The LCFM Committee will review the outcome of this competitive bid process and will take action to award the timber sale contract for each sale tract.

STATEMENT OF EXPLANATION OVERVIEW OF UWSP NITRATE TEST RESULTS & GROUNDWATER

QUALITY MANAGEMENT OPTIONS FOR CONSIDERATION

The LCFM has contracted the University of Wisconsin - Stevens Point, College of Natural Resources (UWSP) and UWEX to update the water chemistry component of the Chippewa County Groundwater Inventory. The UWSP project team has now completed the groundwater sampling and laboratory analysis phase of the project. On 3/6/17 & 3/7/17, UWSP sponsored two (2) public information sessions to explain the purpose of the project and to explain water test results to homeowners in Chippewa County who participated in the water sampling effort. On 10/10/17, UWSP presented a PowerPoint report that conveyed study results to the County Board On 10/17/17, UWSP sponsored a public information session to present and explain the results to the general public. This report is posted on the County LCFM website at http://www.co.chippewa.wi.us/home/showdocument?id=15497. This agenda item will be used to present a subset of the study results as they apply to Nitrate Nitrogen (NO3-N), particularly as they apply to contributions of NO3-N in groundwater, as distributed spatially throughout the County, and changes in NO3-N concentrations, as recorded from 1985 to 2016. This agenda item will also be used to introduce elements of a groundwater quality management approach that could be considered to monitor and manage NO3-N in Chippewa County as part of future program efforts.
