Board of Trustees Meeting Minutes

August 20, 2016—Confluence Technology Center

Opening Formalities:

Call to Order: At 10:00AM the meeting was convened by President JC. A roll call was taken, and a quorum was determined to be present.

Agenda Update/Revisions: No agenda revisions were proposed for the meeting.

Minutes: The minutes from the previous meeting (May 21, 2016) were presented for approval. A remarkable number of significant typographic errors were highlighted for the elucidation of the Board, but, ultimately, the shockingly ill-prepared minutes were approved without Motion.

President’s Report:

President JC appraised the Board of AMI’s decision to terminate their contract with LSAW on June 15, 2016. JC notified the Board that the Executive Committee had undertaken a search for new management, and that the preliminary terms of the new contract would be discussed at the meeting, with the hope of leaving with authorization to enter into final contract negotiations with the new management company.

President JC reminded the Board that the nominations for Surveyor of the Year and Associate of the Year are due by October 7, 2016.

Treasurer’s Report:

Treasurer JT reported that, as detailed in his written report, he had not received the July or early August account data. At last verifiable count, the Association’s checking account balance was $128,779.65, and the cash reserve account balance is believed to be $150,240.23.

JT reported that, based upon the apparent decrease in membership detailed in the rolls, a potential $20K decrease in dues revenue was possible for the 2017 calendar year. JT warned that there might also be a shortfall in anticipated Conference revenue. When questioned about the probable cause of the shortfalls, JT directed the Board to page 12 of the BoT packet, showing an apparent loss of 181 members.

The Treasurer’s report was accepted without Motion.

Old Business:

1. By-Laws and Regulations: Review of the March and May motion entries showed that consideration of revisions to various LSAW Regulations had been neglected during the May BoT meeting. During said meeting, Motion 2016-010 effected changes to the By-Laws of the Association, but did not conclude consideration of the changes to the LSAW Regulations, as originally brought to the Board for consideration at the March meeting. Subsequent to discussion, the following motion was prepared:

Motion 2016-015—That the Board of Trustees (BoT) revise the Regulations of the Land Surveyors’ Association of Washington according to the recommendations of the By=Laws Committee as provided to the BoT on pages 58-69 of the August, 2016, BoT meeting packet. (This Motion is intended to provide resolution to that unfulfilled portion of Motion 2016-005, dated March 2, 2016.) Seconded and Passed as Amended Below.

The Motion was seconded, but during discussion, the following Amendment to the Motion was proffered:

Motion 2016-016-- That the regulations changes proffered and considered under Motion 2016-015 be amended, and that the sentence following Amended Regulation 2.121.d {…Members conforming to the above stated provisions shall be recognized as Limited Non-Voting Members as defined in Bylaws Article 2.1B…} be struck. Seconded and Passed.

2. Education Committee: JT brought forward a concern that had been raised by the Education Committee regarding the use of “excess” funds from the PLS refresher courses to defray the costs of the new video production program. It was discussed, and the BoT determined that BoT Motion 2016-011 “authorized the Education Committee to use its discretion regarding the utilization of any profits” so derived.

3. Committee Appointments: Past-President MM presented a list of current and anticipated Committee Chair vacancies. Jim Coan will be stepping down as Education Committee Chair. Jon Warren defended the continuance of the Arbitration/Ethics Committee. MM requested that BoT members return to their Chapters and seek Committee involvement from the general membership.

New Business—

1. 2016 Spring Seminar: The report of the Spring seminar was received and subsequent to discussion regarding the wisdom of officially “accepting and approving” reports of a purely informational nature, the following motion was proffered for consideration:

Motion 2016-017—That the Spring 2016 conference report included in the BoT packet dated August 20, 2016, on page 34, be accepted and approved by the Board. Seconded and Approved.

2. Monument Replacement Committee—Doug Casement (DC) drew the Board’s attention to the MR Comm.Report in the packet, pages 50&51. DC provided some background information regarding the ongoing effortsto forge alliances to establish funding for preservation efforts. He noted that King County, in particular, hasvery different concerns from more rural counties. Funding for the proposed effort would come from asurcharge on the real-estate excise tax. Proposed increase to be +0.03% on recorded transactions. The real-estate community has not yet been approached.

Monument replacement efforts originated with WSCCS but has generally been resisted by County Auditors. Board members raised concerns that outreach to public officials not occur until the specifics have been worked out. Pat Beehler reminded the Board that a portion of the MR benefit would support the PLSO to maintain survey records, which could reduce the Record of Survey recordation costs. No reduction in County-specific recordation costs should be anticipated, however.

3. AMI Resignation and New Management Company-- JC expanded on his communications with AMIregarding their decision to terminate their relationship with the LSAW. They had mentioned that theAssociation’s practices were outdated, and that “less problematic” associations were interested in contractingtheir services. The issue of the association anachronisms was an issue with at least on e of the potentialmanagement agencies, who cited this as the reason for their disinterest in pursuing the LSAW SOQ request.

President JC provided the Scope of Work for which the three responding companies prepared estimates. After reviewing the offerings, the Executive Committee had selected AMS, of Santa Rosa CA, as the best candidate for the job, and preliminary contract negotiations had begun in July. It was noted that AMS has a history of working with Surveyors—they represent WestFED—and that they have no objections to LSAW’s apparent anachronisms. Pat President MM expressed his confidence that AMS would be a “safe” choice for service for the next couple of years. After further discussion, the following motion was proffered:

Motion 2016-019—That the Board of Trustees authorize and direct President John Christensen and Secretary Tom Brewster to sign, and enter into that management contract provided by Association Management Services, of Santa Rosa, CA, on July 27, 2016, subject to review and approval by LSAW’s legal counsel, and, if approved, that the contract include the following “optional” services:

Optional Service No.1—Magazine management, including graphic design and layout.

Optional Service No.2—Setup and Development of a new LSAW website as outlined in said contract. Seconded and Approved.

4. Chapter Reports: Chapter reports were included in the BoT packet.

5. Committee Reports: The fall seminar will be tailored to appeal to Technicians, with topics includingemerging technologies, and traditional research techniques. Some concern was raised regarding thedissemination of seminar information, given the lack of effective management.

President JC called for interested persons to participate on the website committee, several members expressed interest.

After discussion regarding the wisdom of having an oversight entity of the new management company, the AMS Transition/Oversight Committee was formed by President JC. The members of this committee are as follows: Ben Petersen, Pat Beehler, Carla Merritt, Weston Dorszynski.

Prevailing Wage Committee—Ever-vigilant, Ben Petersen reported that prevailing wages continue to rise, but that, due to ongoing scrutiny by the P-wage committee, no state-wide re-survey is anticipated.

Board of Registration—Board is exploring expanded communication platforms, and is seeking input regarding outreach. No details were provided.

DNR Survey Advisory—Committee members reminded the Board that meetings are open to the public, and the community is encouraged to attend.

2022 NSRS Datum Committee—Tom Barger reported that a webinar will be held in the Fall, providing an overview of the upcoming efforts pursuant to the new datum.

Twist Committee—Carla Merritt reported that at the June workshop there were 16 participants and that LSAW funded two (2). Ms. Merritt helped fund two of the teachers, and the Oregon Land Surveyors (PLSO) housed some of the students.

Good of the Order—

1. TrigStar—Questions were raised regarding the ongoing relevance of the TrigStar program. TrigStar is amath-only effort supported by the NSPS and is intended to be an outreach program to get young peopleinterested in survey-related math, Kate Schalk and Jeff Lynch both reported successful outreach effortsthrough this program. JL’s Chapter is involved with eleven schools.

2. Young Surveyors-- Amanda Askren informed the Board that the Young Surveyors organization does have itsown YouTube channel.

I am happy to announce that on September 1, 2016, we entered into an agreement with our new management company, Association Management Services (AMS). Both Dorothy and Crissy are working very hard to get everything transferred over and keeping things running smooth. They have been extremely helpful in moving things along at a rapid pace. I appreciate all that they are doing. Please welcome them aboard.

With AMS on board, please look for some more things to be changing as we move forward. We will be implementing a new website, adding a “Find a Surveyor Directory”, changes to dues notice, and others. We are also looking for who may have access permissions to the LSAW Facebook account. Please let me know if you have or know who may have access to pass onto AMS.

We need chapter volunteers to host the 2018 BOT Meetings / Seminars. Before the end of December, current chapter presidents will need to send in their 2017 chapter officer names. They will officially take office at the annual meeting but the names are needed early to get everything prepared.

Nominations have been received for Vice President and Treasurer and are included in the packet. We also have Nominations for Surveyor of the Year and Associate of the Year. Please take time to review all of them and be ready to vote at our BOT meeting. Also, Carla will be presenting her 2017 budget for approval and much more.

COMMITTEE REPORT TO THE LSAW BOARD OF TRUSTEES

MEETING DATE NOVEMBER 5, 2016

COMMITTEE/SUBJECT TREASURERS REPORT

During the past quarter a substantial amount of time has been devoted to facilitating the transfer of bank accounts/funds required for the engagement of our new Association Management firm, and, attempting to clarify and pay our account with NSPS.

Although we had previously updated our Regulations in regard to signatures’ on our bank accounts, the procedures put in place were not accomplished. This resulted in having payment checks prepared by new Association Management firm (AMS) and mailed to either the Treasurer or Past President for signature, and then forwarded to the payee. We are currently completing the paperwork to comply with the banks requirements for revising and updating the account signatories. A minor revision to the Regulation concerning this procedure has been prepared for consideration at this meeting in an attempt to clarify the procedure.

Payment of 2016 NSPS dues for LSAW Members by LSAW continued to be an ongoing problem due to record keeping and duplicate/conflicting reporting to the BoT and NSPS. At one point there was a discrepancy of approximately 100 Members, or about $ 4,000. A preliminary solution was reached, and will be finalized shortly by the initialization of a new membership data program by the new Association Management firm.

LSAW will be run on a cash basis reporting format in the future so that it will be coincident with our IRS reporting format.

Attached is a Profit and Loss statement and a Balance Sheet covering activities to the end of the 3rd Quarter. Ample funds appear to be available to cover annual anticipated expenses. A 2017 membership rebilling in the next several weeks should serve to enhance our fiscal picture.

The SW Chapter hosted the LSAW Free Seminar on September 10, 2016 at the Governor Hotel in Olympia, WA. The seminar consisted of six 1- hour sessions: 3 sessions focused on The Land Surveyors Toolbox presented by Richard Hill and Ted Engle from the PPI Group; and 3 sessions focused on Researching the Record presented by Pat Fox, PLS, Robert Swift, PLS, Alan Duback, PLS, and Steven Ivey, PLS. The registration was less than desired and only 26 people attended following a few last minute registrations and a few cancellations. Only 2 people attended who were not existing members of LSAW and both applied for membership with LSAW. A check of the registration list found that 83% of the attendees were licensed professional surveyors and 17% were not a licensed professional surveyor. The total expenses and income for the seminar are as follows:

Timothy A. Kent, PLS

Tim is currently the Surveying Program Coordinator and instructor for the Surveying & Geomatics Program at Clark College in Vancouver, where he resides. He teaches at Clark College full-time and coordinates the recruitment aspects along with other duties.

Tim is also a consultant to a number of private surveying companies where his expertise in rural surveying is required.

He is an expert in the Public Land Survey System and has advised many clients concerning the complexities of this system.

Tim retired from the BLM Oregon State Office in September of 2005 after 37 years as a land surveyor with the federal government. He graduated from Oregon Tech with a Bachelors Degree in surveying in 1971 and joined the BLM in their Portland office. Subsequent assignments were in Eugene, Anchorage, Denver, and back to Portland in 1984. In 1990, he joined the Forest Service in Portland as the regional land surveyor for Oregon and Washington. He returned to the BLM in 2002 to finish his federal career.

From 2005 to 2008, Tim was an Assistant Professor of Geomatics at Oregon Tech in Klamath Falls in a position funded by the BLM. He was responsible for teaching surveying courses part time and recruiting part time with an emphasis on Native American recruitment.

Tim is a licensed land surveyor in several western states and is an active member in National Society of Professional Surveyors, and both the OR and WA state surveying societies.

He has coordinated and instructed at numerous conferences and training sessions throughout his career, with emphasis on involving the private land surveyor in the federal surveying process. His area of expertise is in the Public Land Survey System with a special interest in historic surveying aspects.

Noted Accomplishments 1. Tim was notified in the summer of 2015 that the Surveying & Geomatics program (one of six

selected) at Clark College was slated to be eliminated. He could have accepted this decisionbut he did not. He researched and rallied the professional members of LSAW and PLSO todemonstrate the inherent need for educated surveying technicians. It took six months ofintense work and it paid off in the fact that the Surveying & Geomatics program was the onlyone taken off the elimination list in January 2016.

2. Tim applied for and was accepted to be a Program Evaluator for ABET, the internationalbody that accredits technical education programs. He has evaluated the Civil Engineeringprogram at Cal Poly in San Luis Obispo, CA and this year the Surveying and GeodeticSciences program at Troy University in Troy, AL.

3. Tim is member of the NSPS Certified Survey Technician board. This comprehensive nationalcertification program offers four levels of testing for surveying technicians. The board meetsthree time a year to grade the tests, write and refine a test question and data bank, and buildrelationships with the states surveying technicians. Tim has received permission to use theLevel I test for assessment of learning for the students at Clark College.

4. Tim initiated the TwiST (Teaching with Spatial Technology) program for grade 6-12 teachersfrom the western states. It is designed for educators in how to use GIS, GPS, and basicsurveying techniques to create meaningful and challenging lesson plans for their students.The training is sponsored by Oregon Tech and is located on the Clark College campus inJune.

RE: John Besancon - Associate of the Year Nomination

The Lower Columbia Chapter of the Land Surveyors’ Association of Washington is pleased to nominate John Besancon for Associate of the Year. John has only been working in the survey industry for five years and has been a member of LSAW for the past four years, but in that time he has been very active and engaged in our organization. He consistently attends our meetings and provides informative input from the standpoint of a young surveyor.

For the past three years he has served as the chairman of our chapter’s Trig Star Committee and helped to facilitate the testing of 981 students in 9 schools. Without his help Washington would not have tested the students that competed in the national competition in 2015 and 2016.

John started his career in engineering and obtained a BS in Civil Engineering from California Polytechnic University, San Luis Obispo in 2005. His background was in construction management, but he soon realized that was not the path he wanted to pursue and began taking surveying classes at Clark College in 2010. John graduated from the Clark College with an AS in Surveying and Geomatics in 2012 and has since been employed with the Clark County Survey Department.

Northwest Chapter LSAWA Chapter of the Land Surveyors' Association of Washington

The Northwest Chapter of the Land Surveyors’ Association of Washington is pleased to submit our chapter’s 2016 Associate of the Year, Heidi Lynn Jackson, for consideration by the members of the Board of Trustees of said Association for selection as LSAW’s 2016 Associate of the Year.

Ms. Jackson has been and continues to be an outstanding example of involvement and contribution to the profession, and the public, and all in a relatively short period of time.

After receiving her B.A. in Geography / Anthropology from the University of Wisconsin-Eau Claire (where she was honored as a McNair Scholar), Heidi applied her acquired scholastic skills in endeavors such as serving on the Board of the local non-profit, Wild Whatcom, in the Bellingham area. In August of 2014, she stumbled across a job description for a Land Surveyor. Although she had never heard of it before, she was instantly intrigued. She discovered that Bellingham Technical College (BTC) offered a two-year degree, so she jumped at the chance. She enrolled in the surveying program and began classes just a few weeks later. While a student at BTC, she was

recognized on the Dean’s List, the President’s List, and as a Student of Merit. She maintained a 4.00 GPA every quarter, and received her A.A.S. in Geomatics Technology/Surveying in June, 2015. Heidi was the recipient of the George F. Walker Memorial Scholarship in both 2015 and 2016, and serves as an example of what the benefits of scholarship programs can accomplish for the profession.

While in school, and thereafter, Heidi has worked in both the field and office for the Department of Natural Resources and private sector employers. During that time, she also served as a tutor for the Geomatics Technology Program, as a Teacher’s Assistant, was elected to the Student Government and served as the student representative on the BTC Advisory Board.

Heidi immediately became involved in the Northwest Chapter’s activities. She saw the need for the chapter to have a website and volunteered to create it. She currently serves as the Chapter’s Website Administrator. If you have a chance to visit the website (www.lsaw-nw.com ) during your review of this application, you will have an opportunity to see the superior product the Northwest Chapter has been enjoying.

Heidi has been involved in the Young Surveyors’ Network (YSN) from its early days, and serves as the Washington State (LSAW) representative to the National Society of Professional Surveyors (NSPS) Young Surveyors’ Network National Board, where she was most recently elected National Board Secretary.

When the Evergreen State Surveyor was reorganized, Heidi became the Youth Page Editor, and has contributed five (5) articles since 2014 including “Young Surveyor, Old Surveyor”, and “Graduation”. Her articles, “Indiana Jones with a Tripod” and “Where the Future is Now” have been nationally published in xyHt magazine. Her articles drew the attention of John Hohol, Chairman of the United States FIG Delegation, which resulted in an invitation received by her to represent LSAW and participate in the 2nd International FIG YSN meeting held in Minneapolis this past summer.

While the Northwest Chapter has definitely been a beneficiary of Heidi’s involvement, enthusiasm and professionalism, her contributions to the Land Surveyors’ Association of Washington, the National Society of Professional Surveyors, FIG, and to the public, are also of outstanding proportions. We ask your evaluation and consideration of her accomplishments and activities, and the deserved recognition of Heidi Jackson as the Land Surveyors’ Association of Washington 2016 Associate of the Year.

LSAW NOMINATIONS – TREASURER

Amanda Askren, PLS Amanda is the City Surveyor for the City of Renton, just south of Seattle, Washington. She has worked in government and for private firms in Washington, since graduating from Purdue University with degrees in Surveying and Civil Engineering. Amanda has held her surveying license since 2008 and continues to contribute to her profession. She has been active within the State Association and also at a National Level over the past 13 years and has held multiple positions, titles and was even awarded Surveyor of the Year for Washington State in 2011. For LSAW, Amanda is the current LSAW State

Conference Chair and is working on her 7th State Conference. Her role as the State Conference Chair includes managing the finances and all the details associated with the conference and working with the different sites and management companies. She has also held chapter officer positions for the South Puget Sound Chapter and the Snohomish Chapter starting as early as 2004. She has been attending the LSAW Board meetings since 2008 and has been active in the different roles at the state level. As for the national involvement, Amanda has been working with others to help create the NSPS Young Surveyors Network for the last 2 years and has presented in numerous states and conferences to help bring awareness and find support for the group. She is currently the NSPS Delegate to help support the newly elected officers and be the non-voting seat at the NSPS Board Meetings. The goal is to mentor the newly elected officers and turn over the Young Surveyors Network to allow them the freedom to run with it and free up a little more time on her end.

Michael “Mike” J. Lynch, PLS Mike began survey as a part time job for a small firm in Monroe Washington while attending Everett Community College. After graduation Mike continued working fulltime for the firm for the next eight years. Mike then spent seventeen years at the City of Seattle, the final years at the city were in the position of Chief Surveyor. The Chief Surveyor was responsible for the field crews and a portion of the office staff. The Chief Surveyor was also responsible for the professional portion of the work being done. Three years ago Mike moved to Snohomish County PUD #1. The PUD only has one surveyor in that role. Currently Mike manages four consultants on‐call with a budget

totaling $720,000. There is an additional two to three large contracts a year ranging from $75,000 to $200,000. At the PUD the surveyor manages the contract from the scope through payments and final delivery. Mike is currently the president of the Snohomish County chapter of the LSAW.

LSAW NOMINATIONS – VICE PRESIDENT

Kate Schalk, PLS Kate Schalk is currently working as an Aquatic Land Surveyor for the Washington Department of Natural Resources. She earned a Bachelor of Science Degree in Earth Science-Geology from Montana State University in 1996. Kate spent 9 years surveying with the City & County of Honolulu before returning to Washington in 2012. Kate is licensed in two states and recently became a CFed in 2016. She has been involved with LSAW since 2012, becoming SW Chapter Trustee in 2014 and elected as President for both 2015 and 2016. Previously, Kate served a short time as HLSA (Hawaii Land Surveyors Association)

Secretary and was a HLSA’s WFPS delegate. In addition to her professional association(s) involvement, she has regularly volunteered in such programs as TrigStar and Expanding Your Horizons (program for young girls interested in math and science careers) presenting and conducting educational modules centered on land surveying.

COMMITTEE REPORT TO THE LSAW BOARD OF TRUSTEES

The Budget and Finance Committee met via conference call on October 19, 2016 to review and discuss the proposed budget for 2017. The meeting was attended by John Christensen, President; Carla Meritt, President-Elect; Weston Dorszynski, Vice President; John Thalacker, Treasurer; Don Leischner, Committee Member; Jason Rinehart, Committee Member; and Crissy Wilson, AMS Staff.

As our organization is going through a transition between association management companies, there has been an extensive review of our financial records and accounting practices by Association Management Services staff. They have been digging into records sorting out membership records line by line to come up with an accurate count and are analyzing expense entries to better understand where they had been allocated to budgets in past years. They have been a tremendous help in putting together the 2017 proposed budget, and I anticipate that next year the process will be much easier due to their hard work.

This budget may look a bit different from previous years. All income is shown as net income, meaning associated proposed expenses have already been deducted allowing us to better see what funds will be available to spend on our future activities and pursuits. Income projections for membership dues were based on a three-year average. Conference revenue was based on input from the Conference Committee Chair. Current committee chairs were solicited for input regarding their anticipated expenses for the upcoming year, but our projected income did not allow all requests to be met with full funding. A great deal of work and effort will be required by our staff, leadership, and committee members to generate this income in support of our mission.

There were recommendations from committee members to investigate cost-saving strategies around reducing travel expenses, keeping costs for BOT meetings down, and making our Spring and Fall seminars more profitable. I plan to continue working with them throughout the year and share their proposals and recommendations to the BOT.

No meeting in August, yet a half dozen chapter members witnessed a Mariner's lose to the Brewers at Safeco Field that ultimately might have knocked them out of the wild card position. Exciting game with multiple lead changes and drama right to the end. Thanks to past-president K.C. Moore for coordinating!

In September we tried a new venue, Red Hook Brewery in Woodinville with a joint meeting of NPS and SnoCo chapters. Turnout was excellent at 43 attendees. Jon Warren, Amanda Askren and Jeff Hoiland spoke on the local, regional and nation state of professional surveying and the call to volunteers for professional organizations and support for education.

October will find us back at Renton Technical College where the Culinary Arts program students and staff always provide an outstanding evening. We will get a tour of the classroom and labs from instructor, Martin Paquette, PLS. Our program will be SiteScan UAV demo from the PPI Group's Richard Hill with support from 3DR and their SOLO quadcopter system. Planning committee for August 2017 BOT meeting to be formed.

Our chapter is interested in having our management firm coordinate and publish meeting notices and agendas so that we achieve consistency across chapters and make the process easier to manage and teach to new members and officers.

The Northeast Chapter is against any program that would increase the costs to the public for services that are already provided to them from private surveyors or public surveyors. The Northeast Chapter opposes the Monument Preservation Program due to funding and procedures. The Northeast Chapter feels the LSAW would be better served if it would address strengthening the existing fines for construction and utility companies for destroying or disturbing existing monuments.

Action Items from last BOT meeting: We hosted the Fall Free Seminar on September 10th South in Olympia, WA; Despite some difficulty getting the message out, the overall report was positive from those who attended. The seminar was geared toward the technician level, in a two part session. The morning was centered on field equipment, with introduction of the newest of surveyor technology, “unmanned aerial systems” and laser scanning along with a segment on the tried and true-how to keep those tribrachs and optics well maintained and properly adjusted. Our Chapter thanks PPI for their assistance and time. The afternoon session focused on the importance of researching the records. Cases included use of mineral surveys for GLO corner retracement, aquatic oyster land surveys and deeds containing meander line and corner record information, and DLC patent files. There was a total of 6 speakers, with 24 people in attendance. See attached report.

With most WA DOL BORPELS meetings scheduled for one-day only due to budgetary constraints, this committee was unable to meet in August. Coordination with admin staff from DOL as well as the DNR SAB will continue so that joint meetings will offer the best possibility of maximum attendance as well as cost-effective utilization of meeting rooms (No charge to LSAW if rooms are unoccupied after DOL and SAB meetings conclude).

Next meeting is scheduled for Thursday, December 8th, 2016 at the Radisson Hotel, SeaTac, WA. Time TBD as WA DOL BORPELS has a condensed one-day meeting schedule.

Mark Armstrong, PLS, WRE, and NOAA Geodesist is officially our NGS Northwest Regional Advisor with Kurt Williamson, PLS and Survey and Mapping Manager for GeoMetrix Survey Section of WSDOT assisting as our Washington State Geodetic Coordinator. I had the pleasure of attending a two-day OPUS Projects class sponsored by Jon Warren, PLS and the City of Bellevue with Mark as the instructor. We are certainly in great hands with Mark and Kurt in our “corner” as we approach 2022.

There were several LSAW Regulation amendments approved at the last BOT meeting in August including new or revised criteria for the different membership categories. Each ofthe membership categories requires an application, which is provided by LSAW, to be prepared, signed and submitted to LSAW by the applicant. In order for this to happen themembership application(s) need to be developed by LSAW and it is recommended that theBOT add this to the action item list and assign responsibility. The Bylaws Committee would also like clarification regarding who is responsible for updating the Bylaws, Regulations, Policies, and Handbook once amendments have been approved. Short term Bylaws Committee tasks include the following: 1. Work with AMS to appropriately rename the title of Regulation Section 6.100 ExecutiveSecretary and the duties of this position that are generally defined in Section 6.101. 2. Once the title discussed in Item 1 above has been approved, ask for BOT approval to make a blanket change to the Bylaws and Regulations documents to replace the Executive Secretary title.3. Ask for BOT approval to make necessary changes to the Bylaws and Regulationsdocuments to remove any gender specific wording. 4. Work with AMS to incorporate all amendments to the Bylaws and Regulations so thatcurrent versions are available for distribution. 5. Define the “Retired Member” category as voting, non-voting or either depending on ifthe applicant still holds an active Professional License - it is not currently defined. 6. Discuss if the “New Registrant” time limitation should be reduced to 18 or 24 months rather than 48 months. (This was a suggestion at the August 2016 BOT Meeting) At the November 5, 2016 BOT meeting the Bylaws Committee will be seeking approval on an amendment to Regulations Section 6.101( i ) which changes the section from only including “checking and/or savings accounts” to including “all bank accounts”. Section 6.101(i) Land Surveyors’ Association of Washington (LSAW) state checking and/or savings accounts signature cards shall be maintained and updated annually by a Senior Representative of LSAW’s professional organization management company (Senior Representative), each account to be accessible by the current Senior Representative, State President and State Treasurer, and such additional individuals as may be determined by the Executive Committee and duly entered in their minutes. Such other LSAW checking and/or savings accounts as authorized by the LSAW Board of Trustees signature cards shall be maintained and annually updated by the designated Committee Chairperson or Chapter Treasurer, and identification information for each signatory to be on file with the LSAW state Senior Representative .

AMENDED REGULATION SECTION 6.101( i ) Section 6.101(i) All Land Surveyors’ Association of Washington (LSAW) bank account signature cards shall be maintained and updated annually by a Senior Representative of LSAW’s professional organization management company (Senior Representative) , each account to be accessible by the current Senior Representative, State President and State Treasurer, and such additional individuals as may be determined by the Executive Committee and duly entered in their minutes. All signature cards for other LSAW bank accounts including, but not limited to, any Chapter or Committee accounts as authorized by the LSAW Board of Trustees shall be maintained and annually updated by the designated Committee Chairperson or Chapter Treasurer, and identification information for each signatory to be on file with the LSAW state Senior Representative .

The event registration can now happen again through the LSAW.org website and the membership renewals can also take place on the website.

I believe later this month we will have another membership renewal push for 2017 by parcel post. This reminder should be more clear about what you’re signing up for and for what period this membership is covering.

The new web site that is currently being designed should have the capabilities to review your membership information and be able to update that if desired.

goals in becoming a professional land surveyor. I will keep you posted as things develop. Because of time constraints there was very little time to discuss a national “on-line” surveying university.

Policy and Procedures Committee. As many of you know there are now two professional organizations in the state of Arizona. This presents a unique problem for the NSPS as to which organization to recognize or if we should recognize both organizations. There was a very good discussion on this topic that centered around if there should be one vote per state, or one vote per organization. This was brought up at the directors meeting and was decided that at this time it would be better to keep the one vote one state. The policy and procedures committee was only two hours long and this topic dominated the entire time.

Western States Director’s Council

Very good article in the Nevada Traverse (Nevada’s magazine) about the accuracy of UAS’s (drones) was discussed and would be a very good read for anyone considering using drones for surveying. The Western States Director’s Council is developing a motion to be brought up at the next NSPS meetings for the NSPS to make a line item of discretionary funds for directors that are part of the Western Directors Council to attend W FPS meetings. The way this will work is that the NSPS director in the state where the W FPS meeting is held would attend their meeting. The funds we are requesting would cover necessary travel expenses. It is felt that a closer working relationship between W FPS and the NSPS Western Directors Council would benefit both organizations. At the spring 2017 NSPS meetings in Silver Spring Maryland we will hold a vote for the new chair of the Western State Directors Council. The nominees are: Matt Morris PLS, from Montana, and Amanda Allred PLS, from New Mexico. There is a move underway in Arizona to abolish the need for licensing for professional land surveyors. This was discussed at some length and brought up to the general membership where it is being addressed by the NSPS. It should be noted that this could become a national problem as many people (politicians) see licensure as another unnecessary regulation imposed on the public.

Certified Survey Technician (CST) meeting. The NSPS was working with the US military at Fort Leonard Wood in Missouri to have their trainees the CST exam. Apparently there has been a change of command and the new commander sees this as unnecessary and for now there are no plans to move forward. The CST exam nationwide seems to be catching on. Request to take the exam has increased substantially but mainly on the East Coast. More work seems to be done on the West Coast to make this a sought after certification. The level I exam is a four-hour exam, the level II and III exam is a six-hour exam, and the level IV exam is a take-home exam. There can be a field or office track when taking these exams.

NSPS Board of Directors meeting. The NSPS now has approximately 17,000 members, and 48 states have signed MOU with the NSPS. The young surveyors network has also signed an MOU with NSPS There has been talk of resurrecting the NSPS national conference. A questionnaire was sent out to the membership and the question was asked if a national conference is needed. 95% of the responding people said they would like to see a national conference. I will keep you up-to-date on this as things develop.

As stated earlier the NSPS 2017 spring meetings will be held in Silver Spring Maryland during the second week of March.

The NSPS political action committee (PAC) only supports federal, not state, legislation. They do not have a lot of money in their coffers and are asking for donations. One of the ideas talked about was to make a monthly donation to the NSPS pack (any amount you can afford). If you are to contribute $500 a year or more you become a member of the Jefferson club and are privileged to enjoy the benefits that that entails. See the NSPS website for details. One thing I discovered that these meetings is that a chapter cannot contribute to the NSPS PAC, the monies must come from individuals.

NSPS elections will be coming soon when you get your vet ballot be sure to vote.

NSPS is working with FIG to host a combined meeting in Orlando Florida in 2022.

I attended the October 1st WFPS Board meeting in Chandler, Arizona accompanied by Weston Dorszynski, our LSAW Vice-President. The meeting was held in conjunction with the NSPS Fall meetings. It was a good opportunity for the two groups to interact and we had record guest attendance for the WFPS meeting as many of the NSPS Directors sat in including Jon Warren, Pat Beehler and Jim Coan.

The reports from each WFPS member state and NSPS guests included the following golden nuggets:

NSPS: Plans are still afoot to entice FIG to hold their 2022 working week in the USA. Location to be decided. The NSPS 2017 spring meetings will be held in Silver Springs, Maryland. Arkansas and California are the only 2 states not members of NSPS yet.

Arizona (APLS): 494 members. Their 2017 conference will be May 18th in Tucson. They are investigating an association dues increase.

Alaska (ASPLS): 220 members. A compromise has been reached regarding BLM's proposal to have "bearing trees in the sky".

California (CLSA): 1,670 members. Their 2017 conference will be in Orange County in late March. Their 2016 conference auction raised $16,574. All PLS's are now required to take an online test in order to renew their license. The issue of mandating two-person crews is still under discussion.

Colorado (PLSC): Thei 2017 conference will be held Feb. 15-17 in Arvada.

Hawaii (HLSA): 128 members. Their 2017 conference will be held in Kona Feb. 10, 2017.

Montana (MARLS): Managed to send 3 teachers to TwisT. The elected not to renew their lobbyist contract. Their 2017 conference will be held in Bozeman Feb. 22-24.

Idaho (ISPLS): No report.

Nevada (NALS): Last reported at 218 members. Sent 2 teachers to TwisT. Offred to have WFPS join them for their 2017 or 2018 conference. Seeking $100 donations to help monument the TriState corner common to Arizona, Nevada and Utah.

New Mexico (NMSPLS): No report.

Oregon (PLSO): 456 members. Their 2017 conference will be at the Sheridan Portland Airport Hotel from January 18-20. They are looking at offering membership to AAGS members

Utah (UCLS): 407 members of which 300 are licensed members. Their 2017 conference will be in St. George Feb. 22-24.

Wyoming (PLSW): 275 members. The Univ. of Wyoming has 36 students in their Land Surveying program. Their next conference will be November 3-4, 2016 in Casper.

WFPS received 8 entries in their Elevator Pitch for surveyors contest. The winner was Richard Heieren the WFPS delegate from Alaska who donated the $100 prize. Ben Petersen was assigned see if a consolidated pitch could be developed from all of the entries.

WFPS will be assembling and promoting a webinar continuing education program projected to run about $39 for a one-hour program.

WFPS has been collecting association data and presented a fact-filled matrix of statistics pertaining to the WFPS member states that includes a comparison of each states dues, membership types, license renewal fees, continuing education requirements and lots of other data.

The Jan/Feb 2017 meeting of the WFPS board will be in either Bozeman, MT or Kona, HI in each case in conjunction with their association conference.

The June WFPS meeting is tentatively planned for Portland, OR and the fall meeting (Oct.+/) for Salt Lake, UT.

The WFPS Board voted to allow WFPS scholarships for two-year students as well as 4-year programs.
