Modification and Community Benefits

Modifications Requested• To be exempt from Unified Development Ordinance Section 12-8.3.E.2.a “Relation to Adjoining Street System”

Community Benefit Proposed• The proposed development will provide the community with a

residential option that is in demand. The applicant provides larger lot sizes in area 1 of the Concept Plan which will allow a transition to the adjacent Estate lots in Bird Pond Estates.

Reasoning for Staff Recommendation

• Growth Area III– Character – Area intended to be rural in nature with low

intensity development• Service Limitations

– Sewer Capacity – no existing mains available• Dependent upon construction of Lakeway Drive and another

Property Owner development agreement, timing undetermined• Over 1.5 mile in distance, approximately $1 million

– Fire Service• Fire Flow – Served by Wellborn Special Utility District which does

not have capacity fire flow– Discussion that City can provide in event of fire flow event

• Not within the Fire Department desired 4.5 minute response time– Limited connectivity and capacity for current and future

planned thoroughfare connectivity• Carters Creek and existing platted lots prevent additional

thoroughfare planning
