The San Diego Energy District Foundation is San Diego’s Think Tank for Community Choice Aggregation law and implementation.

The Foundation hasinspired a regional movement

to create affordability, competition and environmental responsibilityin the procurement of clean, local electrical energyfor the benefit of all San Diego including SDG&E.

Summary• The Law of Community Choice Aggregation was enacted to foster local

innovation, jobs and competition for the generation of energy. The County Plan would shed light on how best to plan for a CCA to maximize the benefits of new, local revenue.

• CCAs operate with very small staff by outsourcing procurement and processing to company’s like San Diego’s Noble Americas Energy Solutions.

• A Technical Feasibility Study(TFS) is now underway for the benefit of the City of San Diego, funded entirely with private money. The County Plan could leverage this TFS. Were the County to take the lead, this would give the County a leading role in shaping CCA policy in the region.

• A CCA can stabilize rates over the long haul. Marin’s energy rate is less than PG&E yet delivers its default product with 50% renewable content.

Summary• AB 117 requires the full cooperation of utilities in the formation of a

CCA ... SB 790 strengthens this law by specifically prohibiting the use of the lobbying powers of SDG&E to oppose a CCA ... SDG&E promised in writing that it would not lobby against CCA.

• If SDG&E is true to its public word, it welcomes the study of customer choice.

• The Comprehensive Renewable Energy Plan is a study of CCA formation not Adoption.

• The Union-Tribune in a recent editorial urged the County Supervisors to support inclusion of CCA in the Plan.

• Lastly, if independent energy procurement (Direct Access) is good for the County Government, shouldn’t the County Government study the potential for the People of the County?
