    Bylaw No. 2958 Zoning Amendment

    Purpose: To amend the Zoning Bylaw, 1996, No. 2100 as noted below.

    The Zoning Bylaw currently prohibits the dispensing of methadone in pharmacies. Methadone main-tenance is recognized by the College of Physicians and Surgeons of British Columbia as a treatmentfor opioid addiction, and the College of Pharmacists of British Columbia has established policies andprocedures for the dispensing of methadone for oral ingestion in pharmacy premises to persons holdingappropriate prescriptions. The purpose of Bylaw No. 2958 is to amend the Zoning Bylaw to permit thisuse to occur lawfully within licensed pharmacies in the City.

    The proposed bylaw affects all zones in the City of Langley in which pharmacies are permitted.

    Scott Johnston took over asGreater Langley Chamber ofCommerce president Tuesdaynight, taking the reins afterKristine Simpsons two year

    term.Johnston, a lawyer with

    Campbell Burton McMullan,was formerly the vice presidentand was elected by acclama-tion.Simpsons term was marked

    by a major change, the movein the chambers offices fromLangley City to a new locationin Willoughby in a modernoffice complex. The chamberbought its new offices outrightusing reserves and will haveneither a mortgage nor a dues

    increase this year.Johnston thanked Simpson,

    and said that going forwardthe chamber will emphasizeits shop local campaign, willwork on improving communi-cations with its members andadvocacy for the business com-munity.Johnston noted that with the

    population of Langley expectedto double in the next two dec-ades, there will be a number ofnew challenges for local busi-ness in the near future.

    One man is ingrave condition andtwo others werewounded after allthree were shot at aSouth Langley houseearly June 11, andtwo more men werewounded near theSurrey Langley borderon Saturday.Langley RCMP were

    called to a house inthe 2500 block of204th Street at 2:20a.m. Thursday aftermultiple people calledto report hearing gun-shots.The three injured

    people were taken tohospital. One remainsin grave condition,said Cpl. Holly Largy,spokesperson for theLangley RCMP.One man was

    released soon afterand another remainedin hospital.The two less-serious-

    ly injured men havenot been cooperativewith the investiga-tion, and all three areknown to police, saidLargy.The Langley RCMP

    investigation andofficers were inter-viewing neighbours onThursday morning.The three men are

    known to be Surreyresidents and noneof them lived at thehome, said Largy.The houses neigh-

    there before, said oneneighbour who askednot to be named.Another neighbour,

    Jim Zazula, said heonly knew the menliving or working thereto say hello to.Dont like it at all,

    he said of having thehouse on the streetwhere hes lived formore than 30 years.Asked if there was

    a marijuana grow opon the property, Largysaid there was noillegal grow op.

    Thieves have target-ed legal, medical mari-juana grow operationsin the past, but Largycould not say whetherthere was a legal oper-ation at the house.There was a serious

    incident that broughtthe Surrey RCMP tothe property in 2013.On Aug. 2 of that

    year, men in two carsin the 5800 block of126th Street in Surreyexchanged gunfire justbefore 3 p.m.Two men, aged 19

    and 21, who turnedup at local hospitalswith gunshot woundswere linked to theshooting, which wassuspected to be a tar-geted incident.Cpl. Dale Carr of

    the Surrey RCMPsaid a vehicle linkedto the shooting wasrecovered at a prop-erty in the 2500 blockof 204th Street.

    216th better routeDear Editor,In response to Bruce Jones suggestion that

    we need to add freeway access at 208th Street[Highway access needed, June 11] to easecongestion at 200th Street.While I understand that there is a need for

    more freeway access due to the atrocious designof the 200th Street interchange, I must arguewith the idea of adding on-ramps and off-rampsto 208th Street. Those of us who need only toget across Highway 1, not access it, need to beable to do so without fighting and expandingthe line-up to get onto the freeway. I suggest awhole new overpass with a proper cloverleafsystem (not traffic lights!) at 216th would be afar better option and leave the fly-over at 208th.

    Dear Editor,As a parent of students who

    have attended the LochielU-connect program for a dozenyears, I would like to correct ahuge misconception that wasin the print version of LochielProgram moves to Simonds.This newspaper has char-

    acterized the school as placewhere only students who haveanxieties attend.While there are students like

    that who attend Lochiel, themajority of students are fromfamilies who choose to havetheir kids learn at home mostof the week for any number ofreasons.For instance, my kids start-

    ed their formal education atLochiel, never having been inanother school.

    It was a choice we made as afamily because I enjoy spend-ing time with my kids helpingthem learn.There have been families

    with kids in competitive ath-letics who like the relativeflexibility of the program, andothers whose kids are brightand enjoy the ability to workat the level their kids are atwhile still spending time withtheir age cohort.Others just like the ability

    to work quickly and be doneschool by noon so they cango off on field trips or studynature or any number of otheractivities.I challenge the reporter to get

    to know some of the students,past and present, from Lochielbefore writing another such

    article.She will find students who

    do well in science fairs, speechcompetitions and athletics.She will find people who havegone on to get top scholarshipsat universities, run their ownbusinesses or be socially activein Canada or abroad. She willfind students who excel indrama and/or sports.And yes even students with

    anxiety, some of whom, after afew years at Lochiel, you mightbe hard pressed to differentiatefrom their peers because theyare no longer anxious.Lochiel is a place where any

    student can come and learn, allit takes is commitment on thepart of a parent to help themthrough the learning process.

    Cam Penners son Dougtugged on a motorcycle helmetand roared out at the headof a long line of chromedtwo-wheelers on June 6.The annual Ride for Doug, a

    fundraiser for those with mus-cular dystrophy, was a roaringsuccess to match the noise ofthe 77 motorcycles.Together with the post-ride

    barbecue, Dougs friends bothnew and old raised a stagger-

    ing $37,000, said Cam Penner,Dougs dad. This was ourhighest ever one year total,bringing the RFD nine-yeartally to $167,000.Doug Penner was two

    when he was diagnosed withDuchenne muscular dystrophy.

    The genetic disease causesmuscle atrophy.Cam founded the Ride for

    Doug in 2007 and every year ithas taken riders from Langleyaround the Lower Mainlandand back for a post-ride meal.

    Doug himself wenton the ride, on theback of Cams motor-cycle.Doug did great,

    said Cam. Lots ofhydration, but it getspretty hot in all thegear. And hes an allthe gear, all the timekind of guy.This year the good

    weather and a sizeableturnout among motor-cyclists led to the newhigh water mark forfundraising.Once again I am at

    a loss for words, Camsaid inan email.Ourcom-munityis incred-ible.Putting
