Agenda 1: Ucapan Aluan PengerusiChairman’s Address

1.1 YM Tengku Tan Sri Mahaleel bin Tengku Ariff telah mempengerusikan Mesyuarat Agung Tahunan (AGM) Persatuan Badminton Malaysia (BAM) yang ke-70 dan mengalu-alukan kehadiran semua ahli majlis.

YM Tengku Presiden berkata perkara pertama yang beliau ingin memaklumkan ialah bahawa persembahan pada tahun lalu adalah memuaskan. Tengku Mahaleel menekankan bahawa kita telah memasuki Perlawanan Akhir Piala Thomas dan memenangi pingat emas di Sukan Olimpik Remaja yang tidak pernah dicapai sebelum ini. Beliau mengucapkan terima kasih kepada semua ahli-ahli Majlis, Pesatuan-persatuan Negeri dan kakitangan pejabat atas ketekunan mereka untuk mencapai kejayaan-kejayaan tersebut. Bel iau berharap pencapaian lebih cemerlang tahun ini dan tahun depan, terutamanya dengan adanya Pengarah Teknikal. Kemudiannya beliau telah menjemput En. Ng Chin Chai untuk membawa ahli-ahli melalui agenda-agenda yang berikutnya.

YM Tengku Tan Sri Mahaleel bin Tengku Ariff chaired the 70th Badminton Association of Malaysia’s Annual General Meeting (AGM) and welcomed all members. He said the first thing was that the performance last year was satisfactory. Tengku Mahaleel highlighted that we reached the Thomas Cup Final and won a gold medal at the Youth Olympic Games which was never achieved before. He thanked all Council Members, State BAs and office staff for working hard to achieve those successes. He expressed hope that this year and the next year we will do better, especially with the Technical Director in place. He then invited En. Ng Chin Chai to take members through the following agendas.

Agenda 2: Mengesahkan Minit Mesyuarat Agung Tahunan Ke-69 Yang Diadakan Pada 21 Jun 2014Confirmation Of Minutes Of The 69th Annual General Meeting Held On 21 June 2014

2.1 En. Jadadish Chandra telah mencadang manakala En. Seluarize a/l Sinnakali telah menyokong cadangan supaya Minit Mesyuarat Agung Tahunan ke-69 disahkan dan diterima. Cadangan tersebut telah diterima sebulat suara.

En. Jadadish Chandra proposed while En. Seluarize a/l Sinnakali seconded the proposal to approve and adopt the minutes of the 69th Annual General Meeting. The proposal was adopted unanimously.

Agenda 3: Menerima Dan Mengesahkan Laporan Tahunan Bagi Tahun Berakhir 31 Disember 2014To Receive And Confirm The Annual Report For Year Ending 31 December 2014

3.1 En. Ng Chin Chai telah membentang Laporan Tahunan 2014 dari mukasurat 5 hingga 38 buku mesyuarat. Tan Sri Datuk Amar (Dr.) Hj. Abdul Aziz Hj. Hussain membangki tkan bahawa Malays ia International Challenge telah dianjurkan di Kuching tahun sebelumnya dan laporannya terdapat dalam mukasurat 9 Laporan Tahunan. En. Jadadish Chandra pula membuat pembetulan pada mukasurat 17 Laporan di mana sebenarnya Japan Superseries telah dianjurkan in Tokyo.

En. Ng Chin Chai presented the 2014 Annual Report from page 5 to 38 of the meeting booklet. Tan Sri Datuk Amar (Dr.) Hj. Abdul Aziz Hj. Hussain highlighted that Malaysia International Challenge was held in Kuching last year and this was included into page 9 of the Annual Report. En. Jadadish Chandra also pointed out a correction at page 17 of the Report where Japan Superseries was actually held in Tokyo.

3.2 Laporan Tahunan 2014 kemudiannya telah disahkan dan diterima sebulat suara atas cadangan Tan Sri Datuk Amar (Dr.) Hj. Abdul Aziz dan disokong oleh En. Chua Soo Hock.

The 2014 Annual Report was then approved and adopted unanimously on the proposal of Tan Sri Datuk Amar (Dr.) Hj. Abdul Aziz and seconded by En. Chua Soo Hock.

Agenda 4:Menerima Dan Mengesahkan Penyata Akaun Bagi Tahun Berakhir 31 Disember 2014 To Receive And Confirm The Statement Of Account For The Year Ending 31 December 2014

4.1 YBhg. Dato’ Wira Lim Teong Kiat telah membentangkan Penyata Akaun bagi tahun berakhir 31 Disember 2014. En. Chua Soo Hock telah mencadang manakala En. David Wee telah menyokong cadangan untuk menerima dan mengesahkan Penyata Akaun tersebut. Dengan itu Penyata Akaun tersebut telah disahkan dengan sebulat suara.

YBhg. Dato’ Wira Lim Teong Kiat presented the Statement of Account for year ending 31 December 2014. En. Chua Soo Hock proposed while En. David Wee seconded the proposal to receive and confirm the Statement of Account. Hence the Statement of Account was confirmed unanimously.

Agenda 5:Memilih Firma Juruaudit Bagi Mengaudit Akaun-Akaun BAMTo Elect The Auditors Of BAM To Audit The Accounts Of BAM

5.1 Atas cadangan Dato’ Teoh Teng Chor dan sokongan En. Seluarize a/l Sinnakali, Tetuan Gomez & Co. telah dipilih semula sebagai firma juruaudit BAM.

On the proposal of Dato’ Teoh Teng Chor and secondment of En. Seluarize a/l Sinnakali, Messrs. Gomez & Co was re-elected as the auditors of BAM.

Agenda 6:Membincangkan perkara-perkara lain yang mana notis secara bertulis telah disampaikan kepada Setiausaha Kehormat tidak lewat dari tujuh (7) hari sebelum tarikh Mesyuarat Agung Tahunan Discuss such other matters of which notice in writing has been given to the Honorary Secretary not less than seven (7) days before the date of the Annual General Meeting.

6.1 Setiausaha Kehormat telah memaklumkan kepada ahli-ahli bahawa beliau tidak menerima sebarang notis secara bertulis sebelum Mesyuarat.

The Honorary Secretary informed members that he did not receive any written notice before the Meeting.

Mesyuarat ditangguhkan pada jam 6.30 petang dengan ucapan terima kasih kepada pengerusi mesyuarat.

The meeting was adjourned at 6.30 pm with a vote of thanks to the chairman of the meeting.

2. MeetingsThroughout 2015, three Council Meetings were conducted. The dates and attendances of the meetings are shown in Appendix A.

Two ordinary Exco Meetings and two Emergency Exco Meetings were held in 2015. The dates and attendances of the meetings are shown in Appendix B.

The Annual General Meeting was held on 4 July 2015 in Grand Dorsett Subang Jaya. 27 members with voting rights, 2 appointed members and 2 representatives from Associate Members were present at the AGM. As it was a non-election year, the usual course of business of receiving and approving the 2014 Annual Report and Statement of Account were conducted, while Messrs Gomez & Co. was re-elected as the auditor.

3. Activities Report• The first international event of the year,

the Yonex-Sunrise Malaysian Masters was organised very well by Sarawak BA in Kuching from 13-18 January 2015. Sarawak BA also hosted our first Council Meeting of the year in Kuching on 17 January 2015.

• Kuala Lumpur BA organised the KL Open at Kuala Lumpur Badminton Stadium from 11-15 Feb. 2015. The tournament attracted overwhelming response from 408 participants with 475 entries in 10 events held.

• Mr. Morten Frost Hansen was appointed as BAM’s Technical Director in March 2015. Among his responsibilities are to oversee all the technical aspects and re-organise the coaching and training structure of the National Training Centre and Bukit Jalil Sports School Programme.

• On 3 March 2015, BAM signed a Sponsorship Agreement with Victor China and Victor Taiwan to appoint Victor as BAM’s new equipment sponsors.

• Our most prestigious event, the Maybank Malaysia Open Superseries Premier was organised successfully from 31 March – 5 April 2015 at Stadium Putra. There were 290 participants coming from 24 countries. Even though Malaysian players did not perform well, the ticket sales were still quite good.

• In conjunction with the Prize Presentation Ceremony of the Maybank Malaysia Open, Badminton World Federation (BWF) presented the BWF Meritorious Service Award to YBhg. Tan Sri Ir. (Dr) Mohamed Al Amin B. Abdul Majid, YAM Tengku Kamil Ismail B. Tengku Idris Shah and Tuan Hj. Wan Mohamad B. Haji Wan Awang. The award is given to nominees who have served national badminton for at least 15 years.

• Badminton Asia Confederation (BAC) held its AGM on 25 April 2015 in Wuhan, China. Mr. Anton Aditya Subowo of Indonesia and Mr Greg Kim of Korea were elected as the new President and Secretary-General respectively while Tan Sri Ir. (Dr.) Mohamed Al Amin was re-elected as Vice President.

• The National Sports Award for 2014 was held on 28 April 2015 at Grand Dorsett Subang but nobody from badminton won any award.

• The Sudirman Cup was held in Dongguan, China from 10-17 May 2015 and our team lost 1-3 to Korea in the quarter-finals.

• BWF’s Annual General Meeting was held in conjunction with the Sudirman Cup in Dongguan on 16 May 2015. There was no election at this year’s AGM and the usual reports were presented and approved, and some minor amendments to the Constitution were carried out.

• The SEA Games was held in Singapore from 5-16 June 2015 and our Deputy President, YBhg. Datuk Seri Mohamad Norza led the Malaysian Contingent as Chef de Mission to one of its best ever achievement outside Malaysia by winning 62 gold medals, 58 silver medals and 66 bronze medals.

• On 15 July 2015, the Federal Court dismissed BAM’s application for leave to appeal to the Federal Court against the Court of Appeal’s decision (favouring Inter-Sports Marketing Sdn. Bhd. (ISM) against BAM’s claim of US$305,000 pursuant to a Marketing Agreement dated 15/12/2005 to organise the 2007 World Championships in KL). BAM was also ordered to pay a total of RM30,000 as costs to ISM.

• On 8 October 2015, OCM held an Awards Ceremony called the OCM-Sports Toto Outstanding Athletes of the Games Award to reward outstanding athletes of the 28th SEA Games, Singapore 2015. Three of our players, Chong Wei Feng, Amelia Ancelly and Soong Fei Choo were bestowed the awards.

• The Hari Sukan Negara launched by the Prime Minister to cultivate healthy lifestyle among Malaysian was held on 10 October 2015. Most State BAs organised badminton activities in their respective states while BAM also organised an event called Fun Time where YBhg. Tan Sri Ir. (Dr) Mohamed Al Amin joined BAM’s staff, coaches and players for some fun activities.

• One of BAM’s staff, Cik Azlimawatty was selected by OCM and Japan Sports Association for a study tour project for Asian youth sports leaders held in Japan from 3-11 Nov. 2015.

• Kedah BA organised the Malaysia International Challenge successfully in Alor Setar from 10-15 Nov. 2015.

• On 15 Nov. 2015, Goh Jin Wei and Lee Ying Ying created history by entering the Girls Singles final of the World Junior Championship held in Lima, Peru and emerged Champion and Runner-up respectively.

• The Perak Open was successfully organised by Perak BA in Ipoh from 25-30 July 2015.

• On 27 July 2015, we were deeply honoured when the International Olympic Congress (IOC) President, Mr. Thomas Bach, visited BAM’s training centre to watch the training and talked to some of our BJSS players. Our President and Deputy President were present to receive Mr. Bach who came with BWF President, Mr. Poul Eric Hoyer Larsen and BWF General Secretary, Mr. Thomas Lund.

• The 128th IOC Congress was held in Kuala Lumpur and BAM’s representatives attended the Opening Ceremony on 30 July 2015 and some other sessions of the Congress held from 28 July – 3 August.

• The National Junior GP Final was well organised by Kedah BA in Alor Setar from 4-8 August 2015.

• The BWF World Championships was held in Jakarta from 10-16 August 2015. Similar as previous years, Datuk Lee Chong Wei was the only player to make it to the Final but again lost to Chen Long. Some Council members and staff were present in Jakarta from 13-16 August to give support to our players.

• The Olympic Council of Malaysia (OCM) held its Annual General Assembly on 22 August and Datuk Seri Mohamad Norza was elected as its Deputy President. YAM Tunku Tan Sri Imran and Datuk Low Beng Choo were elected as the President and Secretary General respectively.

• On 10 September 2015, on behalf of BAM, YM Tengku Tan Sri (Dr.) Mahaleel signed an MOU between BAM, MSN, KPM and Sports Commissioner to jointly develop badminton from grassroots up to national level. The MOU is entered pursuant to the Budget 2015 announcement of allocation of RM36M for the grassroot development of 6 selected sports, with badminton as one of them.

• A State Coaches’ Workshop was held from 14-16 December 2016 to streamline all state coaching programme and to enhance the coaches’ knowledge. The Opening of the Workshop was done by Datuk Seri Mohamad Norza.

• Induction To OCM Hall Of Fame: The Winning Malaysian Thomas Cup Badminton Teams of 1952, 1955, 1967 and 1992 were inducted to the OCM Hall of Fame during the OCM’s 23rd Annual Dinner & Awards Night on 17 December 2015 at the OCM Indoor Sports Complex, Kuala Lumpur.

• BAM staff organised the Maybank National Grand Prix Finals from 17-20 December 2015 and many of our Council Members were present to give away prizes on 20 Dec.

IntroductionThe year proved to be a significant year for Malaysian Badminton with the arrival of newly appointed Technical Director, Mr. Morten Frost in March 2015.

With a vision to continuously be one of the Badminton powerhouse nation in the world, the Technical Director, in his presentation to the Exco Committee in March 2015 outlined his vision for BAM:

• To provide a Long-Term Sustainable Plan irrespective of Political and Financial Climate.

• To achieve as the Top 3 Badminton Powerhouse in the world by 2020.

• To be the Top 3 Badminton Powerhouse in the world by 2020.

Review For The YearWith that, various adjustments were implemented and a summary of it are as follows:

• Review of Coaches Contracts – reviewing the Coaches’ contract was one of the first task of the Technical Director. Majority of the contracts were extended for two years, while a few resigned.

• Change to Coaching Structure – from a hierarchy to a flat structure. The Technical Director abolished the chief and assistant coach philosophy and assigned two coaches to each of the five categories department.

• Changes to the Post Form 5 status – abolish the post form 5 under the BJSS programme and instead assigned it under the National High Performance under a ‘probation’ status.

• Staff and Coaches Employment – setting up of the Technical Department, designation of staff and hiring of staff and coaches, in lieu of various coaches resignation.

• Players’ Review – a streamline exercise were conducted in April 2015. This was followed by players restructuring where they were assigned to ‘new’ coaches.

• Lee Chong Wei – return to competition after an eight month doping violation on the 1st May 2015.

• Upgrade of the National Training Centre through purchase of six new ‘rubber mats’.

• Implementation of Players and Coaches targets – targets and expectations were explained and discussed with the players and coaches, which became the Coaches Key Performance Index (KPIs).

• A custom designed Tournament Programme – a new tournament programme was designed, starting from 1st July 2015, based on various discussion between the Technical Director, coaches and the players. It was drawn out based on the players’ potential and progress, as well as the Rio Olympics in mind.

• Rio Olympics 2016 – players were identified as Olympic prospects and the start of the Olympic qualification in May 2015 for a period of one year.

• Re-establishment of the Coaching and Training and Development Committees – establishment of the two said Committees as a support system to the Technical Director.

Highlights Of Performances At International Tournaments• Sudirman Cup Championships – Malaysia

beat 2nd seed Korea in the group stage, reached the quarter-finals of the prestigious mixed team event.

• Singapore SEA Games – best achievement since 1977.

• World Championships – Dato’ Lee Chong Wei won Silver at the World Championships in Jakarta.

• World Junior Championships – First time in history to achieve Gold and Silver medals in the Girl’s Singles.

• Lee Chong Wei – rank 180 in June 2015 and by the end of December, ranked number 5 in the world.

• Improvement of various players in the BWF World Ranking.

Sudirman Cup Mixed Team Championships

Malaysia had a very successful Sudirman Cup campaign in Dongguan, China. The team performed above its expectations – beating 2nd seed Korea in the group stages. Although only achieving a Quarter-final finish in this prestigious event, it was the first time ever for Team Malaysia to achieve such a feat.

The team consisted of both experienced and young players to provide a balance to the team.

22nd BWF World Championships

The Silver medal achievement at the 22nd edition of the BWF World Championships in Jakarta proved that Dato’ Lee Chong Wei was still amongst the best badminton players in the world. It was more memorable for Dato’ Lee as he had only returned to competition in May 2015 after an eight months doping violation.

Dato’ Lee Chong Wei from rank 180 in June had achieved rank number 5 by the end of 2015.

Players

A streamline exercise was conducted in April 2015 where 11 players mutually agreed to withdraw from the National High Performance programme. It was a difficult task. However, in order to strive for performance and excellence, it was decided that the National High Performance had to be re-structured.

The decision to decrease the number of players in the programme from 66 to 55 players, and by year-end/beginning of 2016, the National High Performance programme had 68 players including 19 probation players.

With the change to the Post Form 5 status, the following players were drafted into the programme on probation between three to six months:

Post Form 5 Players Under The National High Performance

The status of Post Form 5 were abolished under the BJSS programme, and instead a selection was done at the end of December to select players to the National High Performance programme. The selection included BJSS and State players.

19 players were selected and were given a probation of between three to six months with the National High Performance programme.

IOC President Visit To BAM

In conjunction with the 128th International Olympic Committee (IOC) Session held in Kuala Lumpur from 30th July-3rd August, BAM had the privilege to welcome Mr. Thomas Bach, the IOC President and Mr. Poul-Erik Høyer, the BWF President to the National Training Centre, Stadium Juara, Bukit Kiara on the 27th July 2015.

Besides the BAM President and various Council Members, Technical Director, Mr. Morten Frost were on site to welcome and brief Mr. Bach and Mr. Høyer.

The Form One and Two BJSS players’ provided a glimpse to Malaysian Badminton and had the opportunity to talk to the IOC President. He spoke to them about their goals and aspirations and concluded with some encouraging words to make full use of what sport can give them. He hope to see some of the players at the 2018 Buenos Aires Youth Olympic Games (YOG).

Podium Program

Discussions and Planning commenced for the Podium Programme. It was established for the ‘cream of the crop’ elite athletes to narrow the gap of the athletes’ performances at the international arena. An initiative by the Youth and Sports Minister YB Khairy Jamaluddin, the programme supposedly to launch was deferred to 2016.

Anti-Doping

Two players were listed on the BWF (Badminton World Federation) Registered Testing Pool (RTP) to be tested randomly during the year. The RTP required players/administrators to provide detail ‘whereabouts’ information on the players using the World Anti-Doping (WADA) online system.

We are pleased to note that no incidents occurred and the players’ information were updated accordingly.

Coaches Assessment

Coaches’ assessment were done and presented to the Coaching and Training Committee at the end of the year. Based on the recommendation, it was decided to recognise the Coaches hard-work and dedication with a year-end bonus.

Fitness Tests

The Technical Director together with the assistance of the National Sports Institute (ISN) conducted the first VO2 max test in May. It was noted that the National players lack fitness at tournaments and hence, fitness was also included as part of the Targets for the year.

A second test was conducted in November and it further proved that majority of the players lack fitness. New and vigorous targets were set for 2016.

Road To Rio Olympics 2016

Despite a slow start at the beginning of the Race to Rio rankings in May 2015, most of the prospect players identified were in reasonable position to qualify for the Rio Olympics 2016.

The Men’s and Women’s Doubles were in competition, as it was more likely that only one pair were to be chosen to compete.

Annual Report 2015Development Committee

IntroductionIt was decided in July 2015 to re-establish the Development Committee, chaired by Mr. David Wee, to set-up the right support structure for the Technical Director.

On 22nd September 2015, the first Development Meeting was held and subsequently on 26th October and 19th December respectively.

A representative each from the Ministry of Education (MOE) and the National Sports Council (NSC) were included to the Committee to play a part in the development of the sport in Malaysia.

Also, it was decided that the Coach Education Panel (CEP) will again come under the purview of Development Committee, which has been detached previously.

Personnel – Staff And Coaches

With the arrival of the Technical Director in March 2015, Ms. Joanne Quay was designated from Development Manager to Performance Manager, while Mr. Kwan Yoke Meng was employed in June as the BJSS Project Manager. Subsequently in September 2015, Mr. Kwan was re-designated to Development Manager to oversee and manage the BJSS and State Development programmes.

SCG Badminton Asia Junior Championships 2015Date : 28th June – 5th JulyVenue : Bangkok, Thailand

The Asia Junior team was made up of 10 boys and 10 girls. A selection trials was conducted with four players from Negeri Sembilan and Penang States participating.

A centralised training camp was also organised from the 17th – 24th June 2015 before the Team’s departure to Bangkok. Besides the usual training programme, the ISN team were on site to assist in the night sessions and conditioning.

The team did reasonably well by reaching the quarter-finals in the team event, losing to eventual champions China. This gave the team a benchmark of what to anticipate during the World Junior Championships.

BWF World Junior Championships 2015Date : 4th – 15th NovemberVenue : Lima, Peru

An extensive selection process was done for the World Juniors based on specific criteria. It was important that every player was given a fair and just opportunity for selection. The Technical Director is open to State and BJSS players as part of the World Junior team, as long as they were good enough.

Criteria for selection for the World Junior Championships were as follows:• The BAC Asia Juniors Championships• Perak Open National Circuit• National Junior Grand Prix Finals• One (1) International Challenge tournament• Selection Trials

The only exclusion to the Selection was Goh Jin Wei, as she had proven herself to be selected for the World Junior Championships based on her consistent results at international tournaments, particularly her bronze medal in the Singapore SEA Games 2015.

In consideration of the high cost for the World Junior Championships that was held in Lima, Peru, it was decided to only send 14 players and 3 officials.

State Development Programme

It was acknowledged that BAM Performance programme and BJSS fall under the administration of the Technical Director, whereas the individual states performance programme is on suggestion/proposal basis only. The Technical Director brought in Mr. Kwan Yoke Meng with the intention of him to help out in regards to Development; BJSS and the states.

In December 2015, it was however decided that Kwan Yoke Meng be physically on court from 1st Jan 2016, as to utilize his skills in the best possible way. The Technical Director and full time staff will take over all administrative handling in terms of development.

It has been decided that from January 2016 states will be required to report on their respective training programmes. A proper evaluation should be done on a regular basis. The Technical Department will then visit the states to assess the training programmes and give suggestions to possible improvements.

A coaches’ workshop was held mid-December 2015. There were speakers from the National Sports Institute (ISN), Malaysia Anti-Doping Agency (ADAMAS) and the Technical Director. The workshop was very well received and coincide with the National GP Finals, which gave a perfect opportunity for all participants to follow the tournament as well.

It was good to meet all the coaches, despite some communication barrier. A few of them had

experienced working with a periodization plan before, but others were introduced to it for the first time.

Next step is to meet all coaches at their respective states. It was proposed to have another workshop at the end of 2016.

Bukit Jalil Sports School (BJSS)

Talent Identification (TID) for Form 1, 2016 was conducted in April 2015. It was pointed out that it was too early in the year, in order for BAM to assess the junior tournaments first and then later propose the players of interest. This will be changed for the TID done in 2016, for the Form 1 intake to start January 2017.

As some players had withdrawn from BJSS, BAM had the opportunity to fill-up 4 slots available. A selection was done from the 18th -24th October and 12 players from the States were invited to attend training with the BJSS programme. As a result, 17 players, including the Form 1 players joined the BJSS programme for the 2016 intakes.

Post Form 5 Players Under The National High Performance

The status of Post Form 5 were abolished under the BJSS Programme, and instead a selection was done at the end of December to select players to the National High Performance programme. The selection include BJSS and State players.

The reason being, that players were losing valuable time in the system only to accommodate World Junior Championships. Even though players were able to train full-time, coaches were not able to plan a proper program, which meant that Post Form 5 players just followed the normal BJSS program.

A selection was held in December 2015 to select players to enter the Back-up Squad. 19 players were invited to join back-up on a probation period.

Budget

The Technical Director in his evaluation of the BJSS programme felt that the junior players were not receiving sufficient tournaments throughout the year. Therefore, it was decided at the end of the year, to allocate RM1.3 million (international tournaments) and RM100,000 (local tournaments) for the BJSS programme.

The objective were to provide tournament exposure, with added opportunities such as MOUs Invitational Training Camps, in hope to nurture and to groom them to be better players.

Medical Claims

BJSS players are not completely covered under the National Sports Institute (ISN) medical/sports science programme, in particular injuries. However, it has been decided to view it on a case-by-case basis, rather than to look into insurance policies, as it can be quite costly. The committee feels that dealing with this will be far more financial prudent.

Disciplinary Action

In October 2015, disciplinary action was taken against three (3) boys. As a result, were asked to leave the BJSS programme.

Victor Equipment

BAM signed a six year contract with Victor Global in March 2015 as the official equipment sponsor. It was a transition process with the BJSS players, however we are pleased to inform that it has been successfully integrated throughout.

Purple League

In regards to the Junior Purple League, BAM experienced very little trouble.

Moving forward, it was proposed to fine tune policies to avoid any discrepancies in the future. A standard tripartite contract has been drawn up with terms and conditions for players and clubs to sign prior to the commencement of the 2016 league.

Should such contract not be in place and signed by player/club/BAM prior to the beginning of the league 2016, the player will not be able to participate in the tournament.

MOU and Other Invitational Tournaments / Training Camps

An invitation by Korea BA to a Winter Camp from the 16th January-13th February 2016 was turned down due to limited time frame and the fact that it was during the winter season in Korea.

However, with the Technical Director more familiar with the situation and the interest to maximise the MOUs with Indonesia and Korea, it was therefore decided to have a well-drawn up plan for the BJSS Junior Programme for the New Year 2016.

Centre Of Excellence

In consideration of the new Centre of Excellence due to be completed at the beginning of 2017, and then on have the facility of 36 courts, a combination of the current and the new facility courts, it has been proposed to house the Form 4 and Form 5 players under the BAM Centre of Excellence programme.

That being said, as Stadium Juara will also be the venue for the Netball in the SEA Games 2017, the management has started looking into alternative training options for the National and BJSS programme. The Stadium is due to undergo refurbishment and upgrading works anticipated for year-end 2016.

Selection For Back-Up In December 2015

Due to the decision to abolish the Post Form 5 status under the BJSS programme, a selection was done for a total of 20 BJSS players under the present system – Form 5 (11 players) and Post Form 5 (9 players).

States were also inform and requested to send players and together conducted a Selection from the 13th-16th December 2015.

As a result, it was decided to select 19 players were selected and given a probation of between three to six months with the National High Performance programme.

International events

During the year 2015, BAM has successfully organised 4 inter-national events, which are the Maybank Malaysia Open Super Series, Yonex-Sunrise Malaysia Open Grand Prix Gold, Maybank Malaysia International Challenge and Maybank Malaysia International Youth Under 19.

Maybank Malaysia Open is the top event of the country and attracted the best players around the globe to partici-pate. Participation of players like Lin Dan, Chen Long, Saina Nehwal, Carolina Marin, Lee Yong Dae and Jan Jorgensen has made it worthwhile for the spectators. Most winners from this event turned out to be the World Champions a few months later. The event was held in Putra Stadium as it has been for the past decade but due to renovations foreseen, this event shall be placed in another stadium for the next 2 years. It shall be challenging but we also know that we shall return to this great stadium after the 2017 SEA Games.

Yonex-Sunrise Malaysia Open Grand Prix Gold was held in Kuching, Sarawak and this event is our second biggest inter-national event, which also attracted some of the top players like K. Srikanth,

Carolina Marin, Joachim Fischer, Christinna Pedersen and P. V. Sindhu for the spectators of East Ma-laysia. Stadium Perpaduan Kuching has held many events and its 4,000 capacity is ideal for the Malaysia Open Grand Prix Gold. We thank the Sarawak BA for their support during the event.

Maybank Malaysia International Challenge was held in Alor Setar, Kedah with the support of the State BA headed by their president YBhg. Dato Teoh. This event is where our local players are getting the necessary exposure and at the same time ac-cumulating the valuable world ranking points. The balance of international players and local players must be kept reasona-ble, as it would bring the development value of such event. We thank the Kedah BA for their support during the event.

Maybank Malaysia International Youth Under 19 was held in Stadium Juara in Kuala Lumpur. More than 200 players partici-pated from 10 countries and the competitiveness of the event was present. These youngsters are the next generation of the world elites and the option of having this event was to evalu-ate them with our players.

National events

Maybank National Circuit and Maybank National Grand Prix Finals been organised successfully. The National Circuit was held in Kuala Lumpur and in Ipoh. The figure of 408 players participated the Kuala Lumpur Open while Perak Open also received the similar number.

The Maybank National Grand Prix Finals was the highlight of the year as it was the event that crowns the nation’s best local matador. The 62 qualified participants were there to fight for the price money of RM’182,000.

The Committee upon the directive from the Council had discussed to formulate a mechanism / scale of penalties to be imposed against player(s) who flout their contractual obligations with BAM. It was decided that all caution / warning letters issued to players must be acknowledged accordingly and copies of the letters shall be kept in the players’ respective files.

The Committee on 19 December 2015 had met the players individually who were alleged to have breached their contractual obligations with BAM. Representatives from Victor (BAM’s equipment

sponsors) briefed the Committee on incidences of such breaches. The Committee was briefed on the distribution process of equipment and attires for players and coaches in accordance to the Sponsorship Agreement.

BAM council has also tasked the Committee to conduct a study on the position of Kuala Lumpur, Putrajaya and Labuan from geographical and political perspective in its association with BAM. The finding of the Committee shall be submitted to the BAM Council.

4. The project was experiencing about 9 months’ delay due to various factors including excavation of concrete slabs found at the base for the original lawn bowls greens, delays by materials suppliers and financial on the part of the contractor. The original date of completion which was supposed to be November 2015 has now been extended to September 2016.

5. Works were still in progress and at reporting time, with most of the structural works were 90 – 100 % complete.

6. The JKR Project Manager has reprimanded that the contractor to find ways and means to regain and recover the loss of time by employing more workers.

7. Site Meetings were regularly done at the site office with the presence of the project consultants and sub-contractors.

1. Financial Highlights of 2015 Statement of Account

Analysis of its financial condition provides an overview of the financial performance of the Association for the year ended December 31, 2015. The Committee has prepared this discussion, which provides summary financial information, along with the financial statements and related footnotes.

This Analysis should be read in conjunction with the accompanying financial statements.• The financial statements for FY 2015 report

a solid financial condition at December 31, 2015.

• Financial operations were in accordance with the revenue expectations and the approved budget plan.

1.1 Statement of Assets and Liabilities• Net Current Assets increased by

RM1.26 million or 8.7%. The most s igni f icant component of the fluctuation was a RM3.4 mill ion increase in cash and bank balance against a significant decrease of RM3 million in the subsidies and sponsorship monies receivables.

• The current liabilities decreased by RM713,000 or 14.6%.

1.2 Income and Expenditure Account• Operating and other revenues

decreased by RM496,000 to RM14.65 million.

• The favourable decrease in the operating expenses by RM1.25 million to RM13.66 million attributed to a higher profit.

• Net Surplus for the year RM998,000 or an increase of RM755,000 over 2014.

• The increase in Net Surplus was primarily attributed by the increase in sponsorship, subsidies monies and the prudent spending approach by the management.

1.3 Overview The overall performance for the year 2015

ended good with a surplus of RM998,000 against deficit budget of RM1 million.

2. Proposals that have been approved by the Council in year 2015

2.1 National Circuit and GP Finals Prize Money The Tournament Committee increased the

prize money to make it more attractive and encourage higher ranked players to participate:-

2.1.1 National Circuit (Division 1 only) from RM38,000 to RM76,000

2.1.2 National GP Finals from RM91,000 to RM182,000 to make it more attractive to get higher ranked players to participate.

All the players must give priority to our National Events and participate.

2.2 Review Players Allowances It was agreed that the players should be

rewarded according their performance. The new revised allowance structure for

the player was accepted and it was suggested that the player must be given higher rewards for achievements and at the same time there should be a penalty for those who do not perform. If a player reaches a highest rank and qualifies for a highest allowance, his/her allowance should immediately be increased and there should be a quarterly or half yearly review. However, if the players drop to a lower scale consecutives for 3 months, his/her allowances should also be reduced accordingly.

2.3 Tournament Organising Subsidy for States As the current tournament organising

subsidy is insufficient to cover cost to host tournaments, the following increment in the subsidy were approved:-

• National Junior Circuit: Previously RM20,000 increased to

RM30,000

• National Open Circuit: Previously RM30,000 increased to

RM50,000

• Malaysia International Challenge: Previously RM50,000 increased to

RM70,000

• Malaysia Youth International: Previously RM50,000 increased to

RM70,000

• Malaysia Masters (GP Gold): Previously RM80,000 increased to

RM120,000

2.4 Financial Assistance For Johor Badminton Association

Upon request of Johor BA, BAM Council approved additional subsidy of RM127,800 to assist Johor BA to cover part of its debts incurred for organising the Yonex-Sunrise GP Gold 2014.

2.5 Players’ Food Allowances for tournaments The present Food Allowance which was last

revised in 2011 was increased as follows:-(i) Category I - Local Tournaments: Presently RM40/day increased to

RM50/day(ii) Category II Countries: Presently

RM100/day increased to RM200/day(iii) Category III Countries: Presently

RM150/day increased to RM250/day(iv) Category IV Countries : Presently

RM200/day increased to RM300/day

2.6 Council Members Travelling as Team Manager

The Council approved that all Council Members to fly business class when acting as Team Manager.

2.7 Close Bank Account – Sukan Teras BAM was requested to open an additional

bank account in the year 2005 to administer all fund received from MSN in respect of Sukan Teras - State Development Program. However, MSN discontinued the Program after 2008 and the accounts have been dormant ever since. Upon proposal of this Committee, the Council agreed that BAM close the bank account and transfer the bank and transfer the balance of RM27K to its normal current account.

3. Budget 2016

This Committee prepared and presented the 2016 Budget showing Expected Income of RM27,386,000, Expenses of RM28,931,473 resulting in Deficit of RM1,545,473. The Budget was approved by the Council.
