Throughout 2016, the Las Vegas Metropolitan Police Department found itself grappling with the same issue as many major cities across the country—an increase in violent crime.
With a 25 percent increase in murders and non-negligent manslaughter, and a 7 percent increase in forcible rape in 2016, there is no doubt that these types of calls placed a strain on a department that is already working with lower than average staffing numbers.
We were able to open the Spring Valley Area Command during the summer to reduce the burden on Bolden and Enterprise Area Commands. We outfitted 1,517 additional officers with body-worn cameras in 2016, compared to 178 the year before. And, the number of officer involved shootings in 2016 dropped to 10--the lowest amount in 20 years.
A recent study by the U.S. Department of Justice Community Oriented Policing Services (COPS Office) echoed LVMPD’s positive changes. The report stated that the Collaborative Reform Initiative that began in 2012 “created meaningful and sustained change.” The report pointed to improvements in training, community engagement and increased transparency and noted that LVMPD has become a teaching organization for law enforcement agencies throughout the country.
2016 saw the passage of the last portion of the More Cops Sale Tax funding as well as the Crime Prevention Act Sales Tax. These two additional sources of funding have provided sufficient revenue to allow LVMPD to add an additional 400 police officer positions. While we wait for new officers to be trained and become fully operational, however, we are pressed to find more ways to deal with our number one priority of curbing the rise in violent crimes throughout the valley.
Innovation and partnerships will be key to meeting our goal of reducing violent crime in 2017. One recent development is the creation of the Central Intelligence Unit (CIU), which will be a central storehouse for information and intelligence gathered throughout the agency to combat crime and terrorism. CIU collects, develops, vets, analyzes and delivers actionable intelligence in a timely matter.
The community has also helped LVMPD in the fight against violence with programs like:• RECAP(RebuildingEveryCityAroundPeace)whichrelyonfaith-basedleaderstobringcalmtoaneighborhoodaffectedby violence and suppress retaliatory violence;• HOPEforPrisoners,whichaimstoreduceprisonrecidivismthroughjobretrainingandmentoring;andthesoon-to-open• JuvenileAssessmentCenter(TheHarbor),whichgivesresourcestoat-riskkidsbeforetheygetintroublewiththelaw.
While there may be challenges in reaching our goal, we can be proud of the work that we have done so far. Our ability to be creative, flexible and resourceful has led to changes that have made LVMPD one of the best law enforcement agencies in the country.

The Las Vegas Metropolitan Police Department has become a model agency nationwide for both innovations in policing
and accountability to the community it serves. As such, LVMPD is committed to the principles of constitutional policing,
transparency, and legitimacy for the citizens of Las Vegas. LVMPD’s continued decrease in use of force incidents is attributed
to numerous changes made since 2012 when then-Sheriff Douglas Gillespie requested assistance from the Department of
Justice to analyze some LVMPD processes. The most recent addition has been the implementation of body worn cameras
(BWC), as recommended by the DOJ’s COPS Office.
Studies have shown that both officer uses of force and citizen
allegations of use of force decrease when body cameras are used
(Final Report of the President’s Task Force on 21st Century Policing).
LVMPD began outfitting officers with BWC in 2014 and, as of the time
of this publication has completed the training and deployment of over
1,800 body worn cameras for officers who have daily operational
interactions with the citizens in the community.

On August 27, 2016, another community milestone was achieved with the opening of the Spring Valley Area Command. The new substation has three goals: 1) To reduce crime with faster response times and service, 2) To have a community presence, and 3) To strengthen existing community relationships and build new ones. Captain Brian Greenway, the commander of the new substation, often remarks “the best way to achieve the goals is to work with the community.” A common refrain from Captain Greenway is for Spring Valley personnel, officers and civilians alike, to strengthen existing community relationships and to build new ones.
Spring Valley is an eclectic mix of businesses, cultures, and profiles that are uniquely Las Vegas, with four casinos from one end to the other of the area command to a major tourist attraction, such as our vibrant Chinatown. Chinatown is home to the largest Asian community in Nevada. Spring Valley is a little less than 32 square miles, but is the fifth largest area command of our nine area commands. The new area command covers Charleston to the north, Flamingo to the south, I-15 to the east, and Red Rock National Conservation Area to the west. With new Neighborhood Watch blocks being created each quarter, the relationships between neighborhoods and law enforcement is being strengthened.
Although the Spring Valley area command facility was built in 2011, the recession negatively impacted the ability to staff it until now. With approximately 130 officers dedicated specifically to this area: associations, community groups, 1st Tuesday meetings, religious entities, and citizens and officers alike, can get more familiar with each other.
