There's nothing like the first few weeks ofa new year to jumpstart your personalfinance resolutions.

First comes the after-Christmas hangoverof credit-card bills and gift returns.

But as we leave 2008 behind, there'snever been a better year to start the rebuild-ing process.

As a nation, we started saving again lastyear, for the first time in ages, even as ournet worth plummeted -- thanks to the steepdeclines in home values and our diminished401(k)s and IRAs.

While many Americans once turned totheir credit cards and home equity lines ofcredit to fuel a lifestyle that was beyondtheir means, this year many creditorsclamped down on open lines of credit. Manyfound their maximum available credit limitsreduced and home equity lines of creditclosed, even if they were current on all oftheir payments.

Millions of Americans lost their jobs andran their personal finances into a brick wall,as the payments on their pay-optionadjustable-rate mortgages (ARMs) jumped.This happened despite the Federal Reserve'slowering of the federal funds rate from 4.25percent in January 2008 to between zero and0.25 percent by December.

The number of foreclosures and shortssales increased, even as the number of newand existing homes sold fell dramatically.It'll take nearly a year to sell the inventory ofexisting and new homes -- and that's withoutlisting a single new home.

As we ended the year, it became clear thatthe recession was going to be deep, and hun-dreds of thousands of Americans likely los-ing their jobs in 2009. The financial andemotional pain of this recession will be feltfor a long time to come.

But just because a recession has takenhold doesn't mean there aren't things youcan do to improve your personal finances.Because we are at the beginning of a newyear, take the time to do a frank assessmentof where you stand today. Then, create avision of where you want to be byDecember 2009.

With some careful planning, you may beable to get there. In this week's column,we'll start a conversation about how to makeyour finances real estate-ready and get yourcredit in home-buying shape.

This year, I resolve to:1. Put myself and my family on a budget

we can afford. For most Americans, theword "budget" turns the stomach. If that'show the word makes you feel, don't use it.Let's look at concepts instead.

Let's start with something simple: Spendless than you earn. Buy in bulk (if it's cheap-er), at sales, and in advance of when you'llactually need something. (If you wait untilthe last minute, it'll generally cost you moreto get the same item.) Cook at home moreoften, and use coupons if you can. Avoidtake-out foods and save restaurants for spe-cial events.

The concept you want to focus on is "trad-ing down." Each week, try to find a simplerand less expensive way to do the samething. If you drink a bottle of $25 wine eachweek, try to find one you like at around $8to $10 per bottle. If you're eating out twice aweek in restaurants, cut that back to once aweek or once every other week.

If you're spending $200 per night out(babysitter, dinner, theater, transportation,etc.), try to cut that to $100 per night.

You don't have to use the word "budget."But you should find a way to track yourexpenses (Mint.com andQuickenOnline.com are two of many choic-es), income and investments electronically,so you can see what you're spending andwhen.

2. Pay off my charge cards. The averageAmerican has more than $9,000 in credit-card debt. That's in addition to a mortgageand a car loan. More twentysomethings arepaying off school debt than ever before.

Debt isn't much of a problem unless youhave financial dreams you hope to achieve -- or you like to sleep at night. For futurehomeowners, every dollar you spend to paydown your charge-card debt or car loan eachmonth is a dollar less that you'll be able toput toward your monthly mortgage pay-ment. (While lenders have, in the past fewyears, extended an increasing amount ofcredit, traditional debt-to-income ratios arenow being enforced.)

Finally, while you're paying off yourcharge cards, remember to pay them ontime. Paying on time, over time, is the sure-

fire way to improve your credit history.3. Pay myself first and last. This little bit

of common sense is particularly helpful ifyou're trying to save for a down payment oranother major purchase. Each month, makeout an invoice to yourself for the amountyou wish you were saving. It could be $50or $500. When you pull out your checkbookto pay your bills each month, take out theinvoice and literally pay it first. Then, if youhave any cash left over in your checkingaccount at the end of your bill-paying ses-sion, pay yourself again.

The high-tech way to do this, of course, isto have your bank or financial investmentcompany electronically pull the money outof your checking account each month andsend it to a different account. The thinkingis, if you don't have the cash in your pocket,you won't spend it. (Remember to mark thisdown, however, or you could wind upbouncing checks and needlessly wastingadditional dollars on bank fees.)

Once the money is out of your checkbook,you won't waste it thoughtlessly. It doesn'tmatter where you put the money, although ifyou write the check to your Roth IRAaccount, you'll get a bonus: The money willgrow tax-free forever. Looking for anothergood idea? Send the second check to yourchild's 529 college savings plan. The moneywill also grow free from state and federaltaxes (depending on the plan you choose),and you may get a state tax deduction foryour contribution next April 15th. If you'resaving for a large purchase, like a house, putit into an interest-bearing account some-where relatively inaccessible.

In recent years, companies began intro-ducing the Roth 401(k), an after-tax optionthat allows you to salt another $15,000 awayfor your retirement. Like a Roth IRA, thecash grows tax-free forever. While there areno income limits for participants, your com-pany has to offer it as a benefit. See yourhuman resources department for details.

Conforming mortgage rates ended2008 at the lowest levels in decades.One reason is that inflation is not aconcern right now due to the currenteconomic weakness and the declinein energy prices. In addition, the Fedhas begun to purchase mortgage-backed securities (MBS), increasingthe demand. Mortgage rates are gen-erally determined by the price ofMBS. On November 25, the Fedannounced a plan to purchase asmuch as $500 billion in MBS, andmortgage rates have dropped signifi-cantly since the announcement. Lowinflation and Fed purchases of MBSare expected to continue in comingmonths.

Along with low mortgage rates,homes have reached their best levelof affordability in many years,according to the National Associationof Home Builders (NAHB). TheNAHB index compares the cost ofpaying for a home, based on averagehome prices and mortgage rates, tothe median household income.Increased affordability allows morepeople to participate in the housingmarket, which sho uld boost demandfor new and existing homes.

1) Clean up. This is often one of the leastexpensive yet most significant things youcan do to improve the look of your home.Simply picking up the front yard, puttingaway unused items such as lawn furniture orother random items, and cleaning up thedriveway can make a world of difference.

2) Prune and plant. Cleaning up yourlandscaping is another relatively easy step.Start by pruning trees and shrubs to enhancetheir beauty. Then do some planting. Usetrees to create majesty and focal points. Tall

shrubs can frame and accent interesting fea-tures of your house and yard—and concealunsightly garbage cans and the like. Lowplants and ground cover tie everythingtogether. Brightly colored flowers in theforeground are a sure way to make a yardlook lively.

3) Wash the siding. If you can work safe-ly from the ground or a ladder, this is a jobyou can do yourself; otherwise, call ahandyman or professional pressure-washingservice.
