The concept of bringing gender issues into the mainstream of society was clearly established as a global strategy for promoting gender equality in the Platform for Action adopted at the United Nations Fourth World Conference on Women, held in Beijing (China) in 1995. It highlighted the necessity to ensure that gender equality is a primary goal in all area(s) of social and economic development.

Equity (fairness/balance) is a means. Equality (equal valuing in terms of access and outcomes) is the result.

PPM and Simultaneous Mainstreaming

The Department of Women, Children and People with Disabilities speaks of “a framework for simultaneous mainstreaming and integration of gender, children and disability considerations into the day to day work of Government. The intention is towards making the concerns and experiences of women, children and people with disabilities an integral part of the design, implementation, monitoring and evaluation of legislation, policies and programmes [and therefore projects], and to assess the impact of these on the lives of vulnerable and targeted groups to ensure a better life for all.” (DWCPD: Strategic Plan, 2011-2015: 1).

Background

• The TAU (now G-TAC) has focused on mainstreaming through:

• Representatives of the TAU being part of the National Treasury process for mainstreaming

• Chief Directorate in Government Department-pilot site for strong focus on mainstreaming for gender equity and equality

• Technical Advisors to the National Treasury for Gender and Disability Strategy; Department of Women, Children and People with Disabilities

• Technical Advisor support to other Departments-raising of awareness around mainstreaming issues

Development of the Sphere-Scope

• Complementary interface with the PPM Toolkit• Logic of the PPM Model is the base onto which the

simultaneous mainstreaming principles are built• Hence first “to get into” the logic of the PPM” : 3 layers of

Phases; People and Organisation Change and 9 project management knowledge areas

• Once you follow the embedded logic of the PPM model>> superimpose the logic of mainstreaming in alignment with the PPM logic

• Intended as a practical “starting point” to work simultaneous mainstreaming into phases of project management

Why…that name?

• “Sphere-Scope” is a newly coined term. The use of a fresh term is to encourage us to look at simultaneous mainstreaming with fresh eyes

• “Sphere-Scope” is a compound word, made up of “Sphere” and “Scope”. The sphere is an obvious reference to the circle (The Integrated Project Management Model) on which the “Sphere-Scope” is based.

• However “Sphere” has a number of other meanings, which should also be considered when understanding or using this new word:

• “Sphere” refers to the circular and iterative nature of working on mainstreaming; as a ‘globe’ it is also about signalling the creative, global nature of project and mainstreaming work. Sphere also means area of work, field of interest, speciality/forte and therefore the sphere is to encourage programme and project managers to develop their knowledge, interest and expertise in simultaneous mainstreaming.

• “Scope” refers to capacity, range, opportunity, choice, scale-all words that are integral to the mainstreaming of gender within programmes and projects.

• Central points reminds us to keep Mainstreaming @ the core• Best used and understood when interfacing with the “place mat” of the PPM

+ Toolkit• Questions provide a range of considerations-aim to achieve some of these

strategies for each phase• Use of other resources such as Toolkits for mainstreaming (many to be

found)• Developed to be at hand, on your desk, in your diary…• It is about outcomes and results- the so-called ‘end game’; the vision; the

specific future reality that one encounters when working through a theory of change-and taken down to a practical level

• Minister Pravin Gordhan (Budget Speech, 2011) indicated that

“We have embarked on the long walk to economic freedom. All South Africans aspire to these freedoms;

• Amartya Sen talks of ‘Development as Freedom’-and indicates that working on equality is about comprehensive outcomes (also the stages along the way where one builds-incrementally…) as opposed only to cumulative one’s.
