I know you’re rushing around now trying to fit all your holiday happenings in your schedule. But you know soon those dreary January days and nights are going to start to drag….time to recharge your brain by learning something new! Local Genealogy Nerd (said in a loving, kind and admiring way!) Grace Hertz has agreed to teach a class for beginners. So if you’re curious about your family tree but don’t know where to start, this is for you! Grace knows lots of tricks and resources to get you headed in the right direction. If you’re interested in this, please let us know. Days and times of these classes will be determined by the schedules of those interested in taking them. Just a few new additions this week. This is the one time of year there aren’t a lot of new releases because most things were rushed out in time for Christmas giving! New novels include: Gods of Guilt by Michael Connelly, Someone Else's Love Story by Josilyn Jackson and Good Boy by Theresa Schwegel. New nonfiction includes: Carly's Voice; Breaking through Autism by Arthur Fleischmann and 40 Chances of finding Hope in a Hungry World by Howard Buffett – which was given by Becky Braesch in memory of Dan Woodin. Elderbridge Agency on Aging Requesting Funding ProposalsElderbridge Agency on Aging is requesting funding proposals from service providers in the 29-county Planning and Service Area 1 that wish to provide and/or expand home and community-based services to the elderly (persons age 60 and older). The goal of services that receive funding must support Elderbridge’s mission to enable older Iowans to live with the maximum possible dignity, well-being, and independence in their communities. Services to be considered for funding include chore, health promotion, homemaker, legal assistance, medication management, mental health outreach, personal care, reassurance/visiting, respite, and transportation. Organizations submitting applications must provide services within Elderbridge’s 29-county service area: Audubon, Buena Vista, Calhoun, Carroll, Cerro Gordo, Clay, Crawford, Dickinson, Emmet, Floyd, Franklin, Greene, Guthrie, Hamilton, Hancock, Humboldt, Kossuth, Lyon, Mitchell, O’Brien, Osceola, Palo Alto, Pocahontas, Sac, Sioux, Webster, Winnebago, Worth, and Wright counties. Services Held Recently for Walter “Wally” JohnsonWalter "Wally" Johnson, age 81, of Pocahontas, passed away on Tuesday, December 17, 2013, at the Pocahontas Community Hospital in Pocahontas, Iowa. Walter Horace Johnson was born on October 25, 1932, in Independence, Iowa, to William Horace Johnson and Cora Lavina Kirkendall, and was one of five children. Walter wed Josephine Rae Harrington on January 10, 1951, in Anchorage, Alaska, where Walter made his living as a meat cutter, later owning his own shop. Between 1951 and 1957 Walter and Josephine lived in either Alaska or Iowa; eldest daughter Kathy was born in Independence, IA, in 1952 and daughter, Julie was born in Alaska in 1955, returning to the lower 50 states in 1957 to make their home in Winthrop, Ia. In Winthrop, he owned Wally's Grocery store, and a clothing store, the Emporium, and son Rodney was born, in 1958. In 1967, the family moved to Algona, Iowa, and in 1973, with son, to Marion, Ohio. Walter had been a volunteer fireman, sold insurance for Farm Bureau, had his own soybean

roaster business, and worked for Vigortone pre-mix as sales mgr. for territories east of the Mississippi, before starting his own business, Ration Maker Products in 1979, with partners in Laurens, Iowa.

He also had a partnership in Advantech in Fort Dodge, and in Lyfe Industries, before retiring. Walter made his home in Pocahontas, Iowa, where Josephine still resides. Wally, as he was most often known as, enjoyed people; he was an

encouraging force and always felt he could learn something from anyone. To him everyone had something to offer. To say that he was an avid golfer would be an understatement, and he had many,many friends with whom he enjoyed the sport. He helped in the development and building of the Buffalo Creek Golf Course in Winthrop, Iowa, and was its first president, also owning Timberline Golf Course and expanding it into an 18-hole public course, in Peosta, Iowa, before its sale. He was a member of Resurrection of Our Lord Catholic church in Pocahontas. Wally was preceded in death by his parents, one brother, Chuck (Rosemary) Johnson, and two sisters,

Marilyn (Bob) Belenski, and Carole (Marv) Reed. Surviving are his wife of 62 years, Josephine, of Pocahontas; daughters Kathy Boudewyns of DesMoines, IA, and Julie (Michael) French, of Nisswa, MN; son Rodney (Anita) Johnson of Laurens, IA.; eight grandchildren, Christopher (Rebecca) French of Minneapolis, Nathan French of Nisswa, MN and Samantha French (Aaron Hauck) of Ridgewood, NY, Jacob (Callie Meggers) Boudewyns, and Matthew (Corrie) Boudewyns, all of DesMoines, IA, Cole Johnson of Iowa City, IA, Bryn Johnson of Laurens, IA, and Connor Johnson, of Laurens, IA.; six great grandchildren including Jack, Matt, Hannah, and Andrew French of Minneapolis, MN, Fern French of Nisswa, MN, and Lillian Boudewyns of DesMoines, IA, and one brother, Earl Johnson of Anchor Point, AK, many nephews, nieces, relatives, and friends with whom he was blessed. Walter will be missed by all who knew him. Memorial donations may be made to The American Diabetes Association or the American Cancer Society. Visitation was held from 4-7 PM on Friday, December 20, 2013 at Powers Funeral Home in Pocahontas. Funeral service was held at 10 AM on Saturday, December 21, 2013 at Resurrection Catholic Church in Pocahontas. Graveside services were held at 3:15 PM on Saturday, December 21, 2013 at St. John’s Cemetery in Independence, IA.

2014 Northwest Iowa Youth Beef BonanzaAll youth (4th grade and older) and their families are encouraged to attend the 1st Annual Beef Bonanza sponsored by Iowa State University Extension and Outreach and Iowa Lakes Community College. The hands-on educational event will be held Saturday, January 18, 2014 at Iowa Lake Community College in Emmetsburg. Participation in this program will earn you the designation of “Certified Youth Beef Producer” and will also fulfill your Food Safety and Quality Assurance (FSQA) training. Some of the sessions that will be offered are: Cattle Comfort and Nutrition, Vet Health, Where’s your Money Going?, and Beefing Up Meal Time. You must be registered for this conference no later than January 7. Participants will earn more about the application process, timeline of events and campus interview for 4-H Project Awards/Trips. City Council Minutes

The Laurens City Council met in regular session at the Municipal Building at 5:00 pm, December 16, 2013. Mayor Rod Johnson called the meeting to order. Present were Council members Rich Newgard, Ken Kunickis, Clarence Siepker, Gary Heuton and Julie Potter; Police Chief, Chris Toner; City Manager, Barbara Smith; Public Works Director, Julian Johnsen and City Attorney, Ann Beneke.

Siepker motioned to remove item #6 – City Manager Benchmarks & City Manager Salary, and move the item to a work session scheduled for Monday, December 23, 2013 at 5:15; seconded by Newgard. Ayes all; motion carried. Siepker then motion to approve the amended consent agenda; seconded by Newgard. Ayes all; motion carried.

Chad Cleveland, representing Laurens Municipal Utilities and Laurens Municipal Power and Communications informed the Council of their audits, the state of the utilities and the budgets for the upcoming 2014 year. He also informed the Council of the bad debts that needed to be written off. Newgard motioned to write off $7,055.15 in bad debts, seconded by Potter. Ayes all; motion carried.

Owners of the Silver Dollar Saloon informed the Council that they were intending to install security camera inside and outside of the bar—one in the back service area, one in front of the establishment, and two inside, to help curb the public urination problem. They have also made the back door an exit only door, so when people go out the back door they will be unable to re-enter. Kunickis motioned to “Timely File” the liquor license for the Silver Dollar Saloon, seconded by Newgard. Ayes all; motion carried. The liquor license for The Silver Dollar Saloon will be revisited in three months.

Potter motioned to approve pay estimate #9, seconded by Heuton. Ayes all; motion carried. Heuton motioned to approve the third reading of Ordinance 07-13, Laurens Residential Urban Revitalization; seconded

by Siepker. Roll call vote: Ayes all; motion carried. Ordinance 07-13 will be effective once it has been published in The Laurens Sun.

Heuton motioned to approve Resolution 33-14, a Resolution recognizing Clarence Siepker’s service to the City; seconded by Kunickis. Roll call vote: Ayes—Kunickis, Heuton, Newgard, Potter. Siepker abstained.

Newgard motioned to approve Resolution 34-14, a Resolution recognizing Ken Kunickis’s service to the City; seconded by Potter. Roll call vote: Ayes—Heuton, Newgard, Siepker, Potter. Kunickis abstained.

Mayor Johnson issued the oaths of office to Jean Swanson, Sid Enockson, and Julie Potter. The new council members will begin their duties on January 2, 2014.

During city staff reports, Smith acknowledged a $30,000 donation to the new swimming pool fund from Lyle and Barb Wallin; and spoke briefly about the new county website that will also host the various cities’ websites throughout the County.

Randy Hopkins asked the Council about a zoning issue. Potter motioned to set the date for the public hearing in reference to the 2014 budget amendment for January 6, 2014,

seconded by Heuton. Ayes all, motion carried. Newgard motioned to set the date for a Council work session for January 22, 2014 to work on a Capital Improvement

                      December 16, 2013

The Utility Board of Trustees of Laurens, Iowa met in regular session at the Municipal Building, 272 N. Third Street, Laurens, Iowa, at 5:00 p.m. on the above date. Present were Trustees Richard Main, Ben Storms and Jerry Runneberg. Also present was General Manager Chad Cleveland.

The agenda for the December 16, 2013 meeting stands approved as presented.

The Board of Trustees then joined the City Council meeting and presented the Council with the 2012 audits, the State of the Utilities Report, the Bad Debt Accounts Report and the Budget for 2014.

At approximately 5:45 p.m. the Board of Trustees resumed their regular monthly Board meeting.

The minutes of the November 25, 2013 meeting stand approved as presented.

Motion by Trustee Runneberg and seconded by Trustee Storms to approve the list of bills for November 2013 in the amount of $480,059.87. Ayes: All. Nays: None. Motion carried.

The Trustees reviewed the Utility Funds Report. No specific action was taken.

Discussion was held on the New Home Incentive Program. No specific action was taken.

Discussion was held on the Energy Efficiency Rebate Program. No specific action was taken.

Discussion was held on the capital improvements forecast presented by the General Manager. No specific action was taken.

Discussion was held on Telephone, Cable TV and Internet rates. The last time communication rates were adjusted was back in May of 2011. No specific action was taken at this time.

Discussion was held on electric rates. The Board reviewed the latest cash flow analysis from Jon Burmeister of Public Financial Management. Mr. Burmeister recommends that the Electric Utility raise its rates by 3% across the board and to have these new rates go into effect on March 15, 2014.

Trustee Storms introduced a resolution entitled “RESOLUTION AMENDING THE ELECTRICITY RATES OF THE LAURENS MUNICIPAL LIGHT AND POWER PLANT” and moved its adoption. Trustee Runneberg seconded the motion to adopt.

Chairman Main declared the following Resolution duly adopted:

WHEREAS, pursuant to an election held in the year 1949, the management and control of the Laurens Municipal Light and Power Plant has been in the hands of the Board of Trustees; and

WHEREAS, the Board of Trustees may, by resolution, establish, impose, adjust and provide for the collection of rates to be charged for electricity and use of services provided by the Laurens Municipal Light and Power Plant.

THEREFORE, BE IT RESOLVED by the Board of Trustees of the Laurens Municipal Light and Power Plant of the City of Laurens, Iowa:

Section 1. The Utility shall increase the electric rates as recommended by our financial planner from Public Financial Management. The electric rates shall be increased by 3% across the board and shall go into effect on March 15, 2014. The new electric rates shall be as follows:

A. RESIDENTIAL RATE: Applicable to residential customers for all domestic uses, including water heating, space heating and air-conditioning in a single-family dwelling and individually metered apartments including the use of motors, not more than 5 HP individual capacity.

CHARACTER OF SERVICE: Single-phase, 60 Hertz, 120/240 Volt, 400 Amp maximum, 3-wire, single meter.

MONTHLY CHARGES: Customer Charge $ 12.85 per month Plus Energy Charge $ 0.0711 per kWh

B. SMALL COMMERCIAL RATE: Applicable to all commercial customers for lighting, heating, cooking, refrigeration, power to motors and other approved uses where the monthly metered demand does not exceed 10 kW.

CHARACTER OF SERVICE: Single-phase or Three-phase, 60 Hertz, at available secondary voltages. Utility furnishes one transformer and one meter.

MONTHLY CHARGES: Customer Charge $ 12.85 per month Plus Energy Charge $ 0.0975 per kWh

C. LARGE COMMERCIAL RATE: Applicable to all commercial customers for lighting, heating, cooking, refrigeration, power to motors and other approved uses where the monthly metered demand exceeds 10 kW but does not exceed 50 kW.

CHARACTER OF SERVICE: Single-phase or Three-phase, 60 Hertz, at available secondary voltages. Utility furnishes one transformer and one meter.

MONTHLY CHARGES: Customer Charge $ 25.60 per month Plus Energy Charge $ 0.0575 per kWh Plus Demand Charge $ 7.65 per kW

D. INDUSTRIAL RATE: Applicable to all commercial customers for lighting, heating, cooking, refrigeration, power to motors and other approved uses where the monthly metered demand exceeds 50 kW.

CHARACTER OF SERVICE: Three-phase, 60 Hertz, at available secondary voltages. Utility furnishes one transformer and one meter.

MONTHLY CHARGES: Customer Charge $ 32.00 per month Plus Energy Charge $ 0.0319 per kWh Plus Demand Charge $ 13.45 per kW

E. OTHER PROVISIONS:

MINIMUM BILL: Monthly customer charge plus demand charges if applicable.

PENALTY: The electric bill shall be due and payable upon receipt. If the electric bill is not paid by the 20th day after billing, a late payment fee of 1.5% of the balance due will apply. If said 20th day after billing falls on a Saturday, Sunday or Holiday, the deadline for payment without penalty will be extended to the next working day.

DELINQUENT NOTICE: A $5.00 charge will be incurred on all delinquent accounts that require the preparation and delivery of a delinquent notice.

24 HOUR DISCONNECT NOTICE: A $15.00 charge will be incurred on all delinquent accounts that require the preparation and delivery of a 24 hour disconnect notice.

SALES TAX: Sales tax will be added to all electric bills so as to be in compliance with the provisions of the laws of Iowa.

METERED DEMAND: The metered demand shall be the maximum kilowatt demand established by the consumer for any period of 15 consecutive minutes during the month as indicated or recorded by a demand meter.

BILLING DEMAND (Industrial Class Only): The demand to be billed shall be the adjusted demand for the month but not less than 40% of the highest demand billing dollars during the preceding eleven (11) months.

RECONNECTION FEES: If a customer, whose service has been disconnected, either by his/her order or by reason of delinquency, requests a reconnection of such service within twelve (12) months of the time of disconnection, a reconnection charge equal to the sum of the monthly minimum charges for the period of disconnection shall also be collected. The minimum reconnection charge shall be equal to the sum of three (3) months minimum charges. They are as follows:
