2. Land use

2.1 Planning and other approvals

Planning approval is being sought in parallel to this application (Service Order 1003435).

Once approved, the relevant approval will be supplied to EPA.

2.2 Choice of location for new premises

SUEZ operates the Hallam Road Landfill in accordance with strict conditions set by EPA Victoria through the environmental licence, and the City of Casey through a Planning Permit.

The area in which waste activities can occur is defined as the Works Approval area. SUEZ initially considered locations within this area to relocate the Leachate Treatment Facility (LTF). Since the final two landfill cells take up much the remainder of the useable Works Approval area, these locations were limited.

Following closure of the landfill, the land will be passed to council, with the expectation that it will form part of a public parkland area. Any location for the LTF will need to consider this end use, since there will be maintenance activities associated with it. It is also desirable to have a separation between the public and the LTF.

Desirable requirements:

Within current Works Approval boundary;

Permitted on current Planning Permit;

Well screened by trees or hills (reduced visual impact);

At least 500m from houses (reduced risk of amenity impact);

Power available for the aerators and pumps;

Large enough for future requirements (15ML);

Accessible without entering future parkland (current landfill); and

On stable land to prevent subsidence.

After an extensive review process, the option towards the south of the site (shown in figure 2) was chosen due to the following desirable criteria:

Well screened visually by topography and vegetation;

Greater than 500m from sensitive receptors, achieving a reduced risk of amenity impact;

Power available close by;

Large enough for future requirements (15ML);

Accessible without entering future parkland (current landfill); and

On SUEZ owned land.

The location does not currently fall within the Works Approval boundary, nor is it permitted on the current Planning Permit, therefore both a Works Approval application and Planning Application are required.

3. Track record Summary of environmental track record over the previous three years

As part of its licence conditions, SUEZ produces an Annual Performance Statement that is submitted to EPA before the end of September every year. The relevant sections of the APS for 2016, 2017 and 2018 is included as Appendix 2.

SUEZ has received two Pollution Abatement Notices (PAN) for the Hallam Road Landfill in the last three years. SUEZ has worked with EPA and auditors to rectify any issues.

PAN 90006726 was issued on 29/08/2016 and relates to control of landfill gas exceedences at the site. This PAN was revoked on 21/03/2017.

PAN 9007453 was issued on 10/03/2017 and relates to the same issues as PAN 9006726. The PAN was issued to allow for extension of time and additional actions in order to comply with the previously issued PAN 9006726. This PAN was revoked on 11/10/2017 on completion of all actions to the satisfaction of EPA.

SUEZ has received three Infringement Notices for the Hallam Road Landfill in the last three years. Following internal reviews and investigations, SUEZ put in place extra infrastructure, changed operating procedures and work instructions in order to prevent reoccurrences of issues.

Infringement Notice 533700 was issued on 13/09/2017 and related to the observation of uncovered waste made by an EPA officer on 12/07/2017.

Infringement Notice 545168 was issued on 04/04/2018 and related to the observation of litter beyond the boundaries of the landfill made by and EPA officer on 01/03/2018.

Infringement Notice 556050 was issued on 12/10/18 and related to the observation of litter beyond the boundaries of the landfill made by and EPA officer on 10/08/2018.

5. Process and integrated environmental assessment

5.1 Existing operation

SUEZ operates the landfill at Hallam Road, Hampton Park. The site historically had 4 leachate ponds of varying sizes, known as ponds A, B, C and D.

During construction works for Cell 13, ponds A and B were decommissioned.

Leachate is the liquid that is generated within the landfill. This liquid can come from the waste itself, or through the rainwater that falls on an operational landfill cell. The leachate is pumped out of the landfill cell and is collected in a pond. The leachate is treated using aerators, which reduces the amount of ammonia and other contaminants. SUEZ continually tests the leachate until it has been sufficiently treated. A test is then performed by South East Water (SEW). If the tests show that the leachate meets the correct criteria, SEW allows it to be discharged into the sewer. SEW then treats the leachate further at the eastern treatment plant. Once the leachate is discharged, the pond can be filled again and the process is repeated.

Well managed leachate ensures efficient landfill gas capture, which in turn reduces the risk of odours from the landfill. If leachate builds up in the gas capture infrastructure, gas collection efficiency is reduced, meaning less gas is collected, less energy is generated and the possibility of gas escaping increases.

In 2018 SUEZ processed and discharged approximately 40,000 kL of leachate.

5.2 Description of the proposal

In order to build and complete filling of the final two landfill cells, and prepare for the future closure and aftercare period of the landfill, relocation of the leachate treatment facility (LTF) is required.

The proposal comprises of three equally sized ponds, each capable of holding 5,000 kL of leachate, giving a total storage capacity of 15,000 kL.

Aeration will be achieved using venturi aerators. These units differ from the current surface agitation aerators, in that they require significantly less power to operate, reduce the amount of aerosols released, and operate at a much lower noise power level. The proposed aerators have a lower weight, meaning removal for maintenance activities is safer and easier, ensuring quick turnaround of maintenance activities.

Sampling, testing and pumping activities are carried out from a purpose built pump house.

The area will be fenced to limit entry to the facility.

Ponds will be filled sequentially and aeration will begin once the aerators are able to float on the surface of the leachate. Aeration will continue until discharge criteria have been met for the pond in question. Pumps will operate less frequently than the aerators. For the purpose of the GHG emissions estimate, it is assumed aerators operate for 75% of the year, and pumps operate for 25% of the year, based on 24-hour operation.

5.3 Process and technology

Choice of Process and Technology and Integrated Environmental Assessment

The current aeration process employed on site achieves the desired outcomes for treatment and disposal. In order to future proof and improve operations, SUEZ has identified a new type of venturi aerator and is seeking to utilise Supervisor Control and Data Acquisition (SCADA) systems. It is expected that the new type of aerator will be more efficient, requiring only 5.5kW per aerator compared with 37kW for the existing aerators. The venturi type also reduces water surface disturbance, which limits the amount of aerosols created during processing. The SCADA system will allow for semi-automated control of the process, and will produce alarms that can be remotely communicated in case of system malfunction or shutdown. The system will close down in the event of a pump or valve malfunction and will alert the operator of the issue.

The physical layout of the ponds has been designed with safety in mind, allowing the operator to sample, test and control the process without approaching the edge of the pond.

Should any of the proposal be deemed inadequate once commissioned, SUEZ will consider further controls to mitigate odour or noise concerns.

12.4 Landfill premises (A05)

12.4.1 Consistent with Regional Waste and Resource Recovery Implementation Plan (RWRRIP)

The proposal is consistent with the Statewide Waste and Resource Recovery Infrastructure Plan (SWRRIP) which identifies the site as a Hub of State Importance for reprocessing materials from C&D activities and is a significant putrescible and solid inert landfill serving the south-east region of Melbourne.

12.4.2 The proposal and the existing operations

12.4.2.1 Existing operation

The Hallam Road landfill forms part of Hampton Park Resource Recovery Precinct (HPRRP), and services the needs of ten municipal councils, accepting kerbside municipal solid waste and transfer station waste. Other users of the landfill include several collectors of commercial and industrial waste, from large multi-national companies through to smaller local collection businesses. In total, the site accepts more than 550,000 tonnes of waste per annum.

The proposal is to extend the Works Approval boundary to allow the construction of the leachate ponds and infrastructure.

12.4.3 Background environmental condition and siting consideration

The site is subject to 53V audits, landfill gas audits and Annual Performance Statements. Since the proposal does not change the conditions under which the landfill operates, the details of the background environmental conditions and groundwater are not included in this application.

12.4.3.3 Separation distances

A plan of sensitive receptors is included in figure 2 above (section 2.2).

The closest sensitive receptor is some 500m from the proposed location of the leachate ponds, approximately double the distance from the current ponds to the nearest sensitive receptor.

12.4.4 Best practice design

The design of the leachate treatment facility will meet the requirements outlined in 6.2 of BPEM.

12.4.4.2 Liner and leachate management

It is proposed that the basal liner and side wall liner will meet BPEM requirements, comprising: subgrade; GCL; HDPE; and cushion geotextile. The base of the ponds will be concrete to reduce the possibility of damage to the lining system from the aerators when the ponds are empty.
