Counter Trafficking in Persons Program (CTIP II) Hotline number of Interactive Voice Response on Safe Migration: +855 95 975 804 The Counter Trafficking in Persons Program (CTIP II) is a USAID-funded project to fight human trafficking and labor exploitation in Cambodia.The four year project (2011-2015) is implemented by Winrock International together with government and non- government partners. The project aims to improve the ability and readiness of Cambodian institutions to combat all forms of human trafficking through preventing human trafficking, enhancing the protection and care for trafficked victims and migrant workers and building government capacity to prosecute traffickers and trafficking related crimes. Cambodian trafficking-in-persons victims include men, women and children who have migrated, either by choice or by force, from rural areas to cities or abroad seeking work. They fall prey to fraudulent recruiters, or sign documents that place them in debt bondage. Cambodian children can be taken to Thailand and Vietnam, or remain in Cambodia, and are subjected to forced labor — including begging, scavenging, domestic work, and working in quarries. They may also work in the production and processing of bricks, rubber, salt or shrimp and on fishing vessels. Working Together to Combat Human Trafficking in Cambodia

RESCUE VICTIMS AND REINTEGRATE SURVIVORS

Winrock works to enhance survivor protection from all forms of human trafficking and provide them with care services by developing and implementing victim identification channels and guidelines, promoting practical delivery and evaluation of minimum standards for survivor services, and promoting flexible, survivor-driven service delivery and reintegration options.

STRENGTHEN LAW ENFORCEMENT AND PROMOTE EFFECTIVE PROSECUTION

Winrock improves law enforcement capacity to identify and prosecute traffickers and human trafficking related crimes by extending standard operating procedures of the Anti-Human Trafficking and Juvenile Protection Department. We support the national police forces to develop consolidated anti-human trafficking training programs for police at national and sub-national levels.

EMPOWER PEOPLE TO PROTECT THEMSELVES FROM TRAFFICKING AND LABOR EXPLOITATION

Winrock promotes effective national and local prevention strategies to reduce human trafficking, including labor trafficking and exploitation, by investigating trafficking patterns, developing appropriate prevention campaigns for all forms of human trafficking, and establishing centralized locations for pre-decision migrants to obtain information on safe migration or viable economic alternatives.

SUPPORT GOVERNMENT INSTIITUTIONS TO FIGHT HUMAN TRAFFICKING

Winrock works with the Cambodian government to design, lead, coordinate, and evaluate national and regional efforts to combat all forms of human trafficking. We provide guidance and technical assistance to the National Committee on Suppression of Human Trafficking, Smuggling, Labor and Sexual Exploitation to implement national policy on combating these crimes . Our interventions include the implementation and enforcement of policies, the improvement of monitoring mechanisms at national and provincial levels and building capacity of selected provincial committees to implement the national policy effectively.
