TECO Energy is taking action to protect both the safety of its transmission lines and the safety of the abutting homes along the corridor in Tampa Palms and elsewhere
To deter vehicle intrusion TECO is installing posts along the boundary of their property at the roadway crossings
These posts are hidden be-hind the plantings and berms along the roadways
This action is a means to reducedstop unwanted and even dangerous vehicle traffic from entering the corridor and halt the ldquodumpingrdquo that sometimes occurs
Residents are annoyed and wary of solicitors they come at non-advantageous times they annoy pets and there is always the concern that they are scouting for something more than selling magazines
What Can The Police Do
The challenge for Tampa Palms and the police is that all of the roads in the non-gated villages are public rights-of-way The sidewalks along these public roads are open to the public and it is not possible for the police to ldquobanrdquo un-wanted solicitors from public areas such as sidewalks
What Can Owners Do Tampa Palms owners who do not want solicitors at their doors may post no soliciting signs in their front yards or by the front door (Get RMC approval) The police recommend doing this and if the signs are in place the po-lice can and will enforce these signs on ownersrsquo private property
Tampa Palms Standards
Community standards are vital to the health and value of Tampa Palms Those who do not properly maintain their property place at risk
bull The value of their own property
bull The value of their neighborsrsquo property
bull The reputation of Tampa Palms
Declines in neighborhood property care are not only very unpleasant they also negatively affect the property values of all owners not just the property with a violation Home buyer research indicates that an overwhelming pro-portion of home shoppers (62) base their final buying decisions equally on the home and the neighborhood
In the last few years the number of violations has increased
Owners donrsquot notice the problems New owners may be unaware of what is required
That said an overwhelming majority of owners who are cited correct the problem after receiving nothing more than a single notification
How Are Violations Determined
If you receive notification that something needs attention in order to meet Tampa Palms standards donrsquot assume a neighbor has ldquoreported your homerdquo or that a Board has sin-gled your home out for some reason and become angry and defensive
The property managers independently review properties in the villages on a rotating basis and their criteria is solely based on if what they observe meets the standards of the governing documents
If someone were to report a property as needing attention (and this seldom happens) the property managers would not cite the owner until
They inspected the property themselves and Have confirmed that a violation exists
It is the policy of the TPOA that
bull Board members do not tell the property managers which properties or villages to focus
bull Covenants and Fining Committee members do not di-rect the activities of the property managers

Zoning Changes Questioned
They Depend On You There have been a number of stories on Tampa Palms social media outlets about missing pets or pets killed out doors in Tampa Palms The loss of a pet is truly heartbreaking they are important members of our families
Tampa Palms is home to a wide variety of wildlife from coyotes to bob cats to alligators and even an occasional bear
The ever-present wildlife is one of the reasons many residents moved to this area but the wildlife is not a friend to our pets In part this is the reason that Tampa Palms rules do not permit keeping pets outside no matter if the pet is tethered or fenced primarily this is to protect the pet County laws mirror these rules
Recently coyotes have received a lot of attention they are the largest of the predators routinely seen in Tampa Palms They live in the conservation areas along the river on the east side of Tampa Palms and the ELAPP property along Cypress Creek on the west side they travel through the golf course and wander up and down the power corridor
Experts advise to protect household pets do the following
bull DOGS Keep your dog on 4 ft-6 ft leash Always be vigilant with your pets when going outside from dusk to dawn when coyotes are most active
bull CATS The best way to protect your cats is to keep them as indoor only cats Coyotes have a very easy time hunting cats

Requested Changes In Tampa Palms
Residents have contacted the TPOA and CDD regarding the zoning change sign posted outside Lifesong Church on Tampa Palms Blvd The sign indicates an intent to utilize the property for a ldquoplace of religious assembly and daycarerdquo The property in question located in Wyndham across from Stonington has very specific restrictions in the Tampa Palms governing documents A Supplemental Declaration of the Covenants Conditions and Restrictions for the Tampa Palms Owners Association was filed in Nov of 1988 The property is permitted in the TPOA governing documents to include one church site and other uses such as recreation or education reasonably related to the primary use as a church site
On the surface the use of a daycare seem reasonable but there are several problems with the application as written
bull As written the application adds a new stand alone use of ldquopre-schoolrdquo
bull Ostensibly in the future the church could sell the property to a non-church related operation in conflict with the Tampa Palms governing documents
As required by procedures the TPOA Board has referred this matter to corporate counsel RMC and property managers will reach out to the owners the application could be rewritten to protect the Tampa Palms neighbors making any use related to a church
The request comes before City Council City Hall February 13th 6 PM
The TPOA Counsel and community members will be on hand to oppose the application as written Owners are encouraged to appear and express their wishes
New To Tampa Palms Here Are Some Questions With The Answers To Help
The TPOA and the CDD field questions from owners perspective owners and others relative to Tampa Palms and how
the community operates Some of these questions are asked so frequently that the TPOA staff thought it would be useful
to list them with the answers for everyone
My realtor told me that homeowners pay for the streetlights Does the CDD or the TPOA bill for
them or are they billed separately on our taxes
No The City of Tampa pays but does not separately bill for the streetlights in Tampa Palms along the
public roads (not gated) TECO owns and operates the streetlights repairs them and in the cases of
accidents replaces them This is not true in some other places in New Tampa Gated villages pay for
their own streetlights
Are residents in gated villages subject to the same TPOA rules
Yes Villages within Tampa Palms that have sub-associations are subject to all of the rules of
the TPOA In addition many gated villages such as the Sanctuary or Sterling Manor have
stricter requirements The TPOA will only cite owners for TPOA rules Gated communities
are responsible for administering the rules in their governing documents
Can bounce houses and drones be used in Tampa Palms parks
Bouncy houses are not permitted in Compton Park due to the dangers brought about by the
proximity to the high voltage transmission lines in the power corridor They are permitted in
Hampton and Amberly parks with a reservation Call Jo Ann Conrad at the TPOA (977-

Drones and other remote controlled aircraft are not allowed in any Tampa Palms park
Can dogs be kept outside if the yard is fenced and can they be walked on streets and in parks if off-leash but
well trained
No the Tampa Palms governing documents provide that dogs ldquoshall at all times whenever they are
outside a Unit be confined on a leash held by a responsible Personrdquo That means in part that they
cannot be fenced or tethered in a ownerrsquos yard
The Hillsborough County Ordinance goes a step further and includes cats in the law requiring a leash
when a dog or a cat is off the ownerrsquos property ldquoNo dog or cat shall be allowed to stray run or go
at large upon any public property or street sidewalk park or on the private property of another
without the consent of the property ownerrdquo
Postings on certain online sites indicate that New Tampa pays a higher City property tax rate than owners in
South Tampa Is anyone working to change that
Nothing to change This is just bad information The City of Tampa ad valorem tax rate
(millage) paid by Tampa Palms owners and New Tampa owners is the same mileage rate paid by
property owners in Palma Ceia Davis Islands and Seminole Heights etc The millage rate city-
wide is 62076

A Word About Coyotes
The chirping bark of coyotes has been heard in Tampa Palms mostly from the lands near the Country Club and river There is no doubt that the coyotes roam further into areas near villages especially for ldquoeasy foodrdquo like food left out for pets or regrettably pets themselves
According the FWC ranger assigned to the area coyotes are about the size of a small German Shepherd they eat mostly rodents BUT small dogs and cats allowed to roam or tethered outside are in danger
The coyotes that live on the ELAPP lands near TP North and along the river south of the Country Club often venture into Tampa Palms using the power corridor
Like the pigs shown below right and the bob cat with her two kittens below left the FWC ranger warns that no wild animal should be approached or fed
Some contributors to social media sites in and around Tampa Palms have expressed alarm that ldquocontinued constructionrdquo is taking away wildlife habitat in Tampa Palms Fortunately construction is over in Tampa Palms There remains permitted development in TPOST 3 but except for remodels there is nothing in Tampa Palms Building in Tampa Palms radic The last village in Area 1 was approved
in 1994 (Estates at River Park) radic The last village approved in Area 2 was
in 2004 (Palma Vista Townhomes) Tampa Palms is unique in that there are considerable conservation wetlands and protected ELAPP lands within the boundaries Total Acres in Tampa Palms1 3 341 Acres with buildings (homes driveways pools roads) 368 Grass amp Shrub Acres (lawns recreation spaces and landscape ) 401 Water Acres (ponds) 134

Equally unique is the fact that wildlife in Tampa Palms is protected in several ways
bull City of Tampa confirmed that neither the Tampa Palms Master Plan nor the Development of Regional Impact provide for hunting and trapping of animals as a permitted use

The ponds are designed to receive storm water from the streets for treatment Anything thrown in the streets will ultimately make its way to the ponds It is for that reason that it is vital not to throw trash oils fertilizers or any foreign substance into the streets or into the storm drainshellip it all goes to the ponds Some people including some tradesmen working in Tampa Palms may not be aware of how the stormwater system works They think the water goes to the sewers it does not Please take a minute to make certain workers on your property do not place yard waste or chemicals into the drains and call the CDD if you see trash in a pond

With the primaries only weeks away in March and the big day looming ahead in November Tampa Palms and the whole nation is set to experience anoth-er wild and crazy season with both local and national races
Enthusiastic candidates and their supporters are eager to place signs at every location where signs can be stuck
CAUTION There are limitations on political signs placed in yards in Tampa Palms
Many similar communities do not allow residents to place any political signs in their yards The TPOA leadership is sensitive to the desires of some of its members to express political opinions For that rea-son the TPOA Board has granted a uniform variance for a political sign to be placed in yards A political sign is al-lowed (no RMC application required) under the follow-ing conditions
bull Only 1 sign per yard
bull No more than 6 weeks before the election
bull Promptly removed the day after the election

TECO Energy is taking action to protect both the safety of its transmission lines and the safety of the abutting homes along the corridor in Tampa Palms and elsewhere
To deter vehicle intrusion TECO is installing posts along the boundary of their property at the roadway crossings
These posts are hidden be-hind the plantings and berms along the roadways
This action is a means to reducedstop unwanted and even dangerous vehicle traffic from entering the corridor and halt the ldquodumpingrdquo that sometimes occurs
Residents are annoyed and wary of solicitors they come at non-advantageous times they annoy pets and there is always the concern that they are scouting for something more than selling magazines
What Can The Police Do
The challenge for Tampa Palms and the police is that all of the roads in the non-gated villages are public rights-of-way The sidewalks along these public roads are open to the public and it is not possible for the police to ldquobanrdquo un-wanted solicitors from public areas such as sidewalks
What Can Owners Do Tampa Palms owners who do not want solicitors at their doors may post no soliciting signs in their front yards or by the front door (Get RMC approval) The police recommend doing this and if the signs are in place the po-lice can and will enforce these signs on ownersrsquo private property
Tampa Palms Standards
Community standards are vital to the health and value of Tampa Palms Those who do not properly maintain their property place at risk
bull The value of their own property
bull The value of their neighborsrsquo property
bull The reputation of Tampa Palms
Declines in neighborhood property care are not only very unpleasant they also negatively affect the property values of all owners not just the property with a violation Home buyer research indicates that an overwhelming pro-portion of home shoppers (62) base their final buying decisions equally on the home and the neighborhood
In the last few years the number of violations has increased
Owners donrsquot notice the problems New owners may be unaware of what is required
That said an overwhelming majority of owners who are cited correct the problem after receiving nothing more than a single notification
How Are Violations Determined
If you receive notification that something needs attention in order to meet Tampa Palms standards donrsquot assume a neighbor has ldquoreported your homerdquo or that a Board has sin-gled your home out for some reason and become angry and defensive
The property managers independently review properties in the villages on a rotating basis and their criteria is solely based on if what they observe meets the standards of the governing documents
If someone were to report a property as needing attention (and this seldom happens) the property managers would not cite the owner until
They inspected the property themselves and Have confirmed that a violation exists
It is the policy of the TPOA that
bull Board members do not tell the property managers which properties or villages to focus
bull Covenants and Fining Committee members do not di-rect the activities of the property managers

Zoning Changes Questioned
They Depend On You There have been a number of stories on Tampa Palms social media outlets about missing pets or pets killed out doors in Tampa Palms The loss of a pet is truly heartbreaking they are important members of our families
Tampa Palms is home to a wide variety of wildlife from coyotes to bob cats to alligators and even an occasional bear
The ever-present wildlife is one of the reasons many residents moved to this area but the wildlife is not a friend to our pets In part this is the reason that Tampa Palms rules do not permit keeping pets outside no matter if the pet is tethered or fenced primarily this is to protect the pet County laws mirror these rules
Recently coyotes have received a lot of attention they are the largest of the predators routinely seen in Tampa Palms They live in the conservation areas along the river on the east side of Tampa Palms and the ELAPP property along Cypress Creek on the west side they travel through the golf course and wander up and down the power corridor
Experts advise to protect household pets do the following
bull DOGS Keep your dog on 4 ft-6 ft leash Always be vigilant with your pets when going outside from dusk to dawn when coyotes are most active
bull CATS The best way to protect your cats is to keep them as indoor only cats Coyotes have a very easy time hunting cats

Requested Changes In Tampa Palms
Residents have contacted the TPOA and CDD regarding the zoning change sign posted outside Lifesong Church on Tampa Palms Blvd The sign indicates an intent to utilize the property for a ldquoplace of religious assembly and daycarerdquo The property in question located in Wyndham across from Stonington has very specific restrictions in the Tampa Palms governing documents A Supplemental Declaration of the Covenants Conditions and Restrictions for the Tampa Palms Owners Association was filed in Nov of 1988 The property is permitted in the TPOA governing documents to include one church site and other uses such as recreation or education reasonably related to the primary use as a church site
On the surface the use of a daycare seem reasonable but there are several problems with the application as written
bull As written the application adds a new stand alone use of ldquopre-schoolrdquo
bull Ostensibly in the future the church could sell the property to a non-church related operation in conflict with the Tampa Palms governing documents
As required by procedures the TPOA Board has referred this matter to corporate counsel RMC and property managers will reach out to the owners the application could be rewritten to protect the Tampa Palms neighbors making any use related to a church
The request comes before City Council City Hall February 13th 6 PM
The TPOA Counsel and community members will be on hand to oppose the application as written Owners are encouraged to appear and express their wishes
New To Tampa Palms Here Are Some Questions With The Answers To Help
The TPOA and the CDD field questions from owners perspective owners and others relative to Tampa Palms and how
the community operates Some of these questions are asked so frequently that the TPOA staff thought it would be useful
to list them with the answers for everyone
My realtor told me that homeowners pay for the streetlights Does the CDD or the TPOA bill for
them or are they billed separately on our taxes
No The City of Tampa pays but does not separately bill for the streetlights in Tampa Palms along the
public roads (not gated) TECO owns and operates the streetlights repairs them and in the cases of
accidents replaces them This is not true in some other places in New Tampa Gated villages pay for
their own streetlights
Are residents in gated villages subject to the same TPOA rules
Yes Villages within Tampa Palms that have sub-associations are subject to all of the rules of
the TPOA In addition many gated villages such as the Sanctuary or Sterling Manor have
stricter requirements The TPOA will only cite owners for TPOA rules Gated communities
are responsible for administering the rules in their governing documents
Can bounce houses and drones be used in Tampa Palms parks
Bouncy houses are not permitted in Compton Park due to the dangers brought about by the
proximity to the high voltage transmission lines in the power corridor They are permitted in
Hampton and Amberly parks with a reservation Call Jo Ann Conrad at the TPOA (977-

Drones and other remote controlled aircraft are not allowed in any Tampa Palms park
Can dogs be kept outside if the yard is fenced and can they be walked on streets and in parks if off-leash but
well trained
No the Tampa Palms governing documents provide that dogs ldquoshall at all times whenever they are
outside a Unit be confined on a leash held by a responsible Personrdquo That means in part that they
cannot be fenced or tethered in a ownerrsquos yard
The Hillsborough County Ordinance goes a step further and includes cats in the law requiring a leash
when a dog or a cat is off the ownerrsquos property ldquoNo dog or cat shall be allowed to stray run or go
at large upon any public property or street sidewalk park or on the private property of another
without the consent of the property ownerrdquo
Postings on certain online sites indicate that New Tampa pays a higher City property tax rate than owners in
South Tampa Is anyone working to change that
Nothing to change This is just bad information The City of Tampa ad valorem tax rate
(millage) paid by Tampa Palms owners and New Tampa owners is the same mileage rate paid by
property owners in Palma Ceia Davis Islands and Seminole Heights etc The millage rate city-
wide is 62076

A Word About Coyotes
The chirping bark of coyotes has been heard in Tampa Palms mostly from the lands near the Country Club and river There is no doubt that the coyotes roam further into areas near villages especially for ldquoeasy foodrdquo like food left out for pets or regrettably pets themselves
According the FWC ranger assigned to the area coyotes are about the size of a small German Shepherd they eat mostly rodents BUT small dogs and cats allowed to roam or tethered outside are in danger
The coyotes that live on the ELAPP lands near TP North and along the river south of the Country Club often venture into Tampa Palms using the power corridor
Like the pigs shown below right and the bob cat with her two kittens below left the FWC ranger warns that no wild animal should be approached or fed
Some contributors to social media sites in and around Tampa Palms have expressed alarm that ldquocontinued constructionrdquo is taking away wildlife habitat in Tampa Palms Fortunately construction is over in Tampa Palms There remains permitted development in TPOST 3 but except for remodels there is nothing in Tampa Palms Building in Tampa Palms radic The last village in Area 1 was approved

With the primaries only weeks away in March and the big day looming ahead in November Tampa Palms and the whole nation is set to experience anoth-er wild and crazy season with both local and national races
Enthusiastic candidates and their supporters are eager to place signs at every location where signs can be stuck
CAUTION There are limitations on political signs placed in yards in Tampa Palms
Many similar communities do not allow residents to place any political signs in their yards The TPOA leadership is sensitive to the desires of some of its members to express political opinions For that rea-son the TPOA Board has granted a uniform variance for a political sign to be placed in yards A political sign is al-lowed (no RMC application required) under the follow-ing conditions
bull Only 1 sign per yard
bull No more than 6 weeks before the election
bull Promptly removed the day after the election

TECO Energy is taking action to protect both the safety of its transmission lines and the safety of the abutting homes along the corridor in Tampa Palms and elsewhere
To deter vehicle intrusion TECO is installing posts along the boundary of their property at the roadway crossings
These posts are hidden be-hind the plantings and berms along the roadways
This action is a means to reducedstop unwanted and even dangerous vehicle traffic from entering the corridor and halt the ldquodumpingrdquo that sometimes occurs
Residents are annoyed and wary of solicitors they come at non-advantageous times they annoy pets and there is always the concern that they are scouting for something more than selling magazines
What Can The Police Do
The challenge for Tampa Palms and the police is that all of the roads in the non-gated villages are public rights-of-way The sidewalks along these public roads are open to the public and it is not possible for the police to ldquobanrdquo un-wanted solicitors from public areas such as sidewalks
What Can Owners Do Tampa Palms owners who do not want solicitors at their doors may post no soliciting signs in their front yards or by the front door (Get RMC approval) The police recommend doing this and if the signs are in place the po-lice can and will enforce these signs on ownersrsquo private property
Tampa Palms Standards
Community standards are vital to the health and value of Tampa Palms Those who do not properly maintain their property place at risk
bull The value of their own property
bull The value of their neighborsrsquo property
bull The reputation of Tampa Palms
Declines in neighborhood property care are not only very unpleasant they also negatively affect the property values of all owners not just the property with a violation Home buyer research indicates that an overwhelming pro-portion of home shoppers (62) base their final buying decisions equally on the home and the neighborhood
In the last few years the number of violations has increased
Owners donrsquot notice the problems New owners may be unaware of what is required
That said an overwhelming majority of owners who are cited correct the problem after receiving nothing more than a single notification
How Are Violations Determined
If you receive notification that something needs attention in order to meet Tampa Palms standards donrsquot assume a neighbor has ldquoreported your homerdquo or that a Board has sin-gled your home out for some reason and become angry and defensive
The property managers independently review properties in the villages on a rotating basis and their criteria is solely based on if what they observe meets the standards of the governing documents
If someone were to report a property as needing attention (and this seldom happens) the property managers would not cite the owner until
They inspected the property themselves and Have confirmed that a violation exists
It is the policy of the TPOA that
bull Board members do not tell the property managers which properties or villages to focus
bull Covenants and Fining Committee members do not di-rect the activities of the property managers

Zoning Changes Questioned
They Depend On You There have been a number of stories on Tampa Palms social media outlets about missing pets or pets killed out doors in Tampa Palms The loss of a pet is truly heartbreaking they are important members of our families
Tampa Palms is home to a wide variety of wildlife from coyotes to bob cats to alligators and even an occasional bear
The ever-present wildlife is one of the reasons many residents moved to this area but the wildlife is not a friend to our pets In part this is the reason that Tampa Palms rules do not permit keeping pets outside no matter if the pet is tethered or fenced primarily this is to protect the pet County laws mirror these rules
Recently coyotes have received a lot of attention they are the largest of the predators routinely seen in Tampa Palms They live in the conservation areas along the river on the east side of Tampa Palms and the ELAPP property along Cypress Creek on the west side they travel through the golf course and wander up and down the power corridor
Experts advise to protect household pets do the following
bull DOGS Keep your dog on 4 ft-6 ft leash Always be vigilant with your pets when going outside from dusk to dawn when coyotes are most active
bull CATS The best way to protect your cats is to keep them as indoor only cats Coyotes have a very easy time hunting cats

Requested Changes In Tampa Palms
Residents have contacted the TPOA and CDD regarding the zoning change sign posted outside Lifesong Church on Tampa Palms Blvd The sign indicates an intent to utilize the property for a ldquoplace of religious assembly and daycarerdquo The property in question located in Wyndham across from Stonington has very specific restrictions in the Tampa Palms governing documents A Supplemental Declaration of the Covenants Conditions and Restrictions for the Tampa Palms Owners Association was filed in Nov of 1988 The property is permitted in the TPOA governing documents to include one church site and other uses such as recreation or education reasonably related to the primary use as a church site
On the surface the use of a daycare seem reasonable but there are several problems with the application as written
bull As written the application adds a new stand alone use of ldquopre-schoolrdquo
bull Ostensibly in the future the church could sell the property to a non-church related operation in conflict with the Tampa Palms governing documents
As required by procedures the TPOA Board has referred this matter to corporate counsel RMC and property managers will reach out to the owners the application could be rewritten to protect the Tampa Palms neighbors making any use related to a church
The request comes before City Council City Hall February 13th 6 PM
The TPOA Counsel and community members will be on hand to oppose the application as written Owners are encouraged to appear and express their wishes
New To Tampa Palms Here Are Some Questions With The Answers To Help
The TPOA and the CDD field questions from owners perspective owners and others relative to Tampa Palms and how
the community operates Some of these questions are asked so frequently that the TPOA staff thought it would be useful
to list them with the answers for everyone
My realtor told me that homeowners pay for the streetlights Does the CDD or the TPOA bill for
them or are they billed separately on our taxes
No The City of Tampa pays but does not separately bill for the streetlights in Tampa Palms along the
public roads (not gated) TECO owns and operates the streetlights repairs them and in the cases of
accidents replaces them This is not true in some other places in New Tampa Gated villages pay for
their own streetlights
Are residents in gated villages subject to the same TPOA rules
Yes Villages within Tampa Palms that have sub-associations are subject to all of the rules of
the TPOA In addition many gated villages such as the Sanctuary or Sterling Manor have
stricter requirements The TPOA will only cite owners for TPOA rules Gated communities
are responsible for administering the rules in their governing documents
Can bounce houses and drones be used in Tampa Palms parks
Bouncy houses are not permitted in Compton Park due to the dangers brought about by the
proximity to the high voltage transmission lines in the power corridor They are permitted in
Hampton and Amberly parks with a reservation Call Jo Ann Conrad at the TPOA (977-

Drones and other remote controlled aircraft are not allowed in any Tampa Palms park
Can dogs be kept outside if the yard is fenced and can they be walked on streets and in parks if off-leash but
well trained
No the Tampa Palms governing documents provide that dogs ldquoshall at all times whenever they are
outside a Unit be confined on a leash held by a responsible Personrdquo That means in part that they
cannot be fenced or tethered in a ownerrsquos yard
The Hillsborough County Ordinance goes a step further and includes cats in the law requiring a leash
when a dog or a cat is off the ownerrsquos property ldquoNo dog or cat shall be allowed to stray run or go
at large upon any public property or street sidewalk park or on the private property of another
without the consent of the property ownerrdquo
Postings on certain online sites indicate that New Tampa pays a higher City property tax rate than owners in
South Tampa Is anyone working to change that
Nothing to change This is just bad information The City of Tampa ad valorem tax rate
(millage) paid by Tampa Palms owners and New Tampa owners is the same mileage rate paid by
property owners in Palma Ceia Davis Islands and Seminole Heights etc The millage rate city-
wide is 62076

A Word About Coyotes
The chirping bark of coyotes has been heard in Tampa Palms mostly from the lands near the Country Club and river There is no doubt that the coyotes roam further into areas near villages especially for ldquoeasy foodrdquo like food left out for pets or regrettably pets themselves
According the FWC ranger assigned to the area coyotes are about the size of a small German Shepherd they eat mostly rodents BUT small dogs and cats allowed to roam or tethered outside are in danger
The coyotes that live on the ELAPP lands near TP North and along the river south of the Country Club often venture into Tampa Palms using the power corridor
Like the pigs shown below right and the bob cat with her two kittens below left the FWC ranger warns that no wild animal should be approached or fed
Some contributors to social media sites in and around Tampa Palms have expressed alarm that ldquocontinued constructionrdquo is taking away wildlife habitat in Tampa Palms Fortunately construction is over in Tampa Palms There remains permitted development in TPOST 3 but except for remodels there is nothing in Tampa Palms Building in Tampa Palms radic The last village in Area 1 was approved

The ponds are designed to receive storm water from the streets for treatment Anything thrown in the streets will ultimately make its way to the ponds It is for that reason that it is vital not to throw trash oils fertilizers or any foreign substance into the streets or into the storm drainshellip it all goes to the ponds Some people including some tradesmen working in Tampa Palms may not be aware of how the stormwater system works They think the water goes to the sewers it does not Please take a minute to make certain workers on your property do not place yard waste or chemicals into the drains and call the CDD if you see trash in a pond

Community standards are vital to the health and value of Tampa Palms Those who do not properly maintain their property place at risk

Declines in neighborhood property care are not only very unpleasant they also negatively affect the property values of all owners not just the property with a violation Home buyer research indicates that an overwhelming pro-portion of home shoppers (62) base their final buying decisions equally on the home and the neighborhood
In the last few years the number of violations has increased
Owners donrsquot notice the problems New owners may be unaware of what is required
That said an overwhelming majority of owners who are cited correct the problem after receiving nothing more than a single notification
How Are Violations Determined
If you receive notification that something needs attention in order to meet Tampa Palms standards donrsquot assume a neighbor has ldquoreported your homerdquo or that a Board has sin-gled your home out for some reason and become angry and defensive
The property managers independently review properties in the villages on a rotating basis and their criteria is solely based on if what they observe meets the standards of the governing documents
If someone were to report a property as needing attention (and this seldom happens) the property managers would not cite the owner until

They Depend On You There have been a number of stories on Tampa Palms social media outlets about missing pets or pets killed out doors in Tampa Palms The loss of a pet is truly heartbreaking they are important members of our families
Tampa Palms is home to a wide variety of wildlife from coyotes to bob cats to alligators and even an occasional bear
The ever-present wildlife is one of the reasons many residents moved to this area but the wildlife is not a friend to our pets In part this is the reason that Tampa Palms rules do not permit keeping pets outside no matter if the pet is tethered or fenced primarily this is to protect the pet County laws mirror these rules
Recently coyotes have received a lot of attention they are the largest of the predators routinely seen in Tampa Palms They live in the conservation areas along the river on the east side of Tampa Palms and the ELAPP property along Cypress Creek on the west side they travel through the golf course and wander up and down the power corridor
Experts advise to protect household pets do the following
bull DOGS Keep your dog on 4 ft-6 ft leash Always be vigilant with your pets when going outside from dusk to dawn when coyotes are most active
bull CATS The best way to protect your cats is to keep them as indoor only cats Coyotes have a very easy time hunting cats

Requested Changes In Tampa Palms
Residents have contacted the TPOA and CDD regarding the zoning change sign posted outside Lifesong Church on Tampa Palms Blvd The sign indicates an intent to utilize the property for a ldquoplace of religious assembly and daycarerdquo The property in question located in Wyndham across from Stonington has very specific restrictions in the Tampa Palms governing documents A Supplemental Declaration of the Covenants Conditions and Restrictions for the Tampa Palms Owners Association was filed in Nov of 1988 The property is permitted in the TPOA governing documents to include one church site and other uses such as recreation or education reasonably related to the primary use as a church site
On the surface the use of a daycare seem reasonable but there are several problems with the application as written
bull As written the application adds a new stand alone use of ldquopre-schoolrdquo
bull Ostensibly in the future the church could sell the property to a non-church related operation in conflict with the Tampa Palms governing documents
As required by procedures the TPOA Board has referred this matter to corporate counsel RMC and property managers will reach out to the owners the application could be rewritten to protect the Tampa Palms neighbors making any use related to a church
The request comes before City Council City Hall February 13th 6 PM
The TPOA Counsel and community members will be on hand to oppose the application as written Owners are encouraged to appear and express their wishes

Postings on certain online sites indicate that New Tampa pays a higher City property tax rate than owners in
South Tampa Is anyone working to change that
Nothing to change This is just bad information The City of Tampa ad valorem tax rate
(millage) paid by Tampa Palms owners and New Tampa owners is the same mileage rate paid by
property owners in Palma Ceia Davis Islands and Seminole Heights etc The millage rate city-

With the primaries only weeks away in March and the big day looming ahead in November Tampa Palms and the whole nation is set to experience anoth-er wild and crazy season with both local and national races
Enthusiastic candidates and their supporters are eager to place signs at every location where signs can be stuck
CAUTION There are limitations on political signs placed in yards in Tampa Palms
Many similar communities do not allow residents to place any political signs in their yards The TPOA leadership is sensitive to the desires of some of its members to express political opinions For that rea-son the TPOA Board has granted a uniform variance for a political sign to be placed in yards A political sign is al-lowed (no RMC application required) under the follow-ing conditions
bull Only 1 sign per yard
bull No more than 6 weeks before the election
bull Promptly removed the day after the election

With the primaries only weeks away in March and the big day looming ahead in November Tampa Palms and the whole nation is set to experience anoth-er wild and crazy season with both local and national races
Enthusiastic candidates and their supporters are eager to place signs at every location where signs can be stuck
CAUTION There are limitations on political signs placed in yards in Tampa Palms
Many similar communities do not allow residents to place any political signs in their yards The TPOA leadership is sensitive to the desires of some of its members to express political opinions For that rea-son the TPOA Board has granted a uniform variance for a political sign to be placed in yards A political sign is al-lowed (no RMC application required) under the follow-ing conditions
bull Only 1 sign per yard
bull No more than 6 weeks before the election
bull Promptly removed the day after the election

New To Tampa Palms Here Are Some Questions With The Answers To Help
The TPOA and the CDD field questions from owners perspective owners and others relative to Tampa Palms and how
the community operates Some of these questions are asked so frequently that the TPOA staff thought it would be useful
to list them with the answers for everyone
My realtor told me that homeowners pay for the streetlights Does the CDD or the TPOA bill for
them or are they billed separately on our taxes
No The City of Tampa pays but does not separately bill for the streetlights in Tampa Palms along the
public roads (not gated) TECO owns and operates the streetlights repairs them and in the cases of
accidents replaces them This is not true in some other places in New Tampa Gated villages pay for
their own streetlights
Are residents in gated villages subject to the same TPOA rules
Yes Villages within Tampa Palms that have sub-associations are subject to all of the rules of
the TPOA In addition many gated villages such as the Sanctuary or Sterling Manor have
stricter requirements The TPOA will only cite owners for TPOA rules Gated communities
are responsible for administering the rules in their governing documents
Can bounce houses and drones be used in Tampa Palms parks
Bouncy houses are not permitted in Compton Park due to the dangers brought about by the
proximity to the high voltage transmission lines in the power corridor They are permitted in
Hampton and Amberly parks with a reservation Call Jo Ann Conrad at the TPOA (977-

Drones and other remote controlled aircraft are not allowed in any Tampa Palms park
Can dogs be kept outside if the yard is fenced and can they be walked on streets and in parks if off-leash but
well trained
No the Tampa Palms governing documents provide that dogs ldquoshall at all times whenever they are
outside a Unit be confined on a leash held by a responsible Personrdquo That means in part that they
cannot be fenced or tethered in a ownerrsquos yard
The Hillsborough County Ordinance goes a step further and includes cats in the law requiring a leash
when a dog or a cat is off the ownerrsquos property ldquoNo dog or cat shall be allowed to stray run or go
at large upon any public property or street sidewalk park or on the private property of another
without the consent of the property ownerrdquo
Postings on certain online sites indicate that New Tampa pays a higher City property tax rate than owners in
South Tampa Is anyone working to change that
Nothing to change This is just bad information The City of Tampa ad valorem tax rate

With the primaries only weeks away in March and the big day looming ahead in November Tampa Palms and the whole nation is set to experience anoth-er wild and crazy season with both local and national races
Enthusiastic candidates and their supporters are eager to place signs at every location where signs can be stuck
CAUTION There are limitations on political signs placed in yards in Tampa Palms
Many similar communities do not allow residents to place any political signs in their yards The TPOA leadership is sensitive to the desires of some of its members to express political opinions For that rea-son the TPOA Board has granted a uniform variance for a political sign to be placed in yards A political sign is al-lowed (no RMC application required) under the follow-ing conditions
bull Only 1 sign per yard
bull No more than 6 weeks before the election
bull Promptly removed the day after the election

A Word About Coyotes
The chirping bark of coyotes has been heard in Tampa Palms mostly from the lands near the Country Club and river There is no doubt that the coyotes roam further into areas near villages especially for ldquoeasy foodrdquo like food left out for pets or regrettably pets themselves
According the FWC ranger assigned to the area coyotes are about the size of a small German Shepherd they eat mostly rodents BUT small dogs and cats allowed to roam or tethered outside are in danger
The coyotes that live on the ELAPP lands near TP North and along the river south of the Country Club often venture into Tampa Palms using the power corridor
Like the pigs shown below right and the bob cat with her two kittens below left the FWC ranger warns that no wild animal should be approached or fed
Some contributors to social media sites in and around Tampa Palms have expressed alarm that ldquocontinued constructionrdquo is taking away wildlife habitat in Tampa Palms Fortunately construction is over in Tampa Palms There remains permitted development in TPOST 3 but except for remodels there is nothing in Tampa Palms Building in Tampa Palms radic The last village in Area 1 was approved

With the primaries only weeks away in March and the big day looming ahead in November Tampa Palms and the whole nation is set to experience anoth-er wild and crazy season with both local and national races
Enthusiastic candidates and their supporters are eager to place signs at every location where signs can be stuck
CAUTION There are limitations on political signs placed in yards in Tampa Palms
Many similar communities do not allow residents to place any political signs in their yards The TPOA leadership is sensitive to the desires of some of its members to express political opinions For that rea-son the TPOA Board has granted a uniform variance for a political sign to be placed in yards A political sign is al-lowed (no RMC application required) under the follow-ing conditions
bull Only 1 sign per yard
bull No more than 6 weeks before the election
bull Promptly removed the day after the election

A New Climber Debuts In February At the January meeting the CDD Board approved a replacement for the retired ldquoturtlerdquo climber it will be a brand new Cozy Domereg The Cozy Domereg offers kids a place to play to escape the hustle and bustle of a busy playground and to take time by themselves or socialize together The Cozy Domereg features
bull Peek holes let kids and parents keep an eye on activity
bull Various textures on the outer surface create a perfect climbing experience which is low to the ground and supported by the parkrsquos safety surface
Cozy Dome meets the CDDs requirement for all-inclusive playground elements which contribute to supporting and enhancing sensory motor and cognitive skills
Tampa Palms is a relatively large community of more than 3400 homes and 8000 residents It is a fact that busy folks have different needs for news and information Remember the website is open for business to serve residents 24 hours a dayhellip
Social media sites are both a boom to information sharing in communities such as Tampa Palms and a potential problem
bull ldquoThe wordrdquo can be quickly disseminated about problems such as the accidents or road closings
bull Upcoming meetings or community activities can be shared
bull Unfortunately unvetted and inaccurate information can also be shared causing unneeded alarm Always check out info received online
There is a single ldquoopenrdquo Facebook site privately maintained by a resident for Tampa Palms It carries announcements and posts answers to questions of general interest It avoids political or controversial matters

Itrsquos That Time of Year Tampa Fire Rescue warns that at this time of year with chilly temperatures there is a greater chance of ldquorunning intordquo a snake sunning in places where they are not usually seen Many are not poisonous but in Tampa Palms Florida in general quite a few are dangerous If you are surprised and bitten SEEK HELP IMMEDIATELY

The ponds are designed to receive storm water from the streets for treatment Anything thrown in the streets will ultimately make its way to the ponds It is for that reason that it is vital not to throw trash oils fertilizers or any foreign substance into the streets or into the storm drainshellip it all goes to the ponds Some people including some tradesmen working in Tampa Palms may not be aware of how the stormwater system works They think the water goes to the sewers it does not Please take a minute to make certain workers on your property do not place yard waste or chemicals into the drains and call the CDD if you see trash in a pond

With the primaries only weeks away in March and the big day looming ahead in November Tampa Palms and the whole nation is set to experience anoth-er wild and crazy season with both local and national races
Enthusiastic candidates and their supporters are eager to place signs at every location where signs can be stuck
CAUTION There are limitations on political signs placed in yards in Tampa Palms
Many similar communities do not allow residents to place any political signs in their yards The TPOA leadership is sensitive to the desires of some of its members to express political opinions For that rea-son the TPOA Board has granted a uniform variance for a political sign to be placed in yards A political sign is al-lowed (no RMC application required) under the follow-ing conditions
bull Only 1 sign per yard
bull No more than 6 weeks before the election
bull Promptly removed the day after the election
