The Home Valuation Code of Conduct (HVCC) is the result of a joint agreement between Freddie Mac, the Federal Housing Finance Agency, and the New York State Attorney General to enhance the independence and accuracy of the appraisal process, and provide added protections for homebuyers, mortgage investors and the housing market. Getting Started With the New Process
The new process uses a payment link that is generated with 5 – 10 minutes after the appraisal vendor accepts the order. If you want to enter credit card information into the payment link, you must change the email on the 1003 Borrower tab before you place the order and change it back once the payment has been entered. All orders must be paid before the appraiser can proceed. AMC’s will place the order on hold and will not even assign the order to
an appraiser until payment information has been entered. Panel appraisal orders will be placed on hold if not paid within 24 hours. On appraiser panel orders, the system will generate two automatic payment reminders within 24 hours of when the first payment link was sent if not paid. Desktop Appraisals and Field Reviews are ordered from Clear Capital by selecting Desktop Appraisals and Field Reviews as the Client Group Identifier. The Desktop product ordered is the 2 Day CDA. You must select the Rush button and select a 2 business day turn time for the order to be placed as a 2 day rush. The Original Appraisal must be uploaded to the order. All FHA loans must have the FHA case number in the 1003 Government tab or Mortgagebot will not let you place the order.
Sales Contracts, Desktop Appraisals, and Field Reviews
The Sales Contract must be uploaded for Purchase orders. For Construction Perm loans, the Sales Contract and Plans and Specs must be uploaded. For the 203K, the Sales Contract, Consultant Work Write-Up or proposed plan and contractor bid must be uploaded. For a Desk Review or Field Review, the Original Appraisal must be uploaded.
Due Dates and Status Log
The status log is available by clicking on Show in the blue Status Log bar. This will show the detailed notes on the order including the payment link The Due Date entered on the order form is the requested date for delivery. It will show in the green summary box of the order. The vendor assigned will update the order with an expected due date via the Status Log on the appraisal order screen but that will not update the order form so please pay attention to messages regarding a change in due dates.
All communication to the AMC or AC panel appraisal must be done via the Status Log within the Appraisal Order screen. The AMC and/or AC panel appraiser and the appraisal desk will communicate via the Status Log.

• Please make sure you include BOTH the mailing address and the e-mail address for the borrower when ordering your HVCC appraisals. In order for us to remain HVCC compliant we must send the borrower a copy of their appraisal. Without that information we are unable to stay in compliance.
• It is important to track your HVCC order within the first 3 days of ordering your appraisal, make sure that the payment has been received, assignment has been given, contact has been made with your client and an appointment has been set. This tracking upfront will ensure a smoother and quicker process
