Notes on Session 6 - Friday 29th April 2016 (10 – 2.30)

1. Welcome and Introductions

Roisin (who will share the Rural Partnership role with Jean) and Ally (as Lynn’s substitute) were welcomed to their first meeting.

2. Notes of last session and Matters Arising

The notes were agreed as accurate. Matters arising were…

ALDO – Ken is identifying a group of Foyer staff to pilot the online ALDO system and this offer will soon be able to be rolled out to other partners with the intention of having an ALCP welcome page when people first access the materials. Action KM and K McD

Community Planning Reporting – This item had been held over from the last meeting. Doug noted that a Review of Community Planning is currently happening in order to respond to changes such as the move to Local Outcome Improvement Plans (LOIP’s). In terms of where the ALCP should report, Doug saw this as part of the review, with similar clarification being sought in relation to other similar bodies such as the Community Safety Group. Workforce development. – Kevin had met with Rhona to discuss ways to widen RGU student support to community groups in Aberdeenshire. There were two main routes for this – through the Talent Exchange and through volunteer brokering carried out by the Student Union. Both Aberdeen University and North of Scotland College also have an interest in student placement and volunteering opportunities and could contribute to delivering on this aspect of the CLD plan.In the first instance the opportunity with RGU will be followed up in a meeting which will also involve AVA. After this conversations can begin with the other academic institutions. Action – RM / K McD / AVA

3. ALCP Terms of Reference

Ken introduced the draft Terms of Reference which had been produced with Naida and Claire. The clarity was welcomed and after some discussion it was agreed to invite Libraries to attend the strategic group.

The concept of having the strategic group as the core body with other interested partners in a wider group was accepted. Members of that wider group could include agencies such as Business Gateway/Chamber of Commerce and Police and Fire who would be kept in the loop through the sharing of minutes.

The Terms would be tweaked as below – suggested changes in redIntroduction - The partnership is currently led by the CLD service in Aberdeenshire Council and involves partners from both the public and third sectors.Meetings - …The establishment and operation of the Partnership will be the responsibility of the Head of Service who will identify a lead officer/s to chair and facilitate.

It was noted that there was still some confusion with people often thinking that the CLD Plan only referring to the CLD Service within the council. It was agreed to refer to the plan from now on as the Partnership CLD Plan to emphasise that the plan is for all involved in community learning and community development.

4. Monitoring – Feedback from LCP’s

The attached report (app 1) was tabled for discussion.

Doug noted the interesting approach in Inverurie, but also that this was one of many current ‘stand-alone’ initiatives in the town taking an asset based approach which emphasised one of the challenges facing LLCPs.

The reality that not all partners will be able to attend every LLCP was again noted. It was felt that the same idea of a ‘core’ group and a wider stakeholder group could develop to respond to this.

Groups such as the ADP forums have been evolving to widen the involvement of people with lived experience rather than professionals and the question was posed as to how people such as this could be involved in the LLCPs. One possible solution to this is through both the joint CPD and the engagement/ celebration sessions included in the LLCP annual cycle.

It was agreed that the LLCP update should be widened to include a report back on progress against the Outcome Indicators drawn up in Session 5. ACTION - KM

5. Education Scotland report – ‘Planning for change in Scotland’s communities’

Partners noted the report on the CLD Plans and the references from Aberdeenshire within it. The Education Scotland website notes that

“This report will be complemented by HM Inspectors' review of the accompanying processes to meet the requirements of the CLD Regulations. Both pieces of work will inform the revised model of CLD inspection”.

ALCP will pull together a report on the first year of the Partnership CLD Plan and update the Plan so that it remains a three year document. ACTION - KM

Background – Each Local Learning Community Partnership works to the same framework. This report updates where the currently active LLCP’s are in their development and it should be noted that those which are in their early stages will not yet have identified their joint Improvement Priorities. Mintlaw & Peterhead

Partners in the M&PLCP feel that there is a need to work more effectively together to share resources and jointly plan and deliver services, something that has been previously flagged up in HMI inspections.

As well as annualised self-evaluations, partners are eager to look at how their planning and evaluation frameworks relate to each other in a more systematic way.

There are a wide range of transitional supports and opportunities across Buchan including pre and post school learning, but it is not planned, coordinated and learner centred

We need to ensure that our most vulnerable learners have the transition support they need at challenging times
