The MPO works within federal transportation requirements to guide the development of a multi-modal transportation system within the Metropolitan Planning Area (MPA) - an area that includes the urbanized area plus areas expected to urbanize over the next 20 years.

HOW ARE DECISIONS MADE?
The MPO’s plans and recommendations are developed in cooperation with the Indianapolis Regional Transportation Council (IRTC), the governing body of the MPO. The IRTC consists of Policy, Technical, and Administrative committees that are represented by officials from jurisdictions within the MPA.

PROJECT FUNDING
The MPO administers federal funding programs that facilitate surface transportation improvements from roadway resurfacing to transit bus purchases to bike trails. Any project that receives federal funds must be included in the IRTIP. Most projects include a local match that is 20% of the total cost; some projects qualify for a lesser percentage of local match.

Unified Planning Work ProgramThe Unified Planning Work Program (UPWP) is developed by the MPO and approved by the IRTC on an annual basis. It outlines the planning activities and work strategies to accomplish regional transportation goals and state/federal planning emphasis areas. Important attention is given to the description of the planning work, the resulting products, time frames for completion, cost, and source of funds for each planning activity.
Long Range Transportation PlanThe Indianapolis Metropolitan Planning Area (MPA) Long Range Transportation Plan (LRTP) is the region’s primary transportation policy document. This official multi-modal transportation plan must maintain no less than a 20-year planning horizon that is developed, adopted and updated by the MPO and approved by the IRTC through the metropolitan planning process. The LRTP is fiscally constrained and improvements are prioritized on realistic projections of financial resources.
Indianapolis Regional Transportation Improvement ProgramThe Indianapolis Regional Transportation Improvement Program (IRTIP) includes a prioritized listing (program) of transportation projects covering a period of four years. It is developed by the MPO and approved by the IRTC as part of the metropolitan planning process. It must be consistent with the LRTP and projects must be included in the IRTIP to be eligible for federal transportation funding.
